O atual texto constitucional pretende garantir o acesso ao ensino para todos os brasileiros. Jalles Fontoura (PFL-GO) fala da importância da educação e da saúde para os brasileiros. Fábio Raunheitti (PTB-RJ) defende a iniciativa privada no ensino nacional. Mello Reis (PDS-MG) é contra o monopólio estatal do ensino. Dionísio Hage (PFL-PA) defende a obrigação do Estado em manter o ensino fundamental gratuito dos 6 aos 16 anos. Os constituintes constatam que as cidades brasileiras estão cada vez mais inchadas. José Fernandes (PDT-AM) fala sobre a reforma urbana e defende um planejamento local e nacional para a distribuição da população urbana. Jalles Fontoura (PFL-GO) diz que a situação é dramática e deve-se avançar adequando o poder público municipal, para que ele possa ordenar o crescimento das cidades. Irma Passoni (PT-SP) acredita que a Assembleia Nacional Constituinte (ANC) deve determinar a função social da propriedade, dos serviços públicos e com isso organizar a qualidade de vida.

Significance of the photoperiod for the development of Cyclops vicinus. [Translation from: Zoologischer Anzeiger Supplementband 33, 190-195, 1969.]

The significance of the photoperiod, a well-known phenomenon with arthropods, for the development of Cyclops vicinus were studied in laboratory conditions. There are indications that the point of the development process (development of the eggs and proportion of sexes) can be influenced through the photoperiod.

Observations on the distribution, daytime migrations and daily food intake rates of Chaoborus flavicans (Meigen) in the Goggausee [Translation from: Carinthia II 165(85), 184-190, 1975]

The Goggausee, in spite of its modest depth (Zmax = 12 metres), shows meromictic properties: autumn and spring circulation extend only to a depth of 8 metres. The water layers below about 10 metres are constantly oxygen-free, the critical zone with at least intermittent oxygen loss lies at a depth of between 6 and 10 metres. A limnological excursion in May 1974 offered an opportunity to investigate the daily vertical migration of the species Chaoborus flavicans with reference to its food supply of zooplankton as well as the chance to carry out some preliminary experiments on its rate of food intake. Among the studied features were the planktonic depth distribution of Chaoborus flavicans and the food intake of Chaoborus larvae under experimental conditions.

利用能量为 1 6 7— 1 75MeV的35Cl束流 ,通过16 0 Gd(35Cl,5n)熔合蒸发反应研究了190 Tl的高自旋态能级结构 .实验建立了190 Tl基于πh9/2 　 　νi13/2 组态的转动带 .在束测量结果和194 Biα衰变的α γ测量结果确定地指定了190 Tl的πh9/2 　 　νi13/2 转动带的自旋值 .基于自旋指定 ,发现了190 Tl的πh9/2 　 　νi13/2 扁椭球转动带在低自旋时旋称反转 .这是首次在基于πh9/2 　 　νi13/2 组态的扁椭球转动带中观测到旋称反转 .考虑了质子 -中子剩余相互作用的粒子 -转子模型能够解释πh9/2 　 　νi13/2 扁椭球转动带的低自旋旋称反转 .

High-spin states in Pt-190

The level structure of Pt-190 has been studied experimentally using the Yb-176 (O-18, 4n) reaction at beam energies of 88 and 95 MeV. gamma-gamma-t coincidence measurements were carried out. Based on the analysis of gamma-gamma coincidence relationships, the level scheme of Pt-190 is extended to high-spin states. A new structure built on the 3413.6 keV 14(+) state has been observed, and the vi(13/2)(-2) vh(9/2)(-1) vj (j = p(3/2) or f(5/2)) configuration is tentatively assigned to it.

Rotation-driven prolate-to-oblate shape phase transition in W-190: A projected shell model study

A shape phase transition is demonstrated to occur in W-190 by applying the projected shell model, which goes beyond the usual mean-field approximation. Rotation alignment of neutrons in the high-j, i(13/2) orbital drives the yrast sequence of the system, changing suddenly from prolate to oblate shape at angular momentum 10h. We propose observables to test the picture.
