O texto de dissertação intitulado “O Público e o Privado na condução da Gestão Educacional Pública Brasileira” apresenta como objeto de estudo a gestão da educação pública no contexto do Plano de Ações Articuladas (PAR), considerando que tal instrumento é definido atualmente pelo Estado como o norteador das políticas educacionais e pressupomos que nele também se articulam interesses entre os representantes dos setores público e privado. O objetivo geral do estudo é analisar como a relação entre os setores público e privado se apresenta no contexto do Plano de Ações Articuladas. Para a fundamentação teórico-metodológica deste trabalho, consideramos importante o aporte com base no materialismo histórico-dialético, pois se mostra mais adequado à medida que possibilita uma visão crítica sobre a realidade analisada capturando suas contradições, em vista de que pretendemos trabalhar com o conhecimento da realidade documental que envolve a trama em torno do público e do privado na construção da gestão educacional pública. A pesquisa teve como metodologia a análise documental que foi construída num entrelaçamento da apreciação das autoras desta dissertação e à luz de alguns teóricos como Adrião e Camargo (2007), Cury (2013), Pinheiro (2005), Pino (2008), Saviani (2008, 2014), Severino (2014), Vieira (2007, 2010), Vieira e Vidal (2014) os quais tecem observações e fazem interpretações dos documentos que servem de referência a este estudo. De modo geral, os resultados da pesquisa mostraram que as relações e influências dos organismos internacionais são determinantes na formulação das políticas educacionais e das diretrizes e propostas de gestão educacional no contexto brasileiro, no final do século XX e início do século XXI. Mostraram, também, que a disputa entre os setores público e privado se ampliaram e se intensificaram no que concerne à organização da educação básica brasileira, no contexto dos marcos legais que a estruturam. E por fim, a relação entre o público e o privado, por meio do Plano de Ações Articuladas, se configura no âmbito de uma relação de interesses onde predomina o interesse individual de empresários, do qual, a lógica privada é dominante, em detrimento do interesse coletivo da sociedade.

O processo do neoliberalismo revela, no seu momento mais intenso, a submissão de todos os níveis da vida humana a transações mercantis, a inclinação capitalista à mercantilização mundial. Desse modo, as propostas neoliberais objetivam, sobretudo, a criação de um sentimento único para garantir o sucesso de seus ideais de globalização, de livre-economia e de Estado mínimo, não interventor nas políticas sociais, mas servidor do mercado. Dentre os artifícios utilizados pelos propositores neoliberais encontram-se as Parcerias Público-Privadas (PPPs) com as quais este artigo se ocupa. A partir da conceituação e da caracterização do instrumento Parcerias Público-Privadas (PPPs), foram analisados projetos nacionais e europeus desenvolvidos através das PPPs.Os temas desses projetos envolvem Tecnologia de Informática e Comunicação e eLearning (ensino + tecnologia + a distância). As reflexões evidenciaram que as parcerias entre governos e empresas multinacionais podem levar a uma perda de controle por parte do Estado sobre a formação educacional dos cidadãos e da perda de identidade de seus currículos. Por outro lado, essas parcerias trazem ganhos políticos aos Estados e econômicos às empresas.

O artigo busca discutir algumas das principais políticas de urbanização desenvolvidas ao longo da década de 1990 por governos locais de capitais brasileiras com participação social e parceria público-privado, que definiram a agenda de gestão urbana no Brasil. Com base nos casos de Recife e Salvador, pretende-se entender os fatores políticos que tornaram diferentes os processos de implementação de políticas semelhantes de urbanização nas duas capitais.

This paper features a research of the partnerships/agreements between the municipal public services and the private sphere to the offer of vacancies in Early Education, in the large counties of São Paulo. The study allowed us to identify different arrangements between the municipal public service and private institutions, which 30 of the 54 large counties of São Paulo turn to the services from partnerships as a mean to attend the local demand, including the institutions with lucrative purposes, being different of the traditional forms of partnerships instituted in Early Education. The text is based on the literature analysis about the theme and the information collected during the research from phone calls to municipal administrators, municipal official sites and government sites.

This paper analyses the partnership among cities of São Paulo „state and the private sector to acquire material for children school. Our study was based on data gathered during the research “Municipal Strategy to the offering of the basic education: Public-Private relationship analysis in the São Paulo „state”, supported by FAPESP. The results, confirming previous works (ADRIÃO, 2007 e 2008), show that the join on this kind of partnership grew from 2006 and will become a tendency in the Educational system, even on the education step where it have been discussed about the standardization of the pedagogic material.

This study is bound to the “Research and Studies in Educational Policies”, GREPPE (interinstitutional group) – Rio Claro Section, more accurately to the Research Project entitled Evaluating the scientific production about financing and agreements in childhood education, coordinate by Prof. Dr. Regiane Helena Bertagna, that has as main objective to survey of scientific production at the national level related to the theme of financing and agreements in childhood education in the period from 2000 to 2010. This research has as objective to analyze the financing of childhood education examinee issues of educational policies related to this aspect in this stage of the basic education in national journals. It is intended to ascertain the discussion held in the articles about childhood education financing highlighting the strategies used by the government to offer treatment to the childhood education by means of agreements, or even, by means of public-private partnerships. For the development of this research will be conducted a survey and data analysis from journals of the “Coordination of Improvement of Senior Staff” (CAPES) classified as A2 in the evaluation of 2008. The research will make a cutting between the years from 2000 to 2010; will be analyzed only the national journals online available and that adress the thematic studied

The growing population, purchasing power and changing the profile of Brazilian consumers are the facts to justify the increase in waste production in the country. According to the National Research Sanitation made by IBGE in 2000, Brazil produced 241,614 tons of waste per day, equivalent to approximately 90 million tons per year. This growth leads researchers to consider a better way to dump this material in order to mitigate the damage to population health and the environment. For this, one of the possible actions is the search for alternative disposal technological development, a possible solution being the construction of landfills. But many cities, especially those from regions of poor or agricultural base, do not always have sufficient resources and open spaces for the construction of a landfill as required by law. Fits like a context in which it operates as an alternative technology for inter-municipal consortia landfill and public-private partnerships in order to contribute to the sustainable development of cities. The law that regulates public consortia is the Federal Law 11.107 of April 2005, as the law that regulates and makes possible the Public-Private Partnership is the Federal Law 11.079 of 2004. Consortia are entities that bring together several municipalities, with or without the State and the Union to carry out joint actions that if were borne singly, not would achieve the same results or would lose a greater volume of resources, and would demand more time. The public-private partnership consist of one or more municipalities and a private company, selected by public tender, which becomes responsible for implementation, maintenance and operation of the landfill. Some of the factors that help to explain the Israeli success case on promoting high-tech start-ups backed by venture capital funds can be found in the risk-taking culture of the country, the vast technological know-how associated with the huge military development, the high offer of human intellectual capital due to the immigration processes, and finally also the FDI inflows, mainly from the United States. Even though, these factors would not have the same effects in the economy unless the right structures were founded by the public-private sectors partnerships for the high-tech industry development and the adaptation of the investment industry surpasses two of the deepest global financial crisis: the dot-com bubble in the 2000’s and the subprime in 2008

In this paper are systematized the discussions conducted by GDP "Research in EA and School Context", in VII EPEA, which have had, as its main axis, themes, authors and theoretical perspectives privileged in research presented at the event and declared themselves affiliated to this GDP. The dialogue with researches from previous meetings and other, aims to deepen the questions posed by the research group. The discussions allowed to identify themes and issues that present themselves as significant and challenging for research in EA in the school context, namely the conversion of schools into sustainable educational spaces; public-private partnerships, with great interest from companies and NGOs in school spaces, waving kits with educational materials produced for the school; lack of investment in public policies for teacher training in EA; tendency to an adherence to critical environmental education, without, however, have clear theoretical and methodological commitments under this option.

Provides elements for a reflection on methodological strategies in the face of objects of study that prove difficult to approach. Through a case study in education, seeks to show that difficulties in obtaining information and data have been overcome by using an analytical model developed. It is shown that its use allowed inferences broader and reveal hidden inconsistencies in discussions on public and private education. Intended to assist reflection on qualitative research methods for those who deal with such studies. Concludes that the current expectations of management efficiency and transfer of resources sufficient quantity and quality have not materialized with a private enterprise under public education, even if we have succeeded in building a positive image by the promoters of this action with the sectors of public opinion. Prevailing trade policy interests at the expense of the motivations declared the initiative of aid to education, and even can not be said that the initiative has resulted in a private redefined the public character of the systems affected, there is evidence that its implementation represents a unique chapter focused "education", compared to a scenario in which stand out historically mutual aid agreements of a politicaleconomic development between state and private enterprise.

Most research on the psychology of morality defines moral as the rules and values whose purpose is to regulate interpersonal relations. In this study, although I have considered such premise valid, I have also taken into account aspects related to the self. Thus, aiming at verifying whether university students are guided by values which are public, private and/or linked to glory, I have analyzed the values prioritized by them. Informants were 170 first-year psychology undergraduates in a public university located in western São Paulo state, male and female, with an average age of 20 years. To collect the data, I applied a questionnaire concerning factual factors (age, sex and religion) and the values cherished by the undergraduates. The results – analyzed according to the psychology of virtues – have shown that approximately 70% of the valid answers given by students pointed friendship (32%) and intelligence (35%) as the most prioritized values. Public values were hardly mentioned. Concerning the forms of glory, although the percentage for money and fame was not significant, when the informants justified the choice of friendship and intelligence, they conceived such values as a means to obtain money and fame. I have concluded that these individuals give little importance to the values related to duties (which are public) and to some form of individual harmony.
