The Brazilian industrialisation process, which occurred from World War II up to the early eighties, was almost totally based on imported technology and has thus not demanded local S&T capability. National S&T expenditures were limited to 0.7 % of the GNP, covering mainly expenses with basic research and training of scientists and engineers. Federal Government was then responsible for 90% of the national S&T expenditures. The globalisation of the economy, associated with the reduction of tariff barriers, has, since the early nineties, exposed Brazilian industries to international competition and, thus, forced them to invest in research and development. S&T policy fosters research activities, provides research infrastructure and human resources training. The goal is to raise national expenditures to 1.5% of GDP by 1999, with a share of the private sector of about 40%. In 1996, national S&T expenditures have already attained 1.1% of the GDP and private sector investments in this area reached a share of 30%.

In the past decade several articles have been published in this journal and elsewhere by different authors, dealing with the institutionalization of science in Brazil, its origins and subsequent history. The emphasis has often been directed to the work of Brazilian scientists working abroad, to foreigners in Brazil, or to a few private individuals within the country, as well as to cultural, social, economic and political considerations. Much of the attention has also been focused on "academic" science, rather than on empirical or technical developments. The present article presents some of these situations, particularly in the mining district, where the application of technology, sometimes quite up-to-date for the time, tended to blur somewhat the distinction between science and its applications. It is hoped that this may start a debate which will enrich our historiography in this field and be of interest to those who want to assess Brazil's position in the history of science.

Simultaneous localization and mapping(SLAM) is a very important problem in mobile robotics. Many solutions have been proposed by different scientists during the last two decades, nevertheless few studies have considered the use of multiple sensors simultane¬ously. The solution is on combining several data sources with the aid of an Extended Kalman Filter (EKF). Two approaches are proposed. The first one is to use the ordinary EKF SLAM algorithm for each data source separately in parallel and then at the end of each step, fuse the results into one solution. Another proposed approach is the use of multiple data sources simultaneously in a single filter. The comparison of the computational com¬plexity of the two methods is also presented. The first method is almost four times faster than the second one.

NMR is now frequently the technique of choice for determination of chemical structure in solution. Its uses also span structure in solids and mobility at the molecular level in all phases. The research literature in the subject is vast and ever-increasing. Unfortunately, many articles do not contain sufficient information for experiments to be repeated elsewhere, and there are many variations in the usage of symbols for the same physical quantity. It is the aim of the present recommendations to provide simple check-lists that will enable such problems to be minimised in a way that is consistent with general IUPAC formulation. The area of medical NMR and imaging is not specifically addressed in these recommendations, which are principally aimed at mainstream use of NMR by chemists (of all sub-disciplines) and by many physicists, biologists, material scientists and geologists etc. working with NMR.

The need for new materials to substitute injured or damaged parts of the human body has led scientists of different areas to the investigation of bioceramics since the 70's, when other materials in use started to show implantation problems. Bioceramics show some advantages like being the material that best mimics the bone tissue but also, present low mechanical strength due to its ceramic nature. This paper presents a general view about the topic.

This document here has been elaborated by the IUPAC Medicinal Chemistry section and is backed by a large number of scientists, many of whom have had direct involvement and whose names appear at the end of the article. This work discusses the role that the discovery of new medicinal agents has in the development of societies as well as in the conservation of biodiversity in terms of the work carried out on natural products. Also included are several recommendations for countries which are presently in search of their own scientific and technological development in medicinal agents. The IUPAC Medicinal Chemistry section would appreciate the collaboration of the scientific societies in every country to aid in the diffusion of this document.

Alexander Borodin (1833-1887) is a singularity in the history of science. Whereas other scientists may have kept lifelong interests in some artistic field, he was unique in pursuing with great success two parallel careers in both chemistry and music, managing to excell in both to the end of his life. Although he considered himself primarily a chemist, present-day appreciation of his powerful music has greatly surpassed interest for his chemistry. This article treats the life and the unusual double career of the Russian chemist-musician.

The Sociedade Brasileira de Química is commemorating its 25th anniversary, and this paper is intended to draw an overview of the Brazilian Medicinal Chemistry over all these years. In 1977 Brazil had almost no activities at all in the field, albeit many efforts were already on the way for encouraging Brazilian Scientists to enter the area. Among many different endeavours to help medicinal chemists to fulfil their proposals and the establishment of an on-going research with the help of networks, the Sociedade Brasileira de Química created, in 1991, its own Division on Structure and Activity Relationship, which became the Division of Medicinal Chemistry, in 1997.

The Erasmus Mundus Master in Quality in Analytical Laboratories (EMQAL) is a two-year Joint Master Degree. The course is funded by the European Commission through the Erasmus Mundus Programme, providing a number of attractive scholarships for European and non-European students. EMQAL prepares professionals for analytical laboratories, focusing on laboratory management and quality systems, along with complementing their technical knowledge. The EMQAL aims at training students in the most relevant issues concerning quality systems and management in analytical laboratories, and to become an expert in: Quality management, Analytical methods and Data Analysis. EMQAL promotes mobility. The students will attend one academic year of lectures in one of the European universities of the EMQAL consortium, and a 12 months master thesis at other European university, with the possibility to spend three-months in one of the non-EU partners. Superació. immobilitat. Grandesa intel·lectual. Infinitud finita. Personatge mediàtic. Excepcionalitat. Icona de la ciència. Ateu diuen que una mica divinitzat. Humà, en definitiva. La llista de qualificatius que es podrien utilitzar per definir Stephen Hawking seria, sens dubte, immensa, i segur que no reflectiria tots els aspectes de la seva personalitat. No és fàcil fer una descripció del tot. També és immens l'Univers on vivim, un espai aparentment inhòspit, com una freda cadira de rodes absolutament mecanitzada; però tanmateix ple d'una bellesa captivadora, que hostatja planetes com el nostre, capaços de generar intel·lectes i personalitats tan pròspers, influents i al mateix temps paradoxals com els de Hawking. Una bellesa, la de l'Univers, que no només és visual i cromàtica, sinó també conceptual, física i matemàtica, curulla de relacions aparentment impossibles. Tanmateix, el treball i la vida de Hawking ens l'han fet una mica menys desconegut, una mica més proper; ens han acostat a la teoria del tot.

Biological nitrogen fixation, catalyzed by nitrogenases, contributes about half of the nitrogen needed to global agriculture. For forty years synthetic chemists and theoreticians have tried to understand and model the structure and function of this important metalloenzyme. Ten years after the first report on the crystal structure of the MoFe protein, scientists still have not been able to synthesize a chemical equivalent of the FeMo cofactor nor the structure knowledge revealed the key to its catalytic activity. This paper with 104 references presents a review of the most relevant advances in chemical nitrogen fixation and their relation with the nitrogenases.

The classical interpretations of Nicolas Léonard Sadi Carnot on some physical principles involved in the operation of heat engines were fundamental to the development and formulation of the Second Law of Thermodynamics. Moreover, an accurate historical survey clearly reveals that Carnot was, by that time, also well aware about some new concepts, which were further worked out by other scientists to lead to what was, some time later, known as the mechanical equivalent of heat and the conservation of energy. Benoit Paul Émile Clapeyron recognized these original concepts in the first of Carnot´s monographs, published in 1824, but no explicit citation is found in any post-Carnot classical texts dealing with the First Law of Thermodynamics, including those by Julius Robert Mayer, James Prescott Joule and Hermann Ludwig Ferdinand von Helmholtz. The main objective of the present work is to point out some historical evidences of the pioneering contribution of Carnot to the modern concept of the First Law of Thermodynamics.

Traditionally, school efficiency has been measured as a function of educational production. In the last two decades, however, studies in the economics of education have indicated that more is required to improve school efficiency: researchers must explore how significant changes in school organization affect the performance of at-risk students. In this paper we introduce Henry Levin’s adoption of the X-efficiency approach to education and we describe the efficient and cost-effective characteristics of one Learning Communities Project School that significantly improved its student outcomes and enrollment numbersand reduced its absenteeism rate to zero. The organizational change that facilitatedthese improvements defined specific issues to address. Students’ school success became the focus of the school project, which also offered specific incentives, selected teachers, involved parents and community members in decisions, and used the most efficient technologies and methods. This case analysis reveals new two elements—family training and community involvement—that were not explicit parts of Levin’s adaptation. The case of the Antonio Machado Public School should attract the attention of both social scientists and policy makers

The history of the rare earths is rich in innovation and these elements have been the object of study of a number of scientists. Rare earths are used practically in almost all aspects of life and these applications are due to their outstanding properties, mainly spectroscopic and magnetic. In industry, the applications of rare earths are many, such as in catalysis, phosphors, magnetism, glass and lasers. In biological systems, rare earths are used, for example, as luminescent probes in the investigation of binding sites in proteins, labels in immunoassays and in noninvasive tests.
