The struggle against creative accounting: Is "true and fair view" part of the problem or part of the solution?

Creative accounting is a growing issue of interest in Spain. In this article we argue that the concept true and fair view can limit or promote the use of creative accounting depending upon its interpretation. We review the range of meanings that true and fair view can take at an international level and compare the experience of the United Kingdom with the Australian one by analysing the use of true and fair view to limit creative accounting. Finally, we suggest lines of action to be considered by the Spanish accounting standards-setting institutions.

Current trends in illegal drug use and drug related health problems in Switzerland.

As part of the evaluation of the Confederation's measures to reduce drug related problems, a review of available data on drug use and drug related problems in Switzerland has been conducted. Source of data included: population surveys (adults and teenagers), surveys among drug users, health statistics (drug related and AIDS related deaths, HIV case reporting, drug treatments) police statistics (denunciations for consumption). The aims of reducing the number of dependent hard drug users have been achieved where heroin is concerned. In particular, there seems to have been a decrease in the number of people becoming addicted to this substance. For all other illegal substances, especially cannabis, the trend is towards an increased use, as in many European countries. As regards dependent drug users, especially injecting drug users, progress has been made in the area of harm reduction and treatment coverage. This epidemiological assessment can be used in the discussions currently engaged about the revision of the Law governing narcotics and will be a baseline for future follow up of the situation.

Optimization of multiclass queueing networks with changeover times via the achievable region approach: Part I, the single-station case

We address the performance optimization problem in a single-stationmulticlass queueing network with changeover times by means of theachievable region approach. This approach seeks to obtainperformance bounds and scheduling policies from the solution of amathematical program over a relaxation of the system's performanceregion. Relaxed formulations (including linear, convex, nonconvexand positive semidefinite constraints) of this region are developedby formulating equilibrium relations satisfied by the system, withthe help of Palm calculus. Our contributions include: (1) newconstraints formulating equilibrium relations on server dynamics;(2) a flow conservation interpretation of the constraintspreviously derived by the potential function method; (3) newpositive semidefinite constraints; (4) new work decomposition lawsfor single-station multiclass queueing networks, which yield newconvex constraints; (5) a unified buffer occupancy method ofperformance analysis obtained from the constraints; (6) heuristicscheduling policies from the solution of the relaxations.

Optimization of multiclass queueing networks with changeover times via the achievable region method: Part II, the multi-station case

We address the problem of scheduling a multi-station multiclassqueueing network (MQNET) with server changeover times to minimizesteady-state mean job holding costs. We present new lower boundson the best achievable cost that emerge as the values ofmathematical programming problems (linear, semidefinite, andconvex) over relaxed formulations of the system's achievableperformance region. The constraints on achievable performancedefining these formulations are obtained by formulatingsystem's equilibrium relations. Our contributions include: (1) aflow conservation interpretation and closed formulae for theconstraints previously derived by the potential function method;(2) new work decomposition laws for MQNETs; (3) new constraints(linear, convex, and semidefinite) on the performance region offirst and second moments of queue lengths for MQNETs; (4) a fastbound for a MQNET with N customer classes computed in N steps; (5)two heuristic scheduling policies: a priority-index policy, anda policy extracted from the solution of a linear programmingrelaxation.

Consideracions a tenir en compte en les peticions d’accés a la documentació judicial per part de persones privades

El règim d’accés de persones privades a la documentació, informació o dades, generada pels poders públics, en general, i per l’Administració de justícia, en particular, està actualment dispers en principis i criteris legals continguts dins d’un ampli ventall normatiu, que s’ha d’interpretar i aplicar d’acord amb el principi d’unitat de l’ordenament jurídic. En aquest document s’elabora una aproximació al règim d’accés general a la documentació judicial per part de persones privades a partir d’una recopilació i organització de la normativa vigent i dels principis i criteris generals que conté i que configuren aquest règim d’accés, amb l’objectiu d’ajudar els responsables de la documentació i dels arxius judicials en la seva aplicació. A més, s’analitzen les característiques de la documentació judicial respecte als nivells de reserva i es proposen 15 consideracions que caldria formalitzar en el procés de canalització de les consultes, tot atenent les característiques de la documentació sol·licitada i la condició o interès acreditat per part de la persona sol·licitant. Aquestes 15 consideracions estan precedides d’unes consideracions prèvies en relació amb els principis o drets, reconeguts en el marc constitucional, que cal valorar en les sol·licituds d’accés a la documentació judicial per part de persones privades.

El vídeo de curta durada: la selecció, la influència en els processosd’ensenyament-aprenentatge i l’elaboració per part dels alumnes

El Treball Final de Màster ha permès avaluar l’ús del vídeo de curta durada endiferents moments del procés didàctic: en la seva selecció per part delprofessor, en la influència en l’aprenentatge dels alumnes i com a eina desíntesi d’una unitat didàctica.La primera de les aportacions del treball és un sistema d’indicadors per a laselecció dels vídeos que ha de facilitar al professorat la selecció d’aquellsrecursos amb un valor pedagògic adequat a l’alumnat.Durant el treball també es demostra que l’ús d’un vídeo, seleccionat mitjançantl’ús del sistema d’indicadors, pot incrementar la motivació i l’aprenentatgesignificatiu de l’alumnat.Finalment, s’evidencia que l’ús d’una base d’orientació, com a metodologiad’autoregulació per a l'elaboració d'un vídeo, facilita la planificació de l’alumne.A l’avaluar l’aprenentatge del conceptes clau de la unitat didàctica, es detectaque cal deixar el temps suficient per fer el vídeo, sinó els alumnes prioritzen laseva dedicació a temes més tècnics del muntatge.

Síntesi d'un fragment derivat del glutamat per a formar part d'un interruptor molecular

El projecte en el qual s’emmarca aquest treball de recerca es centra en el desenvolupament d’interruptors moleculars que permeten el control del funcionament d’un canal iònic de les cèl·lules del sistema nerviós central. En aquest treball de Màster en Experimentació Química, s’ha treballat, més concretament, en la síntesi del derivat del glutamat. S’ha dissenyat i desenvolupat una ruta sintètica del fragment de glutamat en 8 passos amb un 7% de rendiment global.
