The virtuous cycle between development success and foreign policy in Cape Verde reflects a positive interaction between globalization and governance. Development success under globalization entails positive market perceptions regarding the orientation and predictability of policies as well as the accompanying institutional arrangements, thereby making foreign policy salient beyond the comparator group, or “aspirational”. Even if there is no universally applicable development model, an aspirational foreign policy can be built on positive rankings with respect to comparator groups. In Macedo and Pereira (2010), macrolevel policy and institutional combinations underpinning trade diversification and income convergence in West and Southern Africa are used to establish development success for Cape Verde and Mozambique respectively. Here, the narrative of long-term development helps identify the following drivers: moving towards a market economy; opening up to regional and global trade; increasing economic and political freedom; pursuing macroeconomic stability and financial reputation; ensuring policy continuity (especially in trade and industrial sectors) and focusing on human development (especially poverty reduction and education). Looking at GDP per capita and indicators of financial reputation and good governance of sub-regional peers is not sufficient to conclude that Cape Verde’s convergence will be sustained. Nevertheless, the positive interaction between trade and financial globalization, on the one hand, and democracy and good governance, on the other, have positive implications for the effectiveness of foreign policy across the region as well as in the Portuguese-speaking community.

Are return migrants more productive than non-migrants? If so, is it a causal effect or simply self-selection? Existing literature has not reached a consensus on the role of return migration for origin countries. To answer these research questions, an empirical analysis was performed based on household data collected in Cape Verde. One of the most common identification problems in the migration literature is the presence of migrant self-selection. In order to disentangle potential selection bias, we use instrumental variable estimation using variation provided by unemployment rates in migrant destination countries, which is compared with OLS and Nearest Neighbor Matching (NNM) methods. The results using the instrumental variable approach provide evidence of labour income gains due to return migration, while OLS underestimates the coefficient of interest. This bias points towards negative self-selection of return migrants on unobserved characteristics, although the different estimates cannot be distinguished statistically. Interestingly, migration duration and occupational changes after migration do not seem to influence post-migration income. There is weak evidence that return migrants from the United States have higher income gains caused by migration than the ones who returned from Portugal.

This work project consists of a comprehensive study of the possibility of opening a Wealth Management (WM) firm located in Cape Verde (CV), and was made at the request of NovoBanco’s Research Sectorial team. WM is a growing industry that consists in the set of financial services provided to wealthy clients. After taking into account the expected industry growth of the Sub-Saharan region, the preferences of the African wealthy, the current industry structure, and the advantages and disadvantages of locating a WM business in CV, it is concluded that a business opportunity exists. The reasons for thus, along with relevant recommendations, including which services a new business should offer and whom to target specifically, are presented in the final section.

O êxito na previsão das consequências da subida do nível do mar à escala global está dependente de uma correcta análise de todos fenómenos que daí poderão resultar. Neste âmbito, o presente estudo incide sobre o efeito da subida do nível do mar na hidromorfologia de rios, parâmetro que não é com frequência um dado de entrada nas simulações numéricas em estudos e projectos de Hidráulica Fluvial. Desenvolveu-se um modelo computacional na linguagem de programação Fortran (FTN 95), que permite simular a longo prazo a evolução do fundo móvel e da superfície livre de um rio. É um modelo de dinâmica sedimentar, unidimensional, que simula escoamentos em regime quase-permanente e em canais de topografia simples, utilizando a fórmula de Engelund-Hansen para o transporte sólido. O modelo foi aplicado no trecho mais a jusante do Mondego, desde Coimbra até à foz no Atlântico, onde o rio flui na zona do chamado Baixo Mondego, planície aluvial, alvo de grandes alterações antropogénicas, nomeadamente obras de regularização fluvial. As que foram realizadas no séc. XVIII modificaram o original percurso do rio atribuindo-lhe uma topografia simples, mas não resolveram o seu principal problema, o excesso de assoreamento a jusante de Coimbra, tendo como consequência frequentes inundações e cheias. Estas obras colocaram em evidência a grande vulnerabilidade do rio aos problemas de transporte sólido e assoreamento. Mais tarde, em finais do séc. XX, as obras realizadas na sequência do Plano de Aproveitamento do Baixo Mondego vieram, de uma forma integrada, contribuir para o seu equilíbrio hidromorfológico. Actualmente, face à subida do nível do mar volta a colocar-se a questão do assoreamento a jusante de Coimbra. Logo, é importante conhecer as previsões a longo prazo de dinâmica sedimentar deste troço, para a sua adequada gestão. Foram realizadas previsões para 20 cenários num horizonte temporal de 100 anos, todos eles consideram o caudal dominante calculado para o rio e variam de acordo com a subida do nível do mar, o caudal sólido e diâmetro médio dos sedimentos. Os resultados obtidos foram os previstos qualitativamente, isto é, a subida do nível do mar poderá alterar o leito aluvionar, elevando as cotas de fundo e aumentando os volumes de assoreamento.

The intent of this paper is to assess the most suitable internationalization strategy for Vila Galé Hotels into the Cape Verdean market (namely into Sal Island), under an investment on a 5-star resort with an all-inclusive system. First, the company’s historic moves onto opening new business units, its corporate strategy triangle and its brand communication channels were studied. Afterwards, the macroeconomics, the hotel industry and other relevant trends of the country at stake were analysed in order to understand the best positioning for Vila Galé in the market as well as the most fitting plan for the project. Finally, it was shown that building a 5-star resort is the most appropriate mode of entry into this market. Keywords:

Gender ideologies in Cape Verde are shifting. Individuals find themselves caught between changing tides, pushed and pulled in opposite directions by divergent gendered expectations. The article examines the different ways in which young women and men take recourse to tactics in response to the tensions that arise as they deal with changing gender ascriptions in the midst of their relations with community and kin. Women, in particular, are unevenly affected by traditional demands and expectations whilst they cross the boundaries of traditional gender roles in their pursuit of enhanced education and more sexual freedom. Yet, their actions are not characterized by an outright rejection of traditional gender ideologies, but rather by piecemeal tactical manoeuvres to plot a route through the centrifugal forces at play. keywords

The voices of Cape Verdean migrant student mothers in Portugal are examined in the light of Archer’s (2003) theory on the ‘inner dialogue’. The article frames the mothers as complex social actors who respond to the uncertainties surrounding unplanned pregnancy through self-reflection and dialogue with and about the world, turning the disorientation of unexpected motherhood into a meaningful project. The analysis reveals how the women’s agency is located within the wider influences of kinship and gender norms and how these are already negotiated in the case of unconfirmed pregnancy.
