Gross – to – Net Payroll Calculation Program Human Resources Information System (HRIS), 2000

Gross-to-Net is a payroll calculator modeled after the actual payroll calculation used for state employees’ paychecks. This calculator can be used to project changes in net pay when there are changes in pay amounts, hours worked, mandatory and voluntary deductions, including all pre-tax deductions such as retirement, insurances, deferred compensation or flexible spending plans. Federal and state tax withholding, retirement rates, OASDI and Medicare (FICA) are calculated using current rates.

Does direct democracy reduce the size of government? New evidence from historical data, 1890-2000

Using historical data for all Swiss cantons from 1890 to 2000, we estimate the causal effect of direct democracy on government spending. The main innovation in this paper is that we use fixed effects to control for unobserved heterogeneity and instrumental variables to address the potential endogeneity of institutions. We find that the budget referendum and lower costs to launch a voter initiative are effective tools in reducing canton level spending. However, we find no evidence that the budget referendum results in more decentralized government or a larger local government. Our instrumental variable estimates suggest that a mandatory budget referendum reduces the size of canton spending between 13 and 19 percent. A 1 percent lower signature requirement for the initiative reduces canton spending by up to 2 percent.

Investimento Directo Estrangeiro e o Desenvolvimento de Cabo Verde No Período de 2000 à 2010.

Este trabalho vai debruçar-se no estudo do Investimento Directo Estrangeiro (IDE) em Cabo Verde. As razões que levaram a este estudo é a observância da existência de uma entrada significativa destes investimentos, querendo-se analisar o seu contributo para com a sociedade e o seu papel no desenvolvimento de Cabo Verde. O objectivo é conhecer a importância do IDE em Cabo Verde, o seu destino e os sectores prioritários e conhecer a sua contribuição para os indicadores de desenvolvimento. A metodologia adoptada é o estudo de caso numa pesquisa descritiva exploratória e correlacional. Os resultados apontam que o IDE teve um aumento ao longo dos anos até 2007 e que, Cabo Verde sendo um país fortemente dependente do exterior, o IDE contribui fortemente para o crescimento do PIB e o índice de desenvolvimento do país.
