La régulation des interdépendances entre les forêts et l'eau domestique en Indonésie : études de cas sur le site de Lombok : les captages de Bak Pakem et de Ranget (Province du Nusa Tenggera Occidental, île de Lombok, Indonésie)

Ce working paper débute par une longue introduction, qui expose les spécificités du contexte institutionnel indonésien. Ensuite, la première partie traite des règles prévues sur l'île de Lombok (kabupaten de Lombok Barat, en Indonésie) pour gérer les usages des forêts et de l'eau potable ainsi que les règles qui visent à protéger le service forestier pour l'eau souterraine. Ensuite, en deuxième partie, deux études de cas montrent de quelle manière ces règles sont mises en oeuvre (ou pas) pour protéger les captages d'eau. L'écart entre les règles prévues et leur utilisation sur le terrain est expliqué, en troisième partie, à l'aide du cadre d'analyse des régimes institutionnels des ressources (RIR). Cette analyse permet de discuter en profondeur les mécanismes institutionnels en oeuvre et les enjeux en présence dans le contexte indonésien.

Evaluation of adherence to measures for the prevention of surgical site infections by the surgical team

AbstractOBJECTIVEEvaluate pre- and intraoperative practices adopted by medical and nursing teams for the prevention of surgical infections.METHODA prospective study carried out in the period of April to May 2013, in a surgical center of a university hospital in Belo Horizonte, Minas Gerais.RESULTS18 surgeries were followed and 214 surgical gloves were analyzed, of which 23 (10.7%) had postoperative glove perforation detected, with 52.2% being perceived by users. Hair removal was performed on 27.7% of patients in the operating room, with the use of blades in 80% of the cases. Antibiotic prophylaxis was administered to 81.8% of patients up to 60 minutes prior to surgical incision. An average of nine professionals were present during surgery and the surgery room door remained open in 94.4% of the procedures.CONCLUSIONPartial adhesion to the recommended measures was identified, reaffirming a need for greater attention to these critical steps/actions in order to prevent surgical site infection.

Lost in translation : euro-compatibility, legal security, and the autonomous implementation of EU law in Switzerland

This article presents the legislative and judicial practice relating to the "autonomous implementation" of EU law in Switzerland. Given that "euro-compatibility" is the central consideration behind this legislative policy, one would expect Swiss authorities to have devised legislative and hermeneutical techniques guaranteeing high fidelity to EU "mother law". That is not the case, however, and as this article shows much is lost in the translation from EU to Swiss Law
