A transcript of the Condition of the State of Iowa speech by Governor Chet Culver delivered at the State Capitol on January 13, 2009. The governor spoke about the difficulties of the past year in Iowa; tornados, flooding, and economic woes. He also spoke about how the state will overcome the obstacles before it and the basic ideas for his upcomming budgetary decisions.

The Iowa Railway Finance Authority (IRFA) was created in 1980 by the 68th General Assembly to provide for the financing of rail facilities and to enhance and continue the operation of essential rail facilities. IRFA was authorized to offer financial assistance for the acquisition, rehabilitation, construction, refinancing, extension, replacement, maintenance, repair, or leasing of any rail facility. Rail Revolving Loan and Grant Program The 2005 legislative session amended Iowa Code 327H.20 by assigning all repayments of IRFA and other Iowa Department of Transportation (Iowa DOT) rail assistance loans to the Rail Revolving Loan and Grant Program (RRLGP). In addition, the following annual appropriations were allocated to the fund: • FY 2007: $235,000 • FY 2008: $2 million • FY 2009: $2 million Since the creation of the RRLGP in 2005, IRFA has awarded funding to 23 projects totaling over $7.2 million in grants and loans in its three rounds of competitive funding. These projects have pledged to create 1,672 jobs within two years of project completion and 1,361 jobs have been retained. Funded projects are associated with over $2 billion in total private capital investment. In 2008, the IRFA Board directed all available funds be used to help repair railroads devastated by summer flooding. On July 31, $3.9 million in deferred payment loans were offered to seven Iowa based railroads to allow for immediate repair of rail beds, including the cost of materials, labor and equipment.

Temporal variation in the composition of ant assemblages (Hymenoptera, Formicidae) on trees in the Pantanal floodplain, Mato Grosso do Sul, Brazil. In this paper we investigate how seasonal flooding influences the composition of assemblages of ants foraging on trees in the Pantanal of Mato Grosso do Sul. During the flood in the Pantanal, a large area is covered by floods that are the main forces that regulate the pattern of diversity in these areas. However, the effects of such natural disturbances in the ant communities are poorly known. In this sense, the objective of this study was to evaluate the effect of temporal variation in assemblages of ants foraging on trees in the Pantanal of Miranda. Samples were collected during a year in two adjacent areas, one who suffered flooding during the wet period and another that did not suffer flooding throughout the year. In 10 sites for each evaluated habitat, five pitfall traps were installed at random in trees 25 m apart from each other. In the habitat with flooding, the highest richness was observed during the flooding period, while there was no significant change in richness in the area that does not suffer flooding. The diversity of species between the two evaluated habitats varied significantly during the two seasons. Most ants sampled belong to species that forage and nest in soil. This suggests that during the flood in flooded habitats, ants that did not migrate to higher areas without flooding adopt the strategy to search for resources in the tree canopy.

Los mapas de riesgo de inundaciones deberían mostrar las inundaciones en relación con los impactos potenciales que éstas pueden llegar a producir en personas, bienes y actividades. Por ello, es preciso añadir el concepto de vulnerabilidad al mero estudio del fenómeno físico. Así pues, los mapas de riesgo de daños por inundación son los verdaderos mapas de riesgo, ya que se elaboran, por una parte, a partir de cartografía que localiza y caracteriza el fenómeno físico de las inundaciones, y, por la otra, a partir de cartografía que localiza y caracteriza los elementos expuestos. El uso de las llamadas «nuevas tecnologías», como los SIG, la percepción remota, los sensores hidrológicos o Internet, representa un potencial de gran valor para el desarrollo de los mapas de riesgo de inundaciones, que es, hoy por hoy, un campo abierto a la investigación

The monitoring of the ecological water quality of 'Aiguamolls de l’Empordà' Natural Park was carried out between September 1996 to August 1997. The aim was to evaluate the impact of effluent from a nearby wastewater treatment plant, on the flooding of marshes in the Natural Park. In this paper we present physical and chemical data together nutrient concentrations and its changes in the lentic system of the 'Aiguamolls de l’Empordà'. The ultimate aim was to evaluate the effect of reclaimed wastewater on the salt marsh system. Seasonal variation in nutrients concentrations and their relationship to turnover and source of water were analysed. Significant variation in the N/P ratio was related to water turnover. Confined systems presented lower values for this ratio. Taking into account the nutrient concentrations of the reclaimed water, which is rich in nitrogen, it is recommended flooding applied in zones with high water turnover and higher N/P ratios

Une des percées les plus importantes dans la recherche sur les nanoparticules (ambiantes et manufacturées) a été la reconnaissance de leur potentiel à générer un stress oxydatif au niveau cellulaire. Dans cette optique, la mesure du potentiel oxydant intrinsèque des particules pourrait présenter une première étape dans l'évaluation des dangers. Ce projet méthodologique avait pour but de caractériser le potentiel oxydant de différentes nanoparticules « modèles » (ambiantes et manufacturées) au moyen de trois tests acellulaires (Test DTT, Test DCFH, Test oxymétrique) et d'utiliser ces résultats pour proposer une méthode de « référence ». D'autre part, nous avons appliqué la méthode sélectionnée à deux cas (exposition d'ouvriers à des particules de combustion et évaluation du danger de différentes nanoparticules manufacturées) afin de déterminer quels sont les paramètres qui influencent la mesure. Les résultats obtenus indiquent que la préparation des suspensions joue un rôle dans la mesure de ce potentiel oxydant. La réactivité dépend de la concentration du surfactant et de la durée de sonication. D'autre part, l'ordre de réactivité est dépendant de la métrique utilisée (masse ou surface) pour exprimer les résultats. Parmi les trois tests considérés, le test DTT pourrait être le plus utile pour effectuer une évaluation initiale du danger potentiel de nanoparticules ambiantes ou manufacturées. Ce test pourrait être intégré dans une stratégie d'évaluation de la toxicité des nanoparticules. Le test DTT correspond bien un test intégratif. Pour des situations de travail dans lesquelles les particules de combustion sont majoritaires, les paramètres physico-chimiques qui corrèlent de manière significative avec la réactivité DTT sont la surface des particules, les concentrations de carbone organique, la somme des concentrations de quatre quinones et les concentrations de fer et cuivre. Un nombre plus faible de corrélations est observé dans des ateliers mécaniques, suggérant que d'autres composés non mesurés interviennent également dans cette réactivité. Concernant les nanoparticules carbonées manufacturées, les fonctions chimiques de surface corrélées avec la réactivité DTT sont des fonctions acides et des fonctions inconnues pouvant dismuter. D'autre part, la solubilité et la possibilité de former des complexes avec le DTT sur la surface des NP manufacturées influencent le résultat de réactivité.

Floods are the natural hazards that produce the highest number of casualties and material damage in the Western Mediterranean. An improvement in flood risk assessment and study of a possible increase in flooding occurrence are therefore needed. To carry out these tasks it is important to have at our disposal extensive knowledge on historical floods and to find an efficient way to manage this geographical data. In this paper we present a complete flood database spanning the 20th century for the whole of Catalonia (NE Spain), which includes documentary information (affected areas and damage) and instrumental information (meteorological and hydrological records). This geodatabase, named Inungama, has been implemented on a GIS (Geographical Information System) in order to display all the information within a given geographical scenario, as well as to carry out an analysis thereof using queries, overlays and calculus. Following a description of the type and amount of information stored in the database and the structure of the information system, the first applications of Inungama are presented. The geographical distribution of floods shows the localities which are more likely to be flooded, confirming that the most affected municipalities are the most densely populated ones in coastal areas. Regarding the existence of an increase in flooding occurrence, a temporal analysis has been carried out, showing a steady increase over the last 30 years.

In the summer of 2008, the state of Iowa suffered from a series of severe storms that produced tornadoes and heavy rainfall, which resulted in widespread flooding. The Summer Storms1 lasted from late May through mid-August, with the most intense storms occurring over a month-long period from May 25 to June 25. The Summer Storms exacted a major human and economic toll on Iowa, resulting in 18 fatalities and 106 injuries, forcing the evacuation of approximately 38,000 Iowans, and impacting 21,000 housing units. Iowa’s public and private sectors suffered significant monetary damages. Eighty-six of the ninety-nine counties in the state were included in the Governor’s disaster declarations.

Diversity patterns of ammonoids are analyzed and compared with the timing of anoxic deposits around the Cenomanian/Turonian (C/T) boundary in the Vocontian, Anglo-Paris, and Monster basins of Western Europe. Differing from most previous studies, which concentrate on a narrow time span bracketing the C/T boundary, the present analysis covers the latest Albian to Early Turonian interval for which a high resolution, ammonoid-based biochronology, including 34 Unitary Associations zones, is now available. During the latest Albian-Middle Cenomanian interval, species richness of ammonoids reveals a dynamical equilibrium oscillating around an average of 20 species, whereas the Late Cenomanian-Early Turonian interval displays an equilibrium centered on an average value of 6 species. The abrupt transition between these two successive equilibria lasted no longer than two Unitary Associations. The onset of the decline of species richness thus largely predates the spread of oxygen-poor water masses onto the shelves, while minimal values of species richness coincide with the Cenomanian-Turonian boundary only. The decline of species richness during the entire Late Cenomanian seems to result from lower origination percentages rather than from higher extinction percentages. This result is also supported by the absence of statistically significant changes in the extinction probabilities of the poly-cohorts. Separate analyses of species richness for acanthoceratids and heteromorphs, the two essential components of the Cenomanian ammonoid community, reveal that heteromorphs declined sooner than acanthoceratids. Moreover, acanthoceratids showed a later decline at the genus level than at the species level. Such a decoupling is accompanied by a significant increase in morphological disparity of acanthoceratids, which is expressed by the appearance of new genera. Last, during the Late Cenomanian, paedomorphic processes, juvenile innovations and reductions of adult size dominated the evolutionary radiation of acanthoceratids. Hence, the decrease in ammonoid species richness and their major evolutionary changes significantly predates the spread of anoxic deposits. Other environmental constraints such as global flooding of platforms, warmer and more equable climate, as well as productivity changes better correlate with the timing of diversity changes and evolutionary patterns of ammonoids and therefore, provide more likely causative mechanisms than anoxia alone.

The Rebuild Iowa Agriculture and Environment Task Force respectfully submits its report to the Rebuild Iowa Advisory Commission (RIAC) for consideration of the impacts of the tornadoes, storms, high winds, and flooding affecting Iowa’s agriculture sector and environment. The Task Force was required to address very complex and multi-faceted issues. Understanding that there were a broad range of immediate concerns, as well as critical issues that need to be addressed in the future, the Task Force structured its work in two sessions. To better address the issues and priorities of the Task Force, this report categorizes the issues as agriculture, conservation, environment, and livestock.

The Rebuild Iowa Cultural Heritage and Records Retention Task Force respectfully submits its report to the Rebuild Iowa Advisory Commission (RIAC) for its consideration of the impacts of the tornadoes, storms, and flooding on Iowans and their cultural, historical, and arts institutions and organizations and records collections and archives. As the RIAC fulfills its obligations to guide the recovery and reconstruction of Iowa, the cknowledgement that culture and records as Iowa’s identity is important, and that if these items of cultural heritage vanish from Iowa’s landscape, the items that Iowans associate with their history, traditions, and sense of place also disappears. Iowa is certainly not the only state that has experienced this type of disaster; however, many states have not recognized culture and records as critical concerns as part of the recovery and rebuilding process. When rebuilding Iowa stronger, smarter, and safer, quality of life is an important consideration for attracting new residents, making it a necessity to keep culture alive and thriving in Iowa. Additionally, the cultural arts constitute a vital economic industry, providing employment to thousands of Iowa’s citizens and generating millions of dollars in local and government revenue across the state. In the case of records, these items are irreplaceable and provide important information for the daily workings of government and life in our state, and maintain vital records of Iowa’s heritage and traditions. This report provides background information on the damages incurred in Iowa from the disasters and additional context for policy and rebuilding discussions. It also offers recommendations to the RIAC for steps that might be taken to address the significant and important challenges faced by Iowa’s cultural, historical, and arts institutions and organizations; individual artists and other cultural workers; and records retention entities and officials. The Rebuild Iowa Public Health and Health Care Task Force respectfully submits its report to the Rebuild Iowa Advisory Commission (RIAC) for its consideration of the impacts of the tornadoes, storms, and flooding on Iowans. As the RIAC fulfills its obligations to guide the recovery and reconstruction in Iowa, the impact on the health and well-being of Iowans should be of primary concern. With many areas of the state experiencing devastating damage to their communities, public health and health care are but one of the major challenges. There are critical immediate needs to address the health, safety, and well-being of affected Iowans. This report provides background information on the damages incurred in Iowa from the disasters and additional context for policy and rebuilding discussions. It also offers recommendations to the RIAC for steps that might be taken to address these significant and important challenges.
