A indústria brasileira de gás liquefeito de petróleo, GLP, tem sido alvo freqüente, nos últimos anos, da atenção de órgãos reguladores, mídia e público em geral. Muitas têm sido as especulações a respeito de seu padrão de conduta publicados na imprensa, variando desde práticas predatórias até a formação disciplinada de cartel. A presente pesquisa, baseada em depoimentos de executivos da indústria e no acesso a dados das firmas dessa indústria tomado públicos - dados financeiros e operacionais - explora qual seja, afinal, o padrão de competição desse oligopólio. O estudo parte da Teoria da Estrutura de Capital aplicada para decisões de competição e mercado - preços e quantidades a ofertar para constatar que, dadas suas escolhas de estrutura de capital, as firmas esta indústria específica simplesmente adotam um padrão tradicional de arrefecimento da competição a partir de sua dívida. A dívida, nesta indústria, é utilizada para a criação de barreiras de entrada. Ainda assim, casos de acirramento da competição e de concentração de mercado foram encontrados, indicando que não haja uma disciplina formal de conduta por parte de suas firmas as quais devem, eventualmente, encontrar dificuldades - ou falta de interesse - na convivência em um mercado em fase de transformação.

Over the last 40 years there has been a profusion of studies about the ccumulation of technological capacities in firms from developing economies. However, there remain few studies that examine, on a combined basis, the relationship among: the trajectories of technological capacities accumulation; the underlying learning mechanisms; and, the implications of organizational factors for these two variables. Still scarcer are the studies that examine the relationship among these variables along time and based on a comparative case study. This dissertation examines the relationship among the trajectory of accumulation of innovative capacities in complex project management, the learning mechanisms underlying these technological capacities and the intra-organizational factors that influence these learning echanisms. That set of relationships is examined through a comparative and a long-term (1988-2008) case study in a capital goods firm (for the pulp and paper industry) and a pulp mill in Brazil. Based on first-hand quantitative and qualitative empiric evidence, gathered through extensive field research, this dissertation found: 1. Both firms accumulated innovative capacity in project management at the international frontier level (Level 6). However, there was variability between the firms in terms of the nature and speed of accumulation of those capacities. It was also observed that, at this level of innovation, the innovative capacities of both firms are not confined to their organizational boundaries, but they are distributed beyond their boundaries. 2. So that these companies could accumulate those levels of innovative capacities it was necessary to manage several learning mechanisms: leveraging of external knowledge and its internalization in terms of internal apacities of the firm. In other words, as the companies accumulated more innovative levels of capacities for project management, it was necessary to manage different cycles of technological learning. 3. Further, the relationship between the ccumulation of technological capacities and learning was affected positively by intra-organizational factors, such as 'authority disposition', 'mutability of work roles' and 'intensity of internal crises', and negatively by the factor 'singularity of goals'. This dissertation revealed divergent results between firms in two of the four factors studied. These results contribute to advance our understanding of the complexity and variability involved in the process of accumulation of innovative capacities in firms from developing economies. This highlights the growing importance of the organizational and the human resource dimensions of innovation and technological capacity as the company approaches the international frontier. The results suggest to managers that: (i) the good performance in project management in the two firms studied did not occur simply as a result of the pulp and paper Brazilian industry growth, rather as a result of the deliberate construction and accumulation of the capacities through an intensive and coordinated cyclical process of technological learning, (ii) to develop innovative capabilities in project management, besides looking for learning mechanisms they should also look at the organizational factors that influence the learning mechanisms directly, (iii) performance of pulp mill¿s projects is better when projects are implemented together with technology suppliers than when performed only by the mill. This dissertation concludes that capital goods firms have been having a fundamental role for the innovative capabilities accumulation in project management of pulp mills in Brazil (and vice-versa) for a long time. This contradicts some authors' propositions that affirm that: a) equipment suppliers for the pulp and paper industry have been creating little, if any, development of processes or engineering projects in Brazil; b) firms in the pulp and paper industry have little capacity for machinery and equipments projects only taking place in few technological activities, being internal or external to the firm. Finally, some studies are proposed for future research.

Land, capital and work dictated the organizations¿ success in the industrial era. Added to these factors, the intangible assets are considered the key complement to determine business¿ sustainability in the knowledge era. The globalization creates a new dynamic in the markets and the knowledge management becomes focal point to the organizations. It becomes more common the incorporation of inter-organizational nets to improve business, in a strategy win-win where the tacit knowledge, noncodified, which is shared. More specifically, the innovation management, one of the intangible assets aspects, plays an important role in the Federal Government agenda, through the PDP and other market players. BNDES made significant progress to assist companies¿ demands in the knowledge era, among them: the adoption of the Intangible Assets BSC methodology to evaluate companies¿ credit risk and the partnership with Brightom University (UK) to train innovation management to companies¿ managers. Besides the initial steps, what are the challenges that BNDES will face from now on? In the bibliographic review, it is analyzed the competitive factors in the knowledge era, the evolution of the intangible assets concept, the consolidation of the networking as business strategy, evaluation its advantages and disadvantages, some innovation definitions and its management through the identification of the development level of the Brazilian companies¿ in this aspect. After that, it is analyzed the management tool so-called Balanced Scorecard, which is fundamental to the Intangible Assets BSC. The actions already implemented by BNDES, Sebrae and FINEP focused on the subject are identified in order to evaluate the integration level among those actions. Then, it is demonstrated the relevancy of the subject not only to BNDES, but also to society. This study faces the subject by the preparation of a diagnostic from 30 actives SMEs investments from BNDESPAR portfolio, a BNDES subsidiary, adopting the BSC methodology through questionnaire. The objective is to certify if there is enough space to elaborate an action plan focused on creating value to companies considering them intangible assets and, if it is viable, how this toll can be useful and adequate to achieve such objective. The questionnaire content, answered by the training participants in the innovation management program, is also evaluated to check the suggestions of actions to maximize the expected feedback. In the conclusion, it is verified that the tool so-called Intangible Assets BSC is adequate to the management activity of the investments in PMEs from BNDESPAR portfolio and there is enough space to adopt measures focused on creation of companies¿ value, mentioning some examples and highlighting some preliminary academicals contributions to improve the tool and also suggests other steps that BNDES can adopt to optimize the actions already implemented.

This research verified the influence of strategic alliances on the generation of intangible assets in the Brazilian manufacturers. A field research targeted at the senior management of firm covering around 5% of the net sales of this economic segment in Brazil was developed. The aim of the field research was: i) to validate the hypothesis proposed in the theoretical framework that suggested the existence of a relationship between the development of strategic alliances and the development of competitive advantages to the allied firms, through the positive variation of these firms¿ intellectual capital or intangible assets; ii) to capture data for the development of an exploratory analysis of the subjacent characteristics of this relationship. This study is based on theoretical framework that contextualizes the current economic era - the so called information economy - unveils the existing taxonomy of intangible assets and strategic alliances, taking into account their importance to the competitiveness of modern organizations, and presents categorizations for intangibles and alliances, within the business realm. The results of this research showed that the development of strategic alliances is positively correlated to the increase of intangible assets of the companies studied. Furthermore, indications were found that innovation-based alliances are the ones that contribute more intensely to the development of intangible assets of the allies. Lastly, it was perceived that the more different kinds of alliances are developed simultaneously, the smaller the benefits in terms of intellectual capital generation.

With the improvement of the international trade on the last decades, the Brazilian firms are searching to operate beyond the national borders in order to guarantee its presence on the key markets. The dissertation aimed to analyze the motivations and the strategies of internationalization implemented by the firms: Petrobras, Vale, Embraer, Gerdau and Marcopolo as well as determine the existence of a dominant strategy. In order to do that, Dunning¿s eclectic paradigm and the strategies of internationalization supported by him were revised along with the main literature from Brazilian authors on the internationalization process of the selected firms. The comparative analysis between the strategies of internationalization selected and the industrial sector, origin of capital and the preferred mode of entrance on the markets were done through an exploratory research, with a qualitative character and collection of secondary data from the internationalization process of the firms. At the end of this research, it was possible to identify that each firm had adopted a predominant strategy however it was also possible to observe that new strategies were aggregated in complementation of the previous one. Besides that, no evidence was found between the predominant strategy of internationalization and the origin of the capital neither with the preferred mode of entrance.

We have never talked so much about Human Capital and how important is to invest in development and training in the enterprises. We also have never seen so much merger and acquisions among foreign and Brazilian enterprise, in all the business areas. In consequence of this, was never so important to review the Training Professional role in that structure. The aim of this dissertation is to evaluate the educator role of Training Professional within enterprises as responsible for the Human Capital training in the process of technological, economic and social changes and also to wake up that Professionals about need of their own training need in order to reach the best didactical and technical qualification, otherwise they will not have success in their job. In the same purpose we will approach how the workers of community knowledge have to apply in this process change and how the entrepreneurs must to manage the Human Been development in order to keep their enterprises profitable. We will use the bibliographical reference to understand the Human Capital in the knowledge community. We will analyze the Pedagogical Prevailing (TRADITIONAL, NEW, TECHNIQUE, LIBERATOR) which has been applied in the enterprise¿s training as support to research showed in this job. At last, we will propose the application of PDCA (PLAN, DO, CHECK, ACTION) studied by Vicente Falconi Campos, as an evaluation instrument of Education and Training Program

Trade history between Brazil and the United States is long and complicated but it is only in recent years that the trade balance has become more equal in terms of both imports and exports. As Brazil continues to establish its position in the world economy and expand its export market it is only natural that it seeks to increase exports to its single largest trading partner, the United States, and maintain the market share already established. In order to achieve success in these regards Brazil must have a deep understanding of the American political economy system. Part of this entails understanding barriers that must be overcome by Brazilian businesses to access United States markets, particularly the access of certain products at the industry level.

A convergência entre serviços tipicamente prestados por empresas de telecomunicações fixas e serviços tipicamente prestados por operadoras móveis é um fenômeno que acontece mundialmente há mais de dez anos. A convergência entre a indústria de telefonia fixa e móvel, como fenômeno evolutivo, pode ter três principais forças-motrizes: a simples evolução tecnológica, baseada, por exemplo, na digitalização das telecomunicações; a junção entre um viés de mercado, propiciado pelo alto nível concorrencial, e a busca por inovações tecnológicas; ou uma simples convergência entre ativos das diferentes indústrias, buscando uma aplicação mais eficiente do capital. Mundialmente, já são conhecidos inúmeros serviços convergentes de telecomunicações, embora a convergência em telecomunicações no Brasil ainda possa ser considerada incipiente. Considerando o relevante volume de faturamento agregado do mercado brasileiro de telecomunicações fixas e móveis e o elevado nível concorrencial, o estudo e aplicação de soluções convergentes podem representar a geração de diferencial competitivo. Nesse sentido, o presente trabalho propõe-se a avaliar as principais empresas de telecomunicações do Brasil e seus respectivos recursos ou serviços convergentes, segundo o framework VRIO, desenvolvido por Jay Barney, fundamentada na visão estratégica baseada em recursos (RBV- Resource Based View).

O presente trabalho visa descrever e analisar um processo de adequação às exigências do Novo Acordo de Capital da Basiléia quanto ao risco de crédito para a carteira de crédito imobiliário (pessoa física) de uma instituição financeira brasileira e identificar aspectos de melhoria na eficiência da gestão de riscos. A partir da revisão bibliográfica foram destacados os aspectos teóricos do Acordo de Basiléia de 1988 e de Basiléia II, com ênfase para aqueles relacionados com a problemática do risco de crédito. Em seguida, foram descritas as principais características do setor de crédito imobiliário no Brasil, bem como sua evolução nos últimos anos. A questão do risco de crédito imobiliário no contexto de Basiléia II foi discutida e considerações relevantes foram relacionadas. Por meio do estudo de caso, realizado em uma carteira de crédito imobiliário de uma instituição financeira brasileira, tais considerações foram aplicadas na prática e, logo depois, foram analisados os resultados e expostas as conclusões.

Com a implementação do Acordo de Basiléia II no Brasil, os grandes conglomerados bancários poderão utilizar o chamado modelo IRB (Internal Ratings Based) para cômputo da parcela de risco de crédito da exigência de capital. O objetivo desta dissertação é mensurar a diferença entre o capital mínimo exigido (e, conseqüentemente, do Índice de Basiléia) calculado pela abordagem IRB em relação à regulamentação atual. Para isso, foram estimadas probabilidades de inadimplência (PD) utilizando matrizes de transição construídas a partir dos dados da Central de Risco de Crédito (SCR) do Banco Central do Brasil. Os resultados indicam aumento da exigência de capital, ao contrário do ocorrido nos países do G-10.

Esta dissertação analisa os principais trabalhos e discussões sobre a estrutura de capital das empresas. O objetivo é identificar o que influencia as empresas na tomada de decisão sobre as formas de financiamento. Após a revisão das literaturas teórica e empírica sobre o tema, é elaborado um estudo que analisa as empresas brasileiras industriais com ações negociadas em bolsa de valores. Busca-se identificar as principais fontes de financiamento utilizadas, os fatores determinantes da estrutura de capital e a influência do setor das firmas nos resultados. Sempre que possível, os resultados obtidos são comparados com os estudos anteriores e com as premissas das diferentes teorias.

In the backdrop of the strict patent regime flatly adopted by the World Trade Organization (WTO) for all countries, a few countries constantly challenge this system through aggressive patent bargains. Within the pharmaceutical sector, noticeably, some countries now threaten to issue or otherwise actually issue compulsory licenses that may sway large pharmaceutical companies into selling drugs with large discounts or into granting voluntary licenses domestically. That is conspicuously the negotiation strategy adopted by Brazil in its negotiations with big international pharmaceutical companies.This paper explains Brazil’s aggressive bargaining approach based on an analysis of two aspects of its political economy. The first has to do with the international context of patent bargaining in the post-WTO era. Accordingly, the existence of large and fast growing domestic markets position countries such as Brazil as strategic destinations for Foreign Direct Investment (FDI) and trade. Together with an absence of a propensity to innovate in pharmaceutical products, these conditions boost Brazil’s bargaining power for issuing compulsory licenses over pharmaceutical products. The second aspect is related to political economy dynamics inside Brazil. Accordingly, the political framework in Brazil undermines long-term policies and favors short-sighted ones also vis-a-vis R&D investments in the pharmaceutical industry. This remains true regardless of the strictness of the patent regime in place. The lesson of Brazil is relevant arguably for other more powerful developing countries which presently examine Brazil's approach while further challenging the WTO's strict patent policy for the future.

The present work seeks to investigate the dynamics of capital account liberalization and its impact on short run capital flows to Brazil in the period of 1995-2002, considering different segments such as the monetary, derivative and equity markets. This task is pursued by developing a comparative study of financial flows and examining how it is affected by the uncovered interest parity, country risk and the legislation on portfolio capital flows. The empirical framework is based on a vector autoregressive (VAR) analysis using impulse-response functions, variance decomposition and Granger causality tests. In general terms the results indicate a crucial role played by the uncovered interest parity and the country risk to explain portfolio flows, and a less restrictive (more liberalized) legislation is not significant to attract such flows.

Esse artigo estabelece uma base para pesquisas que tratam da relação entre pobreza, distribuição de recursos e operação do mercado de capitais no Brasil. O principal objetivo é auxiliar a implementação de políticas de reforço de capital dos pobres. A disponibilidade de novas fontes de dados abriu condições inéditas para implementar uma análise de posse de ativos e pobreza nas áreas metropolitanas brasileiras. A avaliação de distribuição de recursos foi estruturada sobre três itens: Capital físico, capital humano e capital social. A estratégia empírica seguida é de analisar três diferentes tipos de impactos que o aumento dos ativos dos pobres podem exercer no nível de bem estar social. A primeira parte do artigo avalia a posse de diferentes tipos de capitais através da distribuição de renda. Esse exercício pode ser encarado como uma ampliação de medidas de pobreza baseadas em renda pela incorporação de efeitos diretos exercidos pela posse de ativos no bem estar social. A segunda parte do artigo descreve o impacto de geração de renda que a posse de ativos pode ter sobre os pobres. Estudamos como a acumulação de diferentes tipos de capital impactam os índices de pobreza baseados na renda usando regressões logísticas. A terceira parte estuda o efeito que o aumento da posse de ativos dos pobres tem no melhoramento da habilidade dos indivíduos pobres em lidar com choques adversos da renda. Estudamos a interação entre a dinâmica da renda, imperfeições do mercado de capitais e comportamentos financeiros levando em consideração diferentes horizontes de tempo. As questões de longo prazo estão relacionadas com o estudo das flutuações de renda de baixa freqüência e ciclo da vida da posse de ativos usando análise de coorte. As questões de curto prazo estão relacionadas com o comportamento do pobre e as perdas de bem estar ao lidar com hiatos de alta freqüência entre renda e consumo desejado. A análise da dinâmica de renda e pobreza é conduzida a partir da combinação de dados de painel de renda com dados qualitativos sobre comportamento financeiro de curto prazo das famílias.

We develop a framework to explain the private capital flows between the rest of the world and an emerging economy. The model, based on the monetary premium theory, relates an endogenous supply of foreign capitals to an endogenous differential of interest rates; its estimation uses the econometric techniques initiated by Heckman. Four questions regarding the capital flows phenomenon are explored, including the statistical process that governs the events of default and the impact of the probability of default on the interest rate differential. Using the methodology, we analyse the dynamics of foreign capital movements in Brazil during the 1991- 1998 period.
