The British state and the Irish rebellion of 1916: an intelligence failure or an failure of response

The teleological narrative that has dominated the handling of intelligence by the British state in the events that led up to the 1916 Irish Rebellion in Dublin has been characterised as a cocktail of incompetence and mendacity. Using new and existing archive material this article argues that both the cabinet in London and key members of the Irish Executive in Dublin were supplied with accurate and timely intelligence by the Admiralty's signals intelligence unit, the Royal Irish Constabulary and the Dublin Metropolitan Police with respect to this event. Far from being a failure of intelligence here is evidence to show that there occurred a failure of response on behalf of key decision-makers. The warnings that were given by intelligence organisations were filtered through the existing policy preferences and assumptions. As a result of these factors accurate evaluations and sound judgement were not exercised by key officials, such as Sir Matthew Nathan, in Dublin Castle.

This paper details the construction and analysis of a dataset of office lettings, which is used to produce a rent index for the City of London spanning the late nineteenth and early twentieth centuries. It advances prior research through application of a modern version of the repeat measures technique and in coverage of years where office rents have not been previously measured. Results show that there has been no real growth in rents over the period as a whole. However, there have been distinct phases of rental growth and decline that correspond with the wider economic fortunes of the City.

A disciplina da função social da propriedade e o seu tratamento no âmbito do Direito Civil constituem o tema central deste trabalho. O estudo do tema proposto parte do exame do que denominamos pressupostos teóricos da função social da propriedade, onde situamos a origem da noção função social avançando para o exame de suas diversas manifestações, tendo por base os diplomas legais vigentes e os diferentes contextos jurídicos examinados, o que remete à especial consideração do CC/1916, da CF/88 e do CC/2002. Tal perspectiva exige, ainda, ainda uma abordagem dos fenômenos jurídicos que são subjacentes a esses instrumentos legais. Estabelecida a base teórica, prossegue-se com a verificação de sua aplicação prática, o que se revela na análise da contribuição da doutrina para a compreensão da regra do art. 1.228, § 1.º, CC/2002, bem como mediante uma exegese particular dessa norma e, ainda, no exame da contribuição da jurisprudência, o que abrange a interpretação das diferentes concepções da função social da propriedade recolhidas nas decisões dos Tribunais locais. De tudo resulta a tentativa de precisar as diferentes expressões da função social da propriedade como elemento de harmonização dos interesses sociais e individuais direcionado à concretização da justiça social.

It is a case study that reports the construction of metal truss bridge in the river Potengi in Natal, Rio Grande do Norte, between the years 1912 and 1916. From testimonials on steel bridges in Brazil and worldwide including foundations. Documentary research from procurement of projects and contracts was performed. A chronology of construction, with a description of the equipment used and its original budget with the Brazilian government. Still, we used interviews and surveys with experimental sampling / testimonies, laboratory tests. This study aims to analyze historically and technically the Bridge over the River Potengi, emphasizing primarily the construction process, the qualities and characteristics of the materials used and the technological, chemical, mineralogical and microstructural properties of cement and concrete used in its construction. Taking as conclusions that cements pozolônicos ensured a good durability to the concrete in a hundred-year period and that the solution employed with the compressed air caissons was right

Pholcidae (Haplogynae) encompasses 967 described species, of which only 14 have been cytogenetic analyzed. Several chromosomal features have already been described including presence of meta- and sub-metacentric chromosomes and sex determination chromosome system (SDCS) of the X, X1X2Y, and X1X2 types, which contrast with the telo- and acrocentric chromosomes and SDCS of the X1X2 type typical of entelegyne spiders. To obtain further cytogenetic information for the family, we examined two pholcid species, Crossopriza lyoni (Blackwall 1867) and Physocyclus globosus (Taczanowski 1874) using both conventional staining and silver staining techniques. Crossopriza lyoni exhibited 2n = 23 = 22 + X in males and 2n = 24 = 22 + XX in females, while P. globosus showed 2n = 15 = 14 + X and 4n = 30 = 28 + 2X, both in male adults, 2n = 16 = 14 + XX in female adults and embryos, and 2n = 15 = 14 + X in male embryos. Both species revealed predominately metacentric and submetacentric chromosomes and a SDCS of the X/XX type. The cytogenetic data obtained in this work and those already recorded for C. lyoni indicate interpopulational and intraspecific numerical chromosome variation, suggesting the presence of chromosomal races or cytotypes in this species. The intraindividual numerical chromosome variation observed in male adult specimens of P. globosus may be explained by the presence of cytoplasmatic bridges between germ cells. The use of the silver staining technique to reveal the nucleolar organizer region (NOR) showed that chromosome pairs 4 and 6 and the X chromosome in C. lyoni are telomeric NOR-bearers, and that the chromosome pair 2 in P. globosus possesses a proximal NOR in the long arm.

The longtailed mealybug Pseudococcus longispinus (Targioni Tozzetti, 1867) (Hemiptera: Pseudococcidae) has been reported attacking coffee crops causing fruit fall in the State of Minas Gerais, Brazil. The knowledge of the population dynamic of this pest is then necessary to implement control measures. Its development was studied at temperatures of 15, 20, 25, 30 and 35°C, determining the thermal requirements. The insects were confined inside a Petri dish containing a foliar disc of 4 cm diameter of Coffea arabica L., cultivar 'Acaiá Cerrado'. The temperature affected the P. longispinus development and survival. Few insects survived at temperatures of 15 and 30°C, and 100% of mortality was obtained at 35°C. The duration of the nymphal stage was reduced when the temperature was increased from 20 to 25°C, with a survival rate of 80% at both temperatures. The thermal parameters varied according to the development stage of the mealybug and the base temperature was fixed at 8.0 °C for the nymphal stage of females, a thermal constant of 422.1 day degrees and number of generations increased with rising temperature. The optimal temperature for the insect development was 25°C.
