A nova Constituição dará ao Congresso a função de fiscalização do orçamento público. Na abertura do Seminário Internacional Poder Legislativo e Orçamento Público, o Ministro do Planejamento Anibal Teixeira afirma ser favorável a essa medida. O Senador Severo Gomes (PMDB-SP) afirma que o mecanismo fundamental para o dinheiro público ser usado corretamente é a fiscalização do Poder Legislativo e tamb��m das organizações da sociedade civil. Fim do prazo para os pedidos de destaque. O Líder do PDS, Deputado Amaral Neto (PDS-RJ) defende a pena de morte na Constituição. O Líder do PL, Deputado Adolfo Oliveira (PL-RJ) está satisfeito com o substitutivo, pois considera que ele extermina os marajás no serviço público e pune os traficantes de tóxicos. Sistema de governo é o tema que mais divide as opiniões na Assembleia Nacional Constituinte (ANC). O Deputado César Cals Neto (PDS-CE) informa que a radicalização sobre o assunto não é boa e que o parlamentarismo misto é a melhor escolha. Parlamentaristas do PFL se organizam em favor do parlamentarismo puro. O Secretário-Geral do PFL o Deputado Saulo Queiroz esclarece que o partido quer um parlamentarismo que não traga o risco do hibridismo e tamb��m garanta um período de transição. A Deputada Sandra Cavalcanti (PFL-RJ) informa sobre a adesão da bancada do seu partido ao parlamentarismo.

Results of abundance surveys of juvenile Atlantic and gulf Menhaden, Brevoortia tyrannus and B. patronus

The estuarine populations of juvenile Atlantic and gulf menhaden (Brevoortia tyrannus and B. patronus) were sampled during two-boat, surface-trawl, abundance surveys extensively conducted in the 1970s. Juvenile Atlantic menhaden were sampled in 39 estuarine streams along the U.S. Atlantic coast from northern Florida into Massachusetts. Juvenile gulf menhaden were sampled in 29 estuarine streams along the Gulf of Mexico from southeast Texas into western Florida. A stratified, two-stage, cluster sampling design was used. Annual estimates of relative juvenile abundance for each species of menhaden were obtained from catch-effort data from the surveys. There were no significant correlations, for either species, between the relative juvenile abundance estimates and fishery-dependent estimates of year-class strength. From 1972 to 1975, the relative abundance of juvenile Atlantic menhaden in north Atlantic estuaries decreased to near zero. (PDF file contains 22 pages.)

Activación de aldehídos a,b-insaturados mediante aminocatálisis en procesos enantioselectivos. Cicloadiciones (3+2) y reacciones en cascada Michael/Henry

During the research that it is summarized in the present memory, the activation of enals via iminium ion catalysis in different transformations has been studied. Firstly, a 1,3-dipolar cycloaddition between stable azomethine ylides and a,b-unsaturated aldehydes catalyzed by a chiral imidazolidinone derivative has been optimized. Employing this methodology we have synthesized a large range of densely substituted pyrroloisoquinolines and pyrrolophthalazines with good yields and high values of diastereo- and enantioselectivity. Moreover, a mechanistic study has been carried out based on DFT calculations and experimental data which have allowed us to propose that the (3+2) cycloaddition reaction follows a sequential Michael addition/Mannich cyclization pathway. The formation of the iminium ion as a result of the condensation between the a,b-unsaturated aldehyde and the catalyst plays an essential role, regarding both reactivity and stereoselectivity. On the other hand we have developed a methodology to carry out a cascade Michael/Henry reaction followed by a sequential dehydration. Starting from simple substrates (2-nitromethylacrilates and a,b-unsaturated aldehydes) and employing a prolinol-derivative catalyst a series of quiral nitrocyclohexadienes have been synthesized.
