The rapid adoption of online media like Facebook, Twitter or Wikileaks leaves us with little time to think. Where is information technology taking us, our society and our democratic institutions ? Is the Web replicating social divides that already exist offline or does collaborative technology pave the way for a more equal society ? How do we find the right balance between openness and privacy ? Can social media improve civic participation or do they breed superficial exchange and the promotion of false information ? These and lots of other questions arise when one starts to look at the Internet, society and politics. The first part of this paper gives an overview of the social changes that occur with the rise of the Web. The second part serves as an overview on how the Web is being used for political participation in Switzerland and abroad. Le développement rapide de nouveaux médias comme Facebook, Twitter ou Wikileaks ne laisse que peu de temps à la réflexion. Quels sont les changements que ces technologies de l'information impliquent pour nous, notre société et nos institutions démocratiques ? Internet ne fait-il que reproduire des divisions sociales qui lui préexistent ou constitue-t-il un moyen de lisser et d'égaliser ces mêmes divisions ? Comment trouver le bon équilibre entre transparence et respect de la vie privée ? Les médias sociaux permettent-ils de stimuler la participation politique ou ne sont-ils que le vecteur d'échanges superficiels et de fausses informations ? Ces questions, parmi d'autres, émergent rapidement lorsque l'on s'intéresse à la question des liens entre Internet, la société et la politique. La première partie de ce cahier est consacrée aux changements sociaux générés par l'émergence et le développement d'Internet. La seconde fait l'état des lieux de la manière dont Internet est utilisé pour stimuler la participation politique en Suisse et à l'étranger.

El present projecte d’investigació és el treball de recerca del Doctorat en Comunicació Pública (bienni 2007-2009) i es proposa de desenvolupar-lo com a tesi doctoral. Vol estudiar les especificitats de la narrativa audiovisual informativa a Internet de tres mitjans digitals decomunicació catalans. Per a fer-ho es proposa una metodologia qualitativa dividida en dos blocs: el primer, a partir de l'observació, entrevistes en profunditat i enquestes, vol investigar les novesrutines de producció audiovisual en aquests tres mitjans, condicionades per un nou entorn digital; el segon, a partir de la narratologia, vol analitzar els efectes d'aquestes rutines i d'aquest nou entorn enel producte audiovisual resultant

En la actualidad, a lo largo del día, una persona es capaz de visualizar diversos displays informativos. Dichos displays generalmente son únicamente para mostrar algún tipo de información, sin ningún tipo de incitación a la interacción social, y es por esa razón que en este proyecto de fin de carrera se ha decidido realizar un display que intentase realizar esta función. La ubicación de este display es en un espacio público, como lo sería la fachada de un edificio o la plaza Catalunya, pero por razones que se detallarán en el contenido de la memoria, se ha decidido realizar en la plaza Gutenberg del campus de la comunicación de la Pompeu Fabra.Para poder conseguir esta interacción a diferencia de lo actual, el proyecto se ha realizado en varias fases, cada una de las cuales ha sido necesaria para la realización de la siguiente. Estas etapas son las de la observación, estudio, análisis, diseño, implementación y evaluación, siendo útiles para todo análisis y diseño de un display informativo. En la observación se ha visto el comportamiento de los usuarios, mientras que en el estudio se ha obtenido los gustos en común. Para el análisis se ha comparado todos los lugares posibles para situar el display y posteriormente se ha procedido a diseñarlo según el lugar de posicionamiento. Finalmente en la implementación se ha realizado dos programas, uno para la obtención de la información y otro para la visualización. En la evaluación se observa si se han cumplido los objetivos o no.

Objective: To analyze the social representation of adolescents about gynecological consultation and the influence of those in searching for consultations. Method: Qualitative descriptive study based on the Social Representations Theory, conducted with 50 adolescents in their last year of middle school. The data was collected between April and May of 2010 by Evocations and a Focal Group. The software EVOC and contextual analysis were used in the data treatment. Results: The elements fear and constraint, constant in the central nucleus, can justify the low frequency of adolescents in consultations. The term embarrassment in the peripheral system reinforce current sociocultural norms, while prevention, associated with learning about sex and clarifying doubts, allows to envision an educative function. Obtained testimonies in the focal groups exemplify and reinforce those findings. Conclusion: For an effective health education, professionals, including nurses, need to clarify the youth individually and collectively about their rights to privacy, secrecy, in addition to focus the gynecological consultation as a promotion measure to sexual and reproductive health.

Objective: Presenting a Virtual Environment (VE) based on the Protocol of Treatment of Hypertension and Diabetes Mellitus type 2, used in Primary Care for evaluation of dietary habits in nursing consultations. Method: An experimental study applied by two nurses and a nurse manager, in a sample of 30 deaf patients aged between 30 and 60 years. The environment was built in Visual Basic NET and offered eight screens about feeding containing food pictures, videos in Libras (Brazilian sign language) and audio. The analysis of the VE was done through questionnaires applied to patients and professionals by the Poisson statistical test. Results: The VE shows the possible diagnostics in red, yellow, green and blue colors, depending on the degree of patients’ need. Conclusion: The environment obtained excellent acceptance by patients and nurses, allowing great interaction between them, even without an interpreter. The time in consultation was reduced to 15 minutes, with the preservation of patient privacy.

OBJECTIVES To validate an instrument to assess quality of mobile emergency pre-hospital care. METHOD A methodological study where 20 professionals gave their opinions on the items of the proposed instrument. The analysis was performed using Kappa test (K) and Content Validity Index (CVI), considering K> 0.80 and CVI ≥ 0.80. RESULTS Three items were excluded from the instrument: Professional Compensation; Job Satisfaction and Services Performed. Items that obtained adequate K and CVI indexes and remained in the instrument were: ambulance conservation status; physical structure; comfort in the ambulance; availability of material resources; user/staff safety; continuous learning; safety demonstrated by the team; access; welcoming; humanization; response time; costumer privacy; guidelines on care; relationship between professionals and costumers; opportunity for costumers to make complaints and multiprofessional conjunction/actuation. CONCLUSION The instrument to assess quality of care has been validated and may contribute to the evaluation of pre-hospital care in mobile emergency services.

A population register is an inventory of residents within a country, with their characteristics (date of birth, sex, marital status, etc.) and other socio-economic data, such as occupation or education. However, data on population are also stored in numerous other public registers such as tax, land, building and housing, military, foreigners, vehicles, etc. Altogether they contain vast amounts of personal and sensitive information. Access to public information is granted by law in many countries, but this transparency is generally subject to tensions with data protection laws. This paper proposes a framework to analyze data access (or protection) requirements, as well as a model of metadata for data exchange.

Lo studio ha valutato le emissioni atmosferiche in Regione Lombardia dallo smaltimento di rifiuti solidi in discariche controllate nell'anno 2001, proiettandone i quantitativi attesi a medio e lungo termine sulla base degli scenari di evoluzione più attendibili per le caratteristiche qualitative dei fifiuti, le modalità di smaltimento e le tecnologie adottabili per il controllo delle emissioni stesse. La valutazione è stata condotta acquisendo i dati base degli impianti attualmente presenti sul territorio lombardo per quanto riguarda i rifiuti smaltiti e le modalità di captazione e di combustione del biogas. Sono stati quindi definiti alcuni scenari alternativi ragionevolmente ipotizzabili nel medio e lungo periodo per lo smaltimento dei rifiuti, sulla base dell'evoluzione imposta dalla normativa nazionale e dagli strumenti della pianificazione regionale. L'individuazione delle migliori tecnologie applicabili per la captazione ed il trattamento del gas prodotto e per il controllo delle corrispondenti emissioni atmosferiche ha permesso di stimare l'evoluzione temporale, in corrispondenza dei diversi scenari, della produzione di gas e delle emissioni dei principali inquinanti di interesse. I risultati mostrano la possibilità di ottenere una consistente riduzione delle emissioni di metano, tale da comportare a scala regionale una corrispondente diminuzione del 2% delle emissioni complessive di C02 equivalente. This chapter analyzes titling institutions and the regulation of supporting conveyancingservices. After examining the tradeoff of enforcement benefits and consent costs posed byproperty rights, it explains how different public titling systems (privacy, recording andregistration) try to solve this tradeoff, and what the consequences are for the nature andregulation of private conveyancing services. The chapter ends with a discussion of someempirical issues and data which are useful for comparing, designing and managing titlingand conveyancing systems.

Recently, several anonymization algorithms have appeared for privacy preservation on graphs. Some of them are based on random-ization techniques and on k-anonymity concepts. We can use both of them to obtain an anonymized graph with a given k-anonymity value. In this paper we compare algorithms based on both techniques in orderto obtain an anonymized graph with a desired k-anonymity value. We want to analyze the complexity of these methods to generate anonymized graphs and the quality of the resulting graphs.
