This study presents an application of the geographical information system technology on plant disease involving a multidisciplinary teamwork of geoprocessing and physiopathology specialists. The spatial analysis tools in a GIS were used to evaluate the spatial distribution of two diseases of maize in Brazil: polysora rusl caused by Puccinia polysora and tropical rust caused by Physopella zeae. A database of cIimate variables (mean temperature. relative humidity. and leaf wetness duration) of cIimatological normal from 1961-1990 was obtained and then related it to a mathematical model of disease development (polysora rust) and to the cIimate intervals (tropical rust) in order to obtain the maps. The choice of the model or the favorable climate interval is the important chalIenge of the method because the difficulty of adequacy to the spatial and temporal scales for the specific application. The major incidence of both disease occurred in almost alI the North region from January to June. although this region has traditionalIy a low production of maize. Considering the biggest producers regions. for both the diseases, favorable areas are located in part of Mato Grosso, Tocanlins. Minas Gerais; Mato Grosso do Sul. and coastal areas of São Paulo, Paraná, and Santa Catarina. varying among the dilferent months from January to June. The method allowed making an adequate distinction of the states and the months considered.

The aim of this work is to understand the morphological expression of ground occupation by the higher income population, by focusing on population distribution in accordance with income layers and demographical density, as well as topological accessibility (HILLIER and HANSON, 1984) resulting from the urban grid structure. It endeavors to identify a functional organizing principle regarding the intra-urban space of Natal capital city of the state of Rio Grande do Norte, the research focus. In order to achieve this, census data as well as syntactic data were utilized for mapping and spatial analysis of income patterns, topological accessibility and demographical density using Geographical Information System GIS. The organizing principle was named as the Form of Privilege, a pattern that concentrates or tends to concentrate wealth, topological accessibility and low demographical density. Attempting to assess its extent, beyond Natal, this principle was applied to other Brazilian northeastern capitals such as: Fortaleza, CE; Teresina, PI; Aracaju, SE; Recife, PE; and João Pessoa, PB. Findings point out that although the urban structures of these cities are not immune to the Form of Privilege, Natal is emblematic of this phenomenon, a fact that demonstrates the perverse character of its spatial process, which historically creates privileged areas within the city, by means of the appropriation of accessibility as well as of the many urban benesses that are related to it by higher income groups at the expense of the major part of the population, which though being the people mostly in need of the benefits originating from the urban form are excluded from them

A Emenda Constitucional 64/2010 garantiu Direito Humano à Alimentação como direito básico e social, alterando o Artigo 6º da Constituição Federal. O artigo analisa as significativas implicações desta alteração na gestão das políticas públicas brasileiras Ao assegurar o Direito à Alimentação como direito básico e social, a Carta constituiu um dever, ou uma obrigação positiva do Estado brasileiro. O artigo discute também o significado desta mudança para o sistema brasileiro de informações, argumentando que já existem fontes de dados e sistema de indicadores construídos para o monitoramento consistente das situações de (in)segurança alimentar e nutricional no país, restando agora ao governo federal e aos gestores do Sistema Brasileiro de Informações Estatísticas e Geográficas definir a regularidade e a frequência da aplicação e divulgação destes instrumentos. I utilized state the art remote sensing and GIS (Geographical Information System) techniques to study large scale biological, physical and ecological processes of coastal, nearshore, and offshore waters of Lake Michigan and Lake Superior. These processes ranged from chlorophyll a and primary production time series analysies in Lake Michigan to coastal stamp sand threats on Buffalo Reef in Lake Superior. I used SeaWiFS (Sea-viewing Wide Field-of-view Sensor) satellite imagery to trace various biological, chemical and optical water properties of Lake Michigan during the past decade and to investigate the collapse of early spring primary production. Using spatial analysis techniques, I was able to connect these changes to some important biological processes of the lake (quagga mussels filtration). In a separate study on Lake Superior, using LiDAR (Light Detection and Ranging) and aerial photos, we examined natural coastal erosion in Grand Traverse Bay, Michigan, and discussed a variety of geological features that influence general sediment accumulation patterns and interactions with migrating tailings from legacy mining. These sediments are moving southwesterly towards Buffalo Reef, creating a threat to the lake trout and lake whitefish breeding ground.

The increasing trend of disaster victims globally is posing a complex challenge for disaster management authorities. Moreover, to accomplish successful transition between preparedness and response, it is important to consider the different features inherent to each type of disaster. Floods are portrayed as one of the most frequent and harmful disasters, hence introducing the necessity to develop a tool for disaster preparedness to perform efficient and effective flood management. The purpose of the article is to introduce a method to simultaneously define the proper location of shelters and distribution centers, along with the allocation of prepositioned goods and distribution decisions required to satisfy flood victims. The tool combines the use of a raster geographical information system (GIS) and an optimization model. The GIS determines the flood hazard of the city areas aiming to assess the flood situation and to discard floodable facilities. Then, the multi-commodity multimodal optimization model is solved to obtain the Pareto frontier of two criteria: distance and cost. The methodology was applied to a case study in the flood of Villahermosa, Mexico, in 2007, and the results were compared to an optimized scenario of the guidelines followed by Mexican authorities, concluding that the value of the performance measures was improved using the developed method. Furthermore, the results exhibited the possibility to provide adequate care for people affected with less facilities than the current approach and the advantages of considering more than one distribution center for relief prepositioning.

Introducción: El Cáncer es prevenible en algunos casos, si se evita la exposición a sustancias cancerígenas en el medio ambiente. En Colombia, Cundinamarca es uno de los departamentos con mayores incrementos en la tasa de mortalidad y en el municipio de Sibaté, habitantes han manifestado preocupación por el incremento de la enfermedad. En el campo de la salud ambiental mundial, la georreferenciación aplicada al estudio de fenómenos en salud, ha tenido éxito con resultados válidos. El estudio propuso usar herramientas de información geográfica, para generar análisis de tiempo y espacio que hicieran visible el comportamiento del cáncer en Sibaté y sustentaran hipótesis de influencias ambientales sobre concentraciones de casos. Objetivo: Obtener incidencia y prevalencia de casos de cáncer en habitantes de Sibaté y georreferenciar los casos en un periodo de 5 años, con base en indagación de registros. Metodología: Estudio exploratorio descriptivo de corte transversal,sobre todos los diagnósticos de cáncer entre los años 2010 a 2014, encontrados en los archivos de la Secretaria de Salud municipal. Se incluyeron unicamente quienes tuvieron residencia permanente en el municipio y fueron diagnosticados con cáncer entre los años de 2010 a 2104. Sobre cada caso se obtuvo género, edad, estrato socioeconómico, nivel académico, ocupación y estado civil. Para el análisis de tiempo se usó la fecha de diagnóstico y para el análisis de espacio, la dirección de residencia, tipo de cáncer y coordenada geográfica. Se generaron coordenadas geográficas con un equipo GPS Garmin y se crearon mapas con los puntos de la ubicación de las viviendas de los pacientes. Se proceso la información, con Epi Info 7 Resultados: Se encontraron 107 casos de cáncer registrados en la Secretaria de Salud de Sibaté, 66 mujeres, 41 hombres. Sin división de género, el 30.93% de la población presento cáncer del sistema reproductor, el 18,56% digestivo y el 17,53% tegumentario. Se presentaron 2 grandes casos de agrupaciones espaciales en el territorio estudiado, una en el Barrio Pablo Neruda con 12 (21,05%) casos y en el casco Urbano de Sibaté con 38 (66,67%) casos. Conclusión: Se corroboro que el análisis geográfico con variables espacio temporales y de exposición, puede ser la herramienta para generar hipótesis sobre asociaciones de casos de cáncer con factores ambientales.

In 2014, Portugal was the seventh largest pellets producer in the World. Since the shortage of raw material is one of the major obstacles that the Portuguese sellets market faces, the need for a good assessment of biomass availability for energy purposes at both country and regional levels is reinforced. This work uses a Geographical Information System environment and remote sensing data to assess the availability and sustainability of forest biomass residues in a management unit with around 940 ha of maritime pine forest. The period considered goes from 2004 to 2015. The study area is located in Southwestern Portugal, close to a pellets factory; therefore the potential Contribution of the residual biomass generated in the management unit to the production of pellets is evaluated. An allometric function is used for the estimation of maritime pine above ground biomass. With this estimate, and considering several forest operations, the residual biomass available was assessed, according to stand composition and structure. This study shows that, when maritime pine forests are managed to produce wood, the amount of residues available for energy production is small (an average of 0.37 t ha -1 year -1 were generated in the study area between 2004 and 2015). As a contribution to the sustainability of the Portuguese pellets industries, new management models for maritime pine forests may be developed. The effect of the pinewood nematode on the availability of residual biomass can be clearly seen in this study. In the management unit considered, cuts were made to prevent dissemination of the disease. This contributes to a higher availability of forest residues in a specific period of time, but, in the medium term, they lead to a decrease in the amount of residues that can be used for energy purposes.

Above ground biomass is frequently estimated with forest inventory data and an extrapolation method for the per unit area evaluations. This procedure is labour demanding and costly. In this study above ground biomass functions, whose independent variable is crown horizontal projection, were developed. Multi-resolution segmentation method and object-oriented classification, based on very high spatial resolution satellite images, were used to obtain the area of tree crown horizontal projection for umbrella pine (Pinus pinea L.). A set of inventory plots were measured and with existing allometric functions for this species above ground biomass per tree and per plot were calculated. The two data sets were used to fit linear functions both for individual plot and their cumulative values. The results show a good performance of the models. Errors smaller than 10% are obtained for stand areas greater than 1.4 ha. These functions have the advantages of estimating above ground biomass for all the area under study or surveillance, not requiring forest inventory; allow monitoring in short time periods; and are easily implemented in a geographical information system environment.

Los incendios forestales constituyen problemas que ocasionan grandes daños ambientales sobre los ecosistemas, uno de los mayores impactos en el ambiente son los efectos sobre el cambio climático, situación que acentúa los problemas globales que atentan la vida sobre el planeta. Notoriamente, se reconoce que los incendios son un agente constante de cambios sobre los paisajes naturales y por tanto su estudio reviste importancia, ya que afectan de una manera notable la vegetación, la fauna, el suelo y aumentan el peligro de desertificación, lo que conlleva a los problemas socioeconómicos. Este artículo tiene por objetivo determinar el riesgo ante incendios forestales en la cuenca del Río Tempisque en Costa Rica, a partir de variables explicativas como la proximidad a carreteras, tipos de usos de la tierra, focos de incendios, insolación y altitud sobre el nivel de mar, modeladas con técnicas de Evaluación Multicriterio (ECM) en un Sistema de Información Geográfica (SIG).Dado que el concepto riesgo se refiere a una condición de probabilidad, en este artículo se recrea escenarios en donde podría tener lugar el fuego, los cuales se correlacionan con eventos que se han presentando en años anteriores. Se debe advertir que no se considera la variable viento como factor dispersor del fuego, ya que el objetivo es determinar lugares con condición favorable a incendio sin mediar los factores que contribuyen en su distribución.Palabras claves: incendio forestal, problema ambiental, riesgo, modelaje, sistemas de información geográfica y evaluación multicriterio.AbstractForest fires are problems that cause environmental damage to ecosystems. Therefore, fire studies are important because of the significant effect of fire on vegetation, fauna and soils and the increased danger of desertification, leading to socioeconomicproblems.This article has as its objective to determine the risk before forest fires on the Tempisque RiverBasin in Costa Rica from explanatory variables such as proximity to roads, types of land uses, fireoutbreaks, isolation and altitude above sea level, using Multicriteria Evaluation (NDE) modeling techniques in a Geographic Information System.As the term risk refers to a condition of probability, this article recreates scenarios where a fire could occur, which correlate with events that have occurred in previous years. La danta centroamericana (Tapirus bairdii) es el mamífero terrestre de mayor tamaño en el Neotrópico. Es un importante dispersor de semillas que contribuye al enriquecimiento de especies en los bosques donde habita. Varios estudios ecológicos han permitido conocer esta especie discreta; sin embargo, su distribución y el tamaño de sus poblaciones permanece sensiblemente desconocido fuera de las áreas silvestres protegidas. El propósito de esta investigación consistió en proponer una metodología de análisis geo-espacial sencilla que permitiera realizar una evaluación rápida del hábitat potencial para la danta centroamericana. Se seleccionaron siete variables de la ecología de la danta centroamericana, las cuales fueron evaluadas en el Corredor Biológico San Juan-La Selva, mediante un sistema de información geográfica (SIG). Estimamos la población de dantas con un rango de 69 a 208 individuos. Esto es una manera barata de determinar la viabilidad del hábitat de la danta cuando existe información confiable sobre los procesos dinámicos de los ecosistemas presentes en el área del estudio.Palabras clave: Tapiridae, danta centroamericana, Tapirus bairdii, evaluación de hábitat, analisis geo-espacial, Corredor Biológico San Juan-La Selva, Costa RicaAbstract: Baird’s Tapir (Tapirus bairdii) is the largest terrestrial mammal in the Neotropics. It is an important seed disperser that contributes to the enrichment of species in the forests where it lives. Several ecological studies on this species have generated knowledge about this discreet species; nevertheless, its distribution and the size of its populations outside protected wildlife areas sensibly remain unknown. The purpose of this investigation consisted in proposing a simple methodology of geo-space analysis that allowed realizing a fast evaluation of the potential habitat for Baird’s Tapir. Seven variables of the ecology of Baird’s Tapir were selected, which were evaluated in the San Juan-La Selva Biological Corridor, using a geographical information system (GIS) program. We estimated the tapir population to range from 69 to 208 individuals. This is an inexpensive way to assess Tapir’s habitat viability when there is a strong knowledge about the dynamic processes from the ecosystems present in the study area.Key Words: Tapiridae, Baird’s Tapir, Tapirus bairdii, habitat viability assessment, geo-spatial analysis, San Juan-La Selva Biological Corridor, Costa Rica

En el Área Metropolitana de San José (AMSJ), 14 Municipalidades se esfuerzan por realizar mejoras sustanciales en la administración de los territorios, la gestión de cobro de impuestos y servicios y el desarrollo de planes de Ordenamiento Territorial Local (Planes Reguladores). Dentro de este ámbito, la implementación de un Sistema de Información Territorial (SIT), cobra especial relevancia, por lo que la Municipalidad de Escazú, ha desarrollado proyectos que le han permitido contestar preguntas cruciales en torno de la implementación de un SIT, entre ellas, ¿Por qué se necesita un SIT en la Municipalidad?, ¿Cómo implementarlo?, ¿Se debe ajustar el SIT a la Municipalidad o esta última debe ajustarse al SIT?, ¿Cuánto cuesta y cuánto se tarda para tener un SIT?. El proceso no ha sido fácil, y probablemente el camino para implementar con éxito un SIT no sea único o idéntico para todas las organizaciones, sin embargo, todo aquello que haya sido utilizado y probado puede ser de utilidad para otros.Palabras clave: Gestión municipal, Sistema de Información Territorial, Sistema de información Geográfca, Sistema de Información Catastral, Planifcación urbana, Formulación de proyectos.Abstract At Área Metropolitana de San José (AMSJ), 14 municipalities are making efforts to improve their systems for taxes collection and Urban Land Planning in order to achieve sustainable development of their territories. At this stage, implementation of a Geographical Information System (GIS) or Territorial Information System (SIT, in Spanish) takes on special relevance. The city of Escazú has developed projects that have allowed it in turn to answer crucial questions concerning implementation of a SIT, such as: Why is it necessary for a municipality to have a SIT? How does it work? Does the organization have to adjust to the SIT or should the SIT be adjusted to the needs of the organization? Finally, how much does it cost to implement a SIT and how long will it take? The process has not been easy, and probably the way to implement a successful SIT is not the same for every municipality. Nevertheless, the experiences of one municipality can be useful for others seeking to implement such a system. El presente artículo muestra la aplicación de un Sistema de Información Geográfica (SIG) con una interfase con manejador de base de datos. El SIG utilizado es de modelo raster sin la capacidad de desarrollar una base de datos descriptiva. La aplicación desarrollada es conocida como Sistema de Información Geográfica para Gobiernos Locales (SIGGLO)y el área donde se implementó fue en el cantón de santo Domingo de la provincia de Heredia. En el apartado Los Planes de ordenamiento Territorial se discute sobre la utilidad que posee este tipo de instrumentos, que regulan el ordenamiento a nivel local y en forma paralela los autores presentan sus inquietudes del porqué los planes reguladores no han tenido el éxito deseado. Posteriormente, se presenta la visión de los autores sobre Los Planes de ordenamiento Manuales vs. Automatizados, el cual permite presentar las ventajas y desventajas que poseen los SiGs para implementar un Plan de Ordenamiento a través de esta tecnología. Seguidamente se presenta en detalle la experiencia obtenida con el SIGGLO, donde se explica la utilización del SIG y de un paquete de digitalización para combinar luego ambos con un manejador de bases de datos. Por último, se presentan una serie de restricciones que tiene el SIGGLO, también las recomendaciones que se deberían considerar al implementar un nuevo proyecto bajo la metodología del SIGGLO. ABSTRACTThe present article presents an application of a data base management system interfacing with a Geographical Information System (GIS). The utilized GIS for the project is a raster based system without the ability to develop a descriptive data base. This system is called Geographical Information System for Local Governments (SIGGLO) and was implemented in the canton of Santo Domingo, Costa Rica. It is mentioned in Territorial Organization Plans the utility that GIS systems have in regulating organization on a local level. In parallel form, the authors present their doubts of why these regulatory plans have not had the desired success. Afterwards, the authors present their vision of an Organization Plan for Manual and Automated functions which permit the presentation of the advantages and disadvantages that contain GIS in order to implement a Organization Plan with these technologies. Following this is a detailed presentation of the experience obtained with SIGGLO and where it is explained the utility of the GIS and of a digitizing software package which was later combined in the data base management system. Finally, a series of restrictions is presented that SIGGLO has which also contains details of recommendations that should be considered upon implementing a new project under the SIGGLO methodology.

Introduction: Brazil, is one of the main agricultural producers in the world ranking 1st in the production of sugarcane, coffee and oranges. It is also 2nd as world producer of soybeans and a leader in the harvested yields of many other crops. The annual consumption of mineral fertilizers exceeds 20 million mt, 30% of which corresponds to potash fertilizers (ANDA, 2006). From this statistic it may be supposed that fertilizer application in Brazil is rather high, compared with many other countries. However, even if it is assumed that only one fourth of this enormous 8.5 million km2 territory is used for agriculture, average levels of fertilizer application per hectare of arable land are not high enough for sustainable production. One of the major constraints is the relatively low natural fertility status of the soils which contain excessive Fe and Al oxides. Agriculture is also often practised on sandy soils so that the heavy rainfall causes large losses of nutrients through leaching. In general, nutrient removal by crops such as sugarcane and tropical fruits is much more than the average nutrient application via fertilization, especially in regions with a long history of agricultural production. In the recently developed areas, especially in the Cerrado (Brazilian savanna) where agriculture has expanded since 1980, soils are even poorer than in the "old" agricultural regions, and high costs of mineral fertilizers have become a significant input factor in determining soybean, maize and cotton planting. The consumption of mineral fertilizers throughout Brazil is very uneven. According to the 1995/96 Agricultural Census, only in eight of the total of 26 Brazilian states, were 50 per cent or more of the farms treated "systematically" with mineral fertilizers; in many states it was less than 25 per cent, and in five states even less than 12 per cent (Brazilian Institute for Geography and Statistics; Censo Agropecuario1995/96, Instituto Brazileiro de Geografia e Estadistica; IBGE, www.ibge.gov.br). The geographical application distribution pattern of mineral fertilizers may be considered as an important field of research. Understanding geographical disparities in fertilization level requires a complex approach. This includes evaluation of the availability of nutrients in the soil (and related soil properties e.g. CEC and texture), the input of nutrients with fertilizer application, and the removal of nutrients by harvested yields. When all these data are compiled, it is possible to evaluate the balance of particular nutrients for certain areas, and make conclusions as to where agricultural practices should be optimized. This kind of research is somewhat complicated, because it relies on completely different sources of data, usually from incomparable data sources, e.g. soil characteristics attributed to soil type areas, in contrast to yields by administrative regions, or farms. A priority tool in this case is the Geographical Information System (GIS), which enables attribution of data from different fields to the same territorial units, and makes possible integration of these data in an "inputoutput" model, where "input" is the natural availability of a nutrient in the soil plus fertilization, and "output" export of the same nutrient with the removed harvested yield.

The Lattes platform is the major scientific information system maintained by the National Council for Scientific and Technological Development (CNPq). This platform allows to manage the curricular information of researchers and institutions working in Brazil based on the so called Lattes Curriculum. However, the public information is individually available for each researcher, not providing the automatic creation of reports of several scientific productions for research groups. It is thus difficult to extract and to summarize useful knowledge for medium to large size groups of researchers. This paper describes the design, implementation and experiences with scriptLattes: an open-source system to create academic reports of groups based on curricula of the Lattes Database. The scriptLattes system is composed by the following modules: (a) data selection, (b) data preprocessing, (c) redundancy treatment, (d) collaboration graph generation among group members, (e) research map generation based on geographical information, and (f) automatic report creation of bibliographical, technical and artistic production, and academic supervisions. The system has been extensively tested for a large variety of research groups of Brazilian institutions, and the generated reports have shown an alternative to easily extract knowledge from data in the context of Lattes platform. This article evaluates social implications of the ""SIGA"" Health Care Information System (HIS) in a public health care organization in the city of Sao Paulo. The evaluation was performed by means of an in-depth case study with patients and staff of a public health care organization, using qualitative and quantitative data. On the one hand, the system had consequences perceived as positive such as improved convenience and democratization of specialized treatment for patients and improvements in work organization. On the other hand, negative outcomes were reported, like difficulties faced by employees due to little familiarity with IT and an increase in the time needed to schedule appointments. Results show the ambiguity of the implications of HIS in developing countries, emphasizing the need for a more nuanced view of the evaluation of failures and successes and the importance of social contextual factors.
