India's energy challenges are multi-pronged. They are manifested through growing demand for modern energy carriers, a fossil fuel dominated energy system facing a severe resource crunch, the need for creating access to quality energy for the large section of deprived population, vulnerable energy security, local and global pollution regimes and the need for sustaining economic development. Renewable energy is considered as one of the most promising alternatives. Recognizing this potential, India has been implementing one of the largest renewable energy programmes in the world. Among the renewable energy technologies. bioenergy has a large diverse portfolio including efficient biomass stoves, biogas, biomass combustion and gasification and process heat and liquid fuels. India has also formulated and implemented a number of innovative policies and programmes to promote bioenergy technologies. However, according to some preliminary studies, the success rate is marginal compared to the potential available. This limited success is a clear indicator of the need for a serious reassessment of the bioenergy programme. Further, a realization of the need for adopting a sustainable energy path to address the above challenges will be the guiding force in this reassessment. In this paper an attempt is made to consider the potential of bioenergy to meet the rural energy needs: (I) biomass combustion and gasification for electricity; (2) biomethanation for cooking energy (gas) and electricity; and (3) efficient wood-burning devices for cooking. The paper focuses on analysing the effectiveness of bioenergy in creating this rural energy access and its sustainability in the long run through assessing: the demand for bioenergy and potential that could be created; technologies, status of commercialization and technology transfer and dissemination in India; economic and environmental performance and impacts: bioenergy policies, regulatory measures and barrier analysis. The whole assessment aims at presenting bioenergy as an integral part of a sustainable energy strategy for India. The results show that bioenergy technology (BET) alternatives compare favourably with the conventional ones. The cost comparisons show that the unit costs of BET alternatives are in the range of 15-187% of the conventional alternatives. The climate change benefits in terms of carbon emission reductions are to the tune of 110 T C per year provided the available potential of BETs are utilized.

An economic expert working group (STECF/SGBRE-07-05) was convened in 2007 for evaluating the potential economic consequences of a Long-Term Management Plan for the northern hake. Analyzing all the scenarios proposed by biological assessment, they found that keeping the F in the status quo level was the best policy in terms of net present values for both yield and profits. This result is counter intuitive because it may indicate that effort costs do no affect the economic reference points. However, it is well accepted that the inclusion of costs affects negatively the economic reference points. In this paper, applying a dynamic agestructured model to the northern hake, we show that the optimal fishing mortality that maximizes the net present value of profits is lower than Fmax.

As a step to address the problems of coastal fisheries in Asia, the WorldFish Center joined forces with fisheries agencies from eight developing Asian countries (Bangladesh, India, Indonesia, Malaysia, The Philippines, Sri Lanka, Thailand and Vietnam) and the Asian Development Bank, to implement a project entitled “Sustainable Management of Coastal Fish Stocks in Asia” (also known as the “TrawlBase” project). The project was implemented between 1998 and 2001. The main achievements of this partnership were: (a) Development of a database called “Fisheries Resource Information System and Tools” (FiRST), which contains trawl research survey data and socioeconomic information for selected fisheries, and facilitates its analysis; (b) Evaluation of the extent of resource decline and over-fishing, both biological and economic, in the region; (c) Identification of the measures needed to manage coastal fisheries in the participating countries, resulting in draft strategies and action plans; and (d) Strengthening of national capacity in coastal fisheries assessment, planning and management.

This monograph is a result of a 3-year project to produce a decision-support toolkit with supporting databases and case studies to help researchers, planners and extension agents working on freshwater pond aquaculture. The purpose of the work was to provide tools and information to help practitioners identify places and conditions where pond aquaculture can benefit the poor, both as producers and as consumers of fish. This monograph is the case study for Malawi. Written in three parts, it describes the historical background, practices, stakeholder profiles, production levels, economic and institutional environment, policy issues, and prospects for aquaculture in the country. First, it documents the history and current status of the aquaculture in the country. Second, it assesses the technologies and approaches that either succeeded or failed to foster aquaculture development and discusses why. Third, it identifies the key reasons for aquaculture adoption.

This monograph is the case study for China, with a particular focus on Henan Province, the project location. Written in three parts, it first describes the historical background, production levels and trends, economic and institutional environment, policy issues, and market situation in China in general. The main part of the study presents findings from two different surveys conducted in Henan Province. County-level information is used to analyze the current situation of aquaculture, providing a more disaggregated picture than what is generally available from national statistics. Data collected in a survey of fish farmers in two locations in Henan are then analyzed with regard to the prevailing aquaculture technology and production practices, economic performance of pond fish farming, and the key reasons for aquaculture adoption. In the final chapter, constraints and opportunities for the aquaculture sector in China in general are discussed. (pdf contains 68 pages.)

This study summarizes the results of a survey designed to provide economic information about the financial status of commercial reef fish boats with homeports in the Florida Keys. A survey questionnaire was administered in the summer and fall of 1994 by interviewers in face-to-face meetings with owners or operators of randomly selected boats. Fishermen were asked for background information about themselves and their boats, their capital investments in boats and equipment, and about their average catches, revenues, and costs per trip for their two most important kinds of fishing trips during 1993 for species in the reef fish fishery. Respondents were characterized with regard to their dependence on the reef fish fishery as a source of household income. Boats were described in terms of their physical and financial characteristics. Different kinds of fishing trips were identified by the species that generated the greatest revenue. Trips were grouped into the following categories: yellowtail snapper (Ocyurus chrysurus); mutton snapper (Lutjanus analis), black grouper (Mycteroperca bonaci), or red grouper (Epinephelus morio); gray snapper (Lutjanus griseus); deeper water groupers and tilefishes; greater amberjack (Seriola dumerili); spiny lobster (Panulirus argus); king mackerel (Scomberomorus cavalla); and dolphin (Coryphaena hippurus). Average catches, revenues, routine trip costs, and net operating revenues per boat per trip and per boat per year were estimated for each category of fishing trips. In addition to its descriptive value, data collected during this study will aid in future examinations of the economic effects of various regulations on commercial reef fish fishermen.(PDF file contains 48 pages.)

The small-scale fisheries sector has been contributing immensely towards domestic fish production in Nigeria. Despite considerable contributions by the small-scale fisherman of Nigeria, with few exceptions, they continue to live at the margin of subsistence. This paper attempts to review the sector and propose strategies of integrated approach towards small-scale fisheries development in order to ensure that efforts at improving the rural fisheries succeed in over-coming identified constraints which include socio-cultural, political, economic, technological and other barriers

Such policies are necessary to protect fish a living aquatic resources and also fish food at harvest because of the immense nutritional, social and economic benefits derivable by man from fish. Fish health policies must recognize the implications of aquatic environment pollution, the dangers of bad fishing methods and application of harmful fishing gears and appliances and post-mortem handling practices

Length frequency data was collected for the 6 main species from the Kainji Lake fishery for up to 16 months. Growth parameters were estimated and used for virtual - population and length based cohort analysis. The results from cohort analysis suggest that before the ban on beach seines the maximum economic yield from the fishery was overshot by 70%. Yield per recruit analysis showed that the fish are caught far below their optimum size. Fishing gears and the timing responsible for this early mortality have been identified. After the eradication of seines from the lake a 10% increase in total catch revenue can be expected from the fishery. This is equivalent to an increase in income of Naira 18,300 per annum for each fishing entrepreneur using other methods. A scenario for the regulation of cast net mesh size together with the ban of beach seines has been presented. A further increase of Naira 142 million (N25,500 per entrepreneur) can be anticipated if this is implemented by the Kainji Lake Fisheries Management and Conservation Unit. It is expected that the annual increase in fishing effort presently experienced will cause future yields to decline. The rate of the decline has been reduced by the eradication of the beach seine fishery and will further fall if the minimum mesh size for cast nets is implemented. A recommendation is made to the Kainji Lake Fisheries Management and Conservation Unit to first consolidate the beach seine ban and then to implement a ban of undersized cast nets. This paper summarizes current information on the American shad, Alosa sapidissima, and describes the species and its fishery. Emphasis is placed on (1) life history of the fish, (2) condition of the fishery by State and water areas in 1960 compared to 1896 when the last comprehensive description was made, (3) factors responsible for decline in abundance, and (4) management measures. The shad fishery has changed little over the past three-quarters of a century, except in magnitude of yield. Types of shad-fishing gear have remained relatively unchanged, but many improvements have been made in fishing techniques, mostly to achieve economy. In 1896 the estimated catch was more than 50 million pounds. New Jersey ranked first in production with about 14 million pounds, and Virginia second with 11 million pounds. In 1960 the estimated catch was slightly more than 8 million pounds. Maryland ranked first in production with slightly more than 1.5 million pounds, Virginia second with slightly less than 1.4 million pounds, and North Carolina third with about 1.3 million pounds. Biological and economic factors blamed for the decline in shad abundance, such as physical changes in the environment, construction of dams, pollution, over-fishing, and natural cycles of abundance, are discussed. Also discussed are methods used for the rehabilitation and management of the fishery, such as artificial propagation, installation of fish-passage facilities at impoundments, and fishing regulations. With our present knowledge, we can manage individual shad populations; but, we probably cannot restore the shad to its former peak of abundance.

This paper reviews and analyzes the major factors constraining the development of salmon culture in the United States. A brief review of economic factors in the seafood sector contributing to the industry's recent growth is offered, and the present status of the major producing regions is summarized. The major constraints, which include marketing problems, policy and regulatory constraints, production costs, disease, financiing, and environmental uncertainty, are discussed, followed by recommendations for improving the industry's development.

The National Marine Fisheries Service (NMFS) is dedicated to the stewardship of living marine resources (LMR’s). This is accomplished through science-based conservation and management, and the promotion of healthy ecosystems. As a steward, NMFS has an obligation to conserve, protect, and manage these resources in a way that ensures their continuation as functioning components of healthy marine ecosystems, affords economic opportunities, and enhances the quality of life for the American public. In addition to its responsibilities within the U.S. Exclusive Economic Zone (EEZ), NMFS plays a supportive and advisory role in the management of LMR’s in the coastal areas under state jurisdiction and provides scientific and policy leadership in the international arena. NMFS also implements international measures for the conservation and management of LMR’s, as appropriate.NMFS receives its stewardship responsibilities under a number of Federal laws. These include the Nation’s primary fisheries law, the Magnuson Fishery Conservation and Management Act. This law was first passed in 1976, later reauthorized as the Magnuson-Stevens Fishery Conservation and Management Act in 1996, and reauthorized again on 12 January 2007 as the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act (MSRA). The MSRA mandates strong action to conserve and manage fishery resources and requires NMFS to end overfishing by 2010 in all U.S. commercial and recreational fisheries, rebuild all overfished stocks, and conserve essential fish habitat.
