Through the study of the action of the inquisition commissioners, this article seeks to reveal the relations between the Portuguese Inquisition and the ecclesiastical structure of the Minas Gerais State Captaincy in the colonial period. The focus of the analysis will be the making and the action of the network of Holy Inquisition commissioners in the gold Captaincy. What was the profile of these commissioners? How were they recruited from the local ecclesiastical hierarchy? What was the role assigned to them in the inquisitional action that took place in Minas Gerais? How did they act? What was the relationship between the introduction of the commissioners into the local ecclesiastical structures and the commissioners` inquisitorial activities?

On 2 November 2001, the General Assembly of the United Nations Scientific, Economic and Cultural Organisation (UNESCO) adopted the convention on the Protection of the Underwater Cultural Heritage. Among the many complex issues addressed in the convention is the legal status of sunken state-owned vessels, including warships. Prior to the adoption of this convention, no conventional or customary international law existed with regards to the question of abandonment of state-owned vessels or the application of the principle of sovereign immunity to sunken state vessels. While difficulties between coastal states and maritime and former colonial powers resulted in a regime that does not comprehensively address the issues, the convention does provide some guidance in this regard and may provide a basis for further development.

Portugal was one of the first and most enduring European colonial powers of modern times: 1415 and 1975 mark the beginning and the end of a long empire cycle that left impressive imprints in many places. Since it started, the overseas expansion and the exploration of the colonial resources were closely articulated with state-building and the preservation of national independence. A forerunner at the Great Age of Discoveries, but a latecomer in the era of industrialization, in the 19th and early-20th centuries Portugal was a peripheral country, and the economic gap with the rich and industrialized core of Europe was wide. During this period, however, the country faced the critical challenge of ruling vast and geographically scattered overseas territories, and of preserving them from the greed of strong imperialist powers. This article starts by outlining the major developments in the Portuguese colonial policy over a century, since the 1820s until 1926. The independence of Brazil (1822) was a crucial turning point, which brought about a shift towards Africa. The First Republic (1910-1926), pervaded by a nationalist ideology, gave a new impetus to the efforts towards a more effective colonisation. Symptomatically, a Ministry of Colonies was then established for the first time. Second, it describes and analyses the transformation of the central office for colonial affairs – from a small ministerial department to an autonomous ministry -, stressing the increasing bureaucratic specialisation, the growth of the apparatus and its staff, and the introduction of new criteria for the selection and promotion of permanent officials (namely a higher profile given to careers in local colonial administration). Finally, it presents a collective biography of both the politicians (Cabinet ministers) and the administrators (directors-general) who ran the Colonial Office for a large period of the Constitutional Monarchy (from 1851 to 1910) and during the First Republic, thus enabling to assess the impact of regime change on elite circulation and career patterns.

A análise das estruturas de aprisionamento necessita de atender ao quadro institucional no qual se encontra enquadrado. A compreensão das finalidades às quais reporta apenas pode ser captada na alusão a um quadro teórico e conceptual que não se cinja à apreensão restrita das suas mais evidentes manifestações. O enredo da Angola colonial, no qual nos focamos, imprime a necessidade de nos afastarmos dos recorrentes estudos que tendem a evidenciar a brutalidade da prática repressiva no interior das prisões, menosprezando, por iminência, uma análise que capte as características longitudinais que ditam as estruturas administrativas das suas bases materiais. Assente na defesa de um alargamento conceptual das práticas de confinamento, pretende esta investigação contribuir para os estudos que atendem à necessidade destes estabelecimentos serem analisados à luz de outras instâncias, nomeadamente o trabalho forçado e o incipiente poder infraestrutural do estado colonial. De forma a alcançar tal propósito esta dissertação concebe uma análise que contrapõe às finalidades impressas nos códigos legais dos estatutos criminais coloniais os relatórios arquivísticos. Estes dão conta da prática que regia o modus operandi destes estabelecimentos e atestam a debilidade morfológica do poder estatal colonial. É face a tal que se apresenta, numa última análise, as instâncias que nos permitem pensar o enredo edificado pelas empresas concessionárias no território colonial numa relação de analogia com a prisão colonial. Tal comparação é aqui edificada pelo recurso ao estudo de caso da Companhia de Diamantes de Angola, problematizando-se o modo como esta empresa substituía o poder do estado colonial ao implementar políticas públicas de gestão e controlo das massas trabalhadoras que se encontravam sob a sua alçada.

Recruitment and colonization of colonial ascidians, starting on natural scraped substratum, was observed throughout one year, in quadrats marked on sea- and continental-rock faces in the sublittoral fringe of an exposed beach in the Northeast of Brazil. The species of the Didemnidae, Didemnum duplicatum Monniot, 1983, D. psammathodes Sluiter, 1895, and Polysyncraton amethysteum Van Name, 1902, and an unidentified species of Polycitoridae, Eudistoma sp. 1, were recruited. Presenting continuous recruitment of all species, the density of living and dead recruits and colonies was similar on both faces of the rocks. The highest rainfall during winter, affected significantly the recruits density of D. duplicatum and D. psammathodes. Different permanence periods were observed for colonies of each species. The longest permanence periods were assigned to the colonies of P. amethysteum and D. psammathodes, extending up to four and five months, respectively.

El autor analiza la perspectiva de Pareja sobre los problemas y logros del país hasta los años cincuenta, argumenta que es la de un republicano laico, socialista, modernizador y guayaquileño. Algunas valoraciones de Pareja se inscriben en el contexto de la inexistencia de un campo de saber historiográfico constituido en el Ecuador de esos años. Su perspectiva de la conquista tiene elementos de una visión hispanista del devenir histórico, que quiere reconciliarse con la búsqueda de una modernidad no alcanzada y afanosamente deseada. Respecto de la independencia, la libertad no se consagró en 1822, sino recién en 1895, con la Revolución liberal, que llevaría a la modernización del Estado, en ella jugaría un rol central el mestizo como actor colectivo. Finalmente, Pareja atribuye al mestizaje la posibilidad de incorporación del país a la dinámica civilizadora, de puesta al día con los valores de la democracia y el progreso.

Land policy in micro-states and the land administration that underpins it is often devised within a legacy framework inherited from a colonial past. Independence has allowed self-determination of the future political direction yet the range, legal framework, institutional structure and administration systems tend to mirror those of ex-colonial powers. Do land policies, administration systems and processes developed to serve large heavily populated countries scale down to serve the requirements of micro-states? The evidence suggests not: many land administration systems in the Caribbean face difficulties due to poor records, unclear title, exploitation of state lands, incomplete or ongoing land reform programmes, irregular or illegal settlement and non-enforced planning regulations. Land matters are typically the responsibility of several government departments and agencies responsible for land titling and registration, cadastral surveying of property interests, physical planning, taxation and financial regulation. Although planning is regarded as a land administration function, organisational responsibility usually rests with local rather than central government in large countries, but in microstates local government may be politically weak, under-resourced or even non-existent. Using a case study approach this paper explores how planning functions are organised in the Caribbean state of St Vincent & the Grenadines in relation to land administration as a whole and compares the arrangement with other independent micro-states in the region.

The present work aims at elucidating the technology applied in the fabrication of ceramic objects by the ancient ceramists that inhabited the western border of Pantanal, Mato-Grosso do Sul, with the help of a multidisciplinary approach making use of chemical and physical methods of analysis. The potshards under study show the presence of different types of additives, as determined by scanning electron microscopy (SEM) and time of flight secondary ion mass spectrometry (ToF-SIMS). The dispersion of the additives within the ceramic matrix was also addressed by SEM, which shed light on the mounting technique used by the potters to assemble the ceramic vessels. Moreover, the tensile strength conferred to the pottery by the use of a specific type of additive was evaluated by applying a mechanical test. These results were correlated with the firing temperature of the potshards, determined by means of electron paramagnetic resonance (EPR). (C) 2010 Elsevier Ltd. All rights reserved.

Este trabalho tem como objetivo analisar em que aspectos a desigualdade histórica de formação dos municípios brasileiros foi determinante para as suas condições atuais de desigualdade de terra e renda e sobre qualidade das instituições. Em particular, emprega-se área, latitude, longitude e a data de fundação das Capitanias Hereditárias como determinantes históricos para as instituições atuais dos municípios brasileiros. Considerando controles, tais como área proporcional da capitania, ano de fundação do município, distância de Portugal, tipo de solo, quantidade de chuva, altitude, temperatura média, e variáveis sócio-econômicas municipais, os resultados sugerem que a herança colonial deixada pelas Capitanias Hereditárias foi maior concentração de terras. O resultado é robusto à inclusão de variáveis que capturam o ciclo da cana-de-açúcar, do ouro e efeitos estaduais. Além disso, estima-se efeito ambíguo sobre instituições para os municípios do país.

The towns presently named Pombal and Sousa, located in the hinterland of the State of Paraíba, Brazil, still keep vestiges of the colonization process they went through along the 18th and 19th centuries, when they both emerged as settlement nuclei in the extreme West of the then captaincy of Paraíba and attained the status of freguesia and vila in a later period. This research aims to comprehend the process of urban formation and development of the colonial urban nuclei of Pombal and Sousa as they became povoados (hamlets), freguesias (parishes) and vilas (small urban communities with a local government), according to territorial expansion policies implemented by the Portuguese government from 1697 to 1800. The choice of the two urban settlements for this survey lies in the fact that they were part of the great conquest and colonization program undertaken by the Portuguese Crown. Another aspect that was considered was the fact that those towns are the oldest urban nuclei of Paraíba s hinterland. They came into being as early as in the times of the colony, thus producing a favorable environment to the study of the changes that occurred in the captaincy s hinterland scenery resulting from the process of formation and development of the colonial urban space. Three fundamental categories of analysis were defined since they have a direct bearing upon the urban configuration of the two colonization nuclei: povoado, freguesia and vila. The three of them are related to civil and ecclesiastic jurisdictions. Field, documentation and bibliography surveys were undertaken in order to develop the study. They allowed for the finding of vestiges of the old, colonial urban structures and for the development of theoretical analysis based on present-day studies of issues relating to the colonial urban history. The study purposes were, therefore, to try to understand how the old urban nuclei of Pombal and Sousa fit in the territorial expansion policies undertaken by the Portuguese government; to relate the process of urban formation and development of such nuclei with the categories of analysis povoação-freguesia-vila by discussing the relations and influences they exert over one another and their territory, as well as to unveil, as much as possible, the configuration the urban spaces that were shaped along the 18th century
