Desde la introducción del postulado de la “autonomía de la voluntad” en el Estatuto de Contratación Estatal, es posible afirmar que trajo consigo grandes cambios, los cuales se ven reflejados en varios escenarios de la contratación y que sin lugar a duda revelan suma importancia, pero cuando nos referimos a la tipología contractual, primer estadio al cual deben enfrentarse las partes al momento de contratar, este postulado toma real trascendencia al proporcionar libertad a los contratantes, tanto para la entidad como para el particular, de crear conforme a sus necesidades y a los fines estatales la forma contractual que más se ajuste, teniendo en cuenta las limitantes generales que el ordenamiento jurídico le impone. Este entorno ha sido la clave para que se llegue a hablar del contrato estatal atípico, tópico que ha generado discusiones entorno a su admisibilidad en el derecho público por no serle originalmente propio a este.

El pasado Mundial de Fútbol Categoría Sub-20 fue una gran oportunidad que tuvo Colombia para seguir mostrándose a nivel internacional y para mejorar su imagen negativa de ser un país violento. Debido al éxito de este evento, y que estuvo a la altura de los de su tipo, ya que también superó en record de asistencia a los que se habían realizado anteriormente (FIFA.COM, 2011), y sumado a las declaraciones del presidente de la FIFA: "Colombia está preparada para la gran Copa Mundial de FIFA, pero de momento deberá esperar hasta el año 2026, porque las sedes de los años 2014 (Brasil), 2018 (Rusia) y 2022 (Qatar) ya están asignadas" (Semana, 2011); este trabajo pretende analizar con base en los principales indicadores (infraestructuras, movilidad, vías, ciudades, seguridad), si Bogotá podría ser sede principal del mundial de fútbol del 2026. Para lograr el objetivo se tomaron como referencia los diferentes mundiales anteriormente realizados. Se hizo un análisis comparativo entre Johannesburgo (sede principal del Mundial realizado en Suráfrica en el 2010) y Bogotá, en 5 factores que permiten visualizar las fortalezas y debilidades de la capital colombiana para poder ser sede principal de un Mundial. Se presentan conclusiones.

El objetivo de esta monografía es analizar los alcances de la presencia de grupos armados ilegales como elementos determinantes en el origen de un subcomplejo de seguridad regional entre la República Democrática del Congo, Ruanda y Burundi. Se busca explicar cómo un conflicto étnico se traduce en la presencia de grupos insurgentes, y a su vez, establece una amenaza interdependiente entre los líderes políticos de dichos países, que permite hablar del subcomplejo de seguridad. Para lograr lo anterior, son pertinentes los postulados teóricos de los Complejos de Seguridad Regional de Barry Buzan, ya que identifican la manera como se estructuran, localizan, y evolucionan estas unidades de análisis. Finalmente, este análisis se complementa con el método de estudio propuesto por Jeremy M. Weinstein para comprender por qué y para qué se crean grupos insurgentes.

Castoraeschna corbeti sp. nov. is described and diagnosed based on four males (holotype: Brazil, Para State, Floresta Nacional cle Carajas [6 degrees 06`13.9 `` S, 50 degrees 08`13.1 `` W, ca 600 m a.s.l.], 28 ix 2007 to be deposited in Museu Nacional, Universidade Federal do Rio de Janeiro, Rio de Janeiro). This species is similar to C. longfieldae and C. coronata but can be distinguished mainly by the absence of medio-dorsal spots on S8; postero-dorsal spots on S8-9 very narrow; cerci external margin almost straight in lateral view, without a distinct angulation between stern and base of lamina; cerci apex blunt. The probable ultimate stadium larva is described based on two individuals, male and female, collected at the type locality. Adults were observed flying along margins of a small shaded second-order stream where the larvae were taken. The surrounding forest is under impact of iron ore extraction and will probably disappear in the next years.

Denna rapport syftar till att reda ut begreppet mobil direktreklam samt att genom en marknadsundersökning ta reda på om det för Stadiums kunder finns något intresse att ta del av erbjudanden och information om olika händelser genom SMS-meddelanden. Det är tänkt att denna information kan variera beroende på vilket område medlemmen befinner sig i, det vill säga riktad lägesbunden direktreklam. För vår marknadsundersökning så utfördes både en kvantitativ och en kvalitativ undersökning, detta för att ge både bredd och djup till undersökningen. Tanken är att förbättra marknadsföringen för de kunder som är medlemmar i StadiumCard genom att de ska kunna erbjudas mobil direktreklam från det specifika område de befinner sig.En annan viktig hörnsten i detta examensarbete var skaffa sig kunskap om och redogöra för vad en IT-tjänst är samt att klarlägga vad begreppet mobilitet innebär.På den plattform som vi tilldelats att utveckla en SMS-tjänst på är det idag möjligt att positionera mobiltelefonanvändare inom ett visst område men det är komplicerat och kan bara utföras på sådant sätt att det inte är ekonomiskt försvarbart. Vi kommer därför endast utveckla en prototyp för en SMS-tjänst som skickar ut erbjudanden till alla de kunder, var de än befinner sig, som valt att delta i SMS-tjänsten.Stadium marknadsför sig idag främst genom adresserad reklam till sina medlemmar och direktreklam via post. För att förbättra marknadsföringen så krävs förståelse för en del viktiga begrepp inom marknadsföringen. Dessa begrepp är kundlojalitet, CRM (Customer Relationship Management) och PM (Permission Marketing).

Arvika som en följd av samtal kring möjligheten att anpassa deras strömpulsbaserade rekonditioneringssystem, utvecklat för större truckbatterier, till att kunna återvinna förlorad kapacitet även i mindre batterier. Idén grundar sig bland annat i att åldring av batterier ofta är en primär begränsning för funktionen hos fristående solcellssystem. Studien, som till stor del är en sammanställning av vetenskapliga artiklar, syftar till att bidra med bättre grundläggande förståelse för hur pulsad laddning verkar på bly-syra batterier och deras elektrokemi. I synnerhet har grundläggande skillnader mellan större öppna batterier och mindre slutna batterier pekats ut, och ett antal parametrar som bestämmer pulsprocessens verkan identifierarats; frekvens, pulsspänning och laddningsgrad. Förhoppningen är att den mer teoretiska sammanställningen i förlängningen skall kunna bidra till att de företag i regionen som arbetar med denna teknik kan optimera funktionen i sina produkter. För att kunna säkra funktionen hos ett batteri så måste man kunna bedöma batteriets hälsotillstånd, och identifiera degradering på ett relativt tidigt stadium. En andra del av förstudien berör därför möjliga tillvägagångsätt att via mätningar på batteriets två poler kunna bestämma dess hälsotillstånd – och framförallt peka på de begränsningar dessa metoder har. Syftet är att bidra med grunden till en eventuell utveckling av ett enkelt batteriövervakningssystem som skall kunna ge användaren en tydlig och tidig signal om att det är dags för service. Sannolikt krävs det att man mäter en kombination av flertalet parametrar för att kunna åstadkomma detta, och i synnerhet blir förutsättningarna bättre om parametrar kan loggas över tid. Sammanfattningsvis diskuteras i mer övergripande och spekulativa ordalag den utmaning som den brokiga samling mindre batteri i många utvecklingsländer innebär. För att trygga funktionen behöver en organisation för batteriservice med kunniga tekniker byggas upp tillsammans med tekniska produkter för exempelvis övervakning.

Syftet med denna litteraturstudie var att undersöka hur F-3 lärare organiserar och bedriverden tidiga läsundervisningen samt undersöka vilka faktorer som verkar påverkaundervisningen och dess innehåll. Metoden för arbetet är en systematisk litteraturstudie därtidigare empiriska forskningar har analyserats och presenterats. Litteraturen söktes genomsöktjänster och databaser tillgängliga via Högskolan Dalarnas bibliotek i form av LIBRISoch SUMMON. Resultatet visar att lärare ser avkodning och läsförståelse som viktiga delardå eleverna ska utveckla en god läsförmåga. Hur lärarna organiserar den tidigaläsundervisningen ser dock ut på olika sätt. Några olika läsinlärningsteorier speglas ilärarnas sätt att bedriva undervisningen men den främsta metoden verkar dock vara dentraditionella ljudningsmetoden där eleverna i ett tidigt stadium lär sig ords enskildabeståndsdelar. Något som verkar vara generellt i skolorna är att många lärare anordnartidiga läsförberedande aktiviteter för de yngre eleverna där de får möta skriftspråket ilekfulla former. Lärarens kunskaper inom läsinlärningsområdet visas vara en avgörandefaktor för den tidiga läsundervisningen och barnens utveckling av en god läsförmåga.

Its message: 'Sport is a Religion, so pray for Yamaha Stadium Sound'  Canny advertising, hooking into aussie culture, selecting an aussie take on religion/ sport (fun, serious, primitive, fanatic, central). Next, there's the Next fashion ad, with its larger than life-sized photograph of a gorgeously dressed young female eying off the pope's long white robe, comparing outfits. Fashion as religion, or better than, really, is the inference-she looks mildly
amused, and he looks a little nonplussed. And then there are the many Qantas advertisments for 'Spirit of. Australia' featuring Aboriginal figures, with backdrops of Dlum and the red desert. As cultural tour businesses know, there's money to be made in taking urban, nonIndigenous tourists to visit their 'spiritual other', the Aboriginal.1 Or there's the multicultural, children's version of the ad, with all the little global travellers of the future featured in wonderful locations. The successful nomination of Waverley Park to the Victorian Historic Register
proved as controversial as the stadium was during its thirty-year existence. The
nomination was accepted primarily on the grounds of the social historical value of the site, rather than its architectural or engineering qualities, but in fact a range of different social histories were in conflict during the registration process. Four of the social histories involved are outlined and their influence on the outcome assessed. Some of the implications for the evaluation of sporting heritage sites emerge therefrom (Hay, R., Lazenby, C., Lewis, N., Haig-Muir, M., Mewett, P., 2001).

A new Association football team, Melbourne Victory, was created in Melbourne in 2005 as a founding member of the Australian A-League. Within little more than a year it was drawing peak crowds of 50,000 to matches and averaged over 30,000. It was forced to move from an 18,000 capacity stadium to one holding 55,000. Previous new club foundations in the 1990s had not been successful, despite being associated with popular Australian Rules football teams, Collingwood and Carlton. The Victory, however, seems to have attracted a different and wider demographic to the game. For the first time the growth of the code in Australia in based on the domestic population, not waves of inward migration as was the case in the 1880s, 1920s and the post-Second World War period. Preliminary studies of the fan base suggest that the future for the Victory is likely to be different from the recent past.

Globally, almost every nation is facing some form of water crisis (World Commission on Water 2000). In Australia, the sport and recreation industry is one of the highest consumers of water. Other high water consuming industries (such as agriculture and farming) have been forced to adhere to strict managerial and governance reform due to the water crisis, yet in the sport and recreation industry, such changes are yet to be implemented and fully realised across the sector.

This research examines the impacts of drought and sustainable water management for sport and recreation. Specifically, it provides a case study of sport and recreation provision in a municipality that has already undergone considerable reform due to long-term drought. Sport and recreation use water for purposes such as irrigation of playing fields/pitches, filling swimming pools, stadium amenities and facilities, kitchens, maintenance and cleaning, and clubhouse amenities.

For sports that are heavy users of water for the maintenance of playing fields (such as soccer, Australian Rules football, rugby league, rugby union, grass and clay tennis courts to name a few) the impacts of drought and water restrictions have been severe. Some sports have reported an increase in the risk of injury to participants because of the condition of un-watered playing fields (Sport and Recreation Victoria 2007). Others have been forced to delay or shorten their seasons (Sleeman 2007), or worse still, cancel training and organised competition completely (Connolly and Bell 2007). While the impact of water restrictions has been profound on most sports, there are some sports that are not heavy water users and the impact of drought and water restrictions has been minimal. This problem creates issues and apparent inequities raising the need to further examine water consumption in sport and recreation. The potential outcome that arises is that the future of those sports that cannot conduct their competitions may be disadvantaged, while other sports that do not have such problems may be able to flourish.

Water, and those who control the supply of it, then defines which sports are able to flourish and sustain sport development pathways, compared to those whose survival may be in jeopardy. This research explores the stakeholder management and governance issues that have resulted for sport and recreation in the City of Greater Geelong (CoGG) located in Victoria, Australia--a region in long-term water crisis. The supply of sport and recreation facilities in the CoGG (like most municipalities in Australia) is largely the responsibility of the municipal council. The corporation responsible for the supply of water to the municipality is Barwon Water.

Although other sport and recreation facilities exist in the CoGG, the municipal council of CoGG owns and maintains over 120 sporting ovals (including the stadium used by its professional Australian Football League (AFL) team, the Cats), six swimming pools, and three golf courses. The CoGG host their professional AFL team, a range of local, national and international sport events, and provide a wide range of sport and recreation facilities for the community residents.

Eight interviews were conducted in total. Interviews were conducted with representatives from CoGG municipal council (who are responsible for the delivery of sport and recreation services and facilities in Geelong), and representatives from Barwon Water (who are responsible for the ongoing provision and maintenance of sport and recreation services and facilities) through the provision of water. Results show that the ten highest users of water in the municipality are sport and recreation facilitieswhich between them use almost one-third of the city's total water consumption (City of Greater Geelong 2006).

The municipal council is under considerable pressure to find ways to continue to provide sport and recreation opportunities for community members, as well as professional athletes and teams who use these facilities despite water restrictions. After all, these facilities provide benefit to spectators and participants, as well as businesses that rely on visitors to Geelong for sport and recreation events.

Due to such pressures, from 2007, the CoGG and Barwon Water agreed to provide the sport and recreation sector with water allocations rather than to be denied of all water under the water restriction regimes in place in the municipality. During 2007 summer sport season, this allowed the CoGG to keep 16 of its 120 sporting ovals open for participation through allocating all available water to these fields in order to keep them safe and playable. However, CoGG and Barwon Water were required to devise a rating scale to determine which sports (and sport facilities) were to share the allocated water, and which were not. These decisions also had knock on effects through sports. In order to ensure the safety of the playing surfaces, the CoGG and Barwon Water also restricted use of fields to competition only, therefore sport participants were forced to train on local beaches and other parkland areas-transferring issues of safety and public liability to other locations and facilities in the community. Further, it was reported that scheduling of competition seasons and individual matches; as well as the allocation of "home ground" gate receipts and concessions profits were required to be governed by the CoGG and Barwon Water as the competing sports were unable to agree. Perhaps more importantly, the rating scale developed for water allocation also resulted in some sports being rated as ineligible for water and as a result were unable to stage their entire competitions.

Clearly, the water allocation rating scale, and approach taken in this municipality to the continued delivery of sport and recreation has provided a workable solution. However, this study also signals that new stakeholders have entered the arena for the governance of sport. Governance structures in sport and recreation are being impacted as a result of the water crisis.

Those making decisions about which sport and recreation activities and/or facilities will be assisted with water resources are being made by local councils and water corporations. Sport managers are being required to understand existing areas of knowledge (such as turf management) in different ways, to gain knowledge in new areas (such as sustainable water management), and to lobby new stakeholder groups (such as water corporations) in order to secure their futures. The continued existence of some sports is no longer in the hands of governing bodies, but in the hands of local councils, and water corporations.

Clearly, any of the solutions implemented as discussed above, require multiple stakeholders to interact, and to reach agreement in order to assist in sustainable management of water in sport and recreation. In this sense, the management of water in sport (and all other industries) is more than a rational decision about policy, legislation, restrictions and resource allocations. It is a social and political process requiring scholarly attention for practical solutions.

The literature on corporate governance and the market’s delayed reaction to news events proliferated over the last two decades. This paper examines return patterns surrounding the event date for firms purchasing naming rights for North American sports stadiums. One argument appearing in the financial press is that such acquisitions are a harbinger of widespread corporate mismanagement and hubris at the highest levels of corporate governance. Purchases of stadium naming rights provide sidebenefits to executives such as “being in the limelight” and the use of supplementary corporate boxes. Thus, management has a strong incentive to undertake such investments even if their decision is not value enhancing to shareholders. The extent to which these agreements are associated with negative risk-adjusted returns is an empirical question, which this study addresses. On average, negative riskadjusted returns are observed over the three years following the event date, and these results are significant at standard levels of significance. The efficient market hypothesis suggests that these results are not due to a cause and effect relationship but represent data snooping or just bad timing.

The public showed an agitated reaction towards the ban on Mexican wave at the MCG, which reveals something about contemporary sport watching in Australia and perhaps about contemporary Australian cities. Cricket has developed the concept of sport as entertainment. The real issue with the wave is about proprietary control over the entertainment taking place inside the stadium. Entertainment organised by the stadium managers, which they and their sponsors can make money from, is all right, but spontaneous entertainment, even something as tame as the Mexican wave, is forbidden.

The overwhelming threat posed by climate change means that increasingly, emphasis is being placed on the need to integrate sustainability considerations into all areas of policy making, planning and development. Actors in the built environment are progressively considering environmental and social issues alongside functional and economic aspects of development projects. However, to date in Australia and internationally, there have been few practical examples of integrated applications of sustainability principles in the built environment across design, planning, construction, operation and de-construction phases. Notable initiatives have tended to be narrow in scope, focusing on either mitigation or adaptation strategies. Integrated considerations of impacts from component and building scales to city and regional scales and across physical and socio-economic dimensions are urgently needed, particularly for long-life major infrastructure projects. This paper proposes a conceptual framework based on the principal that early intervention is the most cost-effective and efficient means of implementing effective strategies for mitigation and adaptation. A Strategic Environmental Assessment (SEA) approach is forwarded as an umbrella analytical framework, assembled from analytical methods which are strategically ‘tiered’ to inform different stages of the planning and decision-making process. Techniques such as Ecological footprint, Life cycle costing and Risk analysis may be applied to integrate sustainable design, construction and planning considerations which address both mitigation and adaptation dimensions, results of each analysis ultimately being collated into the overall SEA. This integrated conceptual framework for sustainable, resilient and cost-effective infrastructure development will in practice be applied to assess selected case-studies of major development projects in Australia, focusing on the area of stadium development. Practically applied and timed accordingly, the framework would allow assessments to be targeted towards appropriate decision making levels and enable better decision-making and more efficient resource allocation for major infrastructure development projects.

O presente estudo investigou o consumo público de eventos esportivos ao vivo dentro e fora do âmbito dos estádios. O objetivo principal do estudo foi determinar se o fã (torcedor), percebe uma relação de substituição ou de complementaridade entre as atitudes favoráveis ao comparecimento ao estádio ou a outros locais públicos para assistir a jogos de futebol. Adicionalmente, o estudo objetivou a investigação da influência da identificação do fã do esporte (torcedor) com seu time na atitude e consumo público do espetáculo do futebol no estádio ou em outros locais públicos; bem como se as características demográficas (gênero e faixa etária) exercem algum tipo de efeito moderador sobre as relações estudadas. Para abordar estes temas buscou-se referência na SIT – Social Identity Theory e na SCT – Self- Categorization Theory. Foi realizado um levantamento (survey), envolvendo torcedores dos 4 times cariocas de maior torcida, mediante entrevistas estruturadas assistidas. A amostra foi intencional e de conveniência e a coleta de dados totalizou 507 questionários válidos. A análise dos dados foi realizada em duas etapas. A primeira contemplando uma análise fatorial exploratória, que objetivou a observação preliminar da qualidade das escalas. A segunda etapa contemplou uma análise fatorial confirmatória com o objetivo de purificar as escalas. Foram avaliadas a confiabilidade e a validade convergente, discriminante e nomológica dos construtos. Para testar as hipóteses substantivas do estudo utilizou-se a técnica de modelagem de equações estruturais e a análise de multigrupos. Os resultados da análise permitiram suportar empiricamente três das cinco hipóteses substantivas. Os resultados sugerem que (a) A identificação do fã com o time exerce influência positiva sobre a atitude em relação a assistir a jogos no estádio; (b) A atitude favorável do torcedor em relação ao estádio exerce influência positiva sobre o comparecimento ao estádio; e (c) A atitude favorável do torcedor em relação a locais públicos exerce influência positiva sobre o comparecimento a locais públicos. Todavia, não foi possível suportar integralmente as hipóteses de que (d) A identificação do fã com o time exerce influência sobre a atitude em relação a locais públicos; e (e) A atitude do torcedor em relação ao estádio exerce influência sobre a atitude em relação a locais públicos. Também não foram suportados os efeitos de moderação do gênero e faixa etária.
