Objective: Childhood mental health difficulties affect one in every seven children in Australia, posing a potential financial burden to society. This paper reports on the early lifetime individual and population non-hospital healthcare costs to the Australian Federal Government for children experiencing mental health difficulties. It also reports on the use and cost of particular categories of service use, including the Medicare Benefits Schedule (MBS) mental health items introduced in 2006.


Method: Data from the Longitudinal Study of Australian Children (LSAC) were used to calculate total Medicare costs (government subsidised healthcare attendances and prescription medications) from birth to the 8th birthday associated with childhood mental health difficulties measured to 8–9 years of age. 

Results: Costs were higher among children with mental health difficulties than those without difficulties. While individual costs increased with the persistence of difficulties, population-level costs were highest for those with transient mental health difficulties. Although attenuated, these patterns persisted after child, parent and family characteristics were taken into account. Use of the MBS-reimbursed mental health services among children with a mental health difficulty was very low (around 2%).

Conclusions
: Australian healthcare costs for young children with mental health difficulties are substantial and provide further justification for early intervention and prevention. The current provision of Medicare-rebated mental health services does not appear to be reaching young children with mental health difficulties.

The case study reported in this chapter explores how four Chinese and Vietnamese international students from two disciplines, Economics and Education, mediated their ways of displaying critical thinking in disciplinary writing at an Australian university. It draws on a modified version of Lillis’s (2001) heuristic and positioning theory (Harre´ & van Langenhove, 1999) for the interpretation of students’ writing practices within an institutional context. The study includes four talks around texts, which engage the students in an exploration of their practices in demonstrating their critical thinking in their first texts at the university, and four in-depth interviews six months later, which aim to examine how students negotiated their writing practices as they progressed through their course.

Surveillance and security at sports mega events have been the subject of considerable scholarly attention. Events such as the Olympic Games and Fédération Internationale de Football Association (FIFA) World Cups have become occasions of almost unparalleled economic, political and social significance. In the lead up to the London 2012 Olympic Games, scholars have examined issues such as the ‘security legacies’ of sports mega events, the infrastructures and technologies used in an attempt to secure these events, and the planning mentalities underpinning the staggering ‘security spectacle’ of these globally televised events. This paper deals with the subject of how surveillance and security practices at sports mega events are organised. It uses the emerging paradigm of ‘security networks’ to call attention to some important issues involving the entire ‘security assemblage’ that accompanies these mega events. The paper presents five levels of analysis—structural, cultural, policy, technological and relational—to examine these practices and documents several key areas for further research on sports mega events.

There is a long-standing debate concerning the suitability of European or ‘western’ approaches to the conservation of cultural heritage in other parts of world. The Cultural Charter for Africa (1976), The Burra Charter (1979) and Nara Document on Authenticity (1994) are notable manifestations of such concerns. These debates are particularly vibrant in Asia today. This article highlights a number of charters, declarations and publications that have been conceived to recalibrate the international field of heritage governance in ways that address the perceived inadequacies of documents underpinning today’s global conservation movement, such as the 1964 Venice Charter. But as Venice has come to stand as a metonym for a ‘western’ conservation approach, intriguing questions arise concerning what is driving these assertions of geographic, national or civilisational difference in Asia. To address such questions, the article moves between a number of explanatory frameworks. It argues declarations about Asia’s culture, its landscapes, and its inherited pasts are, in fact, the combined manifestations of post-colonial subjectivities, a desire for prestige on the global stage of cultural heritage governance and the practical challenges of actually doing conservation in the region.

This paper reports on a study into pre-service teachers’ perceptions about their professional development during practicum. The study examined to what extent, and how effectively, one group of pre-service teachers was able to integrate theory and practice during a three-week practicum in the first year of their degree. Data for this mixed methods study were drawn from one cohort of first-year students undertaking the Master of Teaching (MTeach), a graduate-level entry program in the Faculty of Education at an urban Australian university. Although there is a strong field of literature around the practicum in pre-service teacher education, there has been a limited focus on how pre-service teachers themselves perceive their development during this learning period. Further, despite widespread and longstanding acknowledgement of the “gap” between theory and practice in teacher education, there is still more to learn about how well the practicum enables an integration of these two dimensions of teacher preparation. In presenting three major findings of the study, this paper goes some way in addressing these shortcomings in the literature. First, opportunities to integrate theory and practice were varied, with many participants reporting supervision and scheduling issues as impacting on their capacity to effectively enact theory in practice. Second, participants’ privileging of theory over practice, identified previously in the literature as commonly characteristic of the pre-service teacher, was found in this study to be particularly prevalent during practicum. Third, participants overwhelmingly supported the notion of linking university coursework assessment to the practicum as a means of bridging the gap between, on the one hand, the university and the school and, on the other hand, theory and practice. The discussion and consideration of findings such as those reported in this paper are pertinent and timely, given the ratification of both the National Professional Standards for Teachers and the Initial Teacher Education Program Standards by the Australian Federal Government earlier this year. Within a number of the seven Professional Standards, graduate teachers are required to demonstrate knowledge and skills associated with both the theory and practice of teaching and with their effective integration in the classroom. To be nationally accredited, pre-service teacher education programs must provide evidence of enabling pre-service teachers to acquire such knowledge and skills.

A strategic framework for arts and cultural development for the Maribyrnong City Council, prepared by consultant researchers at Deakin University. The framework acknowledges that Maribyrnong is a municipality on the cusp of great demographic and economic change, and that arts and culture are both the driver and potential victim of this change. Arts and culture must be an urgent priority for Council.

This framework forms the basis for future planning of arts and cultural development in the City of Maribyrnong, and sits under the strategic directions identified in the Maribyrnong City Council Plan. This framework is based on new research into the environment in which arts and culture occurs in Maribyrnong and the strategic role Council plays in supporting this sector.

This article considers the ‘unintended consequences’ of the publication of the NAPLAN results on the ‘MySchool’ website, and what that has meant for leadership teams, teachers, students and parents in many schools. This article is written from the data cited in the VATE submission to the Australian Federal Senate Inquiry into ‘unintended consequences’ of NAPLAN, but does not represent the official position of the association – it represents my own views and the views of some of the membership who responded to the survey. This said, most of the data we collected was extremely negative towards NAPLAN, and there were fewer than five of the 88 respondents who had positive things to say about NAPLAN. Obviously teachers who felt the effects more strongly were more motivated to participate, but even accounting for this, the data collected showed a significant number of teachers and schools who were experiencing extremely negative impacts from the testing and publication regime. In this article I have theorised that one of the consequences of this has been to push some schools into acting in an emergency mode, triaging their literacy curriculum in an attempt to perform better in NAPLAN.

Background Australia is a world leader in the development of internetdelivered programs for the prevention and management of mood and anxiety disorders. Despite a strong evidence base of time- and cost-effectiveness, as well as clinical efficacy, the uptake of these programs in general practice remains low. Objective To familiarise general practitioners (GPs) with the range of online programs in Australia that have demonstrated efficacy and are currently available for use by patients with mental health problems. Discussion E-mental health programs provide an efficacious and accessible form of mental healthcare and have the potential to fill the gap for those for whom such care is inaccessible, unaffordable or unacceptable. Clinicians can also use it in a stepped-care manner to augment existing healthcare services. There are a number of online resources currently available to Australians who have mood or anxiety disorders. These resources have strong evidence to support their effectiveness. Online portals facilitate access to these programs. Recently the Australian Federal Government has funded an education program (eMHPrac) for GPs and mental health professionals, to outline what is available, indicate situations where recommending such resources is appropriate, and suggest ways in which they can be incorporated into general practice.

Purpose – The purpose of this paper is to identify the value of the arts play in public spaces in replicating a contemporary commons. Design/methodology/approach – The study is an exploratory investigation which uses a case study of cultural events in public parks – the Vancouver Parks Board’s fieldhouse residency program (2012-2015). The study uses content analysis of the social media sites created for these projects to identify how the sites and the cultural events were valued by stakeholders and participants. Findings – The paper finds that, in combination, the park events and the social media discussion of them function as a form of the commons, in which new urban communities are formed or defined around specific common social interests. Research limitations/implications – The paper finds that, in combination, the park events and the reflective engagement prompted by the social media discussion of them function as a form of the commons, in which new urban communities are formed or defined around specific common social interests. Practical implications – It is anticipated that cultural programs will increasingly interact with common public places. Social implications – The study supports the increased use of and recognition of public places as culturally significant. Originality/value – The study aims to encourage the expansion of arts and cultural policy and programs to incorporate common public places.

Networks are increasing in number and in importance across the security field as a means of providing inter-agency coordination. Based on a large qualitative study of networks in the field of national security in Australia, this article aims to advance our knowledge of the internal properties of public sector networks in the field of national security and the conditions shaping their performance. It puts forward a multi-level theoretical framework involving five interdependent levels of analysis—structural, cultural, policy, technological, and relational—which aims to account for the internal properties of networks and examines each of these levels in relation to public sector networks in the field of national security. Using detailed interviews with senior members of security, law enforcement, and intelligence agencies, the article aims to highlight the potential lessons this framework has for strategically organizing and managing dynamic networks within and beyond the field of national security.

Este trabalho consiste em um estudo de caso sobre os patrocínios culturais incentivados realizados por uma organização da iniciativa privada que não tem a cultura como seu negócio-fim. Sua proposta é oferecer uma visão do papel desta, dos motivadores para que exerça responsabilidade social utilizando a cultura, o processo de escolha dos projetos patrocinados e os critérios que norteiam a opção por cada um deles. A pesquisa utilizou como base a análise de editais de patrocínio de diversas empresas, dados estatísticos acerca das características dos projetos inscritos e aprovados no processo da instituição escolhida e entrevistas com os protagonistas deste processo. Para contextualizar o estudo, é traçado um panorama histórico da atuação do Estado brasileiro na área cultural, através de suas políticas públicas e, principalmente, das leis de incentivo à cultura. Como fundamentação teórica, conceitos como cultura, política cultural e responsabilidade social são explorados, assim como a importância de indicadores como ferramentas de trabalho e a distinção entre mecenato e patrocínio.

Esta dissertação pretende examinar a relação entre democracia representativa (eleitoral) e democracia participativa, assim como os diferentes graus de influência da participação, direta ou indireta através de representantes, de atores e grupos socioculturais, antes excluídos, em espaços deliberativos, especialmente em conferências, conselhos, seminários e fóruns abertos para a elaboração de políticas públicas. Para tanto, o trabalho baseia-se na discussão sobre a crise da representação política e a relação com a participação social desenvolvida no âmbito da teoria democrática contemporânea e são utilizados aspectos extraídos da literatura sobre a elaboração de políticas públicas, o conceito de capital social de Pierre Bourdieu e a ideia de democracia comunicativa de Iris Young. A metodologia do trabalho consiste em três estudos de caso interligados: o nacional, relativo à participação em espaços deliberativos e à representação político-eleitoral principalmente para elaboração do Plano Nacional de Cultura; o estadual, relativo à representação política e participação para elaboração de políticas de cultura em Pernambuco; e um caso municipal, a análise da participação em espaços deliberativos abertos para a elaboração do plano e de políticas de cultura no município de Recife.
