Controlled choice over public schools attempts giving options to parents while maintaining diversity, often enforced by setting feasibility constraints with hard upper and lower bounds for each student type. We demonstrate that there might not exist assignments that satisfy standard fairness and non-wastefulness properties; whereas constrained non-wasteful assignments which are fair for same type students always exist. We introduce a "controlled" version of the deferred acceptance algorithm with an improvement stage (CDAAI) that finds a Pareto optimal assignment among such assignments. To achieve fair (across all types) and non-wasteful assignments, we propose the control constraints to be interpreted as soft bounds-flexible limits that regulate school priorities. In this setting, a modified version of the deferred acceptance algorithm (DAASB) finds an assignment that is Pareto optimal among fair assignments while eliciting true preferences. CDAAI and DAASB provide two alternative practical solutions depending on the interpretation of the control constraints. JEL C78, D61, D78, I20.

Le développement accéléré des technologies de communication, de saisie et de traitement de l’information durant les dernières années décennies ouvre la voie à de nouveaux moyens de contrôle social. Selon l’auteur Gary Marx ceux-ci sont de nature non coercitive et permettent à des acteurs privés ou publics d’obtenir des informations personnelles sur des individus sans que ceux-ci y consentent ou mêmes sans qu’ils en soient conscients. Ces moyens de contrôle social se fondent sur certaines valeurs sociales qui sont susceptibles de modifier le comportement des individus comme le patriotisme, la notion de bon citoyen ou le volontarisme. Tout comme les moyens coercitifs, elles amènent les individus à adopter certains comportements et à divulguer des informations précises. Toutefois, ces moyens se fondent soit sur le consentement des individus, consentement qui est souvent factice et imposée, soit l’absence de connaissance du processus de contrôle par les individus. Ainsi, l’auteur illustre comment des organisations privées et publiques obtiennent des informations privilégiées sur la population sans que celle-ci en soit réellement consciente. Les partisans de tels moyens soulignent leur importance pour la sécurité et le bien publique. Le discours qui justifie leur utilisation soutient qu’ils constituent des limites nécessaires et acceptables aux droits individuels. L’emploi de telles méthodes est justifié par le concept de l’intérêt public tout en minimisant leur impact sur les droits des individus. Ainsi, ces méthodes sont plus facilement acceptées et moins susceptibles d’être contestées. Toutefois, l’auteur souligne l’importance de reconnaître qu’une méthode de contrôle empiète toujours sur les droits des individus. Ces moyens de contrôle sont progressivement intégrés à la culture et aux modes de comportement. En conséquence, ils sont plus facilement justifiables et certains groupes en font même la promotion. Cette réalité rend encore plus difficile leur encadrement afin de protéger les droits individuels. L’auteur conclut en soulignant l’important décalage moral derrière l’emploi de ces méthodes non-coercitives de contrôle social et soutient que seul le consentement éclairé des individus peut justifier leur utilisation. À ce sujet, il fait certaines propositions afin d’encadrer et de rendre plus transparente l’utilisation de ces moyens de contrôle social.

A method for the construction of a patient-specific model of a scoliotic torso for surgical planning via inter- patient registration is presented. Magnetic Resonance Images (MRI) of a generic model are registered to surface topography (TP) and X-ray data of a test patient. A partial model is first obtained via thin-plate spline registration between TP and X-ray data of the test patient. The MRIs from the generic model are then fit into the test patient using articulated model registration between the vertebrae of the generic model’s MRIs in prone position and the test patient’s X-rays in standing position. A non-rigid deformation of the soft tissues is performed using a modified thin-plate spline constrained to maintain bone rigidity and to fit in the space between the vertebrae and the surface of the torso. Results show average Dice values of 0.975 ± 0.012 between the MRIs following inter-patient registration and the surface topography of the test patient, which is comparable to the average value of 0.976 ± 0.009 previously obtained following intra-patient registration. The results also show a significant improvement compared to rigid inter-patient registration. Future work includes validating the method on a larger cohort of patients and incorporating soft tissue stiffness constraints. The method developed can be used to obtain a geometric model of a patient including bone structures, soft tissues and the surface of the torso which can be incorporated in a surgical simulator in order to better predict the outcome of scoliosis surgery, even if MRI data cannot be acquired for the patient.

Background This paper presents a method that registers MRIs acquired in prone position, with surface topography (TP) and X-ray reconstructions acquired in standing position, in order to obtain a 3D representation of a human torso incorporating the external surface, bone structures, and soft tissues. Methods TP and X-ray data are registered using landmarks. Bone structures are used to register each MRI slice using an articulated model, and the soft tissue is confined to the volume delimited by the trunk and bone surfaces using a constrained thin-plate spline. Results The method is tested on 3 pre-surgical patients with scoliosis and shows a significant improvement, qualitatively and using the Dice similarity coefficient, in fitting the MRI into the standing patient model when compared to rigid and articulated model registration. The determinant of the Jacobian of the registration deformation shows higher variations in the deformation in areas closer to the surface of the torso. Conclusions The novel, resulting 3D full torso model can provide a more complete representation of patient geometry to be incorporated in surgical simulators under development that aim at predicting the effect of scoliosis surgery on the external appearance of the patient’s torso.

It is proposed to study the suspended sediment transport characteristics of river basins of Kerala and to model suspended sediment discharge mechanism for typical micro-watersheds. The Pamba river basin is selected as a representative hydrologic regime for detailed studies of suspended sediment characteristics and its seasonal variation. The applicability of various erosion models would be tested by comparing with the observed event data (by continuous monitoring of rainfall, discharge, and suspended sediment concentration for lower order streams). Empirical, conceptual and physically distributed models were used for making the comparison of performance of the models. Large variations in the discharge and sediment quantities were noticed during a particular year between the river basins investigated and for an individual river basin during the years for which the data was available. In general, the sediment yield pattern follows the seasonal distribution of rainfall, discharge and physiography of the land. This confirms with similar studies made for other Indian rivers. It was observed from this study, that the quantity of sediment transported downstream shows a decreasing trend over the years corresponding to increase in discharge. For sound and sustainable management of coastal zones, it is important to understand the balance between erosion and retention and to quantify the exact amount of the sediments reaching this eco-system. This, of course, necessitates a good length of time series data and more focused research on the behaviour of each river system, both present and past. In this realm of river inputs to ocean system, each of the 41 rivers of Kerala may have dominant yet diversified roles to influence the coastal ecosystem as reflected from this study on the major fraction of transport, namely the suspended sediments

The Sediment budgeting studies are done to bring out the coastal processes at work, to understand the beach-innershelf sedimentary dynamics and to assess the stability of any coastal stretch. There is a dearth of such studies as far as the Indian coast is concerned. The Chavara coast of Kollam district, Kerala, is world famous for its rich heavy mineral resources. These mineral resources are being commercially mined by the Indian Rare Earths Ltd. (IREL) and Kerala Minerals and Metals Ltd. (KMML), two Public Sector Undertakings located in the area. The impact of mining on stability of the beach has been a point of debate among the local people as well as researchers. The coastal stretch of 22km length from Neendakara to Kayamkulam which is referred to as the Chavara coast. The tidal, wind driven and continental shelf currents, there could also be the contribution of coastal trapped waves and baroclinic flow associated with the plumes of fresh water coming from the estuaries. The main objectives of the study are the hydrodynamic processes and mechanism involved in the sediment movement along the Chavara coast, Identify the different sources and sinks of beach sand along the coast, Quantify the sediment input/output into/from the coast and assess the erosion/accretion scenario of the coast.

The purpose of the present study is to understand the surface deformation associated with the Killari and Wadakkancheri earthquake and to examine if there are any evidence of occurrence of paleo-earthquakes in this region or its vicinity. The present study is an attempt to characterize active tectonic structures from two areas within penisular India: the sites of 1993 Killari (Latur) (Mb 6.3) and 1994 Wadakkancheri (M 4.3) earthquakes in the Precambrian shield. The main objectives of the study are to isolate structures related to active tectonism, constraint the style of near – surface deformation and identify previous events by interpreting the deformational features. The study indicates the existence of a NW-SE trending pre-existing fault, passing through the epicentral area of the 1993 Killari earthquake. It presents the salient features obtained during the field investigations in and around the rupture zone. Details of mapping of the scrap, trenching, and shallow drilling are discussed here. It presents the geologic and tectonic settings of the Wadakkancheri area and the local seismicity; interpretation of remote sensing data and a detailed geomorphic analysis. Quantitative geomorphic analysis around the epicenter of the Wadakkancheri earthquake indicates suitable neotectonic rejuvenation. Evaluation of remote sensing data shows distinct linear features including the presence of potentially active WNW-ESE trending fault within the Precambrian shear zone. The study concludes that the earthquakes in the shield area are mostly associated with discrete faults that are developed in association with the preexisting shear zones or structurally weak zones

An attempt is made to determine the relative power distribution in a step-index parabolic cylindrical waveguide (PCW) with high deformation across the direction of propagation. The guide is assumed to be made of silica. The scalar field approximation is employed for the analysis under which a vanishing refractive-index (RI) difference in the waveguide materials is considered. Further, no approximation for folds- is used in the analytical treatment. Due to the geometry of such waceguides, PCWs lose the well-defined modal discreteness, and a kind of mode bunching is observed instead, which becomes much more prominent in PCWs with high bends. However, with the increase in cross-sectional size, the mode-bunching tendency is slightly reduced. The general expressions for power in the guiding and nonguiding sections are obtained, and the fractional power patterns in all of the sections are presented for PCWs of various cross-sectional dimensions. It is observed that the confinement of power in the core section is increased for PCWs of larger cross-sectional size. Moreover, a fairly uniform distribution of power is seen over the modes having intermediate values of propagation constants

Trawling, though an efficient method of fishing, is known to be one of the most non-selective methods of fish capture. The bulk of the wild caught penaeid shrimps landed in India are caught by trawling.In addition to shrimps, the trawler fleet also catches considerable amount of non-shrimp resources. The term bycatch means that portion of the catch other than target species caught while fishing, which are either retained or discarded. Bycatch discards is a serious problem leading to the depletion of the resources and negative impacts on biodiversity. In order to minimize this problem, trawling has to be made more selective by incorporating Bycatch Reduction Devices (BRDs). There are several advantages in using BRDs in shrimp trawling. BRDs reduce the negative impacts of shrimp trawling on marine community. Fishers could benefit economically from higher catch value due to improved catch quality, shorter sorting time, lower fuel costs, and longer tow duration. Adoption of BRDs by fishers would forestall criticism by conservation groups against trawling.

Preparation of simple and mixed ferrospinels of nickel, cobalt and copper and their sulphated analogues by the room temperature coprecipitation method yielded fine particles with high surface areas. Study of the vapour phase decomposition of cyclohexanol at 300 °C over all the ferrospinel systems showed very good conversions yielding cyclohexene by dehydration and/or cyclohexanone by dehydrogenation, as the major products. Sulphation very much enhanced the dehydration activity over all the samples. A good correlation was obtained between the dehydration activities of the simple ferrites and their weak plus medium strength acidities (usually of the Brφnsted type) determined independently by the n-butylamine adsorption and ammonia-TPD methods. Mixed ferrites containing copper showed a general decrease in acidities and a drastic decrease in dehydration activities. There was no general correlation between the basicity parameters obtained by electron donor studies and the ratio of dehydrogenation to dehydration activities. There was a leap in the dehydrogenation activities in the case of all the ferrospinel samples containing copper. Along with the basic properties, the redox properties of copper ion have been invoked to account for this added activity.

Ferrospinels of nickel, cobalt and copper and their sulphated analogues were prepared by the room temperature coprecipitation route to yield samples with high surface areas. The intrinsic acidity among the ferrites was found to decrease in the order: cobalt> nickel> copper. Sulphation caused an increase in the number of weak and medium strong acid sites, whereas the strong acid sites were left unaffected. Electron donor studies revealed that copper ferrite has both the highest proportion of strong sites and the lowest proportion of weak basic sites. All the ferrite samples proved to be good catalysts for the benzoy lation of toluene with benzoyl chloride. copper and cobalt ferrites being much more active than nickel ferrite. The catalytic activity for benzoylation was not much influenced by sulphation, but it increased remarkably with calcination temperature of the catalyst. Surface Lewis acid sites, provided by the octahedral cations on the spinel surface, are suggested to be responsible for the catalytic activity for the benzoylation reaction.

The Andaman-Nicobar Islands in the Bay of Bengal lies in a zone where the Indian plate subducts beneath the Burmese microplate, and therefore forms a belt of frequent earthquakes. Few efforts, not withstanding the available historical and instrumental data were not effectively used before the Mw 9.3 Sumatra-Andaman earthquake to draw any inference on the spatial and temporal distribution of large subduction zone earthquakes in this region. An attempt to constrain the active crustal deformation of the Andaman-Nicobar arc in the background of the December 26, 2004 Great Sumatra-Andaman megathrust earthquake is made here, thereby presenting a unique data set representing the pre-seismic convergence and co-seismic displacement.Understanding the mechanisms of the subduction zone earthquakes is both challenging sCientifically and important for assessing the related earthquake hazards. In many subduction zones, thrust earthquakes may have characteristic patterns in space and time. However, the mechanism of mega events still remains largely unresolved.Large subduction zone earthquakes are usually associated with high amplitude co-seismic deformation above the plate boundary megathrust and the elastic relaxation of the fore-arc. These are expressed as vertical changes in land level with the up-dip part of the rupture surface uplifted and the areas above the down-dip edge subsided. One of the most characteristic pattern associated with the inter-seismic era is that the deformation is in an opposite sense that of co-seismic period.This work was started in 2002 to understand the tectonic deformation along the Andaman-Nicobar arc using seismological, geological and geodetic data. The occurrence of the 2004 megathrust earthquake gave a new dimension to this study, by providing an opportunity to examine the co-seismic deformation associated with the greatest earthquake to have occurred since the advent of Global Positioning System (GPS) and broadband seismometry. The major objectives of this study are to assess the pre-seismic stress regimes, to determine the pre-seismic convergence rate, to analyze and interpret the pattern of co-seismic displacement and slip on various segments and to look out for any possible recurrence interval for megathrust event occurrence for Andaman-Nicobar subduction zone. This thesis is arranged in six chapters with further subdivisions dealing all the above aspects.
