Making the law accessible to non-lawyers: effects of different kinds of expertise on perceived usability of online legal information services

To help design an environment in which professionals without legal training can make effective use of public sector legal information on planning and the environment - for Add-Wijzer, a European e-government project - we evaluated their perceptions of usefulness and usability. In concurrent think-aloud usability tests, lawyers and non-lawyers carried out information retrieval tasks on a range of online legal databases. We found that non-lawyers reported twice as many difficulties as those with legal training (p = 0.001), that the number of difficulties and the choice of database affected successful completion, and that the non-lawyers had surprisingly few problems understanding legal terminology. Instead, they had more problems understanding the syntactical structure of legal documents and collections. The results support the constraint attunement hypothesis (CAH) of the effects of expertise on information retrieval, with implications for the design of systems to support the effective understanding and use of information.

Extended electrochemical windows made accessible by room temperature ionic liquid/organic solvent electrolyte systems

The electrochemical windows of acetonitrile solutions doped with 0.1 m concentrations of several ionic liquids were examined by cyclic voltammetry at gold and platinum microelectrodes. These results were compared with those observed in the commonly used 0.1 m tetrabutylammonium perchlorate/acetonitrile system as well as with neat ionic liquids. The use of a trifluorotris(pentofluoroethyl)phosphate-based ionic liquid, specifically, as supporting electrolyte in acetonitrile solutions affords a wider anodic window, which is attributed to the high stability of the anionic component of these intrinsically conductive and thermally robust compounds.

Lowest energy potentials of Li2 + F accessible at ultracold temperatures

Ab initio calculations for the strongly exoergic Li2+F harpoon reaction are presented using density-functional theory, complete active space self-consistent field, and multireference configuration interaction methods to argue that this reaction would be an ideal candidate for investigation with ultracold molecules. The lowest six states are calculated with the aug-correlation-consistent polarized valence triple-zeta basis set and at least two can be accessed by a ground rovibronic Li2 molecule with zero collision energy at all reaction geometries. The large reactive cross section (characteristic of harpoon reactions) and chemiluminescent products are additional attractive features of these reactions.

Evaluation of a partnership between primary and secondary care providing an accessible Level 1 sexual health service in the community

Comprehensive testing for asymptomatic sexually transmitted infections in Northern Ireland has traditionally been provided by genitourinary medicine clinics. As patient demand for services has increased while budgets have remained limited, there has been increasing difficulty in accommodating this demand. In May 2013, the newly commissioned specialist Sexual Health service in the South Eastern Trust sought to pilot a new model of care working alongside a GP partnership of 12 practices. A training programme to enable GPs and practice nurses to deliver Level 1 sexual health care to heterosexual patients aged >16 years, in accordance with the standards of BASHH, was developed. A comprehensive care pathway and dedicated community health advisor supported this new model with close liaison between primary and secondary care. Testing for Chlamydia, gonorrhoea, HIV and syphilis was offered. The aims of the pilot were achieved, namely to provide accessible, cost-effective sexual health care within a framework of robust clinical governance. Furthermore, it uncovered a high positivity rate for Chlamydia, especially in young men attending their general practice, and demonstrated a high level of patient satisfaction. Moreover the capacity of secondary care to deliver Levels 2 and 3 services was increased.

Easily Accessible Rare-Earth-Containing Phosphonium Room-Temperature Ionic Liquids: EXAFS, Luminescence and Magnetic Properties

A range of liquid rare-earth chlorometallate complexes with alkyl-phosphonium cations, [P666 14]+, has been synthesised and characterised. EXAFS confirmed the predominant liquid-state speciation of the [LnCl6]3- of the series with Ln = Nd, Eu, Dy. The crystal structure of the shorter-alkyl-chain cation analogue [P4444]+ has been determined and exhibits a very large unit cell. The luminescence properties, with visible light emissions of the liquid Tb, Eu, Pr and Sm and the NIR emissions for the Nd and Er compounds were determined. The effective magnetic moments were measured and fitted for the Nd, Tb, Ho, Dy, Gd and Er samples.

Dans cet article issu d’une conférence prononcée dans le cadre du Colloque Leg@l.IT (www.legalit.ca), l’auteur offre un rapide survol des fonctionnalités offertes par les systèmes de dépôt électronique de la Cour fédérale et de la Cour canadienne de l’impôt afin de dégager les avantages et inconvénients de chacune des technologies proposées. Cet exercice s’inscrit dans une réflexion plus large sur les conséquences de la migration progressive de certaines juridictions vers le dépôt électronique. Si cette tentative de moderniser le processus judiciaire se veut bénéfique, il demeure qu’un changement technologique d’une telle importance n’est pas sans risques et sans incidences sur les us et coutumes de l’appareil judiciaire. L’auteur se questionne ainsi sur la pratique adoptée par certains tribunaux judiciaires de développer en silo des solutions d’informatisation du processus de gestion des dossiers de la Cour. L’absence de compatibilité des systèmes et le repli vers des modèles propriétaires sont causes de soucis. Qui plus est, en confiant le développement de ces systèmes à des firmes qui en conservent la propriété du code source, ils contribuent à une certaine privatisation du processus rendant la mise en réseau de l’appareil judiciaire d’autant plus difficile. Or, dans la mesure où les systèmes de différents tribunaux seront appelés à communiquer et échanger des données, l’adoption de solutions technologiques compatibles et ouvertes est de mise. Une autre problématique réside dans l’apparente incapacité du législateur de suivre l’évolution vers la  virtualisation du processus judiciaire. Le changement technologique impose, dans certains cas, un changement conceptuel difficilement compatible avec la législation applicable. Ce constat implique la nécessité d’un questionnement plus profond sur la pertinence d’adapter le droit à la technologie ou encore la technologie au droit afin d’assurer une coexistence cohérente et effective de ces deux univers.

PDBSprotEC: A web-accessible database linking PDB chains to EC numbers via SwissProt

A mapping between chains in the Protein Databank and Enzyme Classification numbers is invaluable for research into structure-function relationships. Mapping at the chain level is a non-trivial problem and we present an automatically updated Web-server, which provides this link in a queryable form and as a downloadable XML or flat file.
