A ocupação das áreas de mananciais - especificamente no extremo da zona sul de São Paulo, desde algum tempo, tem tomado lugar nas pautas de discussões dos programas políticos. Esses programas têm por objetivo, aparentemente, melhorar a relação entre a moradia e a preservação ambiental. Estas regiões consideradas estratégicas e de extrema importância para São Paulo tem preocupado e exigido ações do Estado cada vez mais rápidas. Isso acontece pelo crescente aumento do número de habitantes, pelo potencial hídrico e ecológico que representa aquele espaço e a constante pressão da população de baixa renda reivindicando desde sempre seu direito a morar. O Trabalho procurou demonstrar como este problema estrutural está sendo tratado pelo poder público dentro da Cidade de São Paulo, enfocando particularmente o Distrito de Parelheiros

This study presents the trajectory of domestic federal public debt from Brazil in the years 2003 to 2010. Scales the amount spent on financial burden to pay the debt in relation to what was spent on items related to social development, health, education and welfare. The study concludes that Brazil despite an increase in social spending, with effective results, expenditures for the cost of domestic federal debt were much higher than social spending. The numbers were expressive in the maintenance of debt and very tiny in relation to social spending

This present work talk about the tourism and the historic evolution of this conception, also it brings some thoughts about the increase of the tourism activity in the all around the world. The territorial slash study is in Rancharia, the research the shows aspect of localization, description, natural and socials. During this work was introduced a study about the most important programs and projects that were initiate in the country by the public authorities with the focus in the tourism development, and also was noted the current tendency in the formation of intermunicipal consortium that has the aim to develop the activity of the regional tourism. It was presented the mains tourism attractions in the municipal district, such as, municipal watering- place. To develop this current work it was made some researches by the application of a formulary to the tourist, and the interview was made by representatives of the private and public sector, which was exposed their vision about the activity tourism development and the importance of the municipal district participation in the public politics that is turned to the tourism. The work concludes that the tourism activity could come to turn one alternative of job and lacework to the city, but is necessary that develop it in the base of the local tourism, that brings benefits to all the community involved in this process

The book-report Human Development: the reality beyond the numbers addresses issues related to the Development Index (IDH), of Brazil, in a general context, and the city of Bauru, in the local context. The “IDH” is a number that serves as a comparison between countries, in order to measure the degree of economic development and the quality of life offered to the population. The classification, if high, can be readily used as a means of aggrandizement national and if low, can be used to highlight the weaknesses national. Understanding the role of media as an agent capable of promoting social debates of great importance, this book-report aims to discuss the concept of human development beyond the numbers commonly reported, prompting debates on the issue of human development: whether in relation to social issues, public policy or the role of the media in the process of contributing to the formation of public opinion. The disaster natural disaster stand as one of the greatest challenges of urban man. Cities are built and modeled as a function of economic and political issues, without respecting environmental characteristics. So it is possible to see through the data of the National Civil Defence large number of disasters occurring in Brazilian cities in the years 2009 to 2011, and in all were reported over 5000 occurrences of natural disasters over the years. The Brazilian public policy failures show up in issues of urban planning where to admit the allocation of people in inappropriate areas. Another issue to be considered is the non-response of the population to civil defense warnings, people often prefer to risk staying in high-risk areas for fear of being robbed while they are away, and end up not serving the notices given by the Civil Defense, increase thus the number of victims when in fact the weather event triggers natural disasters one

O processo de modernização da agricultura brasileira provocou sérios danos ao meio ambiente. Nos últimos anos foram formuladas e implementadas algumas políticas públicas voltadas à promoção do desenvolvimento rural, com base em ações inovadoras e com a participação de novos agentes sociais. A descentralização políticoadministrativa promovida pela Constituição Federal promulgada no ano de 1988 criou as condições institucionais para que tais ações fossem empreendidas. O Programa de Microbacias, surge nesse contexto, inicialmente nos estados do Paraná e de Santa Catarina, sendo posteriormente implementado no Estado de São Paulo, em razão dos bons resultados apresentados no sul do país. No Estado de São Paulo, o referido programa visou combater os problemas decorrentes do processo de modernização da agricultura. Constituíram objetivos do Programa Estadual de Microbacias Hidrográficas, o combate à erosão e aos ravinamentos, o estímulo ao manejo adequado dos recursos naturais nas pequenas propriedades rurais e a organização dos agricultores em associações. As ações foram parcialmente financiadas pelo Banco Internacional para Reconstrução e Desenvolvimento (BIRD – Banco Mundial) e executadas pela Coordenadoria de Assistência Técnica Integral (CATI) em parceria com os municípios. A CATI, órgão gerenciador teve como objetivo atender mais de 90 mil produtores rurais em todo o Estado em mais de 1500 projetos de microbacias. Foram atendidos 70 mil produtores rurais, distribuídos em 514 municípios, perfazendo 996 microbacias hidrográficas trabalhadas. No município de Caiuá foram disponibilizados R$ 483.819,01 por meio do referido programa para atender a 104 proprietários na microbacias do Caiuazinho com R$ 255.018,3 e na do Córrego Água da Invernada com R$ 228.800,71, totalizando 80 produtores... The increasing degradation of the environment and the depletion of natural resources, caused by indiscriminate production practices, by current and unlimited human needs and also misconceptions that natural resources are inexhaustible, make current and future environment situation, a constant concern of national and world leaders. With the purpose to confront these issues and to qualify the cities on the environmental situation in the state of São Paulo, the Department of the Environment created, in 2007, the Program “Município VerdeAzul. This paper aims to the study this program of Unit Water Resources Management Pontal Paranapanema through specific analysis of data representing the efficiency of the program directives and a comparative study between two cities unit with discrepant scores and a survey of the possible causes of obtaining low scores for municipalities participating in the project. The Mercosul project, signed in 1991, represents the union of a political project, characterized by a democratic agreement among its members, with an economical project characterized by the trade liberalization among its regional members and among these with the global economy. So, it was constituted, with the aim to expand the national trades by the integration, to increase the economic development process with social justice. However, the Mercosul follows the historical trajectory of Latin America integration, characterized by models that aimed the economical development from the strengthening of the industry. According to that, the Mercosul politics are priority for economic issues, focused in the industrialization and trade relations, giving less priority to the social demands. In opposition to such ideas, in 2004 was created the Especialized Meeting about Family Farm (Reunião Especializada sobre Agricultura Familiar - REAF) in the Mercosul, that aim to strengthen the public policies of the sector, to promote the commercialization of the family farm products in the region. So, the family farm, a sector historically marginalized from the integration projects, it is institutionalized in the Mercosul. No Brasil é visível que existe uma falta de Orquestras considerando sua população. Com esse fato, o trabalho propõe uma análise de caso para que se possa entender a real situação do país em relação a Orquestras, quais as dificuldades de criação e que recursos existem para apoiar a criação e manutenção das mesmas. O projeto analisado é a “Orquestra Jovem”, de Araraquara, Interior de São Paulo. Embora Araraquara já tenha certa tradição em música, até pouco tempo não havia um grupo musical de qualidade que a representasse. Nos últimos anos houve a iniciativa por parte da Secretaria da Cultura em formar tal orquestra, porém com muita dificuldade principalmente em relação ao orçamento, além de ser limitada a participação de um órgão público em leis de incentivo. Empresa especialista em promoção de programas culturais contribuiu, tornando possível inserir o projeto numa lei de incentivo, na Lei Rouanet. As leis de incentivos, tais como a lei Rouanet, o Proac, entre outras, funcionam da seguinte maneira: Aprovado o projeto do proponente, o mesmo vai à busca da capitação de recursos, sendo possível captar das empresas patrocinadoras recursos através do Imposto de Renda, no caso da lei Rouanet, ou do ICMS, no caso do ProAC, ambos deduzidos na prestação de contas da empresa. Existem basicamente dois meios de criar e manter uma orquestra: por iniciativa pública, ou por iniciativa privada suportada por leis de incentivo as quais não só facilitam as questões orçamentárias, mas também apresentam problemas burocráticos, tanto para a aprovação do projeto como para captação de recursos. O presente trabalho se propõe a orientar os interessados na criação de Orquestras, com pleno uso de Leis de Incentivo e formas de captação de recursos da iniciativa privada, com a aplicação de metodologia observada no referido caso.

This article discusses, in general matters, the economic and social motivations, the organization and development of the program Minha Casa Minha Vida, made in 2009, by Federal Government of Brazil. The objective of this work was to analyse the Brazilian economic and housing context, and the program relation with the Subprime international crisis, which has been started at United States in 2008, as well as analysing and discussing the logistics and the program accessibility. The MCMV program, part of the PAC – Programa de Aceleração do Crescimento – has the intention to combat the economic crisis that had been installed and also minimize the deficit housing of the country. From PAC's initial estimate, US$250 Bi, it has been spent US$129 Bi and it has already been approved more than US$125 Bi designated for the second stage of the program, whose the estimate of PAC2 is about one trillion and a half of brazilian reais. One million homes were built between 2009 and 2012, and the goal for 2014 is two million and a half of new residences. If comparing the current program with the oldest programs, progress were observed ,however, problems and inconsistences are clearly seen: in the real concernment, the truly beneficiary, and contradiction between a social and economic program to urban demands, among other situational factors. It’s also evident, the incentivation for a new residential and closed neighbourhoods, thereby adding to the fragmentation of the urban space, beyond of the exclusion socioespacial caused financing of residences in farest allotments. The capitalist production of the space it’s clearly thriving in analysis of thisfinancing package of the urban habitation, where the biggest glebas rise between central neighbourhood and the newest generated suburb, they evidence the negligence of the authorities in well managing the space, not executing the application of urban instruments of planning the social function, and...

The city of Santos always had its importance recognised by the respectful role of flowing off the coffee production between the end of 19th and beginning of 20th centuries. All effervescence of this period brought changes to the central area of the city, located near the port. Beginning in the 1970s, some changes in the politics and in the city's urban space made its cafes, theaters, stores and traditional residencies find itselves in decadence imposed by the negligence of the public power. The Historic Downtown of Santos changed to a forgotten and depreciated space and remained that way for many years, reflecting negatively in the preservation of the arquitetonic heritage of the city. The present project aims to analyse the transformation of the current space of the Hitoric Downtown of Santos from the beginning of the 20th century and its recent revaluation through the public politics of the city

Este trabalho analisa aspectos do contexto das políticas públicas culturais contemporâ-neas relacionadas com as ações de mobilização que envolvem a sociedade civil. A aná-lise engloba conhecimento sobre o papel do profissional de Relações Públicas na con-tribuição da execução de políticas culturais que incentivem o protagonismo social atra-vés do Programa Cultura Viva, desenvolvido pelo Ministério da Cultura, com a imple-mentação de Pontos e Pontões de Cultura, e no âmbito de movimentos sociais indepen-dentes. El presente trabajo tiene como objetivo una presentación de políticas públicas ambientales, teniendo como foco el Proyecto “Municipio VerdeAzul” (PMVA), lanzado por la Secretaria de Medio Ambiente del Estado de São Paulo en 2007, que tiene como característica la descentralización y comparte la gestión ambiental con los municipios. De esta manera, como estudio de caso fue realizado un análisis del desarrollo y de los resultados del municipio de Magda-São Paulo en la aplicación de ese proyecto en el año 2010. Para eso, se utilizó una metodología basada, inicialmente en la revisión bibliográfica sobre los temas envueltos, seguida del levantamiento de datos oficiales colectados en trabajo de campo y en sitios de órganos públicos, bien como entrevistas con dirigentes municipales para la realización del análisis e interpretación de esos dados. La investigación permitió concluir que el municipio de Magda obtuvo buenos resultados a partir de la participación en el PMVA, que se presenta como una política pública ambiental estratégica, avanzando en la perspectiva de actuación del poder municipal en la gestión del medioambiente
