The Ribeira belt in SE Brazil is a Neoproterozoic to Early Palaeozoic orogen, whose architecture and history is not yet fully understood. The depositional age of many of the sedimentary sequences in the Ribeira Belt remains unconstrained, and with debate concerning their depositional environment and tectonic setting. In this paper we present SHRIMP zircon U/Pb age constraints for one such problematic unit in the Ribeira Belt the lporanga Formation - and discuss the significance of this age with regards to the timing of Neoproterozoic glacial events in southeast Brazil. Using a felsic volcanic unit immediately under the lporanga Formation and granite cobbles from breccias in its basal parts a reconnaissance SHRIMP U/Pb zircon maximum depositional age of 580 Ma is assigned for the base of this unit. This age is marginally younger than the 625605 Ma ages for intrusions into the Lajeado and Ribeira subgroups, with which the lporanga Formation is in tectonic contact. This indicates that the Lajeado and Ribeira subgroups are not stratigraphically equivalent to the lporanga Formation, as thought previously by some workers. The maximum depositional age of 580 Ma also places a maximum time constraint on the tectonic juxtaposition of the lporanga Formation with other supracrustal units, and on the greenschist facies metamorphism and isoclinal folding that affected it. The potential glacial origin for the lporanga Formation, if correct, would place it in the late Ediacaran - provisionally equivalent to the Gaskiers glaciation. This article presents elements that make up the quality of education in the age group of zero to five years, offered by institutions of Early Childhood Education in Brazil, based on research results disseminated in theses and dissertations that focus on this theme. It was used as the methodological procedure outlined mapping Brazilian literature of academic research related to the Post-Graduate Education, which focus on the issue in the period between 1996 and 2012. The results of the study provide insights on funding, teacher training, family, quality of care in the school systems, institutional assessment, perceptions of quality and educational practices that allow discuss the quality of early childhood education offered in Brazilian institutions. Moreover, considering that not convenient to take the concept of quality of early childhood education as universal as this is linked to the context, the conceptions about children and their education.

Hide Intense debate persists about the climatic mechanisms governing hydrologic changes in tropical and subtropical southeast Africa since the Last Glacial Maximum, about 20,000 years ago. In particular, the relative importance of atmospheric and oceanic processes is not firmly established. Southward shifts of the intertropical convergence zone (ITCZ) driven by high-latitude climate changes have been suggested as a primary forcing, whereas other studies infer a predominant influence of Indian Ocean sea surface temperatures on regional rainfall changes. To address this question, a continuous record representing an integrated signal of regional climate variability is required, but has until now been missing. Here we show that remote atmospheric forcing by cold events in the northern high latitudes appears to have been the main driver of hydro-climatology in southeast Africa during rapid climate changes over the past 17,000 years. Our results are based on a reconstruction of precipitation and river discharge changes, as recorded in a marine sediment core off the mouth of the Zambezi River, near the southern boundary of the modern seasonal ITCZ migration. Indian Ocean sea surface temperatures did not exert a primary control over southeast African hydrologic variability. Instead, phases of high precipitation and terrestrial discharge occurred when the ITCZ was forced southwards during Northern Hemisphere cold events, such as Heinrich stadial 1 (around 16,000 years ago) and the Younger Dryas (around 12,000 years ago), or when local summer insolation was high in the late Holocene, i.e., during the last 4,000 years.

The Southern Ocean plays a prominent role in the Earth's climate and carbon cycle. Changes in the Southern Ocean circulation may have regulated the release of CO2 to the atmosphere from a deep-ocean reservoir during the last deglaciation. However, the path and exact timing of this deglacial CO2 release are still under debate. Here we present measurements of deglacial surface reservoir 14C age changes in the eastern Pacific sector of the Southern Ocean, obtained by 14C dating of tephra deposited over the marine and terrestrial regions. These results, along with records of foraminifera benthic-planktic 14C age and d13C difference, provide evidence for three periods of enhanced upwelling in the Southern Ocean during the last deglaciation, supporting the hypothesis that Southern Ocean upwelling contributed to the deglacial rise in atmospheric CO2. These independently dated marine records suggest synchronous changes in the Southern Ocean circulation and Antarctic climate during the last deglaciation.

The Nares Strait controversy concerns the debate about whether or not a major sinistral transcurrent fault (the Wegener Fault) separates northern Greenland and Canada. To date no firm evidence has been found for the proposed 200 km sinistral offset, and to the contrary, geological correlations, mainly involving Paleozoic rocks across the Nares Strait, suggest that total left-lateral motion is no more than 70 km. The E-W trending Thule (Greenland) and Devon Island (Canada) dyke swarms lie on opposite sides of Baffin Bay and are offset sinistrally about 200 km, suggesting that if their correlation is established a convincing case for the Wegener Fault can be made. Paleomagnetic, geochemical and petrographic data allow, but do not yet establish, the correlation. Paleomagnetic results for Canadian sites (VGP = 6.9°N, 181.8 °E, A95 = 12.7°, N = 5) and Greenland sites (VGP = 11.5 °N, 178.3 °E, A95 = 13.8°, N = 4) are not significantly different at the 95 % confidence level. These levels are too large to resolve whether or not the Thule and Devon Island swarms have been offset. Geochemical data reveal a distinct and identical pattern in incompatible elements, while petrographically, the dykes are indistinguishable. U-Pb geochronological results for a Canadian dyke (720.2 ±2.0 Ma) and a Thule dyke (720.4 ±2.7 Ma) are identical within error and clearly identify the two sets of dykes as being parts of the same magmatic episode.

Over the last several decades debates on the 'tempo and mode' of evolution have centered on the question whether morphological evolution preferentially occurs gradually or punctuated, i.e., with long periods of stasis alternating with short periods of rapid morphological change and generation of new species. Another major debate is focused on the question whether long-term evolution is driven by, or at least strongly influenced by changes in the environment, or by interaction with other life forms. Microfossils offer a unique opportunity to obtain the large datasets as well as the precision in dating of subsequent samples to study both these questions. We present high-resolution analyses of selected calcareous nannofossils from the deep-sea section recovered at ODP Site 1262 (Leg 208) in the South-eastern Atlantic. The studied section encompasses nannofossil Zones NP4-NP12 (equivalent to CP3-CP10) and Chrons C27r-C24n. We document more than 70 biohorizons occurring over an about 10 Myr time interval, (~62.5 Ma to ~52.5 Ma), and discuss their reliability and reproducibility with respect to previous data, thus providing an improved biostratigraphic framework, which we relate to magnetostratigraphic information, and present for two possible options of a new Paleocene stratigraphic framework based on cyclostratigraphy. This new framework enabled us to tentatively reconstruct steps in the evolution of early Paleogene calcareous nannoplankton through documentation of transitional morphotypes between genera and/or species and of the phylogenetic relations between the genera Fasciculithus, Heliolithus, Discoasteroides and Discoaster, as well as between Rhomboaster and Tribrachiatus. The exceptional record provided by the continuous, composite sequence recovered at Walvis Ridge allows us to describe the mode of evolution among calcareous nannoplankton: new genera and/or new species usually originated through branching of lineages via gradual, but relatively rapid, morphological transitions, as documented by the presence of intermediate forms between the end-member ancestral and descendant forms. Significant modifications in the calcareous nannofossil assemblages are often "related" to significant changes in environmental conditions, but the appearance of structural innovations and radiations within a single genus also occurred during "stable" environmental conditions. These lines of evidence suggest that nannoplankton evolution is not always directly triggered by stressed environmental conditions but could be also driven by endogenous biotic control.

Reflecting changes in the nature of governance, some have questioned whether Public Administration is now an historical anachronism. While a legitimate debate exists between sceptics and optimists, this special issue demonstrates grounds for optimism by indicating the continuing diversity and adaptability of the field of Public Administration. In this introduction, we first sketch the variety of intellectual traditions which comprise the field of modern Public Administration. We then consider institutional challenges facing the subject given considerable pressures towards disciplinary fragmentation, and ideological challenges arising from a new distrust of public provision in the UK. Despite these challenges, Public Administration continues to provide a framework to analyse the practice of government and governance, governing institutions and traditions, and their wider sociological context. It can also directly inform policy reform - even if this endeavour can have its own pitfalls and pratfalls for the 'engaged' academic. We further suggest that, rather than lacking theoretical rigour, new approaches are developing that recognise the structural and political nature of the determinants of public administration. Finally, we highlight the richness of modern comparative work in Public Administration. Researchers can usefully look beyond the Atlantic relationship for theoretical enhancement and also consider more seriously the recursive and complex nature of international pressures on public administration. © The Author(s) 2012 Reprints and permissions: sagepub.co.uk/journalsPermissions.nav.

We seek, through this work, to understand the construction of the pirates’ images from the Golden Age of Piracy (late seventeenth through early eighteenth century) through the observation of the circulation of these images, which are not limited to one field of knowledge. We take into account the importance of the book “A General History of the robberies and murders of the most notorious pirates...” written by Charles Johnson for these constructions, not only literary, but also historiographical provided that the stories of pirates and piracy gained ground in historiography from the twentieth century on. We also seek to show that this historiographical space arises opposed to an apparent historiographical silence about these stories that lasts for about two centuries, related to a new way of writing history in the aesthetic regime, where it arises as a science through a poetics of knowledge, of which the philosopher Jacques Rancière helps us reflect. Lastly, reflecting upon how these images of pirates circulate nowadays, we seek to understand the historicity of the pirates’ images within that aesthetic regime based on some scenes of the film series Pirates of the Caribbean by Disney™.

It is at long last becoming part of the public discourse that improving living conditions and opportunities for First Nations communities in Canada is a national imperative. It is also widely recognized that the education is critical to fostering a better future for First Nations people. Yet, for many First Nations youth, particularly those on reserve, completing even high school is well beyond reach. The graduation rate of First Nations people living on reserve was 35.3 per cent as recently as 2011 compared with 78 per cent for the population as a whole. At the same time, the First Nations population is young and growing fast - in First Nations communities 49 per cent of the population is under 24 years of age compared to 30 per cent of the general population. Despite some incremental improvements in education success rates for First Nations students in recent years, the education gap between First Nations and the rest of the country is increasing. The concerns expressed in the 2011 Auditor General report continue to hold weight: "In 2004, we noted that at existing rates, it would take 28 years for First Nations communities to reach the national average. More recent trends suggest that the time needed may still be longer.
