La intención del presente trabajo es presentar una lectura crítica y renovada sobre las contradicciones engendradas por la modernización neoliberal de la agricultura chilena. Esta tarea es realizada por medio de los lentes del "materialismo histórico-geográfico", desarrollado principalmente por el geógrafo británico David Harvey, y también de los estudios agrarios vinculados al pensamiento crítico, especialmente marxistas. Como principal substrato empírico, son utilizados las informaciones y los datos suministrados por los documentos y los estudios que han buscado comprender el caso específico del desarrollo capitalista contemporáneo en Chile, así como sus consecuencias para el campo y para el campesinado nacional. Se sustenta aquí que los mecanismos de acumulación por desposesión fueron (y aún son) de vital importancia en lo que se refiere a hacer del país una potencia silvoagroexportadora mundial

Natal has come through major changes in the last 150 years, since the actions of city beautification, in the 19th century, until the present day, when such transformations start to have the objective of including the city in the competition for the attraction of the capital flows and consumption, domestically and in a foreign sense. It is thought that the first initiatives aimed at increasing tourism in Natal occurred in the 1960s, however, it became apparent that only from the 1980s was there a significant increase in tourist activities in Natal and the Metropolitan Region, especially on the east coast of the state of Rio Grande do Norte, leading to an expansion of the labour market, the significant increase of foreign investment, territorial changes of great impact and the production of buildings primarily intended for the hotel industry and second residence for European tourists. Since then, the incentives for tourist activity in the state have been maintained and even increased, based on tourism aimed at natural beauties, local cuisine and events, which transformed the tourist activity in one of the main sources of foreign exchange for the city of Natal. In the early 21st century, the construction of high-rise condominiums, monuments (including the designer ones), such as the Parque da Cidade, designed by Oscar Niemeyer, were already established. Also, shopping centers and, in order to host the World Cup, the new football stadium, the Arena das Dunas, among others, which were aimed at local and foreign consumers, especially European, stood out in the city. It is understood that these new buildings, monuments and also renovations and restorations that were deployed in the city of Natal aimed at constructing a new identity for the city, within the process of capitalist development and urban spectacle. It is considered that the monuments and the iconic buildings are attributes of the cities aimed at selling locations as goods, establishing a new urban environment, a new role as cities, which aimed at seeking greater autonomy from the nation-state. In this research, it was sought to analyze the architectural object, that is, buildings and monuments built or restored in Natal and its relevance to the city marketing promoted by the city itself. It was found that, indeed, such buildings and monuments are inserted in contemporary architectural production as a basis for increasing the competitive nature of Natal. In addition, they reveal a capitalist mode of production, supported by public resources, operating in the production of urban space with a view to repeating the hegemonic model of a competitive city

El desarrollismo como ideología política enervó buena parte de la trama latinoamericana de las décadas de 1950 y de 1960. Si bien muchas veces se la puede entender como la mera adaptación del keynesianismo y la economía del desarrollo a las condiciones regionales, sus fuentes ideológicas resultaron mucho más complejas. Su configuración híbrida contuvo una mezcla de nacionalismo, economía del desarrollo, junto con marxismo y positivismo. Entre los ideólogos del desarrollismo argentino, nos interesa estudiar el aporte de un intelectual de formación leninista ortodoxa, Juan José Real, cuya participación resultaría problemática en el contexto de la agudización de la llamada Guerra Fría. En una mirada que combinaba la idea de ley aplicada a la historia y la voluntad como herramienta de cambio, Real sostenía que la etapa histórica que vivía el país requería la formación de un frente político cuyo objetivo debería ser la profundización del desarrollo capitalista, con la colaboración del capital extranjero, como la etapa necesaria para completar la formación de una nación, bajo el liderazgo de una burguesía modernizante.

The general objective of this academic work is to analyze the relationship between the territorial division and the urban expansion process of Mossoró city, understood here as the production and occupation of space. The urban expansion in Mossoró, since its formation as settlement in 1772 until current days, identifies with the Brazilian urbanization process whose growth is determined by the capitalist development. Thus, the expansion was determined by several economical specializations imposed by the territorial division of work which occurs at an interregional level, and, sometimes at an international level. Then, each specialization determined a moment of the urban expansion of the city, as follows: a) The cattle farmer specialization, between 1772 and 1857, when the urban expansion was shy, is summarized to a commercial square that received goods from Aracati aiming to cover a wide rural area; b) The commercial emporium specialization, between 1857 and 1930, when the urban expansion took an important impulse with the concentration of public and private capitals; c) The salt industry and the agricultural-industrial exporter specialization inside a state of development policy, between 1930 and 1970, when the urban expansion, joined to the settlement of the working class in the urban soil, developed along an important axis -the railway; d) The render of services specialization inside a state of intervention policy, between 1970 and 1990, when the urban expansion was characterized by the accelerated growth rhythm, by the reuse of some spaces, and by space segregation of demanding people; e) The render of services policy inside a neoliberal state policy, since 1990 until current days, when the urban expansion reduced its rhythm abruptly, when only small alterations occurred in the existing spaces. It focused on social policies and on several slums eradication programs. Finally, the territorial structure is deeply articulated with others, no territorial, but economical, social and political, which happens at a national, regional and local rate. Only within a historical and conceptual panorama, it was possible to explain the urban expansion in Mossoró from its formation in 1772 until current days. Therefore, this work is a several discipline analysis of the urbanization process existing in Mossoró

Este artículo revisa y analiza comparativamente varias perspectivas sobre el proceso de globalización y su concepto, tanto las que la entienden como un proceso de larga duración como las que la reducen a un fenómeno de las últimas dos o tres décadas. En la última parte se resume el debate sobre la novedad histórica de la globalización y se contrasta con la explicación del fenómeno desde la teoría del imperialismo.

This thesis entitled “Development planning at the state level in india a case study with reference to kerala1957-84.Planning in India is a concurrent subject with the Centre and the States having well-defined domains of jurisdiction with regard to planning functions and sources of resource mobilisation.The genesis of the lack of academic interest in state level planning is in the widely held belief that in the extent scheme of Centre-State economic relations, the states have little scope for initiative in planning.Both at the theoretical and empirical levels, Kerala has attached very great importance to planning.It has been the localeof wide and deep discussions on the various dimensions of planning.In Kerala's development process, the leading sector consists of social services such as education and public healthOne point that needs special emphasis in this regard is that the high demand for education in Kerala cannot be attributed to the Keralites' ‘unique urge‘ for education. Rather, it is related to the very high level of unemployment in the state (Kerala has the highest level of unemployment in the country.In resource allocation under the Five Year Plans, Kerala attached the highest weightage to power generation, hydro-electric projects being the major source of power in the state. Nearly one-fourth of the plan resources has been claimed by hydro-electric projects.In the agricultural sector, Kera1a's level of productive use of electric power is one of the lowest.As is evident.from above, planning in Kerala has not enabled us to solve the basic problems of the state. More 'scientific' planning in the sense of applying mre sophisticated planning techniques is obviously not the answer. It, on the contrary, consists of more fundamental changes some of which can be brought about through an effective use of measures well within the power of the State Government.

The paper, first, summarizes Latin American structuralism, and offers reasons why it was so influential and durable in the region, as it attended to real demands, and was part of 1950s’mainstream economics. Second, says why, with 1980s’Great Crisis, structuralism eventually ended itself into crisis, as it was unable to keep pace with historical new facts, particularly with the industrial revolution or takeoff, that made Latin American economies intermediary, still developing, but fully capitalist. Third, it lists the consensus that today exists on economic development. Forth, opposes “official orthodoxy” to “developmental populism”, the former deriving from neoclassical economics, the later from structuralism, and offers, in relation to six strategic issues, a progressive development alternative.
