The establishment of a Total Maximum Daily Load sets the pollutant reduction goal necessary to improve impaired waters. It determines the load, or quantity of any given pollutant that can be allowed in a particular water body. A TDML must consider all potential sources of pollutants whether point or nonpoint. It also takes into account a margin of safety, which reflects scientific uncertainty, as well as the effects of seasonal variation.

In eleven short chapters faculty, academic advising staff and student union representatives discuss aspects of Memorial’s First Year Success Program (piloted as a Teaching Learning Framework initiative 2012-2017). Teaching approaches, curriculum content and policy rationales are covered in a broad view of how and why students identified as least likely to succeed at university can be academically supported. Contributors identify the singular importance of the community that First Year Success provided them and its student participants.

Os desafios à engenharia moderna são cada vez maiores, pretendendo-se quase sempre obter estruturas mais leves, com propriedades mecânicas atrativas e muitas vezes com geometrias complexas. Com tais requisitos, um dos materiais que tem vindo a ter uma crescente aplicação é o material compósito. Contudo, no que toca ao cálculo estrutural destes materiais, tudo se torna mais complexo, já que são materiais que geralmente são formados por empilhamento de várias camadas de material heterogéneo, podendo estas encontrarem-se dispostas segundo diferentes orientações. Assim, a utilização de um software que permita a previsão das propriedades mecânicas de uma estrutura em material compósito através da micromecânica, a aplicação da Teoria Clássica dos Laminados e de um critério de rotura, como por exemplo o de Tsai-Hill, é fundamental para agilizar o processo de estudo da estrutura a fabricar. Para dar uma resposta a tal necessidade foi desenvolvida uma aplicação, em MATLAB® GUI, denominada CAFE – Composite Analysis For Engineers, com ambiente gráfico apelativo, que permite determinar todas as variáveis importantes no estudo de estruturas em material compósito. Esta aplicação visa suportar e agilizar a aprendizagem desta área do conhecimento, permitindo também o acesso ao código de cálculo por parte do utilizador, de modo a conhecerem-se as equações utilizadas e, eventualmente, ser alvo de futuros desenvolvimentos. O programa desenvolvido foi alvo de validação, recorrendo-se para tal, a uma comparação dos resultados obtidos entre o respetivo programa e por um outro programa de grande fiabilidade. Assim sendo, concluiu-se que o software CAFE apresenta resultados válidos, encontrando-se apto a ser utilizado.

O estado de Goiás deu início ao seu processo de regionalização das ações de saúde, seguindo as diretrizes do SUS e as normas preconizadas pela NOAS 2001. O Plano Diretor Regionalização (PDR) está pactuado desde 2002, entretanto ainda não se encontra em pleno funcionamento. As ações de assistência farmacêutica (AF) ainda não foram regionalizadas. Com a intenção que identificar quais ações deveriam ser regionalizadas, as maiores dificuldades para a regionalização desse setor e a necessidade de se regionalizar essas ações, questionou-se os servidores da Secretaria de Estado da Saúde SES-GO, do nível central e regional, que trabalham direta ou indiretamente com ações de AF. Utilizando a escala de Likert para medir a intenção (vontade, desejo) das atitudes desses servidores. Demonstrou–se, nesta pesquisa, a predisposição de realizar regionalmente as ações de programação anual, distribuição de medicamentos aos municípios e avaliação das ações básicas dos municípios da sua região, a neutralidade quanto a regionalização das ações de seleção de medicamentos e a dispensação de medicamentos especiais. Apenas com relação à ação de aquisição regionalizada se encontrou uma predisposição desfavorável, ainda que com a predisposição de concordar com a necessidade da regionalização da assistência farmacêutica estadual. As maiores dificuldades são a carência de recursos humanos, agenda política, programação anual e a estrutura física deficitária das administrações regionais de saúde.

Marine Renewable Energy Conversion systems comprise wave energy and tidal stream converters as well as offshore-wind turbines for electrical generation. These technologies are currently at different stages of development but are mostly at the pre-commercial stage and require research to be undertaken at a series of scales along the path to commercialization. However each of these technologies also needs specific research infrastructures in order to conduct this research. The aim of the MARINET initiative is to coordinate research and development at all scales (small models through to prototype scales, from laboratories through to open sea tests) and to allow access for researchers and developers to infrastructures which are not available universally in Europe, including test facilities for components such as power take-off systems, grid integration, moorings and environmental monitoring so as to ensure a focusing of activities in this area. The initiative offers researchers and developers access to 45 research facilities as well as to the associated network of expertise at all scales in Offshore Marine Renewable Energy technology research and development. The aim of this paper is to present this MARINET initiative that was started in 2011, bringing together a network of 29 partners spread across twelve countries. Details of the MARINET Transnational Access (TA) program are presented, for which over 260 applications were received throughout the 5 official calls for proposals. In particular, statistics on applications and completed projects are presented which provide an overview of the global development progress of the different offshore renewable energy conversion technologies at a European level. It also provides a good overview of the current research activity, as well as evidence of the requirement for specialised research facilities, in this burgeoning field.

The Positive Youth Development (PYD) perspective is a strength-based conceptualization of youth. It highlights the importance of mutually beneficial relationships between youth and their environment to develop the “Five Cs”, key assets that include character. Character has long been a subject of programming due to its focus on helping children lead moral, empathic, and prosocial lives. There are, however, many limitations in character research, including poorly operationalized definitions of character; a failure to examine the developmental and broader social context in which character exists; and a lack of evaluation of more practical character programming. The goal of this dissertation was to address these gaps in knowledge and inform the character education programming literature. The first study examined the relationships among age, gender, the school social context, and character. Moral character was negatively associated with grade, and being a girl was positively associated with moral character. The relationships between positive peer interactions at school and character (fairness, integrity) were stronger among students who reported low initial moral character when positive peer interactions was high. In the second study, the Build Character: Build Success Program, a character education program, was evaluated over six months to examine its effects on character behaviours, victimization, and school climate. No program effects were found for students in grades 1 to 3, but a slight decrease in victimization in one experimental school was found for students in grades 4 to 8. This lack of general program effects may be due to the short-term nature of the intervention, which may not have been long enough to result in measurable behaviour change. Implementation data indicated that teachers did not teach all program elements, which also may have influenced the results of the program evaluation. The present dissertation contributes to knowledge about character and its programming by: introducing new measures to operationalize character, discovering developmental patterns in character in school-aged children, highlighting gender differences in character, examining character within its broad social context, and evaluating short-term character education programming.

Using comprehensive administrative data on France's single largest financialaid program, this paper provides new evidence on the impact of large-scaleneed-based grant programs on the college enrollment decisions, persistenceand graduation rates of low-income students. We exploit sharp discontinuitiesin the grant eligibility formula to identify the impact of aid on student outcomesat different levels of study. We find that eligibility for an annual cashallowance of 1,500 euros increases college enrollment rates by up to 5 percentagepoints. Moreover, we show that need-based grants have positive effectson student persistence and degree completion.

This thesis explores Aboriginal women's access to and success within universities through an examination of Aboriginal women's educational narratives, along with input from key service providers from both the Aboriginal and non-Aboriginal community. Implemented through the Wildfire Research Method, participants engaged in a consensusbased vision of accessible education that honours the spiritual, emotional, intellectual, and physical elements necessary for the success of Aboriginal women in university. This study positions Aboriginal women as agents of social change by allowing them to define their own needs and offer viable solutions to those needs. Further, it connects service providers from the many disconnected sectors that implicate Aboriginal women's education access. The realities of Aboriginal women are contextualized through historical, sociocultural, and political analyses, revealing the need for a decolonizing educational approach. This fosters a shift away from a deficit model toward a cultural and linguistic assets based approach that emphasizes the need for strong cultural identity formation. Participants revealed academic, cultural, and linguistic barriers and offered clear educational specifications for responsive and culturally relevant programming that will assist Aboriginal women in developing and maintaining strong cultural identities. Findings reveal the need for curriculum that focuses on decolonizing and reclaiming Aboriginal women's identities, and program outcomes that encourage balance between two worldviews-traditional and academic-through the application of cultural traditions to modern contexts, along with programming that responds to the immediate needs of Aboriginal women such as childcare, housing, and funding, and provide an opportunity for universities and educators to engage in responsive and culturally grounded educational approaches.
