As condiçoes de trabalho sao elementos que aparecem com frequência quando se discute sobre os problemas que os professores enfrentam na prática pedagógica. Nesse contexto, o objetivo deste estudo caracteriza-se por refletir sobre a gestao educacional relacionada ao ensino da Educaçao FÃsica no contexto escolar do municÃpio de Santa Maria ? RS, com intençao de analisar as condiçoes da infraestrutura para a realizaçao de atividades pedagógicas que estruturam a prática da disciplina. No estudo de caso, realizado em duas escolas da rede pública de ensino do municÃpio, foram entrevistados e acompanhados dois professores, de duas escolas estaduais da periferia da cidade de Santa Maria. Através das entrevistas dos professores, e análise das infraestruturas foi observado que os espaços fÃsicos destinados à s aulas de Educaçao FÃsica das escolas públicas do municÃpio de Santa Maria ? RS analisadas possuem determinadas limitaçoes que podem influenciar o trabalho pedagógico dos professores da disciplina e até mesmo a participaçao de alunos nas atividades

There are a great number of evidences showing that education is extremely important in many economic and social dimensions. In Brazil, education is a right guaranteed by the Federal Constitution; however, in the Brazilian legislation the right to the three stages of basic education: Kindergarten, Elementary and High School is better promoted and supported than the right to education at College level. According to educational census data (INEP, 2009), 78% of all enrolments in College education are in private schools, while the reverse is found in High School: 84% of all matriculations are in public schools, which shows a contradiction in the admission into the universities. The Brazilian scenario presents that public universities receive mostly students who performed better and were prepared in elementary and high school education in private schools, while private universities attend students who received their basic education in public schools, which are characterized as low quality. These facts have led researchers to raise the possible determinants of student performance on standardized tests, such as the Brazilian Vestibular exam, to guide the development of policies aimed at equal access to College education. Seeking inspiration in North American models of affirmative action policies, some Brazilian public universities have suggested rate policies to enable and facilitate the entry of "minorities" (blacks, pardos1, natives, people of low income and public school students) to free College education. At the Federal University of the state Rio Grande do Norte (UFRN), the first incentives for candidates from public schools emerged in 2006, being improved and widespread during the last 7 years. This study aimed to analyse and discuss the Argument of Inclution (AI) - the affirmative action policy that provides additional scoring for students from public schools. From an extensive database, the Ordinary Least Squares (OLS) technique was used as well as a Quantile Regression considering as control the variables of personal, socioeconomic and educational characteristics of the candidates from the Brazilian Vestibular exam 2010 of the Federal University of the state Rio Grande do Norte (UFRN). The results demonstrate the importance of this incentive system, besides the magnitude of other variables

This study is dedicated to explain the extent to which political influence in the management of state-owned enterprises can be considered legitimate in the light of the fundamental right to good governance and corporate and public governance, for which was undertaken bibliographical and documentary research guided by the deductive method of work, in which were investigated and presented concepts and issues relating to the State, Government, politics, Public Administration, constitutional principles of Public Administration, the fundamental right to good administration, corporate and public governance and state enterprises. Based on the assumptions found in the works and consulted laws it was possible to conclude that the political influence in state-owned enterprises management can be considered legitimate in the light of the fundamental right to good governance if it promotes the public interest and the public purposes achievement, effectively, efficiently and if it preserves the citizens' rights and the principles and rules that make up the legal framework for public administration; and can be considered legitimate in the light of corporate and public governance to the extent that, in a transparent manner and according to the relevant rules, it seeks not the private benefit of politicians, but to promote the public interest or, in other words, the increase of public value produced by them, while protecting and guaranteeing the rights of its stakeholders and shareholders.

Em tempos de grandes argumentações em torno da globalização, temos vindo a assistir, em Portugal, e um pouco por todo o mundo, à discussão sobre a autonomia dos indivÃduos e das instituições. Ao mesmo tempo, discutem-se as vantagens e desvantagens, não só dessa autonomia, mas também de uma maior desconcentração e descentralização por parte do Estado, em geral, e dentro de cada uma das suas unidades orgânicas. O Ministério da Educação português não tem estado alheio a esta discussão e tem produzido legislação no sentido de as concretizar. O presente estudo alinha-se nestas preocupações e tenta determinar se à s escolas públicas enquanto instituições estatais, garante do ensino público, tem sido outorgada essa autonomia e qual o seu grau de exercÃcio. Em simultâneo visa aferir das dificuldades que esse processo descentralizador tem vindo experimentar.

O Plano Tecnológico de Educação (PTE) pretendeu equipar tecnologicamente as escolas públicas de Portugal continental, procurando introduzir, por essa via, alterações e inovação no ensino e na aprendizagem. Neste contexto, importa destacar o papel que os coordenadores do PTE tiveram localmente, já que foram os responsáveis pela sua implementação dentro das escolas. Focámos assim a nossa investigação na figura dos CPTE, de forma a percebermos como o PTE tinha sido implementado e liderado nas escolas. Partimos de um enquadramento do problema, perspetivado em torno de três temas: a construção do Plano Tecnológico de Educação, destacando os seus três eixos e projetos, a problemática da incorporação das tecnologias de informação e comunicação na educação e o papel da liderança em projetos de inovação e mudança. O estudo empÃrico realizado apoiou-se fundamentalmente em métodos quantitativos, complementado por elementos qualitativos. Foi aplicado um inquérito a uma amostra com representação nacional, de 100 CPTE, de agrupamentos de escolas e escolas não agrupadas de Portugal continental com ensino secundário. Este inquérito permitiu perceber quem foram estes coordenadores ao definirmos o seu perfil relativamente à s suas caracterÃsticas pessoais e profissionais, à s suas competências nas dimensões previstas para a função, bem como à sua liderança, neste caso concreto através da utilização do MLQ, de Bass & Avolio. Permitiu ainda determinar as condições de implementação do PTE e os principais constrangimentos. Os resultados obtidos comprovaram que nem todos os objetivos inicialmente propostos para o PTE foram concluÃdos ou implementados. No entanto, o balanço a nÃvel tecnológico e de gestão é bastante positivo e menos a nÃvel pedagógico. A liderança desempenhada pela generalidade dos CPTE enquadrou-se no perfil ideal identificado por Avolio & Bass (1995), onde as caracterÃsticas de liderança transformacional são as mais manifestadas, complementando-se com algumas de liderança transacional.

A desorganização dos prontuários em na ESF Jardim dos Pescadores tem como principal causador a grande quantidade de prontuários avulsos, decorrente da falta de cadastro de famÃlias em nossa área. Estima-se que pelo menos 2500 pessoas moram na área abrangida pelo Jardim, mas apenas 900 são cadastradas, gerando 1600 prontuários avulsos. A dificuldade em cadastrar essas famÃlias é devido à grande extensão do nosso território, que abrange zonas rurais há 40km da unidade, e à falta de transporte para que a equipe cadastre as famÃlias, que já estão sendo atendidas na unidade mesmo sem o cadastramento prévio. O prontuário é um documento muito importante, ele contém não só a história médica do paciente, mas também nos permite estimar outras caracterÃsticas, como a assiduidade deste ao serviço de saúde e sua situação socioeconômica. A falta de organização dos prontuários familiares prejudica a qualidade das intervenções propostas pela equipe, ao impossibilitar que a doença seja vista no contexto familiar e que o profissional tenha uma visão das fragilidades e dos pontos fortes dela. Como plano de intervenção, cadastramos os pacientes e agrupamos os prontuários avulsos em Prontuários Familiares. Após o cadastramento de 89% da população do território abrangido, como esperado, houve diminuição da frequência de consultas sem prontuário, agilização do processo de renovação de receitas de pacientes já em acompanhamento na unidade e otimização na busca ativa de pacientes em situações de risco social ou com controle inadequado. Houve ganhos secundários, como o aumento do número de primeiras consultas.

The goals of this study are to identify the potencialities avaiable in elementary public schools for the development of an educational process wich includes environmental issues helpping to find its integration with university in order to contribuite raises teaching levels for a better comprehension of regional environmental problems. Research data were collected through questionnaires and interviews with geography teachers analyising theirs activities and perspectives on the environmental crisis and environmental education. The study also offers sugestions for the devellopment of interdisciplinaires programs trying to contibute for the construction of citizenship showing the importance of better comprehension from environmental problems which includes physical, economics, social, political and cultural aspects.

The purpose of the present study was to verify the factorial validity of a learning strategy scale as well as to explore the concurrent validity of the instrument in regard to students´ academic achievement. The sample was composed of 815 basic education children from both public and private schools of São Paulo and Minas Gerais. The Learning Strategy Scale was collectively applied. Exploratory factorial analyses were conducted to achieve the purposes of the study. The alphas of Cronbach of the instrument and of its three subscales showed good reliability. Variance analyses showed significant differences between school achievement and punctuation in the scale. The data were discussed in terms of their possible implications for the psycho-educational evaluation area.

Purpose:1) To check self-knowledge and needs for orientation among regular class teachers working with low vision students; 2) To gather information to assist the training on visual deficiency of regular class teachers. Methods: A survey was conducted for the academic year of 1999 among those teachers working in public schools, Campinas/SP/Brazil, of which 11 were municipal and 9 state schools, respectively 79.0% and 90.0% of these schools. A self-administered questionnaire was used as data collection instrument. Results: The sample was composed of 50 teachers with a regular class experience averaging 20 years. Most of them, 94.0%, said that they had no specific preparation in the area of low vision. Only 18 teachers declared to have received some kind of information/orientation in order to work with their low vision students and of those only 15 teachers mentioned the kind of orientation received. The whole group of 50 declared interest in receiving information. From the information/orientation requested 66.0% mentioned extended working class materials, 50.0% visual performance and eye disease of their students and 46.0% visual acuity/visual field. Conclusion: It was detected that teachers of regular classes received none or little information about their low vision students but demonstrated interest in its obtention. It was also shown that those teachers are not prepared to work with visually impaired children.

Purpose: To establish the prevalence of refractive errors and ocular disorders in preschool and schoolchildren of Ibiporã, Brazil. Methods: A survey of 6 to 12-year-old children from public and private elementary schools was carried out in Ibiporã between 1989 and 1996. Visual acuity measurements were performed by trained teachers using Snellen's chart. Children with visual acuity <0.7 in at least one eye were referred to a complete ophthalmologic examination. Results: 35,936 visual acuity measurements were performed in 13,471 children. 1.966 children (14.59%) were referred to an ophthalmologic examination. Amblyopia was diagnosed in 237 children (1.76%), whereas strabismus was observed in 114 cases (0.84%). Cataract (n=17) (0.12%), chorioretinitis (n=38) (0.28%) and eyelid ptosis (n=6) (0.04%) were also diagnosed. Among the 614 (4.55%) children who were found to have refractive errors, 284 (46.25%) had hyperopia (hyperopia or hyperopic astigmatism), 206 (33.55%) had myopia (myopia or myopic astigmatism) and 124 (20.19%) showed mixed astigmatism. Conclusions: The study determined the local prevalence of amblyopia, refractive errors and eye disorders among preschool and schoolchildren.
