Le discours sur l’innovation oriente la recherche scientifique médicale publique vers un développement technologique et économique à court terme. À ce titre, la médecine régénératrice est une thérapie innovatrice marquée par une logique d’accumulation spéculative qui porte à la fois sur les cellules humaines et sur la façon de mener la recherche. Or, une réorganisation de la recherche scientifique liée à une nouvelle conception économique de la science et de la technologie ainsi qu’un rôle différent attribué à l’État constituent le cadre institutionnel contemporain qui émerge à la fin des années 1970. Le changement induit par cette idée d’innovation et sur lequel s’attarde ce mémoire porte non pas sur l’usage ou la destination de la science, mais sur l’extension du raisonnement économique. Celui-ci ne survient pas à l’étape du développement, après que la recherche ait été effectuée en vertu du modèle de la « Big Science ». Au contraire, il remonte du marché pour s’installer très tôt au stade de la compréhension des mécanismes biologiques et dans un espace qui relève de la propriété collective : le laboratoire public. Le passage du caractère « exogène » à « endogène » de la recherche scientifique publique vis-à-vis de l’économie est au cœur d’une discussion sur l’hégémonie de la logique de marché.

L’objectif général de cette thèse de doctorat est de mieux comprendre comment le public interprète les nouvelles scientifiques portant sur la génétique humaine, plus précisément les nouvelles portant sur la génétique des comportements et celles portant sur la génétique des groupes raciaux. L’ouvrage prend la forme d’une thèse par article. Le Chapitre 1 introduit le lecteur aux buts et aux pratiques de la vulgarisation scientifique, présente un sommaire de la recherche sur les effets des médias, résume les principaux travaux produits par le champ de la génopolitique, et définit la structure des croyances du public à l’égard de l’influence de la génétique sur les traits humains. Le Chapitre 2 présente les fondements de la méthode expérimentale, il en explique les atouts et il offre des exemples de différents types de devis expérimentaux utilisés en science politique. Toutes les recherches produites dans cette thèse reposent au moins en partie sur cette méthode. Le Chapitre 3 présente les résultats d’une expérience de sondage qui vise à mesurer l’effet de la lecture d’une nouvelle à propos de la recherche en génétique des comportements sur des participants. L’étude démontre que le public interprète la nouvelle avec maladresse et tend à généraliser l’influence de la génétique à d’autres traits humains qui n’y sont pas mentionnés. J’avance l’hypothèse qu’un raccourci psychologique amplement documenté puisse expliquer cette réaction : l’heuristique de l’ancrage et de l’ajustement. Le Chapitre 4 présente lui aussi les résultats d’une expérience de sondage. L’étude consiste à manipuler certaines informations du contenu d’une nouvelle sur la génopolitique de manière à vérifier si certains éléments sont particulièrement susceptibles de mener à la généralisation hâtive mise en évidence dans le Chapitre 3. Les analyses suggèrent que cette généralisation est amplifiée lorsque la nouvelle présente de hauts niveaux d’héritabilité tirés d’études de jumeaux, ainsi que lorsqu’elle présente des travaux de génétique des populations visant à étudier l’origine des différences géographiques. Ce chapitre présente des recommandations à l’égard des journalistes scientifiques. Le Chapitre 5 s’intéresse à un aspect différent de la génétique humaine : celui de la génétique des races. L’objectif de cette recherche est de comprendre comment le public réagit aux travaux qui invalident l’idée selon laquelle les humains sont divisés en différentes races génétiquement distinctes. Les analyses de données transversales ainsi que les résultats d’une expérience de sondage convergent et indiquent que les conservateurs et les libéraux réagissent de manière diamétralement opposée à cette information. D’un côté, les libéraux acceptent le constat scientifique et réduisent leur impression que la génétique explique en partie les inégalités sociales; de l’autre, les conservateurs rejettent l’argument avec une intensité si forte que le rôle qu’ils attribuent aux différences génétiques s’en voit bonifié. Ces résultats sont interprétés à partir de la théorie du raisonnement motivé. Enfin, le Chapitre 6 résume les principaux constats, met en évidence les contributions que ma thèse apporte à la science politique et à la communication scientifique, et présente quelques pistes pour la recherche future.

Political science is both a generalizing and an anchored, nationally defined, discipline. Too often, the first perspective tends to crowd out the latter, because it appears more prestigious, objective, or scientific. Behind the international/national dichotomy, there are indeed rival conceptions of social science, and important ontological, epistemological and methodological assumptions. This article discusses these assumptions and stresses the critical contribution of idiographic, single-outcome studies, the importance of producing relevant, usable knowledge, and the distinctive implications of studying one’s own country, where a scholar is also a citizen, involved in more encompassing national conversations. The aim is not to reject the generalizing, international perspective, or even the comparative approach, but rather to reaffirm the importance of maintaining as well, and in fact celebrating, the production of social scientific knowledge directly relevant for our own times and places.

Econometrics is a young science. It developed during the twentieth century in the mid-1930’s, primarily after the World War II. Econometrics is the unification of statistical analysis, economic theory and mathematics. The history of econometrics can be traced to the use of statistical and mathematics analysis in economics. The most prominent contributions during the initial period can be seen in the works of Tinbergen and Frisch, and also that of Haavelmo in the 1940's through the mid 1950's. Right from the rudimentary application of statistics to economic data, like the use of laws of error through the development of least squares by Legendre, Laplace, and Gauss, the discipline of econometrics has later on witnessed the applied works done by Edge worth and Mitchell. A very significant mile stone in its evolution has been the work of Tinbergen, Frisch, and Haavelmo in their development of multiple regression and correlation analysis. They used these techniques to test different economic theories using time series data. In spite of the fact that some predictions based on econometric methodology might have gone wrong, the sound scientific nature of the discipline cannot be ignored by anyone. This is reflected in the economic rationale underlying any econometric model, statistical and mathematical reasoning for the various inferences drawn etc. The relevance of econometrics as an academic discipline assumes high significance in the above context. Because of the inter-disciplinary nature of econometrics (which is a unification of Economics, Statistics and Mathematics), the subject can be taught at all these broad areas, not-withstanding the fact that most often Economics students alone are offered this subject as those of other disciplines might not have adequate Economics background to understand the subject. In fact, even for technical courses (like Engineering), business management courses (like MBA), professional accountancy courses etc. econometrics is quite relevant. More relevant is the case of research students of various social sciences, commerce and management. In the ongoing scenario of globalization and economic deregulation, there is the need to give added thrust to the academic discipline of econometrics in higher education, across various social science streams, commerce, management, professional accountancy etc. Accordingly, the analytical ability of the students can be sharpened and their ability to look into the socio-economic problems with a mathematical approach can be improved, and enabling them to derive scientific inferences and solutions to such problems. The utmost significance of hands-own practical training on the use of computer-based econometric packages, especially at the post-graduate and research levels need to be pointed out here. Mere learning of the econometric methodology or the underlying theories alone would not have much practical utility for the students in their future career, whether in academics, industry, or in practice This paper seeks to trace the historical development of econometrics and study the current status of econometrics as an academic discipline in higher education. Besides, the paper looks into the problems faced by the teachers in teaching econometrics, and those of students in learning the subject including effective application of the methodology in real life situations. Accordingly, the paper offers some meaningful suggestions for effective teaching of econometrics in higher education

Eine wesentliche Funktionalität bei der Verwendung semantischer Technologien besteht in dem als Reasoning bezeichneten Prozess des Ableitens von impliziten Fakten aus einer explizit gegebenen Wissensbasis. Der Vorgang des Reasonings stellt vor dem Hintergrund der stetig wachsenden Menge an (semantischen) Informationen zunehmend eine Herausforderung in Bezug auf die notwendigen Ressourcen sowie der Ausführungsgeschwindigkeit dar. Um diesen Herausforderungen zu begegnen, adressiert die vorliegende Arbeit das Reasoning durch eine massive Parallelisierung der zugrunde liegenden Algorithmen und der Einführung von Konzepten für eine ressourceneffiziente Ausführung. Diese Ziele werden unter Berücksichtigung der Verwendung eines regelbasierten Systems verfolgt, dass im Gegensatz zur Implementierung einer festen Semantik die Definition der anzuwendenden Ableitungsregeln während der Laufzeit erlaubt und so eine größere Flexibilität bei der Nutzung des Systems bietet. Ausgehend von einer Betrachtung der Grundlagen des Reasonings und den verwandten Arbeiten aus den Bereichen des parallelen sowie des regelbasierten Reasonings werden zunächst die Funktionsweise von Production Systems sowie die dazu bereits existierenden Ansätze für die Optimierung und im Speziellen der Parallelisierung betrachtet. Production Systems beschreiben die grundlegende Funktionalität der regelbasierten Verarbeitung und sind somit auch die Ausgangsbasis für den RETE-Algorithmus, der zur Erreichung der Zielsetzung der vorliegenden Arbeit parallelisiert und für die Ausführung auf Grafikprozessoren (GPUs) vorbereitet wird. Im Gegensatz zu bestehenden Ansätzen unterscheidet sich die Parallelisierung insbesondere durch die gewählte Granularität, die nicht durch die anzuwendenden Regeln, sondern von den Eingabedaten bestimmt wird und sich damit an der Zielarchitektur orientiert. Aufbauend auf dem Konzept der parallelen Ausführung des RETE-Algorithmus werden Methoden der Partitionierung und Verteilung der Arbeitslast eingeführt, die zusammen mit Konzepten der Datenkomprimierung sowie der Verteilung von Daten zwischen Haupt- und Festplattenspeicher ein Reasoning über Datensätze mit mehreren Milliarden Fakten auf einzelnen Rechnern erlauben. Eine Evaluation der eingeführten Konzepte durch eine prototypische Implementierung zeigt für die adressierten leichtgewichtigen Ontologiesprachen einerseits die Möglichkeit des Reasonings über eine Milliarde Fakten auf einem Laptop, was durch die Reduzierung des Speicherbedarfs um rund 90% ermöglicht wird. Andererseits kann der dabei erzielte Durchsatz mit aktuellen State of the Art Reasonern verglichen werden, die eine Vielzahl an Rechnern in einem Cluster verwenden.

Various research fields, like organic agricultural research, are dedicated to solving real-world problems and contributing to sustainable development. Therefore, systems research and the application of interdisciplinary and transdisciplinary approaches are increasingly endorsed. However, research performance depends not only on self-conception, but also on framework conditions of the scientific system, which are not always of benefit to such research fields. Recently, science and its framework conditions have been under increasing scrutiny as regards their ability to serve societal benefit. This provides opportunities for (organic) agricultural research to engage in the development of a research system that will serve its needs. This article focuses on possible strategies for facilitating a balanced research evaluation that recognises scientific quality as well as societal relevance and applicability. These strategies are (a) to strengthen the general support for evaluation beyond scientific impact, and (b) to provide accessible data for such evaluations. Synergies of interest are found between open access movements and research communities focusing on global challenges and sustainability. As both are committed to increasing the societal benefit of science, they may support evaluation criteria such as knowledge production and dissemination tailored to societal needs, and the use of open access. Additional synergies exist between all those who scrutinise current research evaluation systems for their ability to serve scientific quality, which is also a precondition for societal benefit. Here, digital communication technologies provide opportunities to increase effectiveness, transparency, fairness and plurality in the dissemination of scientific results, quality assurance and reputation. Furthermore, funders may support transdisciplinary approaches and open access and improve data availability for evaluation beyond scientific impact. If they begin to use current research information systems that include societal impact data while reducing the requirements for narrative reports, documentation burdens on researchers may be relieved, with the funders themselves acting as data providers for researchers, institutions and tailored dissemination beyond academia.

In recent years, researchers in artificial intelligence have become interested in replicating human physical reasoning talents in computers. One of the most important skills in this area is predicting how physical systems will behave. This thesis discusses an implemented program that generates algebraic descriptions of how systems of rigid bodies evolve over time. Discussion about the design of this program identifies a physical reasoning paradigm and knowledge representation approach based on mathematical model construction and algebraic reasoning. This paradigm offers several advantages over methods that have become popular in the field, and seems promising for reasoning about a wide variety of classical mechanics problems.

As an extension to the COntext INterchange (COIN) framework, this paper introduces the notion of temporal context as a formalization of the problem. We represent temporal context as a multi-valued method in F-Logic; however, only one value is valid at any point in time, the determination of which is constrained by temporal relations. This representation is then mapped to an abductive constraint logic programming framework with temporal relations being treated as constraints. A mediation engine that implements the framework automatically detects and reconciles semantic differences at different times. We articulate that this extended COIN framework is suitable for reasoning on the Semantic Web.

In January 1983 a group of US government, industry and university information specialists gathered at MIT to take stock of efforts to monitor, acquire, assess, and disseminate Japanese scientific and technical information (JSTI). It was agreed that these efforts were uncoordinated and poorly conceived, and that a clearer understanding of Japanese technical information systems and a clearer sense of its importance to end users was necessary. That meeting led to formal technology assessments, Congressinal hearings, and legislation; it also helped stimulate several private initiatives in JSTI provision. Four years later there exist better coordinated and better conceived JSTI programs in both the public and private sectors, but there remains much room for improvement. This paper will recount their development and assess future directions.
