Trinkerszenen im öffentlichen Raum: ein Städtevergleich.

Ein ethnographischer Vergleich von Trinkerszenen in fünf Schweizer Städten zeigt eine zunehmende Reglementierung und konsumorientierte Ökonomisierung des öffentlichen Raums und entsprechende Ausgrenzungsmechanismen gegenüber den sich dort aufhaltenden Gruppen. Die Politik der Städte weist jedoch auch erhebliche Unterschiede auf.

Kinder als Mitbetroffene von häuslicher Gewalt : die Vernetzung der betroffenen Kinder mit der Opferhilfe im Kanton Bern

Dans le présent travail, on se pose les questions de savoir si, dans le canton de Berne, il existe un besoin d'agir et d'intégrer les enfants touchés par la violence conjugale (on parle ici des actes de violence entre les parents) à l'aide aux victimes d'infractions. Le travail se concentre sur des enfants de moins de 12 ans, dont les parents, conscients de leur violence, se sont annoncés eux-mêmes à un centre de consultation. Les enfants n'ont aucune offre de soutien (par ex : protection de droit civil de l'enfant). Ces parents sont donc les personnes de contact de référence capables de défendre les intérêts des enfants, ce sont eux qui peuvent mettre les enfants en contact avec les systèmes de soutien appropriés. Généralement, à cet âge, les enfants ne peuvent pas encore chercher de l'aide eux-mêmes. Les centres de consultation sont donc les seules institutions d'état qui, dans de tels cas, offrent des aides de soutien, qui connaissent la situation des enfants, et qui par l'intermédiaire des parents, ont un contact indirect avec les enfants. In der vorliegenden Arbeit wird den Fragen nachgegangen, ob im Kanton Bern ein Handlungsbedarf besteht, Kinder, die von häuslicher Gewalt (hier verstanden als Gewalthandlungen zwischen den Eltern) betroffen sind, mit der Opferhilfe zu vernetzen? Der Fokus der Arbeit liegt auf Kindern unter 12 Jahren, deren gewaltbetroffene Elternteile sich aufgrund des eigenen Gewalterlebens selbständig bei einer Opferhilfeberatungsstelle gemeldet haben. Ihre Kinder sind mit keinem Unterstützungsangebot vernetzt (z.B. zivilrechtlicher Kindesschutz). Diese Elternteile sind die zentralen Ansprechpersonen für die Belange der Kinder, sie können die Kinder mit geeigneten Unterstützungssystemen vernetzen. Die Kinder selbst können sich in diesem Alter in der Regel noch nicht selbständig Hilfe organisieren. Die Opferhilfeberatungsstellen sind damit die einzigen staatlichen Institutionen, die in solchen Fällen Unterstützungsleistungen bieten, von der Situation der Kinder Kenntnis haben und über die gewaltbetroffenen Eltern auch indirekten Kontakt zu den Kindern haben.

Das Auerhuhn im Jura: Qualität des Lebensraum, Demographie, Habitatwahl und nicht-invasive genetische Untersuchungen

Most Central European Capercaillie populations have been declining during the last century. In the Jura Mountains, at the border between Switzerland and France, remaining Capercaillie populations are now isolated and endangered. In this study, land-use and Capercaillie presence data were used to identify key landscape parameters by logistic regression modelling. We found that Capercaillie prefers areas at the highest altitude in the Jura Mountains that are characterised by continous forests and stands with intermediate canopy cover. At the local scale, winter habitat selection revealed a preference for open forests with a sparse canopy cover dominated by spruce and fir. Capercaillie avoided dense undercanopy and understorey, especially when dominated by beech. Population viability and sensitivity analyses underlined the crucial importance of adult female survival, chick survival and breeding success for populations maintenance. Legal bases, scientific knowledge and technical measures are now available to conserve the flagship species Capercaillie within Jura Mountains. Capercaillie-adapted forestry requires a mosaic distribtution of habitat types, with a matrix of open forests where fir is favoured, and understorey kept sparse. Preliminary essays indicate that grouse-adapted forestry costs are similar or even lower than present costs. To increase survival and breeding sucess, one option is to diminish human distrubance by limiting access to Capercailllie breeding and wintering areas. An action plan for the species should avoid more costly and intensive approaches such as the reintroduction of birds from other populations. Capercaillie conservaiton represents a major challenge rising from various and contradictory leisure, tourist and rural development activities. Collaborations with different stakeholders and state agencies for forestry with an effective protection from human distrubance.

Die Regierungsreform im Bund : in kleinen Schritten und auf einem engen Pfad, Inkrementalismus und Pfadabhängigkeit

Die Bestrebungen für eine Regierungsreform in der Schweiz lassen sich weit zurückverfolgen, sie führten aber zu keinen weitreichenden Ände-rungen betreffend das Regierungsorgan. Hauptsächliche Folgen waren Verwaltungsreformen. Schrittweise oder inkrementalistische Änderungen sind feststellbar. Sie betreffen die sogenannte Organisationsgewalt, die Bundeskanzlei, die Führungsstäbe, vor allem aber die Staatssekretärinnen und Staatssekre-täre. Die Leitplanken und die Zusatzbotschaft aus dem Jahr 2010 des Bun-desrates für eine Regierungsreform richten sich nach den Ergebnissen des Beitrages nach inkrementalistischen Entwicklungen aus. Mit der Verlängerung der Amtsdauer der Bundespräsidentin oder des Bundes-präsidenten könnte zudem ein neuer Entwicklungspfad begründet wer-den. Dem aktuellen Reformanstoss werden auf Grund der verwendeten Erklärungsansätze erhöhte Chancen zugemessen. Les efforts pour une réforme du gouvernement en Suisse remontent loin, mais ils n'ont pas abouti à des modifications de longue portée concernant l'organe gouvernemental. Les résultats principaux étaient des réformes de l'administration. Des modifications graduelles ou incrémentales sont détectables. Elles concernent le pouvoir d'organisation, la Chancellerie fédérale, les états-majors, mais surtout les secrétaires d'État. Les axes principaux et le message additionnel pour une réforme du gouvernement sont orientés vers les développements incrémentales constatés selon les recherches effectuées. L'allongement de la durée de fonction du président de la Confédération pourrait en plus constituer un nouveau chemin du développement. L'impulsion actuelle pour une réforme a des chances élevées d'aboutir selon les essais d'explication.

Verteilung des roten Zahnschmelzes im Gebiss der Soricidae (Mammalia, Insectivora)

The distribution of red, iron-containing enamel in the teeth of shrews (Soricidae) was investigated by optical and scanning electron microscopy in order to determine its function. Transverse and longitudinal sections of crania with mandibles in occlusion demonstrate that the red enamel in molars is restricted to corresponding wear facets (lingual side of upper molars, buccal side of lower molars). The projecting, scissor-like cutting edges produced by wear are composed of iron-containing enamel which wears away more slowly than adjacent white enamel. Therefore, this red enamel must be more resistant to abrasion and serves to prolong the usefullness of cutting edges. Finally, two alternative hypotheses are proposed to explain the secondary loss of the red, iron-bearing enamel in members of the Soricidae which lack this material.

Council Bluffs Interstate System Improvements Project Pottawatomie County, Iowa and Douglas County, Nebraska Project Number: IM-029-3(62)54-13-78, November 2004

The Iowa Department of Transportation (Iowa DOT), Nebraska Department of Roads (NDOR), and the Federal Highway Administration (FHWA) are proposing to improve the interstate system around Council Bluffs with improvements extending across the Missouri River on I-80 to east of the I-480 interchange in Omaha, Nebraska, see Figure 1-1. The study considers long-term, broad-based transportation improvements along I-80, I-29, and I-480, including approximately 18 mainline miles of interstate and 14 interchanges (3 system1, 11 service), that would add capacity and correct functional issues along the mainline and interchanges and upgrade the I-80 Missouri River Crossing. These improvements, once implemented, would bring the segments of I-80 and I-29 up to current engineering standards and modernize the roadway to accommodate future traffic needs. In 2001, Iowa DOT and FHWA initiated the Council Bluffs Interstate System (CBIS) Improvements Project. The agencies concluded that the environmental study process would be conducted in two stages; that is, a tiered approach would be applied. The project is being conducted pursuant to the National Environmental Policy Act (NEPA) regulations issued by the Council on Environmental Quality (CEQ), 40 Code of Federal Regulations (CFR) Part 1502.20, and FHWA 23 CFR Part 771.111, that permit tiering for large, complex NEPA studies. Tier 1 is an examination of the overall interstate system improvement needs, including a clear explanation of the area’s transportation needs, a study of alternatives to satisfy them, and broad consideration of potential environmental and social impacts. The Tier 1 evaluation is at a sufficient level of engineering and environmental detail to assist decision makers in selecting a preferred transportation strategy. Tier 1 includes preparation of a draft and final Environmental Impact Statement (EIS) that would disclose the potential environmental and social effects (evaluated at a planning level that considers a variety of conceptual designs) of the proposed improvements. The final EIS will conclude with a Record of Decision (ROD) that states the preferred plan for improvements to be implemented. Essentially, the Tier 1 document will establish the planning framework for the needed improvements. Because the scope of the overall system improvements is large, the interstate improvements would be implemented as a series of individual projects that fit into the overall planning framework. The Tier 1 Area of Potential Impact, which is discussed in detail in Section 4 is an alternative that considers a combination of the most reasonable concepts that have been developed, buffered by approximately 100 or more feet to ensure that any Tier 2 design modifications would remain inside the outer boundary.
