"La réinstallation de réfugiés est, selon l’Agenda pour la protection, à la fois une solution durable, un outil de solidarité à l’égard des pays de premier asile, et un outil de protection des réfugiés. Au cours des dernières années, le concept de réinstallation a évolué de telle façon qu’il semble en voie d’acquérir un objectif supplémentaire; celui de promouvoir une migration ordonnée au détriment de l’asile dit « spontané ». L’impératif sécuritaire pousse les États de réinstallation à resserrer leur contrôle sur les flux migratoires, ce qui a d’importants impacts sur le nombre de réfugiés et de demandeurs d’asile (en baisse depuis 2003); mais ces États doivent par ailleurs respecter les obligations internationales qu’ils ont contractées précédemment à l’égard du droit des réfugiés. Dans ce contexte, une nette tendance à concevoir la réinstallation comme un contrepoids aux effets négatifs de la sécurisation des frontières, ainsi que comme une alternative à l’asile, est perceptible. Le Canada, l’un des leaders de la réinstallation au niveau mondial, participe de cette tendance."

Les travaux communautaires sont de manière générale un travail exécuté sans rémunération par un contrevenant pour le compte de la société. Dans ce mémoire, nous cherchons d’une part à appréhender la perception qu’ont les acteurs de la réalisation des travaux communautaires au Québec et d’autre part à savoir si les acteurs judiciaires (avocats, procureurs et juges) et non judiciaires (intervenants des organismes de justice alternative, délégués à la jeunesse et organismes d’accueil) ainsi que les jeunes contrevenants donnent un sens réparateur aux travaux communautaires. Nous abordons ces questions à partir de deux schèmes : le schème fonctionnel pour comprendre la/les fonction(s) des travaux communautaires et le schème herméneutique afin de saisir la valeur symbolique, le sens qui est donné aux travaux communautaires. Les résultats de cette étude montrent des variations entre les points de vue en fonction des différents groupes et cela autour des trois grands thèmes principaux : la nature des travaux, les objectifs des travaux et les effets de ces derniers. Malgré certaines divergences de points de vue et quelques difficultés dans l’application des travaux, les acteurs sont pour la plupart satisfait de cette mesure.

Le cancer de la prostate (CaP) est le plus diagnostiqué chez les hommes au Canada et représente le troisième cancer le plus meurtrier au sein de cette population. Malgré l’efficacité des traitements de première ligne, de nombreux patients finiront par développer une résistance et, le cas échéant, verront leur CaP progresser vers une forme plus agressive. Plusieurs paramètres, essentiellement cliniques, permettent de prédire la progression du CaP mais leur sensibilité, encore limitée, implique la nécessité de nouveaux biomarqueurs afin de combler cette lacune. Dans cette optique nous nous intéressons au facteur de transcription NF-κB. Des études réalisées au laboratoire et ailleurs, associent RelA(p65) à un potentiel clinique dans le CaP, soulignant ainsi l’importance de la voie classique NF-κB. L’implication de la voie alternative NF-κB dans la progression du CaP a aussi été suggérée dans une de nos études illustrant la corrélation entre la distribution nucléaire de RelB et le score de Gleason. Alors que la voie classique est largement documentée et son implication dans la progression du CaP établie, la voie alternative, elle, reste à explorer. La présente thèse vise à clarifier l’implication de la voie alternative NF-κB dans le CaP et répond à deux objectifs fixés dans ce but. Le premier objectif fut d’évaluer l’impact de l'activation de la voie alternative NF-κB sur la biologie des cellules cancéreuses prostatiques. L’étude de la surexpression de RelB a souligné les effets de la voie alternative NF-κB sur la prolifération et l'autophagie. Étant ainsi impliquée tant dans la croissance tumorale que dans un processus de plus en plus associée à la progression tumorale, quoique potentiellement létal pour les cellules cancéreuses, son impact sur la tumorigénèse du CaP reste encore difficile à définir. Il n'existe, à ce jour, aucune étude permettant de comparer le potentiel clinique des voies classique et alternative NF-κB. Le second objectif de ce projet fut donc l'analyse conjointe de RelA(p65) et RelB au sein de mêmes tissus de patients atteints de CaP afin de déterminer l'importance clinique des deux signalisations NF-κB, l'une par rapport à l'autre. Le marquage immunofluorescent de RelA(p65) et RelB en a permis l'analyse quantitative et objective par un logiciel d'imagerie. Nos travaux ont confirmé le potentiel clinique associé à RelA(p65). La variable RelA(p65)/RelB s’est, elle, avérée moins informative que RelA(p65). Par contre, aucune corrélation entre RelB et les paramètres cliniques inclus dans l'étude n’est ressortie. En définitive, mon projet de thèse aura permis de préciser l'implication de la voie alternative NF-κB sur la biologie du CaP. Son impact sur la croissance des cellules cancéreuses prostatiques ainsi que sur l'autophagie, dénote l’ambivalence de la voie alternative NF-κB face à la tumorigénèse du CaP. L’étude exhaustive de la signalisation NF-κB souligne davantage l'importance de la voie classique dont l’intérêt clinique est principalement associé au statut de RelA(p65). Ainsi, bien que RelB n’affiche aucun potentiel en tant que biomarqueur exploitable en clinique, l’analyse de l’intervention de la voie alternative NF-κB sur la biologie des cellules cancéreuses prostatiques reste d’intérêt pour la compréhension de son rôle exact dans la progression du CaP.

Tout en voulant inclure la fiction télévisuelle brésilienne parmi les fictions de qualité, cette recherche analyse l’émergence et l’évolution du concept de qualité dans le panorama télévisuel brésilien. Examinant l’histoire de la télédramaturgie au Brésil, depuis les téléthéâtres jusqu’aux microséries réalisées par Luiz Fernando Carvalho, en particulier la microsérie Capitu (2008), nous suggérons que la production fictionnelle brésilienne a atteint un niveau de qualité sophistiquée et avant-gardiste qui illustre une alternative au style préconisé par la formule des séries télévisées américaines qui se regroupent sous l’étiquette de la Quality TV. De plus, le raffinement de la microsérie contribue à la légitimation de la valeur artistique de la télévision à partir de caractéristiques télévisuelles, contrairement à la production fictionnelle américaine dont l’esthétique plutôt cinématographique finit par discréditer davantage le petit écran. Finalement, nous souhaitons démontrer l’importance des innovations esthétiques que cette microsérie a apportées au sein d’une sphère médiatique qui semble se diriger progressivement et rapidement vers l’uniformisation du langage télévisuel et de son contenu.

Toxicomanie et criminalité sont des comportements fréquemment associés. Dans un objectif de réduction de la récidive, le traitement des toxicomanes apparaît dans la littérature américaine comme une solution plus efficace que l'incarcération et beaucoup moins dispendieuse. Qu'en est-il au Québec ? Pour répondre à cette question, 20 intervenants de la région de Montréal et de Trois-Rivières œuvrant dans le domaine de la justice, de la sécurité publique et de la santé et des services sociaux ont été rencontrés dans le cadre de groupes de discussion. Les résultats de la consultation montrent que si le traitement des toxicomanes judiciarisés est une idée intéressante en soi, plusieurs difficultés surgissent dans son application en raison notamment de la différence de culture des milieux impliqués. Cependant, une bonne communication, le respect des expertises de chacun, et une certaine tolérance vis-à-vis des objectifs de ses partenaires constituent des conditions qui rendraient possible, du moins sur papier, les expériences de déjudiciarisation en matière de toxicomanie.

These articles evaluate using financial statement insurance (FSI) to reduce the frequency and magnitude of audit failure. The FSI concept was pioneered by Josh Ronen, NYU Accounting Professor, who has modeled its economic aspects. My paper examines FSI’s efficacy from policy and legal perspectives. I conclude that while the model is not perfect, it promises considerable advantages over the current model. While some of the existing system’s imperfections are sustained or reappear in different guises, none of the existing imperfections appears to be aggravated and the rest likely are mitigated significantly. So I prescribe a framework to permit companies, on an experimental-basis and with investor approval, to use FSI as an optional alternative to financial statement auditing backed by auditor liability.

Modern computer systems are plagued with stability and security problems: applications lose data, web servers are hacked, and systems crash under heavy load. Many of these problems or anomalies arise from rare program behavior caused by attacks or errors. A substantial percentage of the web-based attacks are due to buffer overflows. Many methods have been devised to detect and prevent anomalous situations that arise from buffer overflows. The current state-of-art of anomaly detection systems is relatively primitive and mainly depend on static code checking to take care of buffer overflow attacks. For protection, Stack Guards and I-leap Guards are also used in wide varieties.This dissertation proposes an anomaly detection system, based on frequencies of system calls in the system call trace. System call traces represented as frequency sequences are profiled using sequence sets. A sequence set is identified by the starting sequence and frequencies of specific system calls. The deviations of the current input sequence from the corresponding normal profile in the frequency pattern of system calls is computed and expressed as an anomaly score. A simple Bayesian model is used for an accurate detection.Experimental results are reported which show that frequency of system calls represented using sequence sets, captures the normal behavior of programs under normal conditions of usage. This captured behavior allows the system to detect anomalies with a low rate of false positives. Data are presented which show that Bayesian Network on frequency variations responds effectively to induced buffer overflows. It can also help administrators to detect deviations in program flow introduced due to errors.

This paper discusses the properties of rice husk ash samples produced from different types of field ovens to compare the performance of the ovens and to identify the most feasible method to produce a reactive pozzolana as an alternative to cement for building applications requiring lower strengths. Different types of ashes are produced and long-term strength of rice husk ash pozzolanas with lime or cement is investigated to suggest a sustainable affordable option in rural building applications, especially for rural housing in Kerala, a southern state of India

High styrene rubber ionomers were prepared by sulfonating styrene–butadiene rubber of high styrene content (high styrene rubber) in 1,2-dichloroethane using acetyl sulfate reagent, followed by neutralization of the precursor acids using methanolic zinc acetate. The ionomers were characterized using X-ray fluorescence spectroscopy, Fourier transform infrared spectroscopy (FTIR), nuclear magnetic resonance spectroscopy (NMR), dynamic mechanical analysis (DMA), and also by the evaluation of mechanical properties. The FTIR studies of the ionomer reveal that the sulfonate groups are attached to the benzene ring. The NMR spectra give credence to this observation. Results of DMA show an ionic transition (Ti) in addition to glass–rubber transition (Tg). Incorporation of ionic groups results in improved mechanical properties as well as retention of properties after three cycles of processing

The surge in the urban population evident in most developing countries is a worldwide phenomenon, and often the result of drought, conflicts, poverty and the lack of education opportunities. In parallel with the growth of the cities is the growing need for food which leads to the burgeoning expansion of urban and peri-urban agriculture (UPA). In this context, urban agriculture (UA) contributes significantly to supplying local markets with both vegetable and animal produce. As an income generating activity, UA also contributes to the livelihoods of poor urban dwellers. In order to evaluate the nutrient status of urban soils in relation to garden management, this study assessed nutrient fluxes (inputs and outputs) in gardens on urban Gerif soils on the banks of the River Nile in Khartoum, the capital city of Sudan. To achieve this objective, a preliminary baseline survey was carried out to describe the structure of the existing garden systems. In cooperation with the author of another PhD thesis (Ms. Ishtiag Abdalla), alternative uses of cow dung in brick making kilns in urban Khartoum were assessed; and the socio-economic criteria of the brick kiln owners or agents, economical and plant nutritional value of animal dung and the gaseous emission related to brick making activities were assessed. A total of 40 household heads were interviewed using a semi-structured questionnaire to collect information on demographic, socio-economic and migratory characteristics of the household members, the gardening systems used and the problems encountered in urban gardening. Based on the results of this survey, gardens were divided into three groups: mixed vegetable-fodder gardens, mixed vegetable-subsistence livestock gardens and pure vegetable gardens. The results revealed that UA is the exclusive domain of men, 80% of them non-native to Khartoum. The harvested produce in all gardens was market oriented and represented the main source of income for 83% of the gardeners. Fast growing leafy vegetables such as Jew’s mallow (Corchorous olitorius L.), purslane (Portulaca oleracea L.) and rocket (Eruca sativa Mill.) were the dominant cultivated species. Most of the gardens (95%) were continuously cultivated throughout the year without any fallow period, unless they were flooded. Gardeners were not generally aware of the importance of crop diversity, which may help them overcome the strongly fluctuating market prices for their produce and thereby strengthen the contributions of UA to the overall productivity of the city. To measure nutrient fluxes, four gardens were selected and their nutrients inputs and outputs flows were monitored. In each garden, all plots were monitored for quantification of nutrient inputs and outputs. To determine soil chemical fertility parameters in each of the studied gardens, soil samples were taken from three selected plots at the beginning of the study in October 2007 (gardens L1, L2 and H1) and in April 2008 (garden H2) and at the end of the study period in March 2010. Additional soil sampling occurred in May 2009 to assess changes in the soil nutrient status after the River Nile flood of 2008 had receded. Samples of rain and irrigation water (river and well-water) were analyzed for nitrogen (N), phosphorus (P), potassium (K) and carbon (C) content to determine their nutrient inputs. Catchment traps were installed to quantify the sediment yield from the River Nile flood. To quantify the nutrient inputs of sediments, samples were analyzed for N, P, K and organic carbon (Corg) content, cation exchange capacity (CEC) and the particle size distribution. The total nutrient inputs were calculated by multiplying the sediment nutrient content by total sediment deposits on individual gardens. Nutrient output in the form of harvested yield was quantified at harvest of each crop. Plant samples from each field were dried, and analyzed for their N, P, K and Corg content. Cumulative leaching losses of mineral N and P were estimated in a single plot in garden L1 from December 1st 2008 to July 1st 2009 using 12 ion exchange resins cartridges. Nutrients were extracted and analyzed for nitrate (NO3--N), ammonium (NH4+-N) and phosphate PO4-3-P. Changes in soil nutrient balance were assessed as inputs minus outputs. The results showed that across gardens, soil N and P concentrations increased from 2007 to 2009, while particle size distribution remained unchanged. Sediment loads and their respective contents of N, P and Corg decreased significantly (P < 0.05) from the gardens of the downstream lowlands (L1 and L2) to the gardens of the upstream highlands (H1 and H2). No significant difference was found in K deposits. None of the gardens received organic fertilizers and the only mineral fertilizer applied was urea (46-0-0). This equaled 29, 30, 54, and 67% of total N inputs to gardens L1, L2, H1, and H2, respectively. Sediment deposits of the River Nile floods contributed on average 67, 94, 6 and 42% to the total N, P, K and C inputs in lowland gardens and 33, 86, 4 and 37% of total N, P, K and C inputs in highland gardens. Irrigation water and rainfall contributed substantially to K inputs representing 96, 92, 94 and 96% of total K influxes in garden L1, L2, H1 and H2, respectively. Following the same order, total annual DM yields in the gardens were 26, 18, 16 and 1.8 t ha-1. Annual leaching losses were estimated to be 0.02 kg NH4+-N ha-1 (SE = 0.004), 0.03 kg NO3--N ha-1 (SE = 0.002) and 0.005 kg PO4-3-P ha-1 (SE = 0.0007). Differences between nutrient inputs and outputs indicated negative nutrient balances for P and K and positive balances of N and C for all gardens. The negative balances in P and K call for adoptions of new agricultural techniques such as regular manure additions or mulching which may enhance the soil organic matter status. A quantification of fluxes not measured in our study such as N2-fixation, dry deposition and gaseous emissions of C and N would be necessary to comprehensively assess the sustainability of these intensive gardening systems. The second part of the survey dealt with the brick making kilns. A total of 50 brick kiln owners/or agents were interviewed from July to August 2009, using a semi-structured questionnaire. The data collected included general information such as age, family size, education, land ownership, number of kilns managed and/or owned, number of months that kilns were in operation, quantity of inputs (cow dung and fuel wood) used, prices of inputs and products across the production season. Information related to the share value of the land on which the kilns were built and annual income for urban farmers and annual returns from dung for the animal raisers was also collected. Using descriptive statistics, budget calculation and Gini coefficient, the results indicated that renting the land to brick making kilns yields a 5-fold higher return than the rent for agriculture. Gini coefficient showed that the kiln owners had a more equal income distribution compared to farmers. To estimate emission of greenhouse gases (GHGs) and losses of N, P, K, Corg and DM from cow dung when used in brick making, samples of cow dung (loose and compacted) were collected from different kilns and analyzed for their N, P, K and Corg content. The procedure modified by the Intergovernmental Panel on Climate Change (IPCC, 1994) was used to estimate the gaseous emissions of cow dung and fuel wood. The amount of deforested wood was estimated according to the default values for wood density given by Dixon et al. (1991) and the expansion ratio for branches and small trees given by Brown et al. (1989). The data showed the monetary value of added N and P from cow dung was lower than for mineral fertilizers. Annual consumption of compacted dung (381 t DM) as biomass fuel by far exceeded the consumption of fuel wood (36 t DM). Gaseous emissions from cow dung and fuel wood were dominated by CO2, CO and CH4. Considering that Gerif land in urban Khartoum supports a multifunctional land use system, efficient use of natural resources (forest, dung, land and water) will enhance the sustainability of the UA and brick making activities. Adoption of new kilns with higher energy efficiency will reduce the amount of biomass fuels (cow dung and wood) used the amount of GHGs emitted and the threat to the few remaining forests.
