In the contemporary scene, it is conspicuous that the patrimony and the culture have assumed privileged positions in urban policies, presenting themselves as instruments for transforming and shaping the aspect of cities. In the plot line of such glowing trend, the competitiveness among cities has drawn more attention, for at present such urban centers garner an image that makes them suitable for economic purposes, thus more likely to attract investments and tourists. In the spotlight of such stage, the cities become notable actors, directed by policies of urban rehabilitation. In such plot line, the historical centers gain more visibility and are converted into venues for staging the spectacle of everyday life. Overlapped in this process of producing images, the phenomenon of gentrification recrudesces. Thus, the discussion threaded about the patrimony gains strength in urban studies, keeping a close relationship with the ways of perceiving the cities nowadays. This work is based on the principle that the historical centers are engendered and fond by urban policies, working as transforming instruments of city perceptions and living. In that sense, the way how the historic center and the valuation assessed to old buildings are comprehended by the inhabitants is largely guided by urban policies that outline a sellable image of the city. In the light of such elaborations, an ethnographic research was made with focus on two different contexts, namely: the historic centers of João Pessoa (Brazil) and Tours (France). It was done in a comparative perspective, for it allows us to trace the main specificities of each situation in order to highlight the similarities and distinctions about the two regions mentioned above. The research aimed at apprehending how the pair redevelopment-abandonment engendered by the urban policies influence on the process of revaluation of historical centers by dwellers and to what extent there are convergences regarding such kinds of interventions, as an object of policies of urban and touristic development in Brazil and France. In order to make this work – besides the abundant bibliographic review carried out in libraries of several universities and institutions in Brazil and France – dwellers, merchants, teachers, representative people of public agencies and former residents of the historic centers of both cities were interviewed. In Tours, immigrants/Portuguese descendants were interviewed, point that greatly contributed to the understanding of the historic center before Vieux Tours renewal and restoration. Moreover a rich research on Archives and Public Agencies was done, as well as investigations on newspaper and articles on the Internet. Thus, in the context of the ethnography in historic centers, it was possible to notice that both realities reveal similarities in a comparative analytical framework

During over seven decades of institutionalizing the national heritage protection legal instrument it can be noticed the many ways of the instrument application, according to the approaches that were assigned to the spaces with heritage values and the dynamic of the elaborated thoughts within this theme. For the application of the instrument effectively, there is a long process that is carried out. This process begins with the study elaboration that aims to subsidize and justify the motivation of property protection, as well as the proposal of buffer zones and national protection areas delimitations, completing the process with the denial of the request or with the publication of the definitive national protection area at the Official Gazette. Starting with the relation between the existing heritage values identification into the historical centres and the definition of its protection areas that the area management will be done, based as well into the management intervention norms established for the protection area perimeter. From this context, the present essay has as porpoise to discuss the approach used for the identification and selection of a historical centre liable for national protection and the repercussion of this identification into the national protection area the was established, using a case study of the national protection of the historical centre of the city of Natal. Starting from the assumption that there are inconsistences and distortions about the text speech of the written document and the spatial delimitation of this document, motivated by an area that privileges the edifications rather than the urban space. Beginning with the urban history methodology, we are based on the precepts of Rossi (2011), Lamas (2010) and Cullen (2009) for that space reading, along with what Sant’Anna (2004) defines as “city-document” to make a new reading of this “heritage value space” verifying if the proposed protection area reflects what is defined as motivation for the national protection area process during the recognizing process. Therefore, it is concluded that it is essential that the buffer zones and the national protection areas are aligned with the text presented at the national protection area instruction, so the norms and criteria definition management process are established. We highlight that a site management and the identified values protection become very difficult without a specific law that beacon the decisions that should be taken.

In a globalized society, the relations between heritage and tourism are reflected in an ambiguous reality, shaped between the interests of preservation and the aspirations for economic benefits. On the one hand, the cities as a main generating cultural offerings needs to contemplate its heritage as a development axis, finding in the cultural tourism promotion a strategy to support the high cost of recovery and maintenance of its historical center and its expressions cultural. On the other, adds to the new requirements of demand, causing the tourism projects to turn to the cultural factor in the formation of their products, which allows municipalities to attract the growing cultural tourism segment. In this perspective, this study develops into a focused cross-cut in the analysis of Natal’s Historical City Center, in order to understand how this cultural heritage fallen has been used by the municipal administration for tourism. By understanding the heritage as a reference to identity and memory, as well as a cultural symbol of Natal society, characterized as an element surrounded by complex and strictly private situations, it identified the need for a qualitative approach to his deep understanding. The in-depth case study developed in two stages, first the realization of bibliographical and documentary research; and thereafter the interpretation of data collected through semi-structured interviews with municipal administrators and local residents. The survey results show that the official representatives of heritage are concerned about the preservation of the material dimension of the architectural heritage of the city, however, still can not reach and sensitize the local population, which seems to be part of a process that should be democratic and strengthening the sense of belonging of these people. Finally, it indicates an absence of revitalization strategies by the current municipal public administration for Natal’s Historical City Center, revealing a speech covered by a positivist interpretation of tourism, which deals with the use of assets by the scope of the marketing empiricism.

O tema da dissertação aborda a conservação e reabilitação do parque edificado do centro histórico de Leiria. Um pouco por todas as cidades, tem existido de forma gradual a migração dos centros urbanos históricos para a periferia, ficando em muitas situações praticamente desabitados. Leiria não foi exceção, como se pode verificar estas medidas acabam por trazer consequências irreversíveis, porque ao ficarem desabitados, estes edifícios ficam em muitos casos por sua conta, com o passar do tempo acabam por precisar de pequenas conservações. Caso não sejam realizadas a tempo acabam por danificar progressivamente os edifícios, onde em muitos casos acabam por entrar em ruína ou ficam em tal estado degradação que necessitam de uma reabilitação profunda, acabando por perder características fundamentais que garantem a sua autenticidade e a própria cultura da cidade. Existem vários trabalhos realizados noutros centros históricos, como por exemplo Coimbra e Seixal, que já efetuaram um estudo semelhante. É importante referir o interesse de estudar cada centro histórico, pois a sua identidade depende muito dos materiais provenientes na região, e das técnicas construtivas usadas na altura da construção. Ao longo do trabalho são realizadas algumas comparações entre vários estudos de diferentes centros históricos, justificando desta forma a importante caracterização de cada centro histórico. Pois com materiais e técnicas diferentes, é normal surgirem anomalias “diferentes”, com maior relevância ou não. Nesta dissertação é desenvolvido um estudo em parceria com a Câmara Municipal de Leiria, tendo-se realizado a inspeção de uma amostra significativa de edifícios antigos tradicionais (edifícios que surgiram antes da propagação do betão armado). O ponto fundamental desta dissertação consiste na inspeção de edifícios de forma a conseguir determinar e registar as suas anomalias estruturais e não estruturais, os seus materiais, e as suas técnicas construtivas.O desconhecimento das técnicas das construções tradicionais e os seus materiais acabam por tornar os processos de conservação e reabilitação em muitos casos impróprios, comprometendo assim a fiabilidade do diagnóstico e a eficácia de eventuais ações de reabilitação. Por fim, realizou-se um capítulo de apoio à conservação e reabilitação, apresentando boas práticas de conservação e reabilitação de construções tradicionais, aplicando-se ao centro histórico de Leiria com o objetivo de incentivar potenciais investidores na área da reabilitação (população, empresas e outras entidades, nomeadamente a câmara municipal de Leiria).

The central question of the research if inserts in thematic current and of relevance for the studies in Preservation and a Conservation of Historical Centers. It analyzes the relations between habitacional use, satisfaction of the inhabitants and preservation of the patrimony constructed in the Historical Center of São Luis-MA It considers that the use is factor that makes possible the transformation of spaces in places , prioritizing the point of view of the user as essential element to the analysis of the reality and that enriches the evaluation technique of the functional and formal aspects of the constructed environment. It is looked to understand the relation man-environment, and mainly, to verify as it happens throughout the process of the occupation and of appropriation of historical buildings destined to habitacional reuse, and still if this appropriation favors the preservation of the Historical Center of São Luís

El documento contiene el plan de conservación del patrimonio del centro histórico de la ciudad de San Vicente, dicho patrimonio se divide en dos tipos: El primero se refiere a lo urbano que incluye todos los elementos que definen la ciudad, calles, parques, plazas, manzana, parcelas, nodos, mojones y bordes. El segundo se refiere a lo arquitectónico, todas las edificaciones con valor patrimonial, así como sus componentes, sistemas constructivos y elementos arquitectónicos, muchas de las edificaciones con valor patrimonial se encuentran en ruinas o con severos daños. El plan se divide en tres etapas: Generalidades, diagnóstico y propuesta. La etapa de diagnóstico está constituida por nueve marcos que estudian todos los aspectos necesarios para comprender la ciudad, pero lo más importante establecer conclusiones, es decir identificar las ventajas y desventajas que posee el centro histórico. La etapa de propuesta se divide en dos partes: La primera analiza la información obtenida en el diagnóstico mediante el análisis FODA y el marco lógico y la segunda parte contiene los componentes del plan que son: Misión y visión, principios rectores, políticas, áreas estratégicas, planes, fortalecimiento institucional, programas y proyectos

El Centro Histórico de Cuenca tiene como actividades predominantes el comercio, la administración, gestión de servicios, entre otros. Sin embargo, el uso de vivienda se ha ido perdiendo a través de los años. Este abandono perjudica a toda la ciudad, puesto que las personas buscan establecer sus nuevos domicilios en zonas periféricas, ocasionando disgregación y dispersión espacial de actividades, alterando el correcto crecimiento de la ciudad. Así mismo, uno de los mayores problemas que enfrenta el Centro Histórico es el no poder desarrollarse como un organismo vivo, teniendo un uso combinado de vivienda y comercio, que permite que la zona esté activa todo el tiempo. La habitabilidad es fundamental para el mantenimiento y buena salud de los Centros Históricos. Cuenca no es la excepción y es necesario devolverle a esta zona de la ciudad una función residencial más intensa. Por estas razones y a manera de estudio, se ha decidido hacer un proyecto de diseño de modelos arquitectónicos de vivienda multifamiliar en predios vacíos del área de Primer Orden del Centro Histórico de Cuenca, no solo respetando la normativa municipal, sino también aplicando la normativa BACS ensamble!, desarrollada por el Departamento de Investigación Espacio y Población a través del grupo LlactaLab Ciudades Sustentables de la Universidad de Cuenca, que defiende la posibilidad de generar barrios compactos sustentables, en zonas consolidadas de la ciudad, que ayuden a construir un modelo de ciudad diferente a la actual, donde el ser humano sea el centro de reflexión.

Este relatório apresenta e detalha os resultados de um estudo piloto desenvolvido com o objetivo de identificar e caracterizar os idosos em situação de isolamento social na antiga freguesia de São Mamede, no Centro Histórico de Évora (CHE). O trabalho desenvolvido integra o Projeto “Mais Próximo de Todos”, um projeto mais amplo promovido pela Divisão de Educação e Intervenção Social da Câmara Municipal de Évora, que visa a referenciação, monitorização e integração de idosos socialmente isolados no CHE.

La elaboración de este trabajo de investigación tiene como finalidad el diseño de una Guía de Marketing Social basado en la Responsabilidad Social para locales comerciales del centro histórico de la ciudad de Cuenca, mediante la cual pretendemos aportar estrategias que beneficien a los emprendedores cuencanos en especial, del centro histórico de la ciudad. Este trabajo se estructuró de la siguiente manera: Primerose ha visto fundamentalla investigación de las Bases Teorías de Responsabilidad Social y Marketing Social, antecedentes, definiciones, conceptos, diferencias, semejanzas y el avance de estas a través de organizaciones e instituciones nacionales e internacionales. También se ha valorado los conocimientos de los emprendedores del centro histórico, para este importante aspecto seclasificó a los locales en tres tipos o variables que corresponden: Servicio, Alimentación y Bebidas, y Comercio; posteriormente setrabajó con 266 encuestasque se dividieron de acuerdo a los resultados de la muestra. Finalmente se elaboró la guía de Marketing Social la misma que se basa en la Responsabilidad Social, allí se consideran pilares fundamentales a:Políticas de Responsabilidad Social; Aplicación del Marketing Social; Medición de impacto de Responsabilidad Social; Posicionamiento de marca desde el Marketing Social; Formación de la Reputación Corporativa; Construcción del Personal Branding; y Fidelización de clientes desde la Web 2.0.

Este proyecto propone el diseño de un jardín interior en una vivienda del Centro Histórico de la Ciudad de Cuenca partiendo de una consideración histórica, conceptual y referencial, es decir, trataremos acerca de los jardines a lo largo de la historia sus características y funcionalidad; un análisis tipológico de acuerdo con el uso del jardín en nuestra ciudad y a través de un muestreo, observación y análisis de viviendas conseguiremos un registro claro del estado de conservación actual de estos espacios. Luego, en un segundo momento, y a partir de conceptos y directrices para la generación de formas en el diseño del jardín interior generaremos una fuente de apoyo para finalmente realizar una propuesta útil y armónica que mantenga características y vegetación adecuada a nuestras condiciones y medios ambientales, además se intentara representar los criterios aprendidos a lo largo del proyecto para que puedan servir como guía en el diseño de cualquier jardín
