Land-based pollution is commonly identified as a major contributor to the observed deterioration of shallow-water coral reef ecosystem health. Human activity on the coastal landscape often induces nutrient enrichment, hypoxia, harmful algal blooms, toxic contamination and other stressors that have degraded the quality of coastal waters. Coral reef ecosystems throughout Puerto Rico, including Jobos Bay, are under threat from coastal land uses such as urban development, industry and agriculture. The objectives of this report were two-fold: 1. To identify potentially harmful land use activities to the benthic habitats of Jobos Bay, and 2. To describe a monitoring plan for Jobos Bay designed to assess the impacts of conservation practices implemented on the watershed. This characterization is a component of the partnership between the U.S. Department of Agriculture (USDA) and the National Oceanic and Atmospheric Administration (NOAA) established by the Conservation Effects Assessment Project (CEAP) in Jobos Bay. CEAP is a multi-agency effort to quantify the environmental benefits of conservation practices used by private landowners participating in USDA programs. The Jobos Bay watershed, located in southeastern Puerto Rico, was selected as the first tropical CEAP Special Emphasis Watershed (SEW). Both USDA and NOAA use their respective expertise in terrestrial and marine environments to model and monitor Jobos Bay resources. This report documents NOAA activities conducted in the first year of the three-year CEAP effort in Jobos Bay. Chapter 1 provides a brief overview of the project and background information on Jobos Bay and its watershed. Chapter 2 implements NOAA’s Summit to Sea approach to summarize the existing resource conditions on the watershed and in the estuary. Summit to Sea uses a GIS-based procedure that links patterns of land use in coastal watersheds to sediment and pollutant loading predictions at the interface between terrestrial and marine environments. The outcome of Summit to Sea analysis is an inventory of coastal land use and predicted pollution threats, consisting of spatial data and descriptive statistics, which allows for better management of coral reef ecosystems. Chapters 3 and 4 describe the monitoring plan to assess the ecological response to conservation practices established by USDA on the watershed. Jobos Bay is the second largest estuary in Puerto Rico, but has more than three times the shoreline of any other estuarine area on the island. It is a natural harbor protected from offshore wind and waves by a series of mangrove islands and the Punta Pozuelo peninsula. The Jobos Bay marine ecosystem includes 48 km² of mangrove, seagrass, coral reef and other habitat types that span both intertidal and subtidal areas. Mapping of Jobos Bay revealed 10 different benthic habitats of varying prevalence, and a large area of unknown bottom type covering 38% of the entire bay. Of the known benthic habitats, submerged aquatic vegetation, primarily seagrass, is the most common bottom type, covering slightly less than 30% of the bay. Mangroves are the dominant shoreline feature, while coral reefs comprise only 4% of the total benthic habitat. However, coral reefs are some of the most productive habitats found in Jobos Bay, and provide important habitat and nursery grounds for fish and invertebrates of commercial and recreational value.

Los peces constituyen uno de los atractivos principales en los arrecifes coralinos para el buceo turístico, por lo cual resulta necesario monitorear su abundancia y valores estéticos. El objetivo de esta investigación fue evaluar el estado de conservación de las asociaciones de peces arrecifales en cuatro de los principales polos turísticos del Archipiélago Sabana-Camagüey, Cuba en el año 2010. Se muestrearon 23 sitios de buceo turísticos en áreas adyacentes a las regiones de Varadero (5 sitios), cayos de Villa Clara (6 sitios), Cayo Coco (6 sitios) y Santa Lucia (6 sitios). En cada uno de ellos se realizaron seis réplicas de censos visuales de todas las especies de peces en recorridos lineales de 50 m de largo por 2 m de ancho, ocupando un área total de 600 m2. El puntaje más alto de conservación lo presentó los cayos de Villa Clara (37), siguiéndole en orden decreciente Cayo Coco (35), y con valores más bajos Varadero (24) y Santa Lucia (22). Los puntajes de las cuatro regiones fueron inferiores a los encontrados en otros arrecifes de Cuba y el Caribe. Los valores de Varadero y Santa Lucia se correspondieron con los de arrecifes de hábitats degradados y sometidos a explotación pesquera. En general, en la mayoría de las regiones predominaron peces de talla pequeña (<20 cm) pertenecientes a las familias Pomacentridae y Labridae y hubo poca abundancia de peces carnívoros y herbívoros de mediana (20-40 cm) y gran talla (>40 cm). ABSTRACT Fish are one of the main attractions on coral reefs for diving tourism; therefore, it is necessary to monitor their condition and aesthetic values. The objective of this research was to evaluate the status of reef fish assemblages in four tourist areas of Sabana-Camaguey Archipelago, Cuba in 2010. Twentythree tourist diving sites were sampled in adjacent areas to regions of Varadero (five sites), Villa Clara keys (6 sites), Coco key (6 sites) and Santa Lucia (6 sites). In each region, six replicated visual census of all fish species were conducted along belt transects of 50 m length and 2 m width, occupying a total area of 600 m2. The highest conservation score was obtained by Villa Clara keys (37), followed in decreasing order by Coco key (35), and with lower values Varadero (24) and St. Lucia (22). The scores of the four regions were lower than the values of other Cuban and Caribbean reefs. The values of Varadero and Santa Lucia corresponded to reefs with degraded habitats and subject to overfishing. In general, small fish (< 20 cm) from families Pomacentridae and Labridae, and low abundance of carnivore and herbivore fish of middle (20-40 cm) and large size (> 40 cm) predominated in most regions.

Se presenta la situación actual de las lisas (Pisces, Mugilidae en Cuba, espacialmente respecto a los daños sufridos en sus pesquerías de 1971 a 1995. Se revisan las especies marinas presentes en aguas cubanas y sus características generales, así como las principales zonas, artes y épocas de pesca. Se presentan las capturas por regiones y se analizan los desembarques por categorías, de acuerdo con su composición por espec1e. Se revisa la Situación del grupo en los últimos años, cuyas capturas han disminuído a sólo un 5% del nivel más alto alcanzado, debido a los perjuicios ambientales de las lagunas y áreas costeras aledañas causadas por acciones antrópicas, que se describen, así como por disminuciones en el esfuerzo pesquero. Se presentan las relaciones entre las capturas y la capacidad de agua embalsada acumulada en el país, así como entre la talla media de las hembras de Mugil liza y el año en el periodo de 1981 a 1989 en la localidad históricamente más importante. Se analizan propuestas para incrementar la producción de los mugílidos en Cuba relacionadas con las pesquerías y la aplicación de técnicas de "Vallicultura integrada" como única vía para rehabilitar el medio ambiente lagunar con un balance adecuado de costo-rentabilidad. La colección de Corales pétreos se formó en el Instituto de Oceanología entre los años 1970 y 1975. En 2005 pasa a ser custodiada por el Acuario Nacional con el resto de las colecciones biológicas. La colección está formada por 4,990 ejemplares, 2 Clases Anthozoa e Hydrozoa , 16 familias, 30 géneros, 45 especies y 23 formas.
