L’étude de cas qui compose ce mémoire de maîtrise cherche à expliquer sous l’optique sociologique la pérennité des relations conflictuelles qu’entretiennent le festival permanent Uzeste Musical et le village du même nom, peuplé de 450 habitants et dans lequel il se déroule depuis plus de 35 ans. Fondée sur une enquête de terrain mêlant approche ethnographique et entretiens semi-dirigés au sein de ce village du sud ouest de la France, l’analyse combine in vivo une description ethnographique du conflit à différents éléments théoriques susceptibles d’en rendre raison. Principalement, le recours à la théorie des champs et des sens pratiques de Bourdieu et à celle, pragmatique, de Boltanski et Thévenot, permet de saisir dans le discours des différents acteurs du conflit les raisons pour lesquelles un festival de jazz comme celui-ci se révèle être à bien trop d’égards étranger aux structures et à la culture d’un tel village pour s’y faire pleinement accepter. Il permet également de rendre compte de la manière par laquelle ces mêmes acteurs tendent à redéfinir un conflit – dont la longévité pourrait a priori sembler insoutenable – en des termes qui leur sont familiers, posture qui leur permet alors de relativiser une conflictualité qu’ils assimilent à l’histoire ordinaire de leur village et avec laquelle ils sont ainsi en mesure de composer.

The influence of partisan politics on public policy is a much debated issue of political science. With respect to foreign policy, often considered as above parties, the question appears even more problematic. This comparison of foreign aid policies in 16 OECD countries develops a structural equation model and uses LISREL analysis to demonstrate that parties do matter, even in international affairs. Social-democratic parties have an effect on a country's level of development assistance. This effect, however, is neither immediate nor direct. First, it appears only in the long run. Second, the relationship between leftist partisan strength and foreign aid works through welfare state institutions and social spending. Our findings indicate how domestic politics shapes foreign conduct. We confirm the empirical relevance of cumulative partisan scores and show how the influence of parties is mediated by other political determinants.

L'objectif de ce mémoire est de jeter les bases d'un nouveau récit historique portant sur les relations internationales du Québec, en rupture partielle avec le récit traditionnel, essentiellement issu des écrits provenant de la science politique, qui décrit l'activité internationale du gouvernement québécois en cherchant dans les particularités de l'histoire québécoise elle-même les forces de changement. Ce faisant, nous tentons plutôt de montrer que l'histoire des relations internationales du Québec est inexorablement enchâssée dans l'histoire canadienne, dans l'histoire nord-américaine et surtout dans l'histoire du capitalisme et du néolibéralisme. Depuis le début de son existence en tant qu'entité politique moderne, le gouvernement québécois entretient des liens avec des gouvernements étrangers, l'intensité de ceux-ci étant function des grandes transformations affectant le système capitaliste international au grand complet. Vers la fin de la période 1867-1973, la politique internationale du gouvernement québécois est institutionnalisée politiquement et juridiquement grâce à la formulation de la doctrine Gérin-Lajoie, qui s'appuie sur les dispositions constitutionnelles propres au Canada pour élaborer la politique internationale québécoise. Dans la période 1973-1981, les relations internationales du Québec se focalisent davantage sur des questions économiques, telles que la quête de capitaux étrangers et la projection d'une image de marque positive sur les marchés étrangers. Puis, dans la période 1981-1994, l'activité internationale du Québec est marquée par le virage néolibéral qui affecte tous les gouvernements capitalistes dans le monde. Ainsi, l'appareil diplomatique du Québec est de plus en plus perçu comme un outil de promotion des exportations des entreprises québécoises et d'adaptation à l'augmentation de l'interdépendance économique, et de moins en moins comme un réseau de contacts politiques et culturels. Afin de faire cette démonstration, nous puisons essentiellement dans deux types de sources primaires : d'une part, des sources gouvernementales, dont les rapports annuels des différents ministères associés aux relations internationales du Québec et du Canada au fil de la période et les livres blancs de politique internationale qu'ils ont publié, et d'autre part, des publications issues du milieu des affaires, dont la revue Les Affaires, excellent baromètre de la mentalité dominante de la classe entrepreneuriale du Québec et du Canada francophone.

The study is a close scrutiny of the process of investigation of offences in India along with an analysis of powers and functions of the investigating agency. The offences, which are prejudicial to sovereignty, integrity and security of the nation or to its friendly relations with foreign states, are generally called the offences against national security. Offences against national security being prejudicial to the very existence of the nation and its legal system, is a heinous and terrible one. As early as 1971 the Law Commission of India had pointed out the need of treating the offences relating to national security and their perpetrators on a totally different procedural footing. The recommendation that, all the offences coming under the said category ought to be brought under the purview of a single enactment so as to confront such offences effectively. The discrepancies in and inadequacies of the criminal justice system in India as much as they are related to the investigations of the offences against national security are examined and the reforms are also suggested. The quality of criminal justice is closely linked with the caliber of the prosecution system and many of the acquittals in courts can be ascribed not only to poor investigations but also to poor quality of prosecution.

The present study helped to understand the trend in rainfall patterns at smaller spatial scales and the large regional differences in the variability of rainfall. The effect of land use and orography on the diurnal variability is also understood. But a better understanding on the long term variation in rainfall is possible by using a longer dataset,which may provide insight into the rainfall variation over country during the past century. The basic mechanism behind the interannual rainfall variability would be possible with numerical studies using coupled Ocean-Atmosphere models. The regional difference in the active-break conditions points to the significance of regional studies than considering India as a single unit. The underlying dynamics of diurnal variability need to be studied by making use of a high resolution model as the present study could not simulate the local onshore circulation. Also the land use modification in this study, selected a region, which is surrounded by crop land. This implies the high possibility for the conversion of the remaining region to agricultural land. Therefore the study is useful than considering idealized conditions, but the adverse effect of irrigated crop is more than non-irrigated crop. Therefore, such studies would help to understand the climate changes occurred in the recent period. The large accumulation of rainfall between 300-600 m height of western Ghats has been found but the reason behind this need to be studied, which is possible by utilizing datasets that would better represent the orography and landuse over the region in high resolution model. Similarly a detailed analysis is needed to clearly identify the causative relations of the predictors identified with the predictant and the physical reasons behind them. New approaches that include nonlinear relationships and dynamical variables from model simulations can be included in the existing statistical models to improve the skill of the models. Also the statistical models for the forecasts of monsoon have to be continually updated.

This thesis entitled “Development planning at the state level in india a case study with reference to kerala1957-84.Planning in India is a concurrent subject with the Centre and the States having well-defined domains of jurisdiction with regard to planning functions and sources of resource mobilisation.The genesis of the lack of academic interest in state level planning is in the widely held belief that in the extent scheme of Centre-State economic relations, the states have little scope for initiative in planning.Both at the theoretical and empirical levels, Kerala has attached very great importance to planning.It has been the localeof wide and deep discussions on the various dimensions of planning.In Kerala's development process, the leading sector consists of social services such as education and public healthOne point that needs special emphasis in this regard is that the high demand for education in Kerala cannot be attributed to the Keralites' ‘unique urge‘ for education. Rather, it is related to the very high level of unemployment in the state (Kerala has the highest level of unemployment in the country.In resource allocation under the Five Year Plans, Kerala attached the highest weightage to power generation, hydro-electric projects being the major source of power in the state. Nearly one-fourth of the plan resources has been claimed by hydro-electric projects.In the agricultural sector, Kera1a's level of productive use of electric power is one of the lowest.As is evident.from above, planning in Kerala has not enabled us to solve the basic problems of the state. More 'scientific' planning in the sense of applying mre sophisticated planning techniques is obviously not the answer. It, on the contrary, consists of more fundamental changes some of which can be brought about through an effective use of measures well within the power of the State Government.

This study is directed to examine how far price fluctuations in pepper can be controlled in the Indian context so as to have a reasonable and stable income for the primary producers which will ensure an adequate ‘encouragement for higher production and better export earnings. In a study of the methods of controlling violent price fluctuations a important question is that whether the present system of management of supply is satisfactory or not. It is more so when the demand is likely to be sanimlatsd by the importers and wholesalers of the foreign countries. Though pepper is the most important of all the spices gross in India, little work has been done so far to study the problems and prospects of this commodity.

Thc tea industry in lndia is going through a period of crisis. The crisis in brought about mainly by cost caculation and declining or stagnant prices. The impact of the present crisis is felt most by the owners of tea plantations in Kcrala . The present study assumes significance due to the fact that the critic which already affected Keralas tea industry is now threatening to extend to other tea-growing areas in south India. Today, ensuring a favourablc price to the producers via-a-via possibilities or reducing the cost of production through increase in productivity of land and labour are the main considerations. The main purpose of the study is to analyse the factors behind the crisis as well as exploring immediate and long-term measures for the sustained growth of the industry.

The unprecedented increase in competition as well as protectionism in world markets makes it imperative for a country like India to get much more energetically involved in the export business and make the dictum "export and flourish" a really true proposition, as against a somewhat passive "export and perish" approach followed during the last three and a half decades. At present, India needs to evolve new export strategies to cope with the changing international scenario and to ensure a steady improvement in the otherwise sagging export performance. A search for such strategic measures becomes all the more important in view of the all-out efforts of the government for expanding the country's exports to tide over the crippling balance of payment deficits and to generate necessary foreign exchange to meet the import requirements for accelerating the tempo of economic development. The present study is an endeavour in this direction. Taking engineering exports as an example, the study demonstrates alternative ways of understanding indepth export performance analysis and learning lessons for better performance in future

Geochemical characteristics of surficial sediments in the Panangad region of Cochin estuary, the largest brackish-water humid ecosystem in the south-west coast of India, were analysed. Temporal variations in nutrient stoichiometry, seasonal characteristics of redox elements Fe and S, and the phosphorus geochemistry were employed for the purpose. The stoichiometric analysis pointed towards autochthonous origin of organic matter, possibility of nitrogen limitation, and allochthonous modification of redox conditions. Seasonal variations were not statistically significant for all the geochemical parameters, whereas significant spatial variations were observed with lower values at sandy stations, suggesting that the texture of the sediments is the main factor influencing the sediment geochemistry. Significant inter-relations between the geochemical parameters also suggest a common control mechanism. Based on these geochemical characteristics, the study region can be effectively categorized into two distinct zones, viz. (1) erosion and transportation and (2) deposition zones

The distribution of three important dissolved forms of nitrogen, viz. nitrate, nitrite and urea in the surface and bottom water samples collected from 27 selected hydrographic profiles, in the Arabian Sea, along the west coast of India is described. Of the three forms, nitrate concentrations were the highest and comparatively higher concentrations were observed in the bottom water. Decomposition of organic matter resulting in the release of the thermodynamically stable nitrogen species, i.e. nitrate, may be the major factor resulting in higher nitrate concentrations at these depths, where the water is also characterized by low values of dissolved oxygen and temperature. The significant positive correlation between A.O.U. and nitrate of the bottom water samples emphasizes the role of oxidative decomposition of organic matter which plays an active role in reducing the oxygen concentrations below the theoretical values since at this depth ( 200 m) the net production is taken to be zero. This is also evidenced by the negative correlation of nitrate with dissolved oxygen and temperature, for the bottom samples

La persecución que se desarrolla en Tíbet desde la llegada del régimen comunista, ha generado un desacuerdo de la sociedad occidental frente a las políticas hostiles en contra de la etnia tibetana. Sin embargo, la violencia sistemática y lo que es considerado por muchos como genocidio, es utilizado como instrumento estratégico en política exterior. En este caso, la presente monografía busca analizar cómo el tema de los refugiados tibetanos en India, su lucha y denuncia a nivel internacional es la oportunidad a principios de la década del 60, para generar presión internacional en contra de la República Popular China, en la búsqueda del mantenimiento de la seguridad nacional (caso indio), además de un mayor status y prestigio.

A partir de la aprobación del Acuerdo Nuclear con fines civiles entre Estados Unidos e India en 2008, se evidencia un viraje contundente de la política exterior norteamericana hacia ésta nación asiática. Este hecho sin precedentes, que implicó para Estados Unidos dejar atrás más de 3 décadas de políticas de no proliferación nuclear y un cambio en su legislación, hace cuestionar cuál es el interés estratégico de Estados Unidos en India. En ese orden de ideas, el objetivo de la presente investigación, ha sido demostrar que dicho interés estratégico busca una alianza con India como un actor de peso en el tablero asiático, para contener el avance del poderío de la República Popular de China en la región, mediante la aplicación de tres dinámicas a través de India: 1) El fortalecimiento de los vínculos en seguridad con India dada su proyección y relevancia geopolítica, 2) El estrechamiento de los lazos comerciales impulsados por Estados Unidos para mejorar las condiciones económicas de India, para así contrarrestar el poder económico de China y su influencia política en la región, y 3), encontrando en India un ancla de la democracia en Asia, en contraste del modelo político socialista de China.

Los debates en torno al concepto de seguridad han aumentado debido al fortalecimiento de la Democracia Liberal, el Estado de Derecho y la protección de los Derechos Humanos. En este contexto, se han establecido nuevos enfoques de seguridad que responden a los desafíos actuales que enfrenta el ser humano como alimentación, trabajo, salud, educación y vivienda. De esta manera, el enfoque restringido del concepto de seguridad entendido como la protección del Estado ha sido complementado, y no reemplazado, por la seguridad humana. Entre una gran variedad de posturas, Canadá y Japón se destacan en el marco de los estudios de seguridad, especialmente, en el estudio y aplicación de la seguridad humana. Kosovo, por su parte, se vio beneficiado por la participación de Canadá y Japón a la luz de los principios de Freedom from Fear y Freedom from Want durante su proceso de reconstrucción.
