The adaptation to a new country is a complex and stressful process that is compounded when changes in status and identity have to be made. This exploratory study examined the adaptation of international company transferee spouses when they decide to follow the transferee on overseas assignments. Research to date indicates that the spouses’ dissatisfaction with life abroad is the leading cause of transferees breaking contract and prematurely returning home. The causes of this dissatisfaction are still not clear and this study sought greater clarification, particularly examining the experiences of male as well as female trailing spouses. The study, thus, takes gender as a main variable to consider. It explores how gendered expectations inherent in the structures of society inflect and inform the decisions, attitudes, and behaviors that affect the adaptations of trailing spouses living in a foreign habitus. The study is based on eight months of ethnographic research in two culturally different locations, Kuala Lumpur, Malaysia and Brussels, Belgium. Forty-two American international company transferee spouses were recruited (seven males and thirty-five females). The data analysis revolved around five main themes: (1) the comparison of male with female trailing spouses’ experiences, (2) the effect of location on spouses’ adaptation, (3) the communities that spouses integrate into, (4) variations in personal work and family histories, and (5) conditions of exit. The analysis engaged multiple theories regarding gender, sociological adaptation, and psychological adaptation. Results indicate that both socio-cultural and psychological factors affect adaptation and that gender matters very significantly, particularly along two axes: (1) gendered structures in our society create different reasons why males and females become trailing spouses, (2) the gendered social constructions of role expectations make the experience of being a trailing husband different from being a trailing wife. In addition spouses’ status as parents (or not) and their “readiness for change” were found to be important predictors of positive spousal adaptation. In contrast, significant ties with families in the home country and strong professional identity with career projections were important predictors of negative spousal adaptation.

The current research considers the capacity of a local organic food system for producer and consumer empowerment and sustainable development outcomes in western Guatemala. Many have argued that the forging of local agricultural networks linking farmers, consumers, and supporting institutions is an effective tool for challenging the negative economic, environmental, and sociopolitical impacts associated with industrial models of global food production. But does this work in the context of agrarian development in the developing world? Despite the fact that there is extensive literature concerning local food system formation in the global north, there remains a paucity of research covering how the principles of local food systems are being integrated into agricultural development projects in developing countries. My work critically examines claims to agricultural sustainability and actor empowerment in a local organic food system built around non-traditional agricultural crops in western Guatemala. Employing a mixed methods research design involving twenty months of participant observation, in-depth interviewing, surveying, and a self-administered questionnaire, the project evaluates the sustainability of this NGO-led development initiative and local food movement along several dimensions. Focusing on the unique economic and social networks of actors and institutions at each stage of the commodity chain, this research shows how the growth of an alternative food system continues to be shaped by context specific processes, politics, and structures of conventional food systems. Further, it shows how the specifics of context also produce new relationships of cooperation and power in the development process. Results indicate that structures surrounding agrarian development in the Guatemalan context give rise to a hybrid form of development that at the same time contests and reinforces conventional models of food production and consumption. Therefore, participation entails a host of compromises and tradeoffs that result in mixed successes and setbacks, as actors attempt to refashion conventional commodity chains through local food system formation.^

The theoretical foundation of this study comes from the significant recurrence throughout the leadership literature of two distinct behaviors, task orientation and relationship orientation. Task orientation and relationship orientation are assumed to be generic behaviors, which are universally observed and applied in organizations, even though they may be uniquely enacted in organizations across cultures. The lack of empirical evidence supporting these assumptions provided the impetus to hypothetically develop and empirically confirm the universal application of task orientation and relationship orientation and the generalizability of their measurement in a cross-cultural setting. Task orientation and relationship orientation are operationalized through consideration and initiation of structure, two well-established theoretical leadership constructs. Multiple-group mean and covariance structures (MACS) analyses are used to simultaneously validate the generalizability of the two hypothesized constructs across the 12 cultural groups and to assess whether the similarities and differences discovered are measurement and scaling artifacts or reflect true cross-cultural differences. The data were collected by the author and others as part of a larger international research project. The data are comprised of 2341 managers from 12 countries/regions. The results provide compelling evidence that task orientation and relationship orientation, reliably and validly operationalized through consideration and initiation of structure, are generalizable across the countries/regions sampled. But the results also reveal significant differences in the perception of these behaviors, suggesting that some aspects of task orientation and relationship orientation are strongly affected by cultural influences. These (similarities and) differences reflect directly interpretable, error-free effects among the constructs at the behavioral level. Thus, task orientation and relationship orientation can demonstrate different relations among cultures, yet still be defined equivalently across the 11 cultures studied. The differences found in this study are true differences and may contain information about cultural influences characterizing each cultural context (i.e. group). The nature of such influences should be examined before the results can be meaningfully interpreted. To examine the effects of cultural characteristics on the constructs, additional hypotheses on the constructs' latent parameters can be tested across groups. Construct-level tests are illustrated in hypothetical examples in light of the study's results. The study contributes significantly to the theoretical understanding of the nature and generalizability of psychological constructs. The theoretical and practical implications of embedding context into a unified theory of task orientated and relationship oriented leader behavior are proposed. Limitations and contributions are also discussed. ^

Ce mémoire de maîtrise traite d’un phénomène social critique qui a gagné en importance au Québec : la montée des groupes de résistance populaire contre des projets d’exploitation des ressources naturelles. À partir d’une étude de cas, l’auteur tâche ici d’approfondir les questions relatives à ces luttes collectives tout en mettant en lumière les diverses modalités d’engagement qui, par leurs registres et leurs compositions en « systèmes-experts », se répercutent dans l’espace public tout en transformant, d’une certaine manière, l’arène politique. Ces dynamiques des mouvements de résistance tendent également à s’infléchir en amont des projets de développement, pour se matérialiser en aval, soit dès les premières phases d’appropriation territoriale, c’est-à-dire les premiers travaux exploratoires comme tels. Cette enquête de terrain se focalise sur ces enjeux. En prenant comme observatoire le projet de Terra Ventures à Sept-Îles, en région nord-côtière, concernant un projet d’exploration uranifère, l’auteur insiste sur les multiples références collectives qui sont autant de perspectives pour comprendre ce phénomène. À travers l’étude de cette résistance populaire qui s’est profilée contre ce projet d’exploration, c’est l’industrie minière au Québec, son histoire, ses mythes, et sa mémoire qui est, enfin, en trame de fond.

The persistence of low birth weight and intrauterine growth retardation (IUGR) in the United States has puzzled researchers for decades. Much of the work that has been conducted on adverse birth outcomes has focused on low birth weight in general and not on IUGR. Studies that have examined IUGR specifically thus far have focused primarily on individual-level maternal risk factors. These risk factors have only been able to explain a small portion of the variance in IUGR. Therefore, recent work has begun to focus on community-level risk factors in addition to the individual-level maternal characteristics. This study uses Social Ecology to examine the relationship of individual and community-level risk factors and IUGR. Logistic regression was used to establish an individual-level model based on 155, 856 births recorded in Harris County, TX during 1999-2001. IUGR was characterized using a fetal growth ratio method with race/ethnic and sex specific mean birth weights calculated from national vital records. The spatial distributions of 114,460 birth records spatially located within the City of Houston were examined using choropleth, probability and density maps. Census tracts with higher than expected rates of IUGR and high levels of neighborhood disadvantage were highlighted. Neighborhood disadvantage was constructed using socioeconomic variables from the 2000 U.S. Census. Factor analysis was used to create a unified single measure. Lastly, a random coefficients model was used to examine the relationship between varying levels of community disadvantage, given the set of individual-level risk factors for 152,997 birth records spatially located within Harris County, TX. Neighborhood disadvantage was measured using three different indices adapted from previous work. The findings show that pregnancy-induced hypertension, previous preterm infant, tobacco use and insufficient weight gain have the highest association with IUGR. Neighborhood disadvantage only slightly further increases the risk of IUGR (OR 1.12 to 1.23). Although community level disadvantage only helped to explain a small proportion of the variance of IUGR, it did have a significant impact. This finding suggests that community level risk factors should be included in future work with IUGR and that more work needs to be conducted. ^

The purpose of this formative study was to determine and prioritize the HIV-prevention needs of Latino young men who have sex with men (YMSM) in Chihuahua (Mexico), Texas, and California, based on YMSM and service provider perceptions of the factors affecting the assimilation and implementation of HIV-preventive behaviors. These factors included: perceived social support, identification of the modes of HIV transmission, perceived risk of HIV, perceived norms and attitudes of peers.^ The study, drawn from a secondary data set, was a convenience sample of providers (n=8) and clients (n=15). Participants completed face-to face interviews and a survey instrument. Interviews were analyzed to identify common themes and congruence among client groups, and among clients and providers. Providers’ understanding of theoretical constructs of interventions was also assessed. Survey data were analyzed to determine variable frequencies and their congruence to the qualitative analysis. ^ The results revealed several differences and many commonalities in the assimilation of protective messages. Client and provider perceptions were congruent across all domains. Providers demonstrated intuitive command of theoretical concepts but inconsistently verbalized their application. Both clients and providers recognized Latinos possessed high HIV-knowledge levels, despite inconsistent protective behaviors. Clients and providers consistently identified important reasons leading to inconsistent protective behaviors, such as: lack of access to targeted information and condoms, self-esteem, sexual identification, situational factors, decreased perceived HIV-risk, and concerns about homophobia, stigma, and rejection. Other factors included: poverty, failure to reach disenfranchised populations, and lack of role models/positive parental figures. The principal conclusion of the study was that there is a need for further study to understand the interrelationship between larger socioeconomic issues and consistent protective behaviors.^

Utilities have made strides in reducing air pollutant levels, but the proposed 1990 Clean Air Act Amendments call for even greater reductions and more stringent enforcement. Federal and state air enforcement agencies now encourage the use of negotiated settlements as a way to bring about compliance. This research examines the operation of such procedures in 19 case studies and a formal survey with the negotiators to account for the differences in the nature of the settlements and to identify the factors contributing to their perceived success. ^

This study examines the congruency of planning between organizational structure and process, through an evaluation and planning model known as the Micro/Macro Dynamic Planning Grid. The model compares day-to-day planning within an organization to planning imposed by organizational administration and accrediting agencies. A survey instrument was developed to assess the micro and macro sociological analysis elements utilized by an organization.^ The Micro/Macro Dynamic Planning Grid consists of four quadrants. Each quadrant contains characteristics that reflect the interaction between the micro and macro elements of planning, objectives and goals within an organization. The Over Macro/Over Micro, Quadrant 1, contains attributes that reflect a tremendous amount of action and ongoing adjustments, typical of an organization undergoing significant changes in either leadership, program and/or structure. Over Macro/Under Micro, Quadrant 2, reflects planning characteristics found in large, bureaucratic systems with little regard given to the workings of their component parts. Under Macro/Under Micro, Quadrant 3, reflects the uncooperative, uncoordinated organization, one that contains a multiplicity of viewpoints, language, objectives and goals. Under Macro/Under Micro, Quadrant 4 represents the worst case scenario for any organization. The attributes of this quadrant are very reactive, chaotic, non-productive and redundant.^ There were three phases to the study: development of the initial instrument, pilot testing the initial instrument and item revision, and administration and assessment of the refined instrument. The survey instrument was found to be valid and reliable for the purposes and audiences herein described.^ In order to expand the applicability of the instrument to other organizational settings, the survey was administered to three professional colleges within a university.^ The first three specific research questions collectively answered, in the affirmative, the basic research question: Can the Micro/Macro Dynamic Planning Grid be applied to an organization through an organizational development tool? The first specific question: Can an instrument be constructed that applies the Micro/Macro Dynamic Planning Grid? The second specific research question: Is the constructed instrument valid and reliable? The third specific research question: Does an instrument that applies the Micro/Macro Dynamic Planning Grid assess congruency of micro and macro planning, goals and objectives within an organization? The fourth specific research question: What are the differences in the responses based on roles and responsibilities within an organization? involved statistical analysis of the response data and comparisons obtained with the demographic data. Statement of the problem. It seeks to examine whether structural adjustment in Jamaica produced the desired developmental effects for labor--both organized and non-unionized--and if there is any significant difference in the Dominican Republic, which did not undergo that economic transformation. The research hypothesis is; "Structural Adjustment leads to Marginalization of labor."^ Methodology used. The methodology is mostly a straight cross-sectional analysis using data sets and publications from the UN, ILO, World Bank and IDB, as well as local statistical sources. The dissertation is primarily an historical to contemporary analysis of the Jamaican experience under structural adjustment, as it related to labor. To a greater extent it involves a straight cross-national comparison on the historical experiences of each country and a discussion of the relative similarities and differences between them, and the impact these features had on labor.^ Summary of findings. In the end, the question is asked as to whether internal factors are important in the relative success or failure of development strategies. From the data there is some indication that under structural adjustment there has been limited economic benefits for labor in Jamaica while labor standards have not improved. In the Dominican Republic the economic performance has been similar but the labor standards have improved significantly. This thus leads to the conclusion that structural adjustment may have been a factor in the resistance to labor's empowerment.^ Nevertheless, the study also shows that there may have been a causal role which local power relations had. The suggestion from the study is that in analyzing the phenomenon, attention must be paid to internal as well as external dynamics and variables. ^

This dissertation analyzes the current status of emergency management professionalization in the United States and Florida using a qualitative case study. I investigate the efforts of various organizations at the national and state levels in the private and public sectors to organize emergency management as a profession. I conceptualize emergency management professionalization as occurring in two phases: the indirect institutionalization of the occupation of emergency management and the formal advancement toward an emergency management profession. The legislative, organizational, and procedural developments that occurred between approximately 1900 and the late 1970s became the indirect institutionalization of the occupation of emergency management. Over time, as our society developed and became increasingly complex, more disasters affect the security of the population. In order to adapt to increasing risks and vulnerabilities the emergency management system emerged and with it the necessary elements upon which a future profession could be established providing the basis for the formal advancement toward an emergency management profession. ^ During approximately the last twenty years, the formal advancement toward an emergency management profession has encompassed two primary strategies—certification and accreditation—motivated by the objective to organize a profession. Certification applies to individual emergency managers and includes all training and education. Accreditation of state and local emergency management agencies is reached by complying to a minimum level of proficiency with established standards of performance. Certification and accreditation are the mechanisms used to create an emergency management profession and thus act as axes around which the field of emergency management is organizing. ^ The purpose of this research is to provide a frame of reference for whether or not the field of emergency management is a profession. Based on sociology of professions literature, emergency management can be considered to be professionalizing. The current emergency management professionalization efforts may or may not be sufficient to achieve the ultimate goal of becoming a legitimate profession based on legal and public support for the exclusive right to perform emergency management tasks (monopoly) as well as self-regulation of those tasks (autonomy). ^

During the nineties, Colombia experienced a two-fold process of restructuring. First, the political system underwent a process of constitutional reform in order to strengthen the state and increase its legitimacy, surpass the exclusionary character of the political regime, and achieve greater equity in the distribution of social resources. Second, the economy made the transition from a Keynesian development strategy to a strategy of “opening” or liberalization and internationalization of the economy, in order to increase the economic efficiency by reducing the “size” of the state and its regulatory role. The purpose of this dissertation is to analyze the interplay and contradictions of economic and political factors in the restructuring of the Colombian politico-economic system. ^ The main finding of this dissertation is that the simultaneous adoption of a neoliberal economic strategy and of the Political Constitution of 1991, have had a contradictory relationship: while the “political opening” has produced favorable conditions for fostering programs of democratization and social integration, the “economic opening” has counteracted that possibility given that it implies a social exclusionary process. This tension has aggravated the problems of political and social integration that have traditionally characterized Colombian society. ^ This crucial tension has also been characteristic of Latin America in the nineties. However, it has been neglected and undertheorized in most of the democratization studies of American comparative politics. Most of them lack consideration of structural aspects. According to those studies, the cause of regime change is determined by the strategic elections of actors. Contrary to these approaches, I develop a structural perspective. I consider that social phenomena are partly determined by structural factors, and scientific research should assign them decisive importance, since a fundamental basis for social action and transformation is to be found in the dynamics of relationships between individuals and structures and the development of contradictions within structures. ^

Partnerships between government and community-based actors and organizations are considered the hallmark of contemporary governance arrangements for the revitalization and gentrification of economically distressed, inner city areas. This dissertation uses historical, narrative analysis and ethnographic methods to examine the formation, evolution and operation of community-based governance partnerships in the production of gentrifiable urban space in the Wynwood neighborhood of Miami, FL between 1970 and 2010. This research is based on more than four years of participant observation, 60 in-depth interviews with respondents recruited through a purposive snowball sample, review of secondary and archival sources, and descriptive, statistical and GIS analysis. This study examines how different organizations formed in the neighborhood since the 1970s have facilitated the recent gentrification of Wynwood. It reveals specifically how partnerships between neighborhood-based government agencies, nonprofit organizations and real estate developers were constructed to be exclusionary and lead to inequitable economic development outcomes for Wynwood residents. The key factors conditioning these inequalities include both the rationalities of action of the organizations involved and the historical contexts in which their leaders’ thinking and actions were shaped. The historical contexts included the ethnic politics of organizational funding in the 1970s and the “entrepreneurial” turn of community-based economic development and Miami urban politics since the 1980s. Over time neighborhood organizations adopted highly pragmatic rationalities and repertoires of action. By the 2000s when Wynwood experienced unprecedented investment and redevelopment, the pragmatism of community-based organizations led them to become junior partners in governance arrangements and neighborhood activists were unable to directly challenge the inequitable processes and outcomes of gentrification.

Stands of Scalesia pedunculata in the Galapagos Islands often develop as single-aged cohorts following episodes of mass death and regeneration. We updated earlier studies on a stand that had regenerated soon after the 1982–3 El Niño event. We quantified stem size distribution and dispersion pattern in a 0.56 ha plot near Los Gemelos on Santa Cruz Island. The plot was dominated (95% of basal area) by S. pedunculata. The stem size distribution showed the increased mean and variance for diameter (since 1987 and 1991) expected of an aging stand. Stems averaged smaller than in 1981, just before the last mass mortality episode. Large S. pedunculata stems were regularly dispersed while smaller stems were clumped and negatively associated with larger stems, implying that intraspecific competition may be important in structuring the stand. Cette thèse porte sur le rôle des organismes communautaires entre 1994 et 2002 dans l’élaboration de politiques pour lutter contre la pauvreté au Québec et en Irlande et ce, dans un contexte de gouvernance. Au cours de années 1980 et 1990, des gouvernements, dont ceux du Québec et de l’Irlande, ont fait appel à des organismes communautaires pour que ceux-ci participent à la gestion des services sociaux ainsi qu’à la formulation des politiques sociales. Cette participation s’est inscrite dans le cadre de nouveaux arrangements politiques, soit des nouvelles formes de gouvernance alors que les gouvernements éprouvaient des difficultés à remédier à l’accroissement des inégalités sociales. Cependant, il demeure difficile de discerner en quoi l’établissement de ces nouvelles formes de gouvernance a façonné le rôle des organismes communautaires dans l’élaboration des politiques pour lutter contre la pauvreté. De plus, les partenariats sociaux en Irlande relèvent d’un processus davantage institué que la concertation au Québec, ce qui a entraîné des différences au plan des mobilisations sociales. L’objectif de cette thèse est donc celui de mieux cerner le lien entre les nouvelles formes de gouvernance et la mobilisation sociale des organismes communautaires dans l’élaboration de politiques pour lutter contre la pauvreté. L’hypothèse mise en avant est que l’efficacité de l’action collective dépend de la manière dont les organismes communautaires s’y prennent pour pallier l’incertitude qui caractérise les modes de gouvernance. Sur le plan théorique, cette thèse mise sur les interactions entre acteurs et, plus particulièrement, sur la formation de réseaux de politiques publiques. Cela implique plus précisément de cerner comment les acteurs coordonnent des activités entre eux et se rallient autour d’un même thème, comme celui de la lutte contre la pauvreté. Lorsque la coordination des activités est forte et que le ralliement autour d’un même thème est important, on parle de coalition de cause. La nécessité de former une coalition se produit dans le contexte d’un champ institutionnel incertain, comme c’est le cas pour les mécanismes de concertation au Québec. Mais le caractère incertain du champ institutionnel entraîne aussi des divergences à l’intérieur de la coalition instaurée à cette occasion, ayant pour effet d’affaiblir la mobilisation sociale. Ainsi, l’interprétation que font les organismes communautaires des nouvelles formes de gouvernance façonne la manière dont ces organismes vont définir la lutte contre la pauvreté et élaborer leurs stratégies. Sur le plan méthodologique, le choix des cas de l’Irlande et du Québec repose dans les différences qui existent en termes de gouvernance et ce, alors qu’ils partagent de fortes similarités. Tant l’Irlande que le Québec sont caractérisés par des économies de marché ouvertes, des régimes d’État-providence de type libéral ainsi que l’emprise, par le passé, de l’Église catholique dans les services sociaux. Cependant, ces deux cas diffèrent en ce qui concerne le rôle de l’État, le système électoral, le statut juridico-politique, le caractère de leur économie et la place occupée par le milieu communautaire par rapport à l’État. Ces différences permettent de rendre compte du moins en ce qui concerne le Québec et l’Irlande, de la manière dont l’action collective découle de la relation entre les stratégies des acteurs et le contexte dans lequel ils se situent. Cette thèse montre comment, dans un processus davantage institué, comme c’est le cas des partenariats sociaux en Irlande, la mobilisation sociale s’avère plus efficace que lorsqu’elle se situe dans le cadre d’un processus moins institué, comme ce qu’on peut observer avec la concertation au Québec. Bien que, dans les deux cas, l’influence du milieu communautaire en matière des politiques sociales demeure mitigée, la mobilisation sociale des organismes communautaires irlandais s’est avérée plus efficace que celle de leurs homologues québécois eu égard de la formulation de politiques pour lutter contre la pauvreté. Au Québec, bien que les organismes communautaires sont parvenus à former une coalition, soit le Collectif pour une loi sur l’élimination de la pauvreté, leur mobilisation s’est trouvée affaiblie en raison de la prédominance de divergences entre acteurs communautaires. De telles divergences étaient aggravées en raison du caractère incertain du champ institutionnel lié à la concertation. En Irlande, bien que les organismes communautaires ont dû faire face à des contraintes qui rendaient difficiles la formation d’une coalition, ceux-ci ont pu néanmoins se mobiliser autrement, notamment en raison de liens formés avec des fonctionnaires dans le cadre des ententes partenariales.

À partir des études récentes démontrant l’importance des élites catholiques dans la foulée des changements et de la modernisation de la société québécoise entre les années 1930 et 1970, nous tentons de mieux comprendre ces élites, leurs motifs et leur destin. Issues des jeunes générations de laïcs contestataires des années 1930 et 1940, nous montrons d’abord que les élites catholiques laïques ont été influencées par des courants philosophiques de renouveau chrétien et par leur formation dans l’Action catholique spécialisée. En contestant le cléricalisme et le conservatisme présents au Québec entre 1930 et 1960, elles ont développé une pensée réformiste se situant dans l’esprit du concile Vatican II et de la Révolution tranquille. Un trait caractérise ces élites: même en étant critiques envers l’Église catholique, elles sont tout de même demeurées loyales envers le catholicisme. Nous proposons de nous réapproprier la sociologie de Max Weber afin de mieux comprendre l’implication des élites catholiques laïques à la modernisation de la société québécoise et, par là, de saisir le type particulier de sécularisation qu’a connu le Québec des années 1950 à 1970. Pour ce faire, nous retenons les parcours de vie et le discours de trois représentants de ces élites: Guy Rocher, Jacques Grand’Maison et Claude Ryan. À partir de ces acteurs, nous délinéons trois « voies » distinctes empruntées par les élites catholiques laïques pour s’engager dans la société. Ces trois « voies » relatent certes des types d’engagement différents, mais elles renvoient aussi à un ancrage catholique commun. En considérant le point de vue de ces élites face aux transformations du paysage religieux au Québec, nous examinons enfin l’utilisation du concept de sécularisation par rapport à la laïcisation et la déconfessionnalisation ainsi que les enjeux actuels liés à la religion.
