Gender perceptions, religious belief systems, and political thought have excluded women from politics, for ages, around the world. Combining feminist and modernisation theorists in my theoretical framework, I examine the trends in patriarchal Europe and I highlight the gender-sensitive model of the Nordic countries. Retracing local gender patterns from precolonial to postcolonial eras in sub-Saharan Africa, I explore the links between perceptions, needs, resources, education and women's political participation in Cameroon. Democratisation is supposed to open up political participation, to grant equal opportunities to all adults. One ironic feature of the liberalisation process in Cameroon has been the decrease of women in parliamentarian representation (14% in 1988, 6% in 1992, 5% in 1997 and 10% in 2002). What social, cultural and institutional mechanisms produced this paradoxical outcome, the exclusion of half the population? The gender complementarity of the indigenous context has been lost to male prevalence privileged by education, church, law, employment, economy and politics in the public sphere; most women are marginalised in the private sphere. Nation building and development have failed; ethnicism and individualism are growing. Some hope lies in the growing civil society. From two surveys and 21 focus groups across Cameroon, in 2000 and 2002, some significant results of the processed empirical data reveal low electoral registration (34.5% women and 65.9% men), contrasted by the willingness to run for municipal elections (33.3 % women and 45.2% men). The co-existence of customary and statutory laws, the corrupt political system and fraudulent practices, contribute to the marginalisation of women and men who are interested in politics. A large majority of female respondents consider female politicians more trustworthy and capable than their male counterparts; they even foresee the appointment of a female Prime Minister. The Nordic countries have institutionalised gender equality in their legislation, policies and practices. France has improved women's political inclusion with the parity laws; Rwanda is another model of women's representation, thanks to its post-conflict constitution. From my analysis, Cameroonian institutions, men and more so women, may learn and borrow from these experiences, in order to design and implement a sustainable and gender-balanced democracy. In this thesis I examine the U.S. foreign policy discussion that followed the war between Russia and Georgia in August 2008. In the politically charged setting that preceded the presidential elections, the subject of the debate was not only Washington's response to the crisis in the Caucasus but, more generally, the direction of U.S. foreign policy after the presidency of George W. Bush. As of November 2010, the reasons for and consequences of the Russia-Georgia war continue to be contested. My thesis demonstrates that there were already a number of different stories about the conflict immediately after the outbreak of hostilities. I want to argue that among these stories one can discern a “neoconservative narrative” that described the war as a confrontation between the East and the West and considered it as a test for Washington’s global leadership. I draw on the theory of securitization, particularly on a framework introduced by Holger Stritzel. Accordingly, I consider statements about the conflict as “threat texts” and analyze these based on the existing discursive context, the performative force of the threat texts and the positional power of the actors presenting them. My thesis suggests that a notion of narrativity can complement Stritzel’s securitization framework and take it further. Threat texts are established as narratives by attaching causal connections, meaning and actorship to the discourse. By focusing on this process I want to shed light on the relationship between the text and the context, capture the time dimension of a speech act articulation and help to explain how some interpretations of the conflict are privileged and others marginalized. I develop the theoretical discussion through an empirical analysis of the neoconservative narrative. Drawing on Stritzel’s framework, I argue that the internal logic of the narrative which was presented as self-evident can be analyzed in its historicity. Asking what was perceived to be at stake in the conflict, how the narrative was formed and what purposes it served also reveals the possibility for alternative explanations. My main source material consists of transcripts of think tank seminars organized in Washington, D.C. in August 2008. In addition, I resort to the foreign policy discussion in the mainstream media.

In my master's thesis I explore the political significance of logging in Papua New Guinea (PNG). In commercial logging the post-colonial state of PNG, its local communities, transnational companies and non-governmental organizations come interestingly together. The central research questions are what forms of political awareness and mobilization does commercial logging bring up in the small scale communities and how – if at all – does logging change the relationship between these communities and the state of PNG. The thesis is based on three months of ethnographic fieldwork conducted in 2007 in a village located in the East New Britain province of PNG. The village, inhabited mainly by the Mengen people, was an interesting case, because logging operations had been conducted in the area with the permission of the people, while on the other hand some villagers had formed a conservation association of their own. Parliamentary elections were also held in PNG during the time of my fieldwork. During my stay in the village I took part in the village life and conducted interviews. In addition to this, much of my material is based on informal discussions with people. On my way to and from the village I also interviewed several Papua New Guinean NGO-workers in the national and provincial capitals. In my thesis I show that environmental conservation in the village is part of a larger attempt to protect local autonomy, culture and the environment, i.e. it is a ”localistic” movement. Locals supporting conservation, as well as those supporting logging, take actively part in national parliamentary as well as local level politics. In my thesis I have attempted to unpack the notion of ”local” by examining internal power relations of the community and describing various lines of thought and opinions that base on local cultural values. Along with this, commercial logging seems also to elicit the role of the state in two-fold way in East New Britain. On the one hand, the government seeks to use logging roads built by logging companies as the basis of its own national infrastructure, even though the company roads are often of manifestably poor quality and short-lived. On the other hand, problems caused by logging, such as land disputes, create a need among local communities for the state and its services. Central themes in my thesis are the local values invested in the environment, as well as the ways in which the locals produce their environment both conceptually as well as physically. As subsistence farmers the locals depend economically on the condition of their environment. However, the value of the environment goes beyond economical questions. For example, the environment holds proof of the history of the community. Conversely, also the state and companies attempt to conceptualize, modify and administer the environment. This is done through processes such as mapping and road building, both crucial political questions in East New Britain. Here the anthropological discussion about space and place, as well as political geography are central. The diverse ways of conceptualizing the environment, as well as logging, cause often disputes about the ownership of land areas. Because of this I discuss local ways of holding the land communally, as well as PNG's land legislation and ways of dispute management. Land tenure and disputes are political questions that the locals have to deal with and in some cases these questions also create a need for the judiciary system of the state. The disputes affect also political activity, which I discuss at some length in my thesis as well. Interestingly, the locals, regardless of their political views and affiliations, establish transnational connections ranging from NGOs to government departments and multinational companies.

Tutkimuksessa tarkastellaan äänestäjien talouskäsitysten vaikutusta hallituksen suosioon Puolassa vuosina 2006 ja 2007. Tutkimusasetelma juontaa juurensa poliittisten suhdannevaihteluiden teoriaan, jonka mukaan poliitikot pyrkivät manipuloimaan taloutta vaalien alla tullakseen uudelleen valituiksi. Vastuullisuushypoteesin mukaan äänestäjät palkitsevat poliitikot hyvästä taloustilanteesta. Näin ollen mikäli äänestäjät ovat tyytyväisiä talouteen he äänestävät hallitusta. Mikäli eivät, he äänestävät oppositiota. Miten äänestäjät sitten tekevät arvionsa taloudesta? Tutkielmassa selvitetään vaikuttiko äänestäjien mielipiteisiin käsitys nykyisestä vai tulevaisuuden taloustilanteesta. Käsitys nykyisestä taloustilanteesta perustuu havaintoihin jo toteutuneesta talouspolitiikasta. Tätä käsitystä kutsutaan retrospektiiviseksi näkemykseksi. Prospektiiviset talousnäkemykset koostuvat näkemyksestä ja odotuksista talouden tulevasta tilasta ja uskosta hallituksen kykyyn tarjota paras vaihtoehto suotuisalle talouskehitykselle. Aikaulottuvuuden lisäksi tutkielmassa testataan, vaikuttaako äänestäjiin enemmän heidän oma taloustilanteensa vai näkemys yleisestä talouden tilanteesta. Mikäli hallituksen suosio perustuu näkemyksiin henkilökohtaisen talouden tilasta, ovat äänestäjät egotrooppisia. Mikäli kannatuspäätös perustuu näkemykseen kansantalouden tilasta, ovat äänestäjät puolestaan sosiotrooppisia. Aineistona tutkielmassa käytetään uusinta saatavilla olevaa Puolan mielipidetiedustelun (Centrum Badania Opinii Publicznej) keräämää kyselyaineistoa vuosilta 2006 ja 2007. Tutkielmassa on yhdistetty kyselyaineistot 22:n kuukauden ajalta. Aineistoa on analysoitu logistisen regressioanalyysin menetelmin. Tutkielman perusteella talousnäkemyksistä suurin vaikutus hallituksen suosioon on äänestäjien näkemyksillä kansantalouden tulevaisuuden tilasta. Henkilökohtaisen talouden osalta positiiviset tulevaisuudennäkymät vaikuttavat positiivisesti myös hallituksen kannatukseen. Retrospektiivinen arvio henkilökohtaisesta taloudesta toimii kuitenkin teorian vastaisesti; oman taloudellisen tilanteen hyväksi arvioineiden todennäköisyys kannatta hallitusta oli pienempää kuin niillä, jotka arvioivat oman taloustilanteensa huonoksi. Kontrollimuuttujiksi valittiin joukko aiemmassa tutkimuksessa äänestyskäyttäytymiseen Puolassa vaikuttaneita tekijöitä. Näitä olivat ikä, sukupuoli, koulutus, asuinpaikka, näkemys työllisyystilanteesta, ideologinen sijoittuminen oikeisto–vasemmisto-akselilla sekä uskonnollisuus. Kontrollimuuttujista merkitseviksi osoittautuivat uskonnollisuus, oikeisto–vasemmisto-ideologia, koulutus, asuinpaikka sekä ikä. Kun edellä mainitut taustamuuttujat on kontrolloitu, taloustekijät selittävät noin viidesosan hallituksen kannatuksen todennäköisyyden vaihtelusta.

I denna utredning har det kartlagts de åtgärder som de finska regionala och lokala förvaltningsmyndigheterna och riksdagspartierna har vidtagit för att stöda invandrares samhälleliga och politiska deltagande. Dessutom har man betraktat undervisningen om och behandlingen av teman som gäller samhälleligt och politiskt deltagande på integrationskurser. Materialet som utnyttjas vid kartläggningen har samlats in genom förfrågningar, som har sänts till ELYcentralerna, de största kommunerna, riksdagspartierna och de läroanstalter som ordnar integrationskurser. Utredningen hör till projektet Likabehandling på första plats 3 (YES 3, på finska Yhdenvertaisuus etusijalle). YESprojektet är en nationell kampanj mot diskriminering vars mål är att öka medvetenheten om och beredskapen för likabehandling och ickediskriminering och att främja godkännandet av pluralism i samhället. Projektet finansieras av EUkommissionens PROGRESSprogram (20072013) samt av de organisationer som deltagit i projektet. Justitieministeriet har deltagit i YES 3projektet med ett eget delprojekt, vars mål är att öka invandrarnas samhälleliga delaktighet, deras kanaler för deltagande och deras kunskaper om de grundläggande rättigheterna.

In this Master's thesis I go through the principals of the good governance. I apply these principals to the Nicaraguan context and especially in two rural municipalities in Chontales department. I clarify the development of the space of participation in Nicaraguan municipal level. I start my examination from the period when Somoza dictatorship ended and first open elections were held, and I end it to the municipal eleccions held in November 2008. These elections were robbed in 33 municipalities and because of this there started a crisis in Nicaragua and among the actors of development cooperation. As a methods of research I use two types of interview in the thesis, the interviews for the citizens and interviews for the experts. These interviews answer to my questions of the methods of participation. I also review the level of the trust of a citizen to an authority by asking if s/he voted in the municipal eleccions in November 2008. Furthermore, I define the work of municipal government in the point of view of the citizen. I also find out if a citizen wants to take more part in the decision making in her/his municipal. I have classified the types of citizens by the interviews I made. Due to this classification I explain how many people actually have opportunity to participate the dialogue of the municipal decision making and how many can follow the activity of the municipal governance. The result is that after the elections in November 2008 only one typed group can freely take part in the dialogue. This does not apply the principals of good governance, especially in subterms of participation and transparency. The incidents after the municipal elections have affected strongly on the co-operation of Finland and Nicaragua. Because of the fault of the elections Finland like the other co-operative countries brought down the directly paid budget support. This has caused a great economical crisis in Nicaragua which the covering will take a long time. The Master's thesis is a case study of two rural municipalities called Santo Tómas and Villa Sandino. Santo Tómas has a sandinista municipal government which is not legitimate. In Villa Sandino the government is liberal and legitimate.

Resumen: Cuando los medios se refieren a los candidatos políticos en una situación de campaña electoral proyectan una cierta imagen de los mismos a partir de las verbalizaciones que preponderan en los mensajes informativos. El presente trabajo analiza estas verbalizaciones de los medios en el marco de la teoría de la Agenda Setting, más específicamente en el segundo nivel de esta teoría, la cual hace referencia a los atributos o aspectos que caracterizan a los protagonistas de las noticias, para este estudio en particular, los políticos. Esta teoría fue puesta a prueba repetidamente desde su aplicación en las elecciones estadounidenses de 1968 de la mano de sus autores Maxwell McCombs y Donald Shaw. La misma se ha extendido con paso firme desde su país de origen hacia otras latitudes. El objetivo general es describir la imagen de los candidatos presidenciales a partir de las expresiones que preponderan en los medios masivos de comunicación, durante la campaña presidencial en Argentina ocurrida en octubre de 2011. El procedimiento consiste en el relevamiento realizado durante los meses anteriores a las elecciones presidenciales. Para ello fue necesario armar un corpus compuesto por la selección de los medios masivos de comunicación a analizar. Seguidamente se realiza el análisis de contenido del corpus y se procede al análisis de los datos, de ello deriva una base de datos, donde la unidad de análisis fue la mención de los diversos aspectos o características de los candidatos políticos. Los aspectos o características fueron tomados de investigaciones anteriores que aplicaron la misma metodología y que fueron realizadas en nuestro país también en situaciones de contextos electorales. Por ello es factible de efectuar comparaciones en el tiempo, ya que una de las enormes riquezas de la teoría de la Agenda Setting es la de ser susceptible de comparación por tratarse de una metodología de análisis sistemático. La revisión de la teoría de la Agenda Setting que enmarca esta investigación pretende introducirnos primeramente en las investigaciones de medios masivos en general para luego focalizar en la teoría propiamente dicha y más aún en el segundo nivel de la teoría que trata de los atributos de los personajes públicos Se realiza posteriormente una breve sinopsis de investigaciones en Latinoamérica y Argentina, sobre temas relacionados con campañas electorales y no electorales para finalmente de manera concatenada dar cuenta de trabajos realizados en nuestro país en situaciones de campañas políticas

El artículo persigue dos objetivos. En primer lugar, socializar los resultados obtenidos sobre Calidad Informativa, según aplicación de la técnica Valor Agregado Periodístico (VAP), en dos diarios de referencia dominante de la provincia de Jujuy (Argentina) en el contexto de las elecciones legislativas del año 2005. En segundo lugar, a partir de la experiencia anterior, proponer algunas reflexiones sobre los alcances y las limitaciones de la técnica empleada, con el propósito de generar marcos contextuales de interpretación que contribuyan a entender la complejidad del proceso de generación sentido que sucede en los medios masivos.

Resumen: A poco de obtener el grado de doctor en jurisprudencia en la Universidad de Buenos Aires, Estanislao S. Zeballos, que no obstante su juventud había concretado ya diversas iniciativas culturales y ejercido el periodismo de batalla, adhirió a la revolución encabezada por el general Bartolomé Mitre en 1874 para oponerse a la asunción del presidente Nicolás Avellaneda. Fue nombrado capitán y secretario del comandante en jefe. Durante la campaña escribió un relato de sus días infantiles en la ciudad de Rosario y acerca de su ingreso al Colegio Nacional, y un boceto sobre el clima político previo a la elección de Avellaneda como presidente de la República.

Resumen: El objetivo de este trabajo analizar las prácticas de un partido sub-nacional y de oposición en una coyuntura electoral: el Partido Socialista de la Provincia de Buenos Aires (PSBA) de caras a las elecciones legislativas de 2013. Este artículo se propone hacer un doble juego entre supuestos teóricos y evidencia empírica. En ese sentido, intentaremos definir los problemas que se desprenden de tomar al partido político como unidad de* análisis: la heteronomía normativa, económica y funcional, y la compleja articulación de intereses. Ofreceremos un contrapunto empírico para confrontar dichas discusiones y analizar la combinación entre prácticas informales e instituciones formales en la toma de decisiones, conformación de coaliciones y confección de listas electorales. Nuestra hipótesis es que el PSBA muestra un despliegue de prácticas informales muchas veces explicado por condicionantes tales como la heteronomía y por la dificultad de articular eficientemente los intereses divergentes en su seno, las decisiones políticas son fruto de la compleja interacción de todas esas variables.

Resumen: Este trabajo muestra que la dinámica Ejecutivo-Legislativo en la Argentina, para el período 1983-2007, ha sido una de las causas de la inestabilidad institucional en ese país (y, por ende, de los malos resultados económicos). Sin embargo, teniendo en cuenta que tanto el parlamentarismo como el semipresidencialismo, a priori, no serían opciones viables (según las creencias y valores de la sociedad argentina), la solución no sería cambiar de sistema de gobierno, sino reformarlo. La Argentina debería acotar la discrecionalidad presidencial, así como la influencia de los liderazgos partidarios provinciales sobre sus legisladores nacionales. La hipótesis subyacente es que este tipo de propuesta ayudaría a consolidar el clásico rol del Congreso bajo regímenes presidencialistas, con la consiguiente ganancia en estabilidad institucional (y en desempeño económico). Concretamente, las futuras investigaciones deberían estudiar la posible eliminación de la prerrogativa presidencial de legislar mediante decretos de necesidad y urgencia, y la reducción de la magnitud de los distritos electorales más grandes para la elección de diputados nacionales.

How can networking affect the turnout in an election? We present a simple model to explain turnout as a result of a dynamic process of formation of the intention to vote within Erdös-Renyi random networks. Citizens have fixed preferences for one of two parties and are embedded in a given social network. They decide whether or not to vote on the basis of the attitude of their immediate contacts. They may simply follow the behavior of the majority (followers) or make an adaptive local calculus of voting (Downsian behavior). So they either have the intention of voting when the majority of their neighbors are willing to vote too, or they vote when they perceive in their social neighborhood that elections are "close". We study the long run average turnout, interpreted as the actual turnout observed in an election. Depending on the combination of values of the two key parameters, the average connectivity and the probability of behaving as a follower or in a Downsian fashion, the system exhibits monostability (zero turnout), bistability (zero turnout and either moderate or high turnout) or tristability (zero, moderate and high turnout). This means, in particular, that for a wide range of values of both parameters, we obtain realistic turnout rates, i.e. between 50% and 90%.

Analisa propostas apresentadas para mudanças no sistema de representatividade dos Estados e Distrito Federal na Câmara dos Deputados. O desequilíbrio está relacionado aos votos e cadeiras obtidos pelos partidos nas eleições e a distorção entre a população de determinadas unidades federativas e as cadeiras destinadas aos deputados. Esse desequilíbrio gera consequências no parlamento e contradiz o princípio de um Estado democrático de direito apresente o mesmo valor do voto para todo cidadão.

A representação política é essencialmente uma relação entre representante e representado. A natureza dessa relação variou ao longo do tempo e assumiu diferentes formatos políticos e institucionais. Pitkin, ao abordar essas variações e sistematizar o tema da representação política, fornece instrumentos que permitem uma reflexão sobre as experiências de representação inscritas nas Cartas Constitucionais democráticas do Brasil de 1934, 1946 e 1988. Reflexão essa que, complementada à luz do pensamento de teóricos da representação política como Guizot, Mill e Manoïlesco, permitem observar que a representação, além de ser uma relação entre representante e representado, é também um fenômeno que envolve, no Estado Moderno, a questão do governo da nação e da incorporação dos valores democráticos, materializados, em parte, sob a forma do voto, das eleições, como participação indireta, e em parte, sob a forma da participação não-eleitoral, a partir de outros formatos institucionais.
