As a third part of a series of papers on the ground-living true bugs of Hungary, the species belonging to the lace bug genus Acalypta Westwood, 1840 (Insecta: Heteroptera: Tingidae) were studied. Extensive materials collected with Berlese funnels during about 20 years all over Hungary were identified. Based on these sporadic data of many years, faunistic notes are given on some Hungarian species. The seasonal occurrence of the species are discussed. The numbers of specimens of different Acalypta species collected in diverse plant communities are compared with multivariate methods. Materials collected with pitfall traps between 1979–1982 at Bugac, Kiskunság National Park were also processed. In this area, only A. marginata and A. gracilis occurred, both in great number. The temporal changes of the populations are discussed. Significant differences could be observed between the microhabitat distribution of the two species: both species occurred in very low number in traps placed out in patches colonized by dune-slack purple moorgrass meadow; Acalypta gracilis preferred distinctly the Pannonic dune open grassland patches; A. marginata occurred in almost equal number in Pannonic dune open grassland and in Pannonic sand puszta patches.

_____ With the widespread use of the Internet, the need for the rapid development of the digital communication networks has prompted government policy makers also to conceptualize and implement development policy. The advancement of the (information) society and the use of information communication technology as a prerequisite of it are fundamentally determined by the development of broadband infrastructure and whether broadband access to the digital telecommunication network is available. The propensity of the government to play a bigger role in the field of electronical communication has increased significantly from 2011. The setup of MVM NET Zrt. / Hungarian Electricity NET Ltd./, the realignment of NISZ Zrt. / National Info communication Services Company Limited by Shares - NISZ Ltd./, the GOP 3.1.2. tender and the plan to enable a new, i.e. the fourth mobile network operator to enter the market all indicate the robust intention of the government to develop this field. The study shows the tools of government intervention for the incentive of the development of the electronical communication network. Then the author analyses the four main government interventions to examine whether the decision on the role of the state was adequately well-founded.

The lecture has two parts. The first part – based upon Eurobarometer data - briefly investigates the proportion and social characteristics of potential entrepreneurs in European comparative perspective. It proves that the Hungarian data are close to the European average. The second part – based on Hungarian panel data (1992-2007) - examines the predictive force of entrepreneurial inclination upon future entrepreneurial career and well-being. The results reveal that potential and actual entrepreneurship have strong social similarities and lasting connections despite the great volatility of both. Entrepreneurial inclination and more concrete plans have influenced the entrepreneurial career chances with nearly identical force, without cancelling each other’s effect. Entrepreneurial motivation has also to do with subjective well-being. The “push” factors of initial dissatisfaction with work and material conditions have lost their significance while the connection between entrepreneurial inclination and satisfaction with future perspectives persists in the longer run. The matrix of original motivation and further career provides a typology of four economic actors: that of “conscious” employees, “blocked”, “forced” and „conscious” entrepreneurs.

The change of ambient temperature plays a key role in determining the run of the annual Lyme season. Our aim was to explain the apparent contradiction between the annual unimodal Lyme borreliosis incidence and the bimodal Ixodes ricinus tick activity run – both observed in Hungary – by distinguishing the temperaturedependent seasonal human and tick activity, the temperature-independent factors, and the multiplicative effect of human outdoor activity in summer holiday, using data from Hungary in the period of 1998–2012. This separation was verified by modeling the Lyme incidence based on the separated factors, and comparing the run of the observed and modeled incidence. We demonstrated the bimodality of tick season by using the originally unimodal Lyme incidence data. To model the outdoor human activity, the amount of camping guest nights was used, which showed an irregular run from mid-June to September. The human outdoor activity showed a similar exponential correlation with ambient temperature to that what the relative incidence did. It was proved that summer holiday has great influence on Lyme incidence.

The spatial distribution and seasonal dynamics of the crustacean zooplankton were studied in the Danube River and in its side arms near Budapest, Hungary. Microcrustaceans were sampled biweekly from October 2006 to November 2007 at eleven sites. Thermocyclops crassus, Moina micrura and Bosmina longirostris added up to 57.6% of the total density. Comparisons of the different water bodies stressed the separation of the eupotamal and parapotamal side arms. Densities in the side arms were one respectively two orders of magnitude higher as compared to the main channel, which was relatively poor in plankton. There were remarkable longitudinal and transversal variations in the abundance of the major zooplankton groups (cladocerans, adult copepods, copepodites, nauplii) and dominant species (t-test, P < 0.05). However, no general pattern was observed, the spatial distribution depended on the examined objects. There were statistically significant seasonal differences in zooplankton abundance (Tukey-test, P < 0.05). Water residence time and water discharge were not found to be related to zooplankton abundance, but water temperature was positively correlated with microcrustacean density.

A tanulmány a központi kormányzat koordinációs politikájának jellemző mintázatait vizsgálja. ____ The paper examines, on the basis of qualitative interviews and documentary analysis, the emerging patterns of government policy coordination in Hungary. The focus of the paper is on a recent case of innovative policy coordination measure introduced by the Hungarian government: the newly established “Government Windows”, the one-stop-government initiative. The paper investigates such questions as what the main characteristics of the coordination traditions in Hungary are, what are the specific structural features of the newly established governmental coordination instruments, and how do they differ from of other countries’ similar experiences.

_____ Concern about both health and environmental impacts of food consumption is increasing. Social groups with various lifestyles can have different food consumption structure. The present study analyses the differences in the food consumption structure among genders and educational groups based on a national, representative survey of 1000 adults. Food consumption clusters are identified based on food consumption structure. Beyond the analysis of food consumption and its structure, its environmental impact is quantified by the ecological footprint indicator.

The significant social changes and unstable social–economic processes we are undergoing require more participation and more future oriented grassroots activity both in designing the possible future alternatives and in the actions for the realization of them. Action oriented futures studies and participatory futures studies are in close connection, because orientation towards actions and participation of non-professionals can be strengthened by their mutual interdependence in futures work. This study gives—as examples—summaries of four Hungarian case studies using participatory futures methods: one case from the field of vocational training, two cases concerning regional development, and one about national social–economic development. Our experience shows that such selected groups have evaluated the present issues in their environments as well as the closer and broader regional issues in authentic ways. The future alternatives that were outlined regarding the future of vocational training, acceptable future alternatives of domestic social–economic development, and future living conditions of a smaller settlement and in a larger town, reflected obligation, responsibility and personal interest. That non-professionals lack sufficient future orientation, and do not see possibilities to take serious actions for the future is a read problem. Fortunately, it seems that the future and action oriented attitude of the individuals might be further developed by the use of partnership education.

In the mid-1990s a theoretical definition of future orientation was elaborated by Hungarian futurists Nova´ ky, Hideg and Kappe´ ter to conduct empirical research on the capacity of human foresight under given historical conditions. Future orientation is a way human thinking is manifested, where thoughts are filled with preconceptions, imagination and expectations. Our research has shown that the following component parts characterise future orientation: thinking about the future, applying regular social techniques to limit its uncertainty, actions taken in the interest of the future, and expectations concerning the future. Based on these component parts the future orientation of Hungarian society was studied empirically in 1995 and in 2006. Comparative analysis of the findings of the two surveys is presented below.

The aim of this paper is to shed the light on the relationship between New Public Management and Hungarys Zoltán Magyary Public Administration Development Programme. As will be shown, the Magyary Programme has a dual structure. The systemic reforms run counter to the NPM philosophy because the main goal is the centralization of public administration, while NPM clearly advocates decentralization. At the same time, reform proposals on the organizational level conform to NPM. The inconsistencies in the Magyary Programme itself and the probable political and organizational resistance towards its proposals could delay the introduction of reforms on the organizational level.

Various authors have used the term consumer society with a number of different meanings, yet one common point has been the shift of focus to the consumer ethos, which alters the everyday life of society members and their relationship to each other and society as a whole. One’s relationship to consumption determines fundamental levels of consumption and for what purposes (e.g. hedonic values, family and savings), thus it is essential to explore this relationship to develop an understanding of consumer behaviour and to create effective marketing messages. This paper provides a brief summary of the various approaches and research lines of consumer culture and reviews the findings of the first, qualitative phase of our consumer culture study in Hungary. The purpose of this research programme is to analyse the changes in people’s relationships to consumption since the change of regime.

This paper examines the recent history of the Hungarian energy trading market in a co-evolutionary framework. Hungary is characterized by a mixed ownership structure with mainly multinational incumbents in energy retail and distribution, while the wholesale is dominantly owned by state-owned companies. The legal framework also has dual characteristics, with free-market regulation for industrial consumers and a regulated price regime for households. Our research method follows a longitudinal approach from the period of market liberalization in 2008 until 2013. We identified strong relationship between the individual and sector performance of the trading companies and the current political ideology and institutional regime.
