The history and formation of the government in Brazil was, and still is, a central object of study in several fields of knowledge. Albeit with varied approaches highlight was given in the literature for two central reforms occurred between mid 1930s and mid 1990s This perception establishes a long history of Brazilian public administration, putting in their two extreme nodal points of this trajectory: the creation of DASP and the action of the MARE. Each of these institutional projects is directly linked to the conception of the role and performance of the Brazilian public administration instruments, as well as the goals to be achieved, revealing the intimate connection with the coeval political debate of each period. Based on this scenario, the objective of this study is to analyze the role of DASP as a strategic instrument in a Brazilian public "intelligentsia" in construction during the 1930s, strongly associated with a political project of modernization of Brazilian society

Brazilian social thought draws on the inspiration of past masters the common denominator of whose work is probably a deep humanism. Confronting the challenges of a fluid, ever-changing reality is now a matter of survival. The idea of climate change has made the environment, long relegated to second place, a matter of much wider interest and concern. The other great problem is poverty, and here, while there have been undeniable advances, much remains to be done. The main challenge is producing forms of social organization that will allow ordinary citizens to have an impact on what really matters. Developing policy in these areas has engaged the efforts of a wide range of experts from a variety of fields. Whereas university-educated intellectuals once formed an intelligentsia, today they are engaged in practical politics and much more often function as agents who link social actors together than as mere elaborators of theories.

A large bibliographic survey provided data on Trypanosoma cruzi serology covering the period l948-l984. Epidemiological-demographic methods provided an estimate of 11% for the prevalenceof positive serology in Brazil, by 1984. Significant temporal trends were observed for most of the Brazilian geographical regions as well as for Brazil, as a whole. The parabolic curve that fit best for the entire country, indicates that by 1991, the incidence of new positive serology would be close to zero. This conclusion needs further fine-adjustment, since the forecast point is somewhat distant from the measured period.

The bovine papillomavirus type 2 (BPV-2) involvement in the aetiology of chronic enzootic haematuria associated to bracken fern ingestion has been suggested for a long time. However, a few reports have shown the presence of the BPV-2 in urinary bladder tumors of cattle. The aim of this study was to investigate the presence of the BPV-2 infection in the urinary bladder of cattle with chronic enzootic haematuria in Brazilian cattle herds. Sixty-two urinary bladders were collected from adult cattle in beef herds from the north region of the state of Paraná, Brazil. According to clinical and pathological finds the specimens were distributed in three groups: the group A was constituted by 22 urinary bladders with macroscopic lesions collected at necropsy of cattle with clinical signs of chronic enzootic haematuria; the group B by 30 urinary bladders with macroscopic lesions collected in a slaughterhouse of cows coming from bracken fern-endemic geographical region; and the group C (control) by 10 urinary bladders without macroscopic lesions collected from asymptomatic cattle in a bracken fern-free geographical region. By a semi-nested polymerase chain reaction (PCR) assay, with an internal control, a fragment of the BPV-2 L1 gene with 386 bp length was amplified in 36 (58%) urinary bladder. The rate of BPV-2 positive urinary bladders was 50% (11/22) for group A, 80% (24/30) for group B, and 10% (1/10) for group C (control). The rate of the positive results found in groups A and B that included urinary bladder samples with macroscopic lesions was 67% (35/52) and the detection of the BPV-2 in both groups was significantly higher (P < 0.05) than in the control group. RFLP with Rsa I and Hae III enzymes evaluated the specificity of the BPV-2 amplicons. The PCR internal control that amplified a 626 bp fragment of the ND5 gene of the bovine mitochondrial genome was amplified in all analyzed samples and excluded false-negatives or invalid results in the semi-nested PCR. These results suggest the BPV-2 involvement in the chronic enzootic haematuria aetiology and open the perspective of the development of new strategies for the control of this disease that is the major cause of economical losses in beef herds from many Brazilian geographical regions.

A master in the periphery of capitalism. Maria da Conceição Tavares is an eminent figure in Brazilian economic thought, especially in heterodox circles. She has tackled various issues, such as underdevelopment, from the perspective of a "critique of political economy". The purpose of this article is to identify the main theoretical references, as well as the methodological stance, in Tavares's works, by revisiting the author's critical dialogue with some strands of Political Economy. Although Tavares's work sets up a dialogue with various economists, the paper will focus on her interpretation of Marx, Keynes and Kalecki, whose ideas are of utmost importance for the construction of her analytical framework.

Dans la foulée des récents travaux sur les transferts culturels, Robert Dion a consacré un ouvrage (L’Allemagne de Liberté : sur la germanophilie des intellectuels québécois, 2007) au rapport de fascination « à distance » entretenu avec l’Allemagne par plusieurs collaborateurs regroupés autour de la revue Liberté. Se situant dans le prolongement de l’étude de Dion, ce mémoire propose des analyses de nouvelles et de romans québécois écrits par trois collaborateurs de la revue : Diane-Monique Daviau, Yvon Rivard et Pierre Turgeon. Comportant des références plutôt étoffées à l’Allemagne, leurs textes offrent une perception de l’Autre que l’on peut, suivant la perspective des études interculturelles, examiner sous l’angle d’une « rencontre » entre les cultures. C’est donc à la relation avec la langue, avec les lieux, avec l’histoire et la littérature allemands que nous nous intéressons, cherchant non seulement à qualifier le rapport à l’altérité allemande qu’introduisent les textes, mais aussi à identifier certaines conséquences formelles d’une mise en scène littéraire de l’Autre – pratiques polyphoniques, types de procédés intertextuels, etc. Ce travail, qui a également pour objectif de présenter une réflexion novatrice sur l’inscription des thèmes de l’exil, du décentrement et de la migration dans la littérature québécoise contemporaine, lie la référence allemande à l’« enquête sur soi » qu’accomplissent les personnages de Daviau, de Rivard et de Turgeon, révélant que dans leur quête, ces protagonistes prennent souvent la mesure de leur propre « précarité », et, dans certains cas, d’un « héritage de la pauvreté » (Yvon Rivard) qui serait leur – deux motifs majeurs de la littérature québécoise.

Cette étude, qui s'intéresse aux appropriations de l'Antiquité grecque au XXe siècle, se propose d'analyser les impacts de la lecture de Platon sur le développement de la pensée politique et éthique de Hannah Arendt. Notre approche du sujet est historique et philosophique. Premièrement, nous considérerons la toile de fond biographique, intellectuelle et historique de cette lecture. La relation intellectuelle entre Hannah Arendt et Martin Heidegger reçoit une attention particulière, puisque le Platon arendtien présente parfois des similarités avec celui de Heidegger. Nous considérerons également la réception de Platon en Allemagne entre la période de Weimar et l'après-guerre : les lectures idéologiques de l'époque nazie, et le débat autour du statut de Platon en tant qu'ancêtre du totalitarisme, clamé par Karl Popper, ont assombri la réputation philosophique de Platon jusqu'à la fin du XXe siècle. Nous trouvons des échos de ce climat intellectuel particulier dans le traitement de Platon chez Arendt. Dans un deuxième temps, nous examinerons les thèmes et les motifs de la lecture arendtienne en observant minutieusement une sélection d'ouvrages, d'essais, d'ébauches d'Arendt, en plus des notes du Journal de pensée (Denktagebuch) et des extraits de dialogues de Platon sur lesquels s'appuient sa lecture. Arendt déconstruit, transforme, altère et utilise ces textes afin de démontrer que notre tradition de pensée politique s'est édifiée sur un mépris de la politique qui trouve sa source dans la pensée platonicienne. Ce mépris culmine dans la pensée de Marx et le totalitarisme. Mais les réflexions d'Arendt sur la pensée, le jugement et la conscience, et son traitement du cas Eichmann suggère qu'elle s'approprie par moments la pensée de Platon. Des comparaisons avec d'autres penseurs émigrés allemands, qui s'inspirent aussi de Platon et des Grecs pour édifier leur pensée politique, Leo Strauss et Eric Voegelin, vont nous permettre d'affiner notre compréhension du Platon d'Arendt.

The genome of the most virulent among 22 Brazilian geographical isolates of Spodoptera frugiperda nucleopolyhedrovirus, isolate 19 (SfMNPV-1 9), was completely sequenced and shown to comprise 132 565 bp and 141 open reading frames (ORFs). A total of 11 ORFs with no homology to genes in the GenBank database were found. Of those, four had typical baculovirus; promoter motifs and polyadenylation sites. Computer-simulated restriction enzyme cleavage patterns of SfMNPV-1 9 were compared with published physical maps of other SfMNPV isolates. Differences were observed in terms of the restriction profiles and genome size. Comparison of SfMNPV-1 9 with the sequence of the SfMNPV isolate 3AP2 indicated that they differed due to a 1427 bp deletion, as well as by a series of smaller deletions and point mutations. The majority of genes of SfMNPV-1 9 were conserved in the closely related Spodoptera exigua NPV (SeMNPV) and Agrotis segetum NPV (AgseMNPV-A), but a few regions experienced major changes and rearrangements. Synthenic maps for the genomes of group 11 NPVs revealed that gene collinearity was observed only within certain clusters. Analysis of the dynamics of gene gain and loss along the phylogenetic tree of the NPVs showed that group 11 had only five defining genes and supported the hypothesis that these viruses form ten highly divergent ancient lineages. Crucially, more than 60% of the gene gain events followed a power-law relation to genetic distance among baculoviruses, indicative of temporal organization in the gene accretion process.
