Aborda aspectos da reunião de audiência pública sobre a implantação de TV digital no Brasil, realizada em 31 de Janeiro de 2006 na Comissão de Ciência, Tecnologia, Comunicação e Informática da Câmara dos Deputados. Identifica e analisa os interesses velados e explícitos que interferem na digitalização da televisão brasileira.

Aborda a aprovação de outorgas e renovações de rádio e tv pelo Senado Federal. Investiga relatórios de comissões e da Presidência do Senado, no período de 1999 a 2008, para quantificar a aprovação de projetos de decreto legislativo sobre o assunto. Analisa os partidos políticos mais beneficiados, as regiões e os Estados mais contemplados, as categorias de outorgas e renovações mais aprovadas e o fluxo dessas matérias em períodos eleitorais. Verifica a relação entre os projetos de radiodifusão que tramitaram no Senado, no período pesquisado, e a localidade da emissora.

Analisa a TV Câmara, emissora institucional da Câmara dos Deputados, que se anuncia como emissora pública e tem algumas práticas que podem ser identificadas com os conceitos já formulados sobre comunicação pública. Para isso, é feito uma síntese de alguns textos sobre comunicação pública, privilegiando-se os autores franceses. Também são abordados os princípios estipulados pela Unesco para a radiodifusão pública e os conceitos teóricos que fundamentam emissoras públicas no mundo. Como conclusão, mostra que a TV Câmara privilegia o debate de temas em discussão na Câmara dos Deputados e tem programação diversificada, de acordo com o que prevê a Constituição, mas é de fato um órgão informativo institucional, sem autonomia de gestão ou financeira. Além disso, faltam à emissora regras internas e uma consolidação de cultura institucional que a proteja de seu uso político-partidário, que garantam a manutenção do caráter plural da sua programação, que respaldem as decisões tomadas por sua direção e deem maior transparência à sua prestação de contas.

Shear stress, generated by water movement, can kill fish eggs and larvae by causing rotation or deformation. Through the use of an experimental apparatus, a series of shear (as dynes/cm2)-mortality equations for fixed time exposures were generated for striped bass and white perch eggs and larvae. Exposure of striped bass eggs to a shear level of 350 dynes/cm2 kills 36% of the eggs in 1 min; 69% in 2 min, and 88% in 4 min; exposure of larvae to 350 dynes/cm2 kills 9.3% in 1 min, 30.0% in 2 min, and 68.1% in 4 min. A shear level of 350 dynes/cm2 kills 38% of the white perch eggs in 1 min, 41% in 2 min, 89% in 5 min, 96% in 10 min, and 98% in 20 min. A shear level of 350 dynes/cm2 applied to white perch larvae destroys 38% of the larvae in 1 min, 52% in 2 min, and 75% in 4 min. Results are experimentally used in conjunction with the determination of shear levels in the Chesapeake and Delaware Canal and ship movement for the estimation of fish egg and larval mortalities in the field.

From September 1975 to September 1977 we conducted field research on bowhead, Balaena mysticetus, and white, Delphinapterus leucas, whales in the U.S. Bering, Chukchi, and Beaufort Seas. The objectives were to determine the general distribution and migration of these whales in spring and autumn and to estimate abundance. We also surveyed the literature beginning in June 1975 through March 1978 to augment our empirical results. (PDF contains 48 pages)

Changes in the age structure and population size of white grunt, Haemulon plumieri, from North Carolina through the Florida Keys were examined using records of landings and size frequencies of fish from commercial, re~reational, and headboat fisheries from 1986-1998. Data were stratified into two geographical areas: North Carolina and South Carolina; and southeast Florida. Population size in numbers at age was estimated for each year and geographical area by applying an uncalibrated separable virtual population analysis (SVPA) to the landings in numbers at age. A calibrated virtual population analysis, FADAPT, was also run for data from North Carolina and South Carolina. SVPA and FADAPT were used to estimate annual, age-specific fishing mortality (F) for four levels of natural mortality (M = 0.20, 0.25, 0.30, and 0.35). The best estimate of M for white grunt is 0.30. Landings of white grunt in the Carolinas for the three fisheries have generally decreased in recent years, but have held fairly steady for the species in southeast Florida. Age at entry and age at full recruitment were age-1 and age-4 for the Carolinas, and age-l and age-3 for southeast Florida. With M = 0.30, levels of fishing mortality (F) on the fully-recruited ages were 0.23 for the Carolinas and 0.33 for southeast Florida. Spawning potential ratio (SPR) at M = 0.30 was 57% for the Carolinas and 61% for southeast Florida, which indicates that the species, by definition, has not been over-exploited by fishing. The results of this assessment of the white grunt population off the Carolinas agree with the recent F/FMSY analysis of white grunt (Anonymous, 1999). (PDF contaons 72 pages)

Some results on fixed points related to the contractive compositions of bounded operators in a class of complete metric spaces which can be also considered as Banach's spaces are discussed through the paper. The class of composite operators under study can include, in particular, sequences of projection operators under, in general, oblique projective operators. In this paper we are concerned with composite operators which include sequences of pairs of contractive operators involving, in general, oblique projection operators. The results are generalized to sequences of, in general, nonconstant bounded closed operators which can have bounded, closed, and compact limit operators, such that the relevant composite sequences are also compact operators. It is proven that in both cases, Banach contraction principle guarantees the existence of unique fixed points under contractive conditions.

This paper relies on the study of fixed points and best proximity points of a class of so-called generalized point-dependent (K-Lambda)hybrid p-cyclic self-mappings relative to a Bregman distance Df, associated with a Gâteaux differentiable proper strictly convex function f in a smooth Banach space, where the real functions Lambda and K quantify the point-to-point hybrid and nonexpansive (or contractive) characteristics of the Bregman distance for points associated with the iterations through the cyclic self-mapping.Weak convergence results to weak cluster points are obtained for certain average sequences constructed with the iterates of the cyclic hybrid self-mappings.

Increasing investment in estate and learning technologies, combined with the need for more cost-effective space utilisation, is making it increasingly important for senior managers to keep abreast of new thinking about the design of technology-rich learning spaces. Designing Spaces for Effective Learning, one of a series of guides, was launched at the JISC Conference 2006 which helped to meet this need. A visually-rich publication, it was designed to promote better understanding of what makes an effective design for the 21 century and to summarise the key points to consider when approaching a refurbishment or new-build project. The publication takes the reader on a ’walk through’ an educational institution, exploring the relationship between learning technologies and innovative examples of physical space design at each stage of the journey. Discussion of the key points is illustrated by ten case studies from further and higher education, and floor plans from AMA Alexi Marmot Associates, architects and space planners, which provide up-to-date guidelines on the integration of technologies into teaching and learning accommodation.

This paper investigates a class of self-adjoint compact operators in Hilbert spaces related to their truncated versions with finite-dimensional ranges. The comparisons are established in terms of worst-case norm errors of the composite operators generated from iterated computations. Some boundedness properties of the worst-case norms of the errors in their respective fixed points in which they exist are also given. The iterated sequences are expanded in separable Hilbert spaces through the use of numerable orthonormal bases.
