Development and management indices identified in the capture fishery resources focus on stock management, freshwater and marine pollution by organic and inorganic compounds including silting, plankton sustainability, fishing methods, biological productivity, energy cycles, ornamental fish and sanctuaries. The issue of post-harvest handling and processing is also discussed. The paper also identifies fisheries sectorial problems at the artisanal and industrial level both at sea and at shore, in the processing plant, infrastructure, manpower and marketing issues. The paper suggests that advocacy should be incorporated into extension and communication programme ensuring some changes in attitudes of all stakeholders in the fisheries game. The paper concludes stating that policy makers should stop paying lip-service to the fisheries sub-sector and should create a separate Ministry for Fisheries

Technological advances in the marine renewable energy industry and increased clarity about the leasing and licensing process are fostering development proposals in both state and federal waters. The ocean is becoming more industrialized and competition among all marine space users is developing (Buck et al. 2004). More spatial competition can lead to conflict between ocean users themselves, and to tensions that spill over to include other stakeholders and the general public (McGrath 2004). Such conflict can wind up in litigation, which is costly and takes agency time and financial resources away from other priorities. As proposals for marine renewable energy developments are evaluated, too often decision-makers lack the tools and information to properly account for the cumulative effects and the tradeoffs associated with alternative human uses of the ocean. This paper highlights the nature of marine space conflicts associated with marine renewable energy literature highlights key issues for the growth of the marine renewable energy sector in the United States. In recent years coastal resource management has begun to stand as its own discipline. Its multidisciplinary nature gives it access to theory situated in each of the diverse fields which it may encompass, yet management practices often revert to the primary field of the manager. There is a lack of a common set of “coastal” theory from which managers can draw. Seven resource-related issues with which coastal area managers must contend include: coastal habitat conservation, traditional maritime communities and economies, strong development and use pressures, adaptation to sea level rise and climate change, landscape sustainability and resilience, coastal hazards, and emerging energy technologies. The complexity and range of human and environmental interactions at the coast suggest a strong need for a common body of coastal management theory which managers would do well to understand generally. Planning theory, which itself is a synthesis of concepts from multiple fields, contains ideas generally valuable to coastal management. Planning theory can not only provide an example of how to develop a multi- or transdisciplinary set of theory, but may also provide actual theoretical foundation for a coastal theory. In particular we discuss five concepts in the planning theory discourse and present their utility for coastal resource managers. These include “wicked” problems, ecological planning, the epistemology of knowledge communities, the role of the planner/ manager, and collaborative planning. While these theories are known and familiar to some professionals working at the coast, we argue that there is a need for broader understanding amongst the various specialists working in the increasingly identifiable field of coastal resource management. In most lakes, zooplankton production is constrained by food quantity, but frequently high C:P poses an additional constraint on zooplankton production by reducing the carbon transfer efficiency from phytoplankton to zooplankton. This review addresses how the flux of matter and energy in pelagic food webs is regulated by food quantity in terms of C and its stoichiometric quality in terms of C:P. Increased levels of light, CO2 and phosphorus could each increase seston mass and, hence, food quantity for zooplankton, but while light and CO2 each cause increased C:P (i.e. reduced food quality for herbivores), increased P may increase seston mass and its stoichiometric quality by reducing C:P. Development of food quality and food quantity in response to C- or P-enrichments will differ between 'batch-type' lakes (dominated by one major, seasonal input of water and nutrients) and 'continuous-culture' types of lakes with a more steady flow-rate of water and nutrients. The reciprocal role of food quantity and stoichiometric quality will depend strongly on facilitation via grazing and recycling by the grazers, and this effect will be most important in systems with low renewal rates. At high food abundance but low quality, there will be a 'quality starvation' in zooplankton. We propose an extended form of the von Bertalanffy growth function (VBGF), where the allocation of surplus energy to reproduction is considered. Any function can be used in our model to describe the ratio of energy allocation for reproduction to that for somatic growth. As an example, two models for energy allocation were derived: a step-function and a logistic function. The extended model can jointly describe growth in adult and juvenile stages. The change in growth rate between the two stages can be either gradual or steep; the latter gives a biphasic VBGF. The results of curve fitting indicated that a consideration of reproductive energy is meaningful for model extension. By controlling parameter values, our comprehensive model gives various growth curve shapes ranging from indeterminate to determinate growth. An increase in the number of parameters is unavoidable in practical applications of this new model. Additional information on reproduction will improve the reliability of model estimates.

Uma rede de trocadores de calor pode ser definida como um grupo de trocadores de calor interligados com o objetivo de reduzir a necessidade de energia de um sistema, sendo largamente usada nas indústrias de processos. Entretanto, uma rede está sujeita à deposição, a qual causa um decréscimo na efetividade térmica dos trocadores. Este fenômeno é provocado pelo acúmulo de materiais indesejáveis sobre a superfície de troca térmica. Para compensar a redução de efetividade térmica causada pela deposição, torna-se necessário um aumento no consumo de utilidades. Isto eleva os custos de operação, assim como os custos de manutenção. Estima-se que os custos associados à deposição atinjam bilhões de dólares anualmente. Em face a este problema, vários trabalhos de pesquisa têm investigado métodos para prevenir a deposição e/ou gerenciar as operações em uma rede. Estudos envolvem desde a otimização de trocadores de calor individuais, simulação e monitoramento de redes, até a otimização da programação das paradas para limpeza de trocadores de calor em uma rede. O presente trabalho apresenta a proposição de um modelo para simulação de redes de trocadores de calor com aplicações no gerenciamento da deposição. Como conseqüência, foi desenvolvido um conjunto de códigos computacionais integrados, envolvendo a simulação estacionária de redes, a simulação pseudo-estacionária do comportamento de redes em relação à evolução da deposição, a estimação de parâmetros para diagnóstico do problema da deposição e a otimização operacional deste tipo de sistema. Com relação ao simulador estacionário, o modelo da rede foi formulado matricialmente e os balanços de massa e energia são resolvidos como sistemas de equações lineares. Do ponto de vista da otimização, o procedimento proposto redistribui as vazões, visando um melhor aproveitamento térmico dos trocadores da rede, como, por exemplo, buscando as vazões da rede que maximizem a temperatura da corrente de entrada no forno em unidades de destilação atmosférica de óleo cru. Os algoritmos foram implementados em alguns exemplos da literatura e em um problema de uma refinaria real. Os resultados foram promissores, o que sugere que a proposta deste trabalho pode vir a ser uma abordagem interessante para operações envolvendo redes de trocadores de calor

Observers were placed at offshore sites to monitor and protect sea turtles during explosive removals of oil and gas structures in the Gulf of Mexico off Louisiana and Texas. Data collected during more than 6,500 hours of monitoring at 106 structure removals in 1992 provided information on sea turtle distribution. Eighteen individuals were observed including 10 loggerheads, 2 leatherbacks, 1 hawksbill, and 5 unidentified sea turtles. The observation rate (individuals per monitoring hour) of sea turtles was about 30 times higher during aerial surveys than during day or night suiface surveys.

This memorandum has four parts. The first is a review and partial synthesis of Phase 1 and Phase 2 Reports by Dr. Ernest Estevez of the Mote Marine Laboratory to the Board of County Commissioners of Sarasota County, Florida. The review and synthesis emphasizes identification of the most important aspects of the structure of the Myakka system in terms of forcing functions, biological components, and major energy flows. In this context, the dominant primary producers, dominant fish species and food habits, and major environmental variables were of articular interest. A major focus of the review and synthesis was on the river zonations provided in the report and based on salinity and various biological indicators. The second part of this memorandum is a review of a draft report by Mote Marine Laboratory on evaluation of potential water quality impacts on the Myakka River from proposed activities in the watershed. This Memorandum's third part is a review of resource-management related ecosystem models in the context of possible future models of the Myakka River Ecosystem. The final part of this memorandum is proposed future work as an extension of the initial reports.

Innovation policies play an important role throughout the development process of emerging industries. However, existing policy studies view the process as a black-box, and fail to understand the policy-industry interactions through the process. This paper aims to develop an integrated technology roadmapping tool, in order to facilitate the better understanding of policy heterogeneity at the different stages of new energy industries in China. Through the case study of Chinese wind energy equipment manufacturing industry, this paper elaborates the dynamics between policy and the growth process of the industry. Further, this paper generalizes some Chinese specifics for the policy-industry interactions. As a practical output, this study proposes a policy-technology roadmapping framework that maps policy-market-product- technology interactions in response to the requirement for analyzing and planning the development of new industries in emerging economies (e.g. China). This paper will be of interest to policy makers, strategists, investors, and industrial experts. © 2011 IEEE.
