Some authors have shown the need of understanding the technological structuring process in contemporary firms. From this perspective, the software industry is a very important element because it provides products and services directly to many organizations from many fields. In this case, the Brazilian software industry has some peculiarities that distinguish it from other industries located in developed countries, which makes its understanding even more relevant. There is evidence that local firms take different strategies and structural configurations to enter into a market naturally dominated by large multinational firms. Therefore, this study aims to understand not only the structural configurations assumed by domestic firms but also the dynamic and the process that lead to these different configurations. To do so, this PhD dissertation investigates the institutional environment, its entities and the isomorphic movements, by employing an exploratory, descriptive and explanatory multiple cases study. Eight software development companies from the Recife's information technology Cluster were visited. Also, a form was applied and an interview with one of the main firm s professional was conducted. Although the study is predominantly qualitative, part of the data was analyzed through charts and graphs, providing a companies and environment overview that was very useful to analysis done through the interviews interpretation. As a result, it was realized that companies are structured around hybrids business models from two ideal types of software development companies, which are: software factory and technology-based company. Regarding the development process, it was found that there is a balanced distribution between the traditional and agile development paradigm. Among the traditional methodologies, the Rational Unified Process (RUP) is predominant. The Scrum is the most used methodology among the organizations based on the Agile Manifesto's principles. Regarding the structuring process, each institutional entity acts in such way that generates different isomorphic pressure. Emphasis was given to entities such as customers, research agencies, clusters, market-leading businesses, public universities, incubators, software industry organizations, technology vendors, development tool suppliers and manager s school and background because they relate themselves in a close way with the software firms. About this relationship, a dual and bilateral influence was found. Finally, the structuring level of the organizational field has been also identified as low, which gives a chance to organizational actors of acting independently

The inclusion of local suppliers in production chains has considerable impact on its performance, but most notably in its main actors. The results of this process may be of different kinds and can be analyzed from economic or institutional approaches. This study aimed to verify the existence of different performances of Petrobras due to the inclusion of local suppliers in the oil and gas production chain in the state of Rio Grande do Norte, from the viewpoints of transaction costs and the Institutional Theory. In order to this, were made the characterization of the PROMINP, the description of its actions and results, the mapping of its institutional context of reference, and identification of results obtained by Petrobras in terms of transaction costs and legitimacy. The theoretical framework is based on authors dealing with industrial concentration, as like Marshall, Krugman, Porter and Schmitz, from the sociological perspective of neoinstitucional theory, as like DiMaggio and Powell and Scott and Meyer, and transaction costs, as like Williamson. This is a qualitative research, with data collection done by consulting secondary fonts and semi-structured interviews with nineteen actors of three groups, namely: actors involved in actions of the program, representatives of enterprises and representative of Petrobras. To analyze the content was used the Suchman s model (1995) for categories associated with strategies of legitimation and fourteen variables associated with the three variables assets specificity, bounded rationality and opportunism (Williamson, 1995, 1989) in the case of transaction costs. The results indicate that PROMINP has achieved its objectives by encouraging the increased participation of local companies in the oil and gas production chain, reflecting in the economic development of the state. The Redepetro/RN, fostered and built upon the interaction of the participants, is presented as a solution of continuity to the participation of enterprises in the chain, after the closure of the actions of the program. PROMINP demands responses to coercive, legislative and regulatory pressures of the organizational field, whose institutional context of reference is wide. From the point of view of legitimacy, through strategies to gain cognitive legitimacy and maintaining pragmatic legitimacy, Petrobras can manipulate the environment, ensuring the compliance of the constituents to their technical and institutional demands. Enterprises, in turn, respond to the demands through compliance with technical demands, mainly through the certification of processes, and cultural changes. There aren t clear gains related to the transaction costs, however, gains in legitimacy can be seen as a cumulative capital that can serve as a competitive differential that generates economic gains. In terms of theoretical findings, it was found that, due to its explanatory power for actions that are difficult to explain only in economic terms, Institutional Theory may be used as theoretical support concurrent with other theories. TCE model has limitations in explaining the program actions. In the case, it s emphasized that Petrobras doesn t seek only economic efficiency, but has in its mission the commitment to social development.

This dissertation aims to identify the profile of the course coordinators of the Estacio/Natal Group Units , toward an understanding of the factors that can improve the relationship of this person within the HEIs surveyed , with students , teachers , directors . Seeks to understand the entrepreneurial and strategic actions in offering quality higher education . At first , a literature search , with the purpose of collecting issues related to theme , focusing on the concepts and landscapes through which they come to higher education was conducted , the course coordinator and entrepreneur profile. The research approach is quantitative . As for goals is descriptive exploratory , by providing greater understanding of the phenomenon investigated and understand the relationships among the concepts involved in the issue studied . A survey of data was done through personal interview , since this method allows the study of questions based on organizational and managerial field. The object of investigation are all the course coordinators of the four units of Estacio / Natal Group . The research instrument consisted of 13 closed questions to identify the profile of the engineer, 17 questions with Likert scale of 5 points for identifying the entrepreneurial profile , 42 questions with Likert scale of 5 points which measured the dimensions of the activity coordinator , 4 open and optional questions that measured the difficulties and opportunities that impact the development of entrepreneurship in the management of courses . Was used as statistical method ( analysis) and descriptive statistics. We conclude that the information collected and knowledge gained can contribute to the HEIs surveyed overcome challenges , foster strategic innovation management courses focusing on the implementation of a new vision of the course coordinator , as a professional who balances skills management and pedagogical skills , and innovation through entrepreneurial skills

From the 1980s, with technological development, globalization, and in a context of increasingly urgent demands, there is an international movement to modernize the state structures. Being driven by the victory of conservative governments in Britain and the U.S., this speech reform comes only to Brazil in the 1990s, the government of Fernando Henrique Cardoso. Thus, in view of the recent movement of states to implement this reform agenda in their structures this research was to identify the elements that made it possible to attempt to modernize the administrative structure of the state of Piauí in 2003, in view of the political and administrative career in which the state was entered. Seeking to clarify the problem studied here, through a case study carried out a descriptive and exploratory, using a technique of gathering data to document research and interviews semi-structured. As the lens of analysis for this study used the neo-historical and sociological institutionalism, through which it sought to identify the critical moment in which they gave the Administrative Reform of Piaui, the process of breaking with the political and administrative career that previously had being followed, and the isomorphic mechanisms that enabled this speech reform comes up to this state, mechanisms that allow the homogenization of the organizational field. In general it appears that the search for new patterns and new technologies for management by the states in Brazil is due to the context of fiscal crisis in which the states were entered, forcing them to seek alternative models of management . The process of diffusion of New Public Management agenda for the states became possible, among other factors, due to the new scenario in which was inserted into the Brazilian federal system in the second half of the 1990s, characterized by a greater articulation between the horizontalstates, where through the mechanisms of isomorphic institutional change was made possible by the absorption of the speech states reformer of the 1990s. However, due to the specificities of each region is given the experiences state unevenly. In the case of Piauí Administrative Reform only became possible due to the rearrangement of political forces in the state and the mechanisms of isomorphic institutional change, which allowed, in 2003, the state government to absorb the speech reformer

O enfrentamento constante às situações instáveis necessita, em qualquer nível relacional, do que se tem nomeado resiliência. Atualmente, o uso deste termo vem se expandindo devido à sua aplicabilidade no estudo da capacidade humana de resistir à situação de intensa pressão. O termo resiliência foi desenvol vido a partir de estudos de população em estado de risco e vulnerabilidade, e atualmente tem pautado algumas discussões no campo organizacional. Com base neste conceito, objetiva -se, neste trabalho, estudar a resiliência em gestores de pessoas, em uma organização de grande porte com fins lucrativos, da área de Serviços em São Paulo, a partir da aplicação do Questionário do Índice de Resiliência: Adultos - Reivich-Shatté/Barbosa (2006). A metodologia de pesquisa adotada é de cunho exploratório e descritivo. O instrumento utilizado propiciou mensurar os sete fatores constitutivos da resiliência no comportamento humano, sendo eles: administração das emoções, controle de impulsos, otimismo com a vida, aná lise do ambiente, empatia, auto-eficácia e alcançar as pessoas. Os resultados obtidos demonstram que é possível estudar a resiliência em gestores de pessoas, a partir da utilização do instrumento proposto. Este trabalho permitiu também associar os fatores que constituem a resiliência a algumas competências essenciais necessárias para o gestor de pessoas realizar adequadamente suas atividades, sem negligenciar os aspectos de liderança associados à sua atuação.(AU)

Nesse contexto de pressões constantes a todos da organização, a Qualidade de Vida no Trabalho passa ser destaque como um diferencial competitivo para organizações, que programam e usufruem de seus resultados. Porém, não se pode deixar de pensar que além de produzir, as empresas devem estar preocupadas no seu papel perante a sociedade, nesse item, entra a Responsabilidade Social Empresarial. As empresas são cobradas tanto como estas podem influir na degradação dos recursos naturais, como na sua ação de fazer algo a mais que contribua para sociedade. Esse assunto vem se expandindo devido à sua importante aplicabilidade e atualmente tem pautado algumas discussões no campo organizacional. Com base neste conceito, este estudo buscou analisar as possíveis relações existentes entre os programas de Qualidade de Vida no Trabalho QVT e Responsabilidade Social Empresarial - RSE considerando a satisfação de QVT dos indivíduos que participam dos programas de RSE nas empresas que adotam ambos os programas QVT e RSE. Optou-se em adotar um estudo de caso em associação com métodos quantitativos para aplicação do instrumento BPSO (96) e métodos qualitativos, entrevistas e observação do pesquisador. Concluiu-se que os Envolvidos em programas de RSE não apresentaram maior satisfação de QVT em relação ao grupo Não Participa . O fato da participação do funcionário em RSE não deve ser considerado como um indicador de QVT. O que pode ter influenciado nos resultados é o perfil da amostra, que se mostrou muito heterogêneo, onde estão presentes vários tipo de pessoas e cada um com uma expectativa diferente do empenho da empresa com sua Qualidade de Vida no Trabalho.

The theoretical framework is based on authors dealing with industrial concentration, as like Marshall, Krugman, Porter and Schmitz, from the sociological perspective of neoinstitucional theory, as like DiMaggio and Powell and Scott and Meyer, and transaction costs, as like Williamson. This is a qualitative research, with data collection done by consulting secondary fonts and semi-structured interviews with nineteen actors of three groups, namely: actors involved in actions of the program, representatives of enterprises and representative of Petrobras. To analyze the content was used the Suchman s model (1995) for categories associated with strategies of legitimation and fourteen variables associated with the three variables assets specificity, bounded rationality and opportunism (Williamson, 1995, 1989) in the case of transaction costs. The results indicate that PROMINP has achieved its objectives by encouraging the increased participation of local companies in the oil and gas production chain, reflecting in the economic development of the state. The Redepetro/RN, fostered and built upon the interaction of the participants, is presented as a solution of continuity to the participation of enterprises in the chain, after the closure of the actions of the program. PROMINP demands responses to coercive, legislative and regulatory pressures of the organizational field, whose institutional context of reference is wide. From the point of view of legitimacy, through strategies to gain cognitive legitimacy and maintaining pragmatic legitimacy, Petrobras can manipulate the environment, ensuring the compliance of the constituents to their technical and institutional demands. Enterprises, in turn, respond to the demands through compliance with technical demands, mainly through the certification of processes, and cultural changes. There aren t clear gains related to the transaction costs, however, gains in legitimacy can be seen as a cumulative capital that can serve as a competitive differential that generates economic gains. In terms of theoretical findings, it was found that, due to its explanatory power for actions that are difficult to explain only in economic terms, Institutional Theory may be used as theoretical support concurrent with other theories. TCE model has limitations in explaining the program actions. In the case, it s emphasized that Petrobras doesn t seek only economic efficiency, but has in its mission the commitment to social development.

Perante a actual envolvente, as organizações, para se tornarem competitivas, necessitam de recorrer a procedimentos, técnicas e instrumentos de gestão que assentem num processo de aprendizagem contínua. O objectivo deste artigo é, precisamente, conhecer e compreender melhor os procedimentos e mecanismos que a uma organização deve adoptar para se direccionar para o novo paradigma de gestão – as organizações que aprendem. Neste estudo propõe-se um modelo conceptual da “organização que aprende”, que assenta em quatro dimensões: (1) Cultura Organizacional, (2) Desenho Organizacional, (3) Partilha de Informação e (4) Liderança. Para validar este modelo, foi adoptada uma abordagem de investigação qualitativa que se aproximou de uma investigação-acção. Para o estudo, foi seleccionado um único caso – empresa YDream – e como métodos de recolha de dados adoptou-se: entrevistas, observação participante e análise documental. Neste estudo concluiu-se que uma organização, para alcançar o novo paradigma – organização que aprende, necessita de introduzir mudanças na sua política de gestão. A própria liderança deve entender e concordar colectivamente com a lógica de reestruturação organizacional proposta e que este novo desenho e cultura organizacional, bem como todas as implicações que possam advir, sejam explicadas e partilhadas claramente à totalidade dos colaboradores que fazem parte da organização. Para futuras investigações, nesta área do conhecimento sugere-se a realização de outros casos de estudo adoptando, em maior nível de profundidade, a metodologia investigação-acção. Trata-se de uma modalidade de investigação cujo objectivo é promover a mudança, invocada aqui, no campo organizacional.
