Being a member of the thriving ASEAN and successfully implementing economic renovation (Doi Moi) have drawn the world's attention on Vietnam around the turn of the millennium. Some even expected a much faster pace of transformation, and renewed economic, AND political, reforms in Vietnam, or Doi Moi II.However, in the recent transition turmoil the Vietnamese economy has experienced some significant setback, and the solution for getting the country out of the downward spiral of low productivity, waning purchasing power and increasing costs of doing business cannot be worked out without addressing those political economy issues that have shaped the modus operandi of the nation's economic system. This article discusses the post-Doi Moi political economy in Vietnam, from 1986 to 2016 – when the 12th Congress of the Communist Party of Vietnam takes place – and prospects of reviving reform momentum in subsequent years.

At the formation of the new Republic of Ireland, the construction of new infrastructures was seen as an essential element in the building of the new nation, just as the adoption of international style modernism in architecture was perceived as a way to escape the colonial past. Accordingly, infrastructure became the physical manifestation, the concrete identity of these objectives and architecture formed an integral part of this narrative. Moving between scales and from artefact to context, Infrastructure and the Architectures of Modernity in Ireland 1916-2016 provides critical insights and narratives on what is a complex and hitherto overlooked landscape, one which is often as much international as it is Irish. In doing so, it explores the interaction between the universalising and globalising tendencies of modernisation on one hand and the textures of local architectures on the other.
The book shows how the nature of technology and infrastructure is inherently cosmopolitan. Beginning with the building of the heroic Shannon hydro-electric facility at Ardnacrusha by the German firm of Siemens-Schuckert in the first decade of independence, Ireland became a point of varying types of intersection between imported international expertise and local need. Meanwhile, at the other end of the century, by the year 2000, Ireland had become one of the most globalized countries in the world, site of the European headquarters of multinationals such as Google and Microsoft. Climatically and economically expedient to the storing and harvesting of data, Ireland has subsequently become a repository of digital information farmed in large, single-storey sheds absorbed into anonymous suburbs. In 2013, it became the preferred site for Intel to design and develop its new microprocessor chip: the Galileo. The story of the decades in between, of shifts made manifest in architecture and infrastructure from the policies of economic protectionism, to the opening up of the country to direct foreign investment and the embracing of the EU, is one of the influx of technologies and cultural references into a small country on the edges of Europe as Ireland became both a launch-pad and testing ground for a series of aspects of designed modernity.

Leading historian Fearghal McGarry explores the impact of events at the General Post Office, as well as setting the rebellion in its wider historical context. His account concludes with an assessment of the Rising's commemoration since 1916 and a commentary on the definitive stamps issued by An Post to mark the formative event in the emergence of an independent Irish nation.

O Programa Nacional de Avaliação Externa da Qualidade (PNAEQ) foi criado em 1978 como sendo uma das atribuições do Instituto Nacional de Saúde Doutor Ricardo Jorge (INSA). A sua missão é promover, organizar e coordenar programas de avaliação externa da qualidade (AEQ) para laboratórios que exerçam atividade no setor da saúde. O primeiro programa de AEQ do PNAEQ para avaliação da Fase Pré-Analítica foi distribuído em 2007. Os ensaios são pluridisciplinares, podendo incluir o envio de amostras para avaliação das condições para processamento (aceitação ou rejeição, preparação, acondicionamento), a simulação de requisições médicas, a resposta a questionários, a interpretação de casos-estudo, o levantamento de dados (auditorias ou monitorização de indicadores) ou a realização de chamadas anónimas (“cliente mistério”). O PNAEQ disponibiliza ainda 4 programas em colaboração com a Labquality (Flebotomia e POCT, Química Clínica, Microbiologia e Gases no Sangue) e 1 programa com a ECAT (Hemostase). Em 2015 e 2016, o objetivo dos programas da Fase Pré-Analítica do PNAEQ foi proporcionar o envolvimento do laboratório no processo de avaliação e monitorização da fase pré-analítica, conferindo-lhe ferramentas que lhe permitam realizar a sua autoavaliação. A fase pré-analítica é a que absorve o maior número de erros na análise de amostras biológicas, representando 40% a 70% de todas as falhas ocorridas no processamento analítico (Codagnone et al, 2014). A principal razão está na dificuldade em controlar as variáveis pré-analíticas , uma vez que esta fase envolve inúmeras atividades não automatizadas como a colheita, o manuseamento, o transporte e a preparação das amostras.

Devido à necessidade de selecionar e monitorizar indicadores de desempenho do processo pré analítico, a nível nacional, a Sociedade Portuguesa de Química Clínica e Medicina Laboratorial implementou o grupo de trabalho neste âmbito. Na reunião pretende-se, numa discussão interativa com os participantes, apresentar os trabalhos já desenvolvidos e planear projetos futuros que sejam consensuais e com impacto direto na melhoria da qualidade nesta fase extra-analítica. Um breve questionário será distribuído no início da apresentação de modo a recolher informação para organização dos trabalhos. Os dados recolhidos serão analisados pelos responsáveis/coordenadores do grupo de trabalho que divulgarão posteriormente a metodologia a implementar. Pretende-se ainda que sejam elaboradas diretrizes, para posterior divulgação, que poderão servir de guia com o objetivo de diminuição das falhas observadas na fase pré analítica.

Observações é uma publicação científica trimestral do INSA, IP, que visa contribuir para o conhecimento da saúde da população, os fatores que a influenciam, a decisão e a intervenção em Saúde Pública, assim como a avaliação do seu impacte na população portuguesa. Através do acesso público e gratuito a resultados científicos gerados por atividades de observação em saúde, monitorização e vigilância epidemiológica, é dada especial atenção à disseminação rápida de informação relevante para a resposta a temas de relevo para a saúde da população portuguesa, tendo como principal alvo todos os profissionais, investigadores e decisores intervenientes na área da Saúde Pública em Portugal.
