Este trabalho tem como objetivo analisar a prática do assistente social no Sistema Penitenciário do Estado do Rio de Janeiro, a partir dos pressupostos estabelecidos pelo Projeto Ético Político da Profissão. A relevância deste estudo consiste em colocar no centro do debate o desafio que representa para a categoria, com um direcionamento profissional ético e político comprometido com os interesses da classe trabalhadora e com a efetivação dos direitos da mesma, efetivar estes pressupostos num campo de atuação marcado pelo controle e repressão dos indivíduos pertencentes a esta classe. A prisão é uma instituição total, punitiva, vingativa, onde observamos a face mais dura do Estado, onde, muitas vezes, o assistente social se vê sozinho na defesa e efetivação dos direitos do preso. Constitui-se como objetivo central deste estudo analisar se dentro desta instituição, o assistente social consegue efetivar os valores defendidos e consagrados pelo projeto profissional. Para realização do estudo nos debruçamos sobre a produção teórica e a história do sistema penitenciário; sobre a legislação específica da área (Lei de Execução Penal e Regulamento Penitenciário do Estado do Rio de Janeiro) e sobre documentos, relatórios, manuais, etc., elaborados pela Coordenação de Serviço Social da Secretaria de Estado de Administração Penitenciária (SEAP). Devido às limitações impostas pela instituição, os sujeitos de nosso estudo foram os gestores e ex-gestores que aturam na Coordenação de Serviço Social e na antiga Divisão de Serviço Social da SEAP. Procuramos resgatar a trajetória histórica do Serviço Social dentro do Sistema Prisional fluminense, destacando as batalhas e conquistas alcançadas pela categoria, ao longo dos quase sessenta anos de inserção nas unidades prisionais do Rio de Janeiro. Observamos ao longo do estudo que a inserção do assistente social no Sistema Penitenciário encontra-se devidamente institucionalizada, regulamentada e organizada, o que demonstra a relevância do trabalho deste profissional, que muitas vezes ainda é visto como benfeitor do preso. Hoje, a execução penal pode ser considerada uma área consolidada para a atuação profissional dos assistentes sociais, embora apresente uma série de inconsistências e discrepâncias, tais como péssimas condições de trabalho, violação de direitos, entre outras. Procuramos mostrar neste estudo como o profissional de Serviço Social enfrenta essa realidade e contribui para a sua transformação, a partir dos ideais defendidos pelo Projeto Ético Político da profissão.

Esta tese parte da demonstração da existência de um conceito genérico de seguridade social incorporado ao ordenamento jurídico internacional - a ser interpretado conforme sua função socioeconômica e construção histórica no direito comparado o qual garante direitos subjetivos a medidas protetivas. Passa a averiguar então o desenvolvimento de um padrão ou receituário rudimentar previsto naquele ordenamento para implementação progressiva de sistemas de seguridade social com contornos protetivos cada vez mais precisos e abrangentes, inclusive no tocante ao tratamento do problema das migrações. Detecta então as insuficiências desse aparato normativo para oferecer atualmente uma cobertura efetiva à maioria da população mundial e aponta estratégias jurídicas internacionalizadas empregadas para fomentar ao menos a expansão imediata de uma cobertura mínima em seguridade social às populações mais vulneráveis do globo. Enfoca, por fim, a cooperação financeira internacional como solução viável para suprir as carências emergenciais das populações dos países em situação de maior déficit de cobertura em seguridade social, notadamente quanto a prestações de saúde. Expõe, em seu conjunto, caminhos para estruturação de sistemas de seguridade social harmônicos, coordenados e eficazes em prol da segurança econômica de todos.

O setor industrial de alimentos é um setor muito importante para a economia brasileira, segundo dados da Associação Brasileira das Indústrias da Alimentação (ABIA). Os diferentes produtos gerados pelas indústrias alimentícias são atribuídos a várias setores, como por exemplo, o setor de Food Service, o qual utiliza os insumos provenientes das indústrias de alimentos e fornecem alimentos prontos para os consumidores que buscam refeições fora dos seus lares. Devido à grande expansão desse setor, a exigência da sociedade por um sistema de Gestão em Saúde, Meio Ambiente, Segurança e Responsabilidade Social (SMS/RS) é grande, pois há preocupações ambientais, como o desperdício e a geração de resíduos, preocupações com as condições de trabalho dos funcionários, associados aos riscos e perigos no ambiente de trabalho e preocupações com as exigências legais, como o cumprimento de leis e normas na produção de alimentos, a fim de reduzir os riscos à saúde por doenças transmitidas por alimentos, com a segurança do mesmo. O objetivo geral desse estudo é avaliar as questões relacionadas à saúde, segurança, meio ambiente, sustentabilidade e responsabilidade socioambiental, de forma a verificar o nível de comprometimento dos serviços de alimentação micro e de pequeno porte no município do Rio de janeiro, com destaque para o atendimento ao serviço da Agência Nacional de Vigilância Sanitária (ANVISA), à legislação ambiental e de saúde e segurança no trabalho. Para atingir tal objetivo, a metodologia foi dividida em: pesquisa bibliográfica, elaboração de lista de verificação, questionário direcionado para os responsáveis e funcionários dos estabelecimentos, de questionário SMS/RS e visitas técnicas. Os resultados obtidos mostraram que, numa avaliação global, os trinta serviços de alimentação atenderam a todos os itens avaliados com relação à legislação sanitária e 88% no que tange aos aspectos de saúde, meio ambiente, segurança e responsabilidade social. Apesar de a legislação em saúde e segurança, meio ambiente e responsabilidade social ser uma prática comum nas micro e pequenas empresas fornecedoras de alimentos, em nenhuma delas foi implantado um sistema de Gestão baseado nessas questões, devido a falta de conhecimento por parte dos proprietários dos estabelecimentos

A pesquisa tem como objeto as bases ético-políticas da organização coletiva dos professores pela sua saúde e, como objetivo, analisar como a questão da saúde dos trabalhadores foi incorporada na pauta sindical dos professores da rede básica de ensino no Brasil, a fim de desvendar concepções sobre saúde que sustentam tais reivindicações. A pergunta orientadora é: a saúde dos trabalhadores da educação tem sido incorporada na pauta sindical dos professores nos limites da reprodução da força de trabalho ou amplia-se para o plano dos direitos? Delimitou-se como campo de pesquisa a Confederação Nacional dos Trabalhadores em Educação (CNTE) por esta entidade sindical ser representativa de mais de dois milhões de trabalhadores da educação da rede básica e pública de ensino no país. Os resultados encontrados possibilitaram reconstruir historicamente o objeto, no sentido de identificar como, quando e por quais meios a entidade sindical iniciou a problematização da questão saúde/adoecimento docente como uma questão coletiva, bem como identificar o papel que a CNTE foi assimilando para si ao longo desse processo e que relações a entidade sindical percebe entre condições e trabalho dos professores e adoecimento. A classificação dos temas em saúde, quanto à sua natureza econômico-corporativa ou ético-política, apreendeu-se que concepções de saúde se fazem presentes nas fontes pesquisadas. Identificou-se que a concepção de saúde ampliada se faz presente na pauta sindical, evidenciada por um conjunto de temas considerados como pertinentes a uma natureza ético-política, notadamente, aqueles presentes na pauta que estão orientados para a defesa do Sistema Único de Saúde e a garantia da saúde por meio de políticas públicas. Contudo, os resultados também mostram que, no âmbito das necessidades provenientes das bases sindicais, ainda prevalecem reivindicações pertinentes a uma natureza econômico-corporativa, que necessárias para os trabalhadores da educação, se configuram a partir de concepções de saúde restritas, predominantemente baseadas em reivindicações por assistência médica, por meio de instituições próprias ao funcionalismo público ou planos de saúde. Neste último sentido, embora importantes, não ampliam o debate sindical no sentido de defender a saúde como direito social. A tese que se defende é que o momento ético-político, no qual se insere a luta pelos direitos sociais, tem relações imediatas com a dimensão ontológica do ser social, assim, tendo como pressuposto de que o trabalho é fundante de todas as determinações do ser social, considera-se que é na dimensão ético-política do processo saúde-doença que se deve introduzir a discussão política da saúde, e nela, a saúde dos trabalhadores a fim de se construir uma pauta contra o entendimento da saúde como uma mercadoria

Construction industry is a sector that is renowned for the slow uptake of new technologies. This is usually due to the conservative nature of this sector that relies heavily on tried and tested and successful old business practices. However, there is an eagerness in this industry to adopt Building Information Modelling (BIM) technologies to capture and record accurate information about a building project. But vast amounts of information and knowledge about the construction process is typically hidden within informal social interactions that take place in the work environment. In this paper we present a vision where smartphones and tablet devices carried by construction workers are used to capture the interaction and communication between workers in the field. Informal chats about decisions taken in the field, impromptu formation of teams, identification of key persons for certain tasks, and tracking the flow of information across the project community, are some pieces of information that could be captured by employing social sensing in the field. This information can not only be used during the construction to improve the site processes but it can also be exploited by the end user during maintenance of the building. We highlight the challenges that need to be overcome for this mobile and social sensing system to become a reality. © 2012 ACM.

This paper reports the first systematic study of acoustic signals during social interactions of the Chinese alligator (Alligator sinensis). Sound pressure level (SPL) measurements revealed that Chinese alligators have an elaborate acoustic communication system with both long-distance signal-bellowing-and short-distance signals that include tooting, bubble blowing, hissing, mooing, head slapping and whining. Bellows have high SPL and appear to play an important role in the alligator's long range intercommunion. Sounds characterized by low SPL are short-distance signals used when alligators are in close spatial proximity to one another. The signal spectrographic analysis showed that the acoustic signals of Chinese alligators have a very low dominant frequency, less than 500 Hz. These frequencies are consistent with adaptation to a habitat with high density vegetation. Low dominant frequency sound attenuates less and could therefore cover a larger spatial range by diffraction in a densely vegetated environment relative to a higher dominant frequency sound. The objective of this paper is to reassess the central factors which have shaped the Indian architecture. The author puts forward the concept of plurality introduced by Western art historians and argues that the diversity of the Indian architecture should not be explained in terms of religious differences, but in terms of the socio-economical situation in South Asia. He also elaborates on the Hindu caste system and its impact on the Indian architecture.

There are a number of reasons why this researcher has decided to undertake this study into the differences in the social competence of children who attend integrated Junior Infant classes and children who attend segregated learning environments. Theses reasons are both personal and professional. My personal reasons stem from having grown up in a family which included both an aunt who presented with Down Syndrome and an uncle who presented with hearing impairment. Both of these relatives' experiences in our education system are interesting. My aunt was considered ineducable while her brother - my uncle - was sent to Dublin (from Cork) at six years of age to be educated by a religious order. My professional reasons, on the other hand, stemmed from my teaching experience. Having taught in both special and integrated classrooms it became evident to me that there was somewhat 'suspicion' attached to integration. Parents of children without disabilities questioned whether this process would have a negative impact on their children's education. While parents of children with disabilities debated whether integrated settings met the specific needs of their children. On the other hand, I always questioned whether integration and inclusiveness meant the same thing. My research has enabled me to find many answers. Increasingly, children with special educational needs (SEN) are attending a variety of integrated and inclusive childcare and education settings. This contemporary practice of educating children who present with disabilities in mainstream classrooms has stimulated vast interest on the impact of such practices on children with identified disabilities. Indeed, children who present with disabilities "fare far better in mainstream education than in special schools" (Buckley, cited in Siggins, 2001,p.25). However, educators and practitioners in the field of early years education and care are concerned with meeting the needs of all children in their learning environments, while also upholding high academic standards (Putman, 1993). Fundamentally, therefore, integrated education must also produce questions about the impact of this practice on children without identified special educational needs. While these questions can be addressed from the various areas of child development (i.e. cognitive, physical, linguistic, emotional, moral, spiritual and creative), this research focused on the social domain. It investigates the development of social competence in junior infant class children without identified disabilities as they experience different educational settings.

Comfort is, in essence, satisfaction with the environment, and with respect to the indoor environment it is primarily satisfaction with the thermal conditions and air quality. Improving comfort has social, health and economic benefits, and is more financially significant than any other building cost. Despite this, comfort is not strictly managed throughout the building lifecycle. This is mainly due to the lack of an appropriate system to adequately manage comfort knowledge through the construction process into operation. Previous proposals to improve knowledge management have not been successfully adopted by the construction industry. To address this, the BabySteps approach was devised. BabySteps is an approach, proposed by this research, which states that for an innovation to be adopted into the industry it must be implementable through a number of small changes. This research proposes that improving the management of comfort knowledge will improve comfort. ComMet is a new methodology proposed by this research that manages comfort knowledge. It enables comfort knowledge to be captured, stored and accessed throughout the building life-cycle and so allowing it to be re-used in future stages of the building project and in future projects. It does this using the following: Comfort Performances – These are simplified numerical representations of the comfort of the indoor environment. Comfort Performances quantify the comfort at each stage of the building life-cycle using standard comfort metrics. Comfort Ratings - These are a means of classifying the comfort conditions of the indoor environment according to an appropriate standard. Comfort Ratings are generated by comparing different Comfort Performances. Comfort Ratings provide additional information relating to the comfort conditions of the indoor environment, which is not readily determined from the individual Comfort Performances. Comfort History – This is a continuous descriptive record of the comfort throughout the project, with a focus on documenting the items and activities, proposed and implemented, which could potentially affect comfort. Each aspect of the Comfort History is linked to the relevant comfort entity it references. These three components create a comprehensive record of the comfort throughout the building lifecycle. They are then stored and made available in a common format in a central location which allows them to be re-used ad infinitum. The LCMS System was developed to implement the ComMet methodology. It uses current and emerging technologies to capture, store and allow easy access to comfort knowledge as specified by ComMet. LCMS is an IT system that is a combination of the following six components: Building Standards; Modelling & Simulation; Physical Measurement through the specially developed Egg-Whisk (Wireless Sensor) Network; Data Manipulation; Information Recording; Knowledge Storage and Access.Results from a test case application of the LCMS system - an existing office room at a research facility - highlighted that while some aspects of comfort were being maintained, the building’s environment was not in compliance with the acceptable levels as stipulated by the relevant building standards. The implementation of ComMet, through LCMS, demonstrates how comfort, typically only considered during early design, can be measured and managed appropriately through systematic application of the methodology as means of ensuring a healthy internal environment in the building.

The conventional meaning of culture is ‘widely shared and strongly held values’ of a particular group or society (Bradley and Parker, 2006: 89). Culture is not a rigid concept; it can be influenced or altered by new ideas or forces. This research examines the ways in which one set of ideas in particular, that is, those associated with New Public Management, have impacted upon the administrative culture of 'street-level' bureaucrats and professionals within Irish social policy. Lipsky (1980: 3) defined 'street-level' bureaucrats as ‘public service workers who interact directly with citizens in the course of their jobs, and who have substantial discretion in the execution of their work’. Utilising the Competing Values Framework (CVF) in the analysis of eighty three semi-structured interviews with 'street-level' bureaucrats and professionals, an evaluation is made as to the impact of NPM ideas on both visible and invisible aspects of administrative culture. Overall, the influence of NPM is confined to superficial aspects of administrative culture such as; increased flexibility in working hours and to some degree job contracts; increased time commitment; and a customer service focus. However, the extent of these changes varies depending on policy sector and occupational group. Aspects of consensual and hierarchical cultures remain firmly in place. These coincide with features of developmental and market cultures. Contrary to the view that members of hierarchical and consensual culture would pose resistance to change, this research clearly illustrates that a very large appetite for change exists in the attitudes of 'street-level' bureaucrats and professionals within Irish social policy, with many of them suggesting changes that correspond to NPM ideas. This study demonstrates the relevance of employing the CVF model as it is clear that administrative culture is very much a dynamic system of competing and co-existing cultures.

The main objective of this thesis is the critical analysis of the evolution of the criminal justice systems throughout the past decade, with special attention to the fight against transnational terrorism. It is evident – for any observer - that such threats and the associated risk that terrorism entails, has changed significantly throughout the past decade. This perception has generated answers – many times radical ones – by States, as they have committed themselves to warrant the safety of their populations and to ease a growing sentiment of social panic. This thesis seeks to analyse the characteristics of this new threat and the responses that States have developed in the fight against terrorism since 9/11, which have questioned some of the essential principles and values in place in their own legal systems. In such sense, freedom and security are placed into perspective throughout the analysis of the specific antiterrorist legal reforms of five different States: Israel, Portugal, Spain, the United Kingdom and the United States of America. On the other hand, in light of those antiterrorist reforms, it will be questioned if it is possible to speak of the emergence of a new system of criminal justice (and of a process of a convergence between common law and civil law systems), built upon a control and preventive security framework, significantly different from traditional models. Finally, this research project has the fundamental objective to contribute to a better understanding on the economic, social and civilization costs of those legal reforms regarding human rights, the rule of law and democracy in modern States.

The health of a nation tells much about the nature of a social contract between citizen and state. The way that health care is organised, and the degree to which it is equitably accessible, constitutes a manifestation of the effects of moments and events in that country's history. Using four case studies, this thesis uses a historical genealogical approach to explain the evolution of Ireland's particular version of health care provision. The total social fact of the gift relationship, central to all human relations, will be used to form a theoretical and conceptual framework on which to build an analysis of Ireland's health and welfare conditions. Additionally, social contract theory will enable an examination of the role of solidarity in relation to social expectations around health care provision. Through the analysis of these cases, the complex matrix of the influential forces that have shaped current conditions are exposed and revealed, enabling a critical understanding of the extent of acquiescence to the inequitable system that arguably exists. The vulnerability of citizens in need of care to the external and global effects of market forces and neoliberalism, therefore, becomes central to any argument for state-provided health and welfare. The hegemony of such forces can be seen to influence the manner in which the idea of individual self-reliance, in place of collective solidarity, is conceptualised and subsequently infiltrated into a range of aspects of the social world. For example, the particular discourse of the market and of economic concerns succeeds in shaping understandings of responsibilities around central areas of health and welfare. Similarly the 'possessor principle' can be seen to be misplaced within the context of health and social care, but yet has become normalised within this discourse. Within this matrix of complex influencing factors, the welfare state struggles to impose a balance between market values and social values. Responsibilities of the state to support and compensate its citizens for the ills of the market have become devalued, as the core values of classical liberalism have become distorted beyond recognition, leaving instead bare neoliberal concerns. This thesis traces the genealogical origins of this transition within the recent history of Irish health care and thereby reveals the embedding of individualism in place of solidarity, the on going reneging of the social contract and the corruption of the gift relationship.

This thesis presents research theorising the use of social network sites (SNS) for the consumption of cultural goods. SNS are Internet-based applications that enable people to connect, interact, discover, and share user-generated content. They have transformed communication practices and are facilitating users to present their identity online through the disclosure of information on a profile. SNS are especially effective for propagating content far and wide within a network of connections. Cultural goods constitute hedonic experiential goods with cultural, artistic, and entertainment value, such as music, books, films, and fashion. Their consumption is culturally dependant and they have unique characteristics that distinguish them from utilitarian products. The way in which users express their identity on SNS is through the sharing of cultural interests and tastes. This makes cultural good consumption vulnerable to the exchange of content and ideas that occurs across an expansive network of connections within these social systems. This study proposes the lens of affordances to theorise the use of social network sites for the consumption of cultural goods. Qualitative case study research using two phases of data collection is proposed in the application of affordances to the research topic. The interaction between task, technology, and user characteristics is investigated by examining each characteristic in detail, before investigating the actual interaction between the user and the artifact for a particular purpose. The study contributes to knowledge by (i) improving our understanding of the affordances of social network sites for the consumption of cultural goods, (ii) demonstrating the role of task, technology and user characteristics in mediating user behaviour for user-artifact interactions, (iii) explaining the technical features and user activities important to the process of consuming cultural goods using social network sites, and (iv) theorising the consumption of cultural goods using SNS by presenting a theoretical research model which identifies empirical indicators of model constructs and maps out affordance dependencies and hierarchies. The study also provides a systematic research process for applying the concept of affordances to the study of system use.
