County jurisdictions in America are increasingly exercising self-government in the provision of public community services through the context of second order federalism. In states exercising this form of contemporary governance, county governments with "reformed" policy-making structures and professional management practices, have begun to rival or surpass municipalities in the delivery of local services with regional implications such as environmental protection (Benton 2002, 2003; Marando and Reeves, 1993). ^ The voter referendum, a form of direct democracy, is an important component of county land preservation and environmental protection governmental policies. The recent growth and success of land preservation voter referendums nationwide reflects an increase in citizen participation in government and their desire to protect vacant land and its natural environment from threats of over-development, urbanization and sprawl, loss of open space and farmland, deterioration of ecosystems, and inadequate park and recreational amenities. ^ The study's design employs a sequential, mixed method. First, a quantitative approach employs the Heckman two-step model. It is fitted with variables for the non-random sample of 227 voter referendum counties and all non-voter referendum counties in the U.S. from 1988 to 2009. Second, the qualitative data collected from the in-depth investigation of three South Florida county case studies with twelve public administrator interviews is transformed for integration with the quantitative findings. The purpose of the qualitative method is to complement, explain and enrich the statistical analysis of county demographic, socio-economic, terrain, regional, governance and government, political preference, environmentalism, and referendum-specific factors. ^ The research finds that government factors are significant in terms of the success of land preservation voter referendums; more specifically, the presence of self-government authority (home rule charter), a reformed structure (county administrator/manager or elected executive), and environmental interest groups. In addition, this study concludes that successful counties are often located coastal, exhibit population and housing growth, and have older and more educated citizens who vote democratic in presidential elections. The analysis of case study documents and public administrator interviews finds that pragmatic considerations of timing, local politics and networking of regional stakeholders are also important features of success. Further research is suggested utilizing additional public participation, local government and public administration factors.^

This study used a cross-sectional design and descriptive research methodology to assess the characteristics and practices of employers participating in Florida school-to-work (STW) initiatives, the factors influencing their participation, and their STW partnerships with schools. The study also examined the relationships between employer characteristics and participation. ^ A sampling frame of 15,202 employers from the 28 Florida STW regions was constructed. Data were collected via a mail survey with a random sample of employers, using a researcher-designed questionnaire. Data were analyzed using descriptive statistics, correlational analysis, and analysis of variance. ^ At the 95% confidence level, it was estimated that the mean establishment size in the population is between 25 and 51 employees and that employers have been involved in STW partnerships between five and seven years. ^ The study revealed broad-based employer participation in three of four areas: Working with Students, Working with Educators, and Internal Company Practices Supporting STW. A fourth area, Building a System, showed generally low participation. Data indicate that workforce needs are important incentives to employer STW participation beyond their desire to contribute to education or the community. Data also indicate that lack of information on STW is the greatest barrier to employer participation. ^ Sample employers have more positive perceptions of the value of their partnerships with schools than of the quality of the partnerships. Ninety-four percent agreed that students are better prepared for work and careers as a result of the partnership's activities. More than half agreed that a sense of trust and good communication exist between educators and employer partners. ^ Employer variables found to have a significant, positive relationship with participation include size (coefficient of determination r2 = .116), years in STW partnerships (r2 = .128), and perceptions of partnership quality (r2 = .092) and value (r2 = .112). ^ A major conclusion based on the findings of this study is that employer participation is optimized in initiatives that achieve important STW outcomes for students and build long-term relationships between employers and schools. Another that in Florida, the STW Opportunities Act of 1994 has not resulted in substantially greater employer involvement in building a STW system. ^

The purpose of this study was to obtain an understanding of older adults' perceptions of independence and the factors that allow them to remain living independently in the community. A questionnaire was mailed to a random sample of 500 community-based older adults. One hundred seventy eight questionnaires were returned (36%). Respondents were asked questions related to independence, self-health rating, functional difficulties, and social supports. Most respondents indicated Mental Health (97%), Physical Health (97%), Control of choices (97%), and Social Support Systems (93%) contributed to maintaining independence in the community. Age, education, fewer chronic health conditions, and a higher self-health rating were found to be significant predictors of actual independence. Family members were identified as the primary source of assistance with advice on major life decisions and financial matters. Findings indicate age, education, health status and the social support of family and friends all play an important role for older adults to live independently in the community. Occupational therapy could be instrumental in extending the health, highest level of independent functioning, and the number of years older adults remain living in the community.

Pollination-dependent fruit trees grown in home gardens play an important role in the agricultural based economy of Central Asian countries, yet little is known about the status of pollinator communities, the cultivated plant composition or the factors that influence management practices in Kyrgyz home garden agroecosystems. As agricultural systems are human created and managed, a logical approach to their study blends anthropological and ecological methods, an ethnoecological approach. Over three years, I investigated how species richness and abundance of Hymenoptera, cultivated plants, and home garden management were related using quantitative and qualitative methods in the Issyk-kul Man and Biosphere reserve. Structured surveys were undertaken with heads of households using a random sample stratified by village. Gardens were then mapped with participation of household members to inventory edible species in gardens, most of which are pollinator-dependent, and to compare home garden diversity as reported by respondents during interviews. Apple diversity was studied to the variety level to understand respondents’ classification system in the context of in situ agrobiodiversity conservation. Household members identified 52 edible plant species when mapping the garden, compared with 32 reported when interviewed. The proportion of plant species received from others through exchange and the number of plots cultivated significantly explained the variation in edible plant diversity among gardens. Insects were sampled in gardens and orchards to determine potential pollinator community composition and the effect of different management practices on Hymenoptera richness and abundance. I collected 756 Hymenoptera individuals (56 bee; 12 wasp species); 12 species were new records for Kyrgyzstan or within Kyrgyzstan. Economic pressures to intensify cultivation could impact management practices that currently promote diversity. A home garden development initiative was undertaken to study management practice improvement. Participants in the initiative had higher adoption rates than controls of management practices that improve long-term yield, ecological sustainability and stability of home gardens. Home gardens, as currently managed, support abundant and diverse pollinator communities and have high cultivated plant diversity with few differences in community composition between garden management types.

The term “functional food” (FF) has a variety of definitions resulting in term ambiguity. It is unclear Registered Dietitians’ (RDs) understanding and practices about FF. A descriptive, cross-sectional study investigated RDs’ perceptions, attitudes and practices regarding FF. A national random sample (n=1800) of RDs was mailed a FF questionnaire, 385 (22%) responded. Given five definitions from food-nutrition authorities, the majority of RDs did not agree on a definition, although three-fourths (n=292, 75.8%) perceived fortified foods as FF. Registered Dietitians agreed FF could improve health (n=266, 69.1%), prevent disease (n=282, 73.2%) and treat clientele (n=246, 63.9%), however were neutral (41.6%) or disagreed (37.7%) FF were herbs, or equivalent to medicine (32.7%, 49.2% respectively). Most RDs (n=290, 75.9%) ate FF; fewer (n=231, 61.4%) professionally recommended them. Nearly all (n=353) indicated interest in learning about FF. Registered Dietitians revealed inconsistencies between their perceptions, attitudes and practices regarding FF. Professional education is needed to resolve discrepancies regarding FF.

This study analyzed the Worker’s Healthy Eating Program in Rio Grande do Norte state (RN) to assess its possible impact on the nutritional status of the workers benefitted. To that end, we conducted a cross-sectional observational prospective study based on a multistage stratified random sample comparing 26 small and medium-sized companies from the Manufacturing Sector (textiles, food and beverages, and nonmetallic minerals) of RN, divided into two equal groups (WFP and Non WFP). Interviews were conducted at each company by trained interviewers from Tuesday to Saturday between September and December 2014. Data were collected on the company (characterization and information regarding the program’s desired results) and workers (personal and professional information, anthropometrics, health, lifestyle and food consumed the previous day). Population estimates were calculated for RN on the characteristics of workers and the study variables. The main variable was BMI. The secondary variables were waist circumference (WC), nutritional diagnosis, calorie intake, blood pressure, metabolic variables and lifestyle indicators. The statistical method used was hierarchical mixed effects linear regression for interval variables and hierarchical mixed effects logistic regression for binary variables. The variables measured in ordinal scales were analyzed by ordinal logistic regression adjusted for correlated variables, adopting robust standard errors. The results for interval variables are presented as point estimates and their 95% confidence intervals; and as odds-ratios and their 95% confidence intervals for binary variables. The Fisher’s exact and Student’s t-tests were used for simple comparisons between proportions and means, respectively. Differences were considered statistically significant at p<0.05. A total of 1069 workers were interviewed, of which 541 were from the WFP group and 528 from the Non WFP group. Subjects were predominantly males and average age was 34.5 years. Significant intergroup differences were observed for schooling level, income above 1 MW (minimum wage) and specific training for their position at the company. The results indicated a significant difference between the BMI of workers benefitted, which was on average 0.989 kg/m2 higher than the BMI of workers from the Non WFP group (p=0.002); and between the WC, with the waist circumference of WFP group workers an average of 1.528 cm larger (p<0.05). Higher prevalence of overweight and obesity (p<0.001) and cardiovascular risk (p=0.038) were recorded in the WFP group. Tests on the possible effect of the WFP on health (blood pressure and metabolic indicators) and lifestyle indicators (smoking, alcohol consumption and exercise) were not significant. With respect to worker’s diets, differences were significant for consumption of saturated fat (lunch and daily intake), salt (lunch, other meals and daily intake) and proteins (other meals and daily intake), with higher consumption of these nutrients in the WFP group. The study showed a possible positive impact of the WFP on nutritional status (BMI and WC) among the workers benefitted. No possible effects of the program were observed for the lifestyle indicators studied. Workers benefitted consumed less salt, saturated fat and protein. The relevance of the WFP is recognized for this portion of society and it is understood that, if the program can reach and impact those involved, the development of educational initiatives aimed at nutritional and food safety may also exert a positive influence.

Surveys can collect important data that inform policy decisions and drive social science research. Large government surveys collect information from the U.S. population on a wide range of topics, including demographics, education, employment, and lifestyle. Analysis of survey data presents unique challenges. In particular, one needs to account for missing data, for complex sampling designs, and for measurement error. Conceptually, a survey organization could spend lots of resources getting high-quality responses from a simple random sample, resulting in survey data that are easy to analyze. However, this scenario often is not realistic. To address these practical issues, survey organizations can leverage the information available from other sources of data. For example, in longitudinal studies that suffer from attrition, they can use the information from refreshment samples to correct for potential attrition bias. They can use information from known marginal distributions or survey design to improve inferences. They can use information from gold standard sources to correct for measurement error.
This thesis presents novel approaches to combining information from multiple sources that address the three problems described above.
The first method addresses nonignorable unit nonresponse and attrition in a panel survey with a refreshment sample. Panel surveys typically suffer from attrition, which can lead to biased inference when basing analysis only on cases that complete all waves of the panel. Unfortunately, the panel data alone cannot inform the extent of the bias due to attrition, so analysts must make strong and untestable assumptions about the missing data mechanism. Many panel studies also include refreshment samples, which are data collected from a random sample of new
individuals during some later wave of the panel. Refreshment samples offer information that can be utilized to correct for biases induced by nonignorable attrition while reducing reliance on strong assumptions about the attrition process. To date, these bias correction methods have not dealt with two key practical issues in panel studies: unit nonresponse in the initial wave of the panel and in the
refreshment sample itself. As we illustrate, nonignorable unit nonresponse
can significantly compromise the analyst's ability to use the refreshment samples for attrition bias correction. Thus, it is crucial for analysts to assess how sensitive their inferences---corrected for panel attrition---are to different assumptions about the nature of the unit nonresponse. We present an approach that facilitates such sensitivity analyses, both for suspected nonignorable unit nonresponse
in the initial wave and in the refreshment sample. We illustrate the approach using simulation studies and an analysis of data from the 2007-2008 Associated Press/Yahoo News election panel study.
The second method incorporates informative prior beliefs about
marginal probabilities into Bayesian latent class models for categorical data.
The basic idea is to append synthetic observations to the original data such that
(i) the empirical distributions of the desired margins match those of the prior beliefs, and (ii) the values of the remaining variables are left missing. The degree of prior uncertainty is controlled by the number of augmented records. Posterior inferences can be obtained via typical MCMC algorithms for latent class models, tailored to deal efficiently with the missing values in the concatenated data.
We illustrate the approach using a variety of simulations based on data from the American Community Survey, including an example of how augmented records can be used to fit latent class models to data from stratified samples.
The third method leverages the information from a gold standard survey to model reporting error. Survey data are subject to reporting error when respondents misunderstand the question or accidentally select the wrong response. Sometimes survey respondents knowingly select the wrong response, for example, by reporting a higher level of education than they actually have attained. We present an approach that allows an analyst to model reporting error by incorporating information from a gold standard survey. The analyst can specify various reporting error models and assess how sensitive their conclusions are to different assumptions about the reporting error process. We illustrate the approach using simulations based on data from the 1993 National Survey of College Graduates. We use the method to impute error-corrected educational attainments in the 2010 American Community Survey using the 2010 National Survey of College Graduates as the gold standard survey.
Consumer perceived risk, risk reduction strategies and transaction intentions in online marketplaces
Resumo:
Even though online commerce has garnered vast academic interest during the recent years, theoretical grounds for consumer behavior online still remains ambiguous. Despite the globally rapid growth of online commerce, only a fraction of Internet browsers end up purchasing goods online. This is argued to be caused by the intangible and distant nature of the Internet, causing overwhelming perceived risks for consumers and negatively affecting transaction intentions. To combat perceived risks, consumers may actively or passively seek to relieve those risks to tolerable level. These risk reduction strategies refer to both institutional mechanisms as well as consumer risk reduction strategies. The objective of this thesis is to provide further understanding upon the relationships between consumer perceived risk, risk reduction strategies and transaction intentions in online marketplaces. To serve the objectives of the present thesis, a quantitative approach was chosen as the method for conducting empirical research. The data was collected with an online survey through discussion board, using a random sample approach. The proposed research model was examined with a set of hierarchical regression analyses. Results revealed several direct relationships as well as moderating interaction effects. The key finding of this thesis is that institutional risk reduction mechanisms significantly contribute to consumer perceived risks. These mechanisms have the potential to reduce perceived risks, and therefore may stimulate transaction intentions. Additionally, it was observed that risk reduction strategies moderate the relationship between intermediary provided risk relievers, consumer perceived risks and transaction intentions. Retailer related risk reduction strategies were also shown to enforce the effectiveness of payment methods; however feedback and monitoring mechanism was shown to have a diminishing effect of perceived risk only when consumers did not rely on product related risk reduction strategies. The present thesis also illustrates the importance of effective information search, as those consumers are more willing to transact as the perceived risks become less significant. For managerial purposes, the importance of well-functioning institutional mechanisms cannot be emphasized enough.

ABSTRACT: This study, based on the issues of continuous professional training in the hospital setting, as a factor to develop nurses competencies, intends to understand how the training program in the hospital milieu is conducted, focusing on perceptions and concepts of quality, impact, importance and motivation to participate in ongoing professional training, according to general care registered nurses point of view. The study main goal is to identify how is developed professional training in a medical institution from Sub-Região de Saúde de Lisboa and Vale do Tejo, and evaluate the impact of the training program. Considering that a problematic exists in the articulation between the communication processes, motivational drives, procedures and resources at the disposition of the participants and managers of the professional development program, at a micro level of services in the organization and at a macro level of the government policies and organizational strategies leaders; which contributed to the absence of quantifiable results and little evidence, in terms of efficiency of the professional development program to enhance the professional competencies of those participating in the study. The investigation of the factorial determinants related to nurse’s efficient performance enhanced by participating in continuous professional training, seems to be an imperative approach to understand and analyze the problematic in its own dimension. The empirical study consisted in an exploratory/descriptive investigation, departing from a random sample, by means of a quantitative methodology approach; through the use of questionnaires being administered to 208 nurses in general care, from a public medical organization. This study, allowed to verify that nurses have a positive perception of the professional development programs established in their workplace, and the competencies of those nurses in charge of delivering the program. The majority, considered the maintenance of a continuous professional development program, imperative to maintain good professional skills; they feel motivated and actively participate in professional development programs. However, it was not possible to make any correlations between the variables of the study, noticing that the nurses answered frequently and always, to the majority of the questions. The study demonstrated that even though nurses have a positive perception of professional development in terms of their workplace, it was inconclusive to ascertain the training quality programs delivered at medical facilities. ln conclusion, a plan of intervention centered on a socio-organizational model, was developed to create a uniform, procedural approach to developing high standards competencies for the registered nurses, by a professional training program, that include monitoring the process and assessing the results of the program. Management competencies according to a balanced scorecard it's another proposal of this study.
