Devido à grande competitividade do mercado atual, estão em vantagem competitiva aquelas empresas que conhecem profundamente seus resultados financeiros, para que a partir deste conhecimento seus gestores possam tomar decisões visando a maximização do lucro. Dentro deste pensamento, esta pesquisa trata da alavancagem como instrumento de estratégia operacional, para isso apresenta o estudo de caso de uma obra de construção civil, setor este cuja mão-de-obra é um significante insumo, cujos funcionários de produção trabalham horas extras, aumentando o lucro da empresa. O objetivo do presente trabalho é demonstrar como a alavancagem operacional pode ser utilizada como instrumento de estratégia operacional neste contexto. Quanto aos fins se trata de uma pesquisa descritiva e aplicada; quanto aos meios é bibliográfica, documental e de campo. Foi realizada na obra de construção da nova sede da Assembléia Legislativa do Estado do Maranhão que está sendo executada pela empresa Petra Construções Ltda na cidade de São Luís.

The necessity of the insertion of the capital of Rio Grande do Norte in the world-wide commercial scene and its claim as the seat of political power, in ends of nineteenth and beginning of twentieth century, determined the direction of urban interventions undertaken by government to restructure the city. In that matter, there were several actions of improvements and embellishment in Natal, which had, as a starting point, the adequacy works of the port, located in the Ribeira quarter, with the aim of ending the physical isolation that reinforced its economic stagnation. Besides the problems faced in the opening bar of the Potengi River, and would complement the required improvements, other barriers demonstrate the tension established between the physic-geographic field and the man: the flooded and slope which connected Cidade Alta and Ribeira the first two quarters of the city.The execution of these works demanded knowledge whose domain and application it was for engineering. But, how the actions done for the engineers, in sense to transform natural areas into constructed spaces made possible the intentional conformation of the quarter of the Ribeira in a commercial and politician-administrative center, in the middle of the XIX century and beginning of the XX? Understand, therefore, the employment effects of technology on the physical-geographical Ribeira, is the objective of this work that uses theoretical and methodological procedures of Urban Environmental History, by analyzing the relationship between the environment and the man, mediated by knowledge and use of technologies. The documental research was used, as primary sources, the Messages of the Provincial Assembly Government that later became the Legislative Assembly of Rio Grande do Norte reports and articles on specialized publications, in addition to local newspapers. The work is structured in five chapters. First, some comments about Urban Environmental History (Chapter 1) supplemented with analysis of the conceptual construction of nature in the Contemporary Era and its application in the city (chapter 02), the following chapters (03 and 04) deal with the rise of engineers as a active group in the Brazilian government frameworks and their vision about the nature inside the urban environment and it is studied how the professional technicians dealt with the improvement work of the harbor and in the shock with the natural forces. Other works that would complement this "project" of modernization and had had natural obstacles to be removed the Ribeira flood and slope constitute the subject of the fifth chapter. Finally, some final considerations retake the initial discussions aiming an association between the technique and the nature as junction elements inside the process of constitution of a Modern Natal
Dos movimentos sociais às funções institucionais: a Consolidação de uma geração política em Sergipe.

This study was presented to the Post-Graduation Program in Social Sciences at UFRN as part of the requisites for obtaining the title of Master in Social Sciences. It describes the results of the research From social movements to the institutional functions: the consolidation of a generation . Its main objective is to describe the history of a political generation that emerged from the social movements, in the 80 s, in Sergipe, and that nowadays occupies the main governmental positions in the State s political scenario. As its specific objectives, the research described the emerging of social movements in the 80s in Sergipe; it found in the social movements in Sergipe, in the 80s, the beginning of the history of a new political generation, and described the consolidation of this new political generation in institutional positions as the expression of a new group of power in Sergipe s politics. Among the social movements that gained visibility in that period and that projected their leadership into the political scenario of Sergipe, this study highlights: the students movement, teacher s movement, bank clercks movement, miners movement, and rural workers movement. It utilized as methodology the research in sites, magazines, and the use of testimonies from semi-structured interviews. The main leadership of the five movements that were analyzed is, nowadays, governing the state, administering the capital s city hall, and performing legislative work at the Legislative Assembly of Sergipe, and at the Chamber of City Councilmen of Aracaju. This study described the political history of the main leadership of that generation of militants and organizers of social movements, and of left party groups in Sergipe, highlighting that their consolidation in the political scenario of the State meant the consolidation of a new group of power in Sergipe s politics.

This work evaluates the organization of the legislative activities and the decision-making process within the Legislative Assembly of RN, emphasizing the role of ruling institutions on the Legislative Power working, as well as the structure of its decisions. The organization and the production of the decision-making process inside the Legislative Assembly will be seen along with how institutional norms determine the nature of the legislative process and influence his legal production. The period under study extends from 1990/94 to 1994/97 legislatures. The work is divided in three parts. The first analyzes the legislative process, the role of legal production, the nature of the legislation produced during the time referred and the role of the decisory instances: the directive Table, the leaders collegiate and the permanent commissions; the second part will present the results of questionnaires made to the deputies about their perspective concerning the actual power structure, as well as a more desirable power distribution among different decisory instances in the Assembly. At last, part three will focus on the Executive power role exerted on the legislative process, analyzing how it makes use of his initiating and veto prerogatives, via the study of some laws sanctioned in 1990-1997

OBJETIVO – O propósito de minha pesquisa é analisar os mecanismos que estruturam os governos de gabinete e as coalizões cíclicas no ultrapresidencialismo estadual do Amazonas. Em outras palavras, tenho como foco explicar a lógica do sucesso do governador, de sua coalizão legislativa e de seu gabinete na constituição de uma rede de superdominância nas arenas eleitoral, parlamentar e executiva. PERÍODO – Neste estudo de caso, analiso quatro administrações de três governadores do Amazonas: Gilberto Mestrinho (1991-1994), Amazonino Mendes (1995-1998 e 1999-2002) e Eduardo Braga (2003-2006); e quatro legislaturas da Assembleia Legislativa (ALEAM). TEORIA – Como orientação teórica, uso as contribuições da teoria da escolha pública e da análise institucional. Parto da premissa de que o governador joga tentando maximizar sua renda de utilidade dentro de uma dada estrutura institucional (permeada pela lógica do gubernatorial coattails) que incentiva a interação estratégica cooperativa e durável entre os principais jogadores (governador, deputados estaduais, secretários e cidadãos-eleitores) em múltiplas arenas decisórias. METODOLOGIA – Primeiramente, utilizo o banco de dados do Laboratório de Estudos Experimentais (LEEX) para montar um mapa da dinâmica eleitoral, partidária e parlamentar recente. Depois, trabalho com o banco de dados da Assembleia Legislativa do Amazonas para verificar a organização da produção legislativa (os projetos de lei ordinária aprovados) e a eficácia da coalizão partidário-parlamentar do governador. Finalmente, manuseio o meu próprio banco de dados sobre a rotatividade do secretariado e, por conseguinte, aplico e calculo o índice de coalescência para estimar os níveis de proporcionalidade dos governos de gabinetes ultrapresidenciais. CONCLUSÃO E RESULTADOS – Os governadores acumulam o monopólio do poder de agenda decisória do Executivo e controlam com muita eficiência a agenda do Legislativo; além do mais distribuem recursos de patronagem como incentivos seletivos para os seus aliados nos jogos em múltiplas arenas. Como consequência, cheguei à conclusão de que a formação de maiorias no contexto do ultrapresidencialismo estadual se realiza, por um lado, pelo surgimento de coalizões cíclicas de amplo apoio partidário na arena legislativa; e, por outro, pela edificação de governos de gabinete com a participação pendular de parlamentares, partidários e especialistas.

Esta Dissertação de Mestrado problematiza como os jornais paraenses, O Liberal e Diário do Pará, dois dos mais importantes periódicos da Amazônia na atualidade, produzem discursos sobre casos de violência sexual contra crianças e adolescentes. Tomamos, como suporte de pesquisa, notícias publicadas nas páginas policiais e em diversas editorias, ao longo da trajetória dos dois jornais, além de enunciados jornalísticos produzidos durante a vigência da Comissão Parlamentar de Inquérito (CPI) da Assembleia Legislativa do Estado do Pará (ALEPA), entre 2008 e 2010. Para tornar possível a análise discursiva sobre essa complexa temática, adotamos como metodologia a Análise do Discurso (AD) de vertente francesa, especialmente os postulados de Michel Foucault sobre discurso, história e poder, a fim de efetuarmos as leituras do corpus selecionado. Para aprofundarmos a nossa análise, fizemos um trabalho arqueológico da história da imprensa paraense para observarmos a atualização de redes de memória e as relações de poder que atravessam os discursos dos jornais sobre a temática, pois na microfísica de poder midiático amazônico ambos travam uma “guerra discursiva” registrada de forma peculiar em suas páginas. Assim, fizemos uma aproximação dos estudos da análise do discurso com os do jornalismo, por meio de teóricos do campo da Comunicação, como Nelson Traquina. Além disso, nossa pesquisa considerou nas análises as peculiaridades da Amazônia, região ao norte do país que sofre diversos apagamentos discursivos midiáticos nacionais ao longo da história e onde também observamos, em meio a sua diversidade, a prática cultural das “crias”, realidade que nossos estudos mostraram como secular e que até hoje retira crianças de cidades do interior para morar e estudar na capital. Essa e outras dinâmicas que envolvem o abuso e exploração sexual de crianças e adolescentes nos levaram à percepção de uma série de (ab)usos discursivos sobre o tema na imprensa paraense.

This paper analyzes the opinions of legislators members of parliamentaries elites of Legislative Assemblies of the States of São Paulo, Paraná and Santa Catarina on democracy. The opinions of legislators paulistas were collected using a questionnaire selfadministered and structured, while the opinions of legislators paranaenses and catarinenses were collected with the surveys “As elites administrativas, parlamentares e partidárias do Paraná, 1995-2006” and “Elites políticas e a democracia: os valores políticos dos parlamentares catarinenses da 16º Legislatura, 2007”. The results were: i) democracy is stable, ii) it is superior to any other type of regime, iii) is supported by some social policies and the use of voting and iv) democracy has support of various ideological currents.

We review catches of humpback whales (Megaptera novaeangliae) in the Southern Ocean during the period following World War II, with an emphasis on Areas IV, V and VI (the principal regions of illegal Soviet whaling on this species). Where possible, we summarize legal and illegal Soviet catches by year, Area and factory fleet, and also include information on takes by other nations. Soviet humpback catches between 1947 and 1973 totaled 48702 and break down as follows: 649 (Area I), 1412 (Area II), 921 (Area III), 8779 (Area IV), 22569 (Area V) and 7195 (Area VI), with 7177 catches not assignable to area. In all, at least 72542 humpback whales were killed by all operations (Soviet plus other nations) after World War 2 in Areas IV (27201), V (38146) and VI (7195). More than a third of these (25474 whales, of which 25192 came from Areas V and VI) were taken in just two seasons, 1959/60 and 1960/61. The impact of these takes, and of those from Area IV in the late 1950's, is evident in the sometimes dramatic declines in catches at shore stations in Australia, New Zealand and Norfolk Island. When compared to recent estimates of abundance, the large removals from Areas IV and V indicate that the populations in these regions remain well below pre-exploitation levels despite reported strong growth rates off eastern and western Australia. Populations in many areas of Oceania continue to be small, indicating that the catches from Area VI and eastern Area V had long-term impacts on recovery.

Impact cratering has been a fundamental geological process in Earth history with major ramifications for the biosphere. The complexity of shocked and melted rocks within impact structures presents difficulties for accurate and precise radiogenic isotope age determination, hampering the assessment of the effects of an individual event in the geological record. We demonstrate the utility of a multi-chronometer approach in our study of samples from the 40 km diameter Araguainha impact structure of central Brazil. Samples of uplifted basement granite display abundant evidence of shock deformation, but U/Pb ages of shocked zircons and the Ar-40/Ar-39 ages of feldspar from the granite largely preserve the igneous crystallization and cooling history. Mixed results are obtained from in situ Ar-40/Ar-39 spot analyses of shocked igneous biotites in the granite, with deformation along kink-bands resulting in highly localized, partial resetting in these grains. Likewise, spot analyses of perlitic glass from pseudotachylitic breccia samples reflect a combination of argon inheritance from wall rock material, the age of the glass itself, and post-impact devitrification. The timing of crater formation is better assessed using samples of impact-generated melt rock where isotopic resetting is associated with textural evidence of melting and in situ crystallization. Granular aggregates of neocrystallized zircon form a cluster of ten U-Pb ages that yield a "Concordia" age of 247.8 +/- 3.8 Ma. The possibility of Pb loss from this population suggests that this is a minimum age for the impact event. The best evidence for the age of the impact comes from the U-Th-Pb dating of neocrystallized monazite and Ar-40/Ar-39 step heating of three separate populations of post-impact, inclusion-rich quartz grains that are derived from the infill of miarolitic cavities. The Pb-206/U-238 age of 254.5 +/- 3.2 Ma (2 sigma error) and Pb-208/Th-232 age of 255.2 +/- 4.8 Ma (2 sigma error) of monazite, together with the inverse, 18 point isochron age of 254 +/- 10 Ma (MSWD = 0.52) for the inclusion-rich quartz grains yield a weighted mean age of 254.7 +/- 2.5 Ma (0.99%, 2 sigma error) for the impact event. The age of the Araguainha crater overlaps with the timing of the Permo-Triassic boundary, within error, but the calculated energy released by the Araguainha impact is insufficient to be a direct cause of the global mass extinction. However, the regional effects of the Araguainha impact event in the Parana-Karoo Basin may have been substantial. (C) 2012 Elsevier Ltd. All rights reserved.

Background and aims Eucalyptus plantations cover 20 million hectares on highly weathered soils. Large amounts of nitrogen (N) exported during harvesting lead to concerns about their sustainability. Our goal was to assess the potential of introducing A. mangium trees in highly productive Eucalyptus plantations to enhance soil organic matter stocks and N availability. Methods A randomized block design was set up in a Brazilian Ferralsol soil to assess the effects of mono-specific Eucalyptus grandis (100E) and Acacia mangium (100A) stands and mixed plantations (50A:50E)on soil organic matter stocks and net N mineralization. Results A 6-year rotation of mono-specific A. mangium plantations led to carbon (C) and N stocks in the forest floor that were 44% lower and 86% higher than in pure E. grandis stands, respectively. Carbon and N stocks were not significantly different between the three treatments in the 0-15 cm soil layer. Field incubations conducted every 4 weeks for the two last years of the rotation estimated net soil N mineralization in 100A and 100E at 124 and 64 kg ha(-1) yr(-1), respectively. Nitrogen inputs to soil with litterfall were of the same order as net N mineralization. Conclusions Acacia mangium trees largely increased the turnover rate of N in the topsoil. Introducing A. mangium trees might improve mineral N availability in soils where commercial Eucalyptus plantations have been managed for a long time.
