A large part of western Manatee County is devoted to the growing of winter vegetables and citrus fruits. As in most of peninsular Florida, rainfall in the county during the growing season is not sufficient for crop production and large quantites of artesian water are used for irrigation. The large withdrawals of artesian water for irrigation result in a considerable decline of the artesian head in the western part of the county. This seasonal decline of the artesian head has become larger as the withdrawal of artesian water has increased. The lowering of the fresh-water head in some coastal areas in the State has resulted in an infiltration of sea water into the water-bearing formations. The presence of salty water in the artesian aquifer in parts of the coastal area of Manatee County indicates that sea water may also have entered the waterbearing formations in this area as a result of the decline of artesian pressure during the growing season. The purpose of the investigation is to make a detailed study of the geology and ground-water resources of the county, primarily to determine whether salt-water encroachment has occurred or is likely to occur in the coastal area. Com a retirada da ITIL V2 anunciada recentemente pela OGC, organizações do mundo todo que dependem dos serviços de TI começam a pensar em, pelo menos, dar início à implementação de gerenciamento de serviços de TI baseada em ITIL na sua versão 3. A partir de desdobramentos deste cenário mundial, o presente trabalho teve como objetivo apresentar uma proposta de plano de projeto para o Centro de Informática da Câmara dos Deputados do Brasil, identificando atividades baseadas na abordagem oficial ITIL Lite, que possibilita a implantação de um subconjunto de componentes ITIL V3 de acordo com a atual situação da organização, deixando o caminho aberto para uma eventual total implementação dos processos e funções.

Previous simulations of potential ichthyoplankton entrainment by power generating stations on the Potomac estuary have not included the influence of lateral transport in distributing eggs and larvae over the nursery area. Therefore, two-dimensional, vertically-averaged hydrodynamic and kinematic models of passive organism transport were developed to represent advective and dispersive processes near the proposed Douglas Point Nuclear Generating Station. Although the more refined model did not substantially alter the estimate of ichthyoplankton entrainment, it did reveal that lateral inhomogeneities in hydrodynamics could engender several fold differences in entrainment probabilities on opposite sides of the estuary. Models of higher resolution and greater biological detail did not project greater total entrainment by the Douglas Point plant, because the volume of nontidal flow past the site was large in comparison to the proposed rate of cooling water withdrawal.

[EN] Panic disorder is a highly prevalent neuropsychiatric disorder that shows co-occurrence with substance abuse. Here, we demonstrate that TrkC, the high-affinity receptor for neurotrophin-3, is a key molecule involved in panic disorder and opiate dependence, using a transgenic mouse model (TgNTRK3). Constitutive TrkC overexpression in TgNTRK3 mice dramatically alters spontaneous firing rates of locus coeruleus (LC) neurons and the response of the noradrenergic system to chronic opiate exposure, possibly related to the altered regulation of neurotrophic peptides observed. Notably, TgNTRK3 LC neurons showed an increased firing rate in saline-treated conditions and profound abnormalities in their response to met5-enkephalin. Behaviorally, chronic morphine administration induced a significantly increased withdrawal syndrome in TgNTRK3 mice. In conclusion, we show here that the NT-3/TrkC system is an important regulator of neuronal firing in LC and could contribute to the adaptations of the noradrenergic system in response to chronic opiate exposure. Moreover, our results indicate that TrkC is involved in the molecular and cellular changes in noradrenergic neurons underlying both panic attacks and opiate dependence and support a functional endogenous opioid deficit in panic disorder patients.

Zr-based bulk metallic glass matrix composites with the composition of Zr56.2Ti13.8Nb5.0Cu6.9Ni5.6Be12.(5) were synthesized by the copper-mould suction casting and the Bridgman solidification. The composite, containing a well-developed flowery beta-Zr dendritic phase, was obtained by the Bridgman solidification with the withdrawal velocity of 0.8 mm/s and the temperature gradient of 45 K/mm, and the ultimate strength of 2050 MPa and fracture plastic strain of 14.6% of the composite were achieved, which was mainly interpreted by the homogeneous dispersion of bcc beta-Zr phase in the glass matrix. Acute toxicity tests on the effects of Gramoxone and detergent (both applied as a single dose) to nile tilapia, Oreochromis niloticus, fingerlings (mean weight 2.7~c1 g) were conducted using static bioassay. The 96-h LC sub(50) of Gramoxone and detergent applied were 0.08ml/l and 0.004 g/l, respectively. The fingerlings showed increased hyperactivities exemplified by erratic movement, loss of reflex, and hyperventilation during the period of exposure. These effects increased with increasing concentrations of Gramoxone or detergent throughout the duration of exposure. Tilapia fingerlings of the same size showed different levels of tolerance to the same concentration of both pollutants

For a hungry fruit fly, locating and landing on a fermenting fruit where it can feed, find mates, and lay eggs, is an essential and difficult task requiring the integration of both olfactory and visual cues. Understanding how flies accomplish this will help provide a comprehensive ethological context for the expanding knowledge of their neural circuits involved in processing olfaction and vision, as well as inspire novel engineering solutions for control and estimation in computationally limited robotic applications. In this thesis, I use novel high throughput methods to develop a detailed overview of how flies track odor plumes, land, and regulate flight speed. Finally, I provide an example of how these insights can be applied to robotic applications to simplify complicated estimation problems. To localize an odor source, flies exhibit three iterative, reflex-driven behaviors. Upon encountering an attractive plume, flies increase their flight speed and turn upwind using visual cues. After losing the plume, flies begin zigzagging crosswind, again using visual cues to control their heading. After sensing an attractive odor, flies become more attracted to small visual features, which increases their chances of finding the plume source. Their changes in heading are largely controlled by open-loop maneuvers called saccades, which they direct towards and away from visual features. If a fly decides to land on an object, it begins to decelerate so as to maintain a stereotypical ratio of expansion to retinal size. Once they reach a stereotypical distance from the target, flies extend their legs in preparation for touchdown. Although it is unclear what cues they use to trigger this behavior, previous studies have indicated that it is likely under visual control. In Chapter 3, I use a nonlinear control theoretic analysis and robotic testbed to propose a novel and putative mechanism for how a fly might visually estimate distance by actively decelerating according to a visual control law. Throughout these behaviors, a common theme is the visual control of flight speed. Using genetic tools I show that the neuromodulator octopamine plays an important role in regulating flight speed, and propose a neural circuit for how this controller might be implemented in the flies brain. Two general biological and engineering principles are evident across my experiments: (1) complex behaviors, such as foraging, can emerge from the interactions of simple independent sensory-motor modules; (2) flies control their behavior in such a way that simplifies complex estimation problems.

A decline in the abundance of blackback flounders, together with the withdrawal of vessels from this fishery, has resulted in a lowered catch in recent years compared to the peak period 1928 through 1931. Data obtained from U. S. Fish and Wildlife Service Hatchery catch records and from fishermen's log book records show a drop in abundance of 63 per cent from the early 1930's to the present in the Boothbay Harbor region and of 31 to 40 per cent in the area south of Cape Cod. Information on the early life history and distribution of young blackback flounders and the size and age composition and distribution of fish subject to the commercial and sport fisheries indicates that the young are the product of local spawning and that the sport and commercial fisheries draw on a resident stock of primarily adult fish.

A soberania já foi conceituada de diversos modos ao longo da história. Apesar disso, não deixou de ser a categoria mais elementar do direito internacional; expressando o fundamento de atuação dos Estados, foi através da soberania que o direito internacional se desenvolveu do Século XVII até os dias de hoje. Isso evidencia uma distinção entre o conteúdo da soberania, quer dizer, o seu modo de manifestação, o seu conceito, que se altera em cada período histórico, de um lado, e, do outro, a forma jurídica internacional expressa pela soberania, que se mantém intacta e que existe independentemente do conteúdo que lhe é dado, quer dizer, o lugar que ela ocupa no direito internacional. Através da análise do conceito de soberania fornecido por três autores clássicos de diferentes períodos históricos Hugo Grotius, Pasquale Mancini e Hans Kelsen o presente trabalho tem por objetivo demonstrar o caráter ideológico de cada teoria e, conseqüentemente, sua inexatidão. Para fazê-lo, foi adotado o método materialista dialético, através do qual a produção de idéias por parte do homem deve ser observada nos limites das suas condições de existência e as idéias produzidas como um reflexo consciente do mundo real. Cuida-se, assim, de observar o direito de superioridade afirmado por Grotius nos limites das condições de existência humana que se alteravam com a transição do feudalismo para capitalismo, e extrai-se o seu sentido da luta entre a Igreja e os monarcas que iam centralizando sob si o poder. Da mesma forma, observa-se o direito de nacionalidade de Mancini sob as condições de existência propiciadas pelo amadurecimento das classes sociais do capitalismo na Europa Ocidental como fruto da Revolução Industrial, extraindo-se seu sentido das lutas revolucionárias por libertação nacional que ali se desenrolavam. O caráter essencialmente limitado da soberania de Kelsen, enfim, será observado no contexto da passagem do capitalismo para sua época imperialista, como um reflexo consciente dos desenvolvimentos experimentados pelo direito internacional no fim do Século XIX e início do Século XX, após a Primeira Guerra Mundial. Assim, além de demonstrar o caráter ideológico e a inexatidão dos conceitos mencionados, busca-se demonstrar que o conteúdo da soberania em cada período histórico analisado encontra sua razão de ser na correspondente fase de desenvolvimento do capitalismo e que a forma jurídica soberania, isto é, o lugar que ela ocupa no direito internacional, é determinado pela necessidade do capitalismo de um instrumento de força que assegure a acumulação de capital, o Estado soberano.
