Instead of focusing on the misconduct of multinational cigarette manufacturers, this research project broadens the discussion of cigarette consumption by focusing on the moral antecedent variables that shape young adults' smoking behavior and risk beliefs. It especially challenges current wisdom among anti-smoking advocates that by increasing consumer knowledge of the medical risks associated with smoking will lead to significant reductions in young adult smoking prevalence rates. Empirical results of this study suggest that although increasing smoking risk knowledge does not significantly reduce Asian students' smoking behavior, increasing their risk assessment beliefs does produce the desirable public policy effect of reducing current smoking. Furthermore, only among rules-driven individuals does an increase in no harm scores significantly reduce student smoking risk assessment beliefs. Thus, current anti-smoking advertising campaigns among overseas Asian students may be more effective if they attempt to change these students' smoking risks assessment beliefs especially if they are targeted to rules-driven student market segments.

For thousands of years mankind has looked at the sky above to engage with the surrounding environment. The observation of solar, lunar and other celestial events guided settlements as well as human movements and activities, just as the cycle of the seasons influenced agricultural crops or dwelling. Archaeoastronomy includes many examples of fabrications in the landscape, constructed solely to observe the sky. The awareness of the sky can be particularly important in the contemporary landscape where the design of a sustainable environment has taken on a sense of urgency. This paper features a survey of several international and Australian archaeoastronomical examples and presents a vocabulary of contemporary interventions in the landscape designed to bring awareness of the sky from observation of celestial events. Some of the contemporary interventions are realized while others are deign proposals, in all examples the viewer is engaged in time-based perceptions of different landscapes aided by minimal constructions, which facilitate the observation of the daily sun path, lunar phases and star trails. A symbiosis between the land, the sky and the observer is established, bringing awareness of how the sky above engages the life on earth. This paper offers a fresh insight, drawing upon Indigenous wisdom as well as contemporary debates and literature, to appreciate the social and cultural significance of these places. By reading and appreciating these examples, and the cultures they are party to, new insights and avenues can be offered as to better design and manage our human environments.

This article reports on a qualitative research project conducted in Victoria, Australia, with nine older women. The purpose of the research was to explore the women’s experience of involvement in craft groups, and specifically, the impact of this involvement on their sense of well-being. Traditionally the health of older people has been examined in relation to medical markers of physical well-being, and often, decline. We were interested to widen this perspective to understand the impact of social connection, belonging and ongoing learning and development on the ageing experience.

While the focus of the groups was on domestic craftwork, the process of coming together as a collective appeared to have significant bearing on the holistic health of the women involved. Consistent with feminist groupwork literature, the findings indicated that the women we interviewed experienced the group setting as affirming and generative in a number of ways. These include providing an avenue for mutual aid, addressing isolation, affirming individual and collective strength and wisdom, while acquiring new skills, and normalising concerns regarding health and family.

In this paper we show how animal personality could explain some of the large inter-individual variation in resting metabolic rate (MR) and explore methodological and functional linkages between personality and energetics. Personality will introduce variability in resting MR measures because individuals consistently differ in their stress response, exploration or activity levels, all of which influence MR measurements made with respirometry and the doubly-labelled water technique. Physiologists try to exclude these behavioural influences from resting MR measurements, but animal personality research indicates that these attempts are unlikely to be successful. For example, because reactive animals “freeze” when submitted to a stress, their MR could be classified as “resting” because of immobility when in fact they are highly stressed with an elevated MR. More importantly, recent research demonstrating that behavioural responses to novel and highly artificial stimuli are correlated with both behaviour and fitness under more natural circumstances calls into question the wisdom of excluding these behavioural influences on MR measurements. The reason that intra-specific variation in resting MR are so weakly correlated with daily energy expenditure (DEE) and fitness, may be that the latter two measures fully incorporate personality while the former partially excludes its influence. Because activity, exploration, boldness and aggressiveness are energetically costly, personality and metabolism should be correlated and physiological constraints may underlie behavioural syndromes. We show how physiological ecologists can better examine behavioural linkages between personality and metabolism, as required to better understand the physiological correlates of personality and the evolutionary consequences of metabolic variability.

This paper addresses the (largely forgotten) presence of lesbians, in 1970s Australian film. It explores the romantic friendships canvassed in 'Picnic at Hanging Rock', (Peter Weir, 1975) and 'The Getting of Wisdom', (Bruce Beresford, 1977) alongside the lesbian in other canonical 1970s works, like the election comedy, 'Don’s Party' (Beresford, 1976) the bio-pic 'Dawn!', and unique tele-features such as 'The Alternative' (Paul Eddy 1978). This paper investigates the way these texts are read and received. The 1970s was an important decade in Australia's filmic history, (affectionately dubbed Australia's film ‘Renaissance’) and this paper examine the lesbian readings that are and aren’t there; and that are and are not avowed.

Conventional wisdom suggests that group cohesion is strongly related to performance. This may be based on the notion that better cohesion leads to the sharing of group goals. However, empirical and meta-analytic studies have been unable to consistently demonstrate a relationship between cohesion and performance. Partially, this problem could be attributed to the disagreement on the precise definition of cohesion and its components. Further, when the cohesion construct is evaluated under Cohen’s Cumulative Research Program (CRP), it is surprisingly found to belong to the category of early-to-intermediate stage of theory development. Therefore, a thorough re-examination of the cohesion construct is essential to advance our understanding of the cohesion-productivity relationship. We propose a qualitative approach because it will help establish the definitions, enable us to better test our theories about cohesion and its moderators, and provide insights into how best to enlist cohesion to improve team performance.

Objective:  To provide clinically relevant evidence-based recommendations for the management of depression in adults that are informative, easy to assimilate and facilitate clinical decision making.Method:  A comprehensive literature review of over 500 articles was undertaken using electronic database search engines (e.g. MEDLINE, PsychINFO and Cochrane reviews). In addition articles, book chapters and other literature known to the authors were reviewed. The findings were then formulated into a set of recommendations that were developed by a multidisciplinary team of clinicians who routinely deal with mood disorders. The recommendations then underwent consultative review by a broader advisory panel that included experts in the field, clinical staff and patient representatives.Results:  The clinical practice recommendations for depression (Depression CPR) summarize evidence-based treatments and provide a synopsis of recommendations relating to each phase of the illness. They are designed for clinical use and have therefore been presented succinctly in an innovative and engaging manner that is clear and informative.Conclusion:  These up-to-date recommendations provide an evidence-based framework that incorporates clinical wisdom and consideration of individual factors in the management of depression. Further, the novel style and practical approach should promote uptake and implementation.

Sex offender registration and community notification schemes form an increasingly important part of public policy relevant to the management of known sex offenders in the community. Critics of these policies not only point to the lack of empirical evidence that is currently available to support their impact on reoffending, but also the disproportionate and potentially iatrogenic effects that they have on offenders. However, there have been few attempts to understand these issues from the perspective of those practitioners who work on a daily basis with sex offenders in the community. These professionals are uniquely placed to contribute to an understanding of effective risk management and, as such, this article presents an analysis of the perspectives of a group of experienced practitioners and how this practice-based wisdom might inform the development of sex offender public policy.

The notion that democracy could have a ‘secret’ history might at first seem strange to many readers. Indeed, the history of democracy has become so standardized, is so familiar and appears to be so complete that it is hard to believe that it could hold any secrets whatsoever. The ancient Greek practice of demokratia and the functions of the Roman Republic are foundational to Western understanding of politics; school textbooks introduce the Magna Carta and the rise of the English Parliament; Hollywood blockbusters recount the events surrounding the American Declaration of Independence; many best-selling novels have been written about the French Revolution; and the gradual global spread of the Western model of democracy has been a recurrent news story since the end of the Cold War. So pervasive is this traditional story of democracy that it has achieved the status of received wisdom: endlessly recycled without criticism by policy-makers, academics, in the popular media and in classrooms across the world.

Este documento relata os resultados de pesquisa que objetivou testar se o investimento de longo prazo em ações no Brasil propicia a obtenção de maiores retornos e menores riscos, conforme sugerido por recomendações da imprensa financeira brasileira. Foram estudados os retornos mensais do Ibovespa, excedentes em relação à caderneta de poupança, no período de janeiro de 1969 a dezembro de 1998, contra vários horizontes de investimento. A evidência empírica constatada indica que "sabedoria convencional" tem algum suporte no que se refere a que o risco se reduz à medida que aumenta o horizonte do investimento, mas que o retorno não aumenta com o horizonte do investimento. No geral, os resultados não parecem ser sensíveis à consideração de que os investimentos se encerram em período de baixa ou de alta do mercado.

Brazil’s experience shows that the economic and political history of a country is a critical determinant of which labor laws influence wages and employment, and which are not binding. Long periods of high inflation, illiteracy of the workforce, and biases in the design and enforcement of labor legislation bred by the country’s socioeconomic history are all important in determining the reach of labor laws. Defying conventional wisdom, these factors are shown to affect labor market outcomes even in the sector of employment regarded as unregulated. Following accepted practice in Brazil, we distinguish regulated from unregulated employment by determining whether or not the contract has been ratified by the Ministry of Labor, viz., groups of workers with and without signed work booklet. We then examine the degree of adherence to labor laws in the formal and informal sectors, and finds “pressure points” – viz., evidence of the law on minimum wage, work-hours, and payment timing being binding on outcomes – in both the formal and informal sectors of the Brazilian labor market. The findings of the paper imply that in terms of the design of legislation, informality in Brazil is mainly a fiscal, and not a legal phenomenon. But the manner in which these laws have been enforced is also critical determinant of informality in Brazil: poor record-keeping has strengthened the incentives to stay informal that are already built into the design of the main social security programs, and ambiguities in the design of labor legislation combined with slanted enforcement by labor courts have led to workers effectively being accorded the same labor rights whether or not they have ratified contracts. The incentives to stay informal are naturally higher for workers who are assured of protection under labor legislation regardless of the nature of their contract, which only alters their financial relationship with the government. The paper concludes that informality in Brazil will remain high as long as labor laws remain ambiguous and enforced with a clear pro-labor bias, and social security programs lack tight benefitcontribution linkages and strong enforcement mechanisms.

A tese apresenta três ensaios empíricos sobre os padrões decisórios de magistrados no Brasil, elaborados à partir de bases de dados inéditas e de larga escala, que contém detalhes de dezenas de milhares de processos judiciais na primeira e na segunda instância. As bases de dados são coletadas pelo próprio autor através de programas-robô de coleta em massa de informações, aplicados aos "links" de acompanhamento processual de tribunais estaduais no Brasil (Paraná, Minas Gerais e Santa Catarina). O primeiro artigo avalia - com base em modelo estatístico - a importância de fatores extra-legais sobre os resultados de ações judiciais, na Justiça Estadual do Paraná. Isto é, se os juízes favorecem sistematicamente a parte hipossuficiente (beneficiária de Assistência Judiciária Gratuita). No segundo artigo, estuda-se a relação entre a duração de ações cíveis no primeiro grau e a probabilidade de reforma da sentença, utilizando-se dados da Justiça Estadual de Minas Gerais. O objetivo é avaliar se existe um dilema entre a duração e a qualidade das sentenças. Dito de outra forma, se existe um dilema entre a observância do direito ao devido processo legal e a celeridade processual. O último artigo teste a hipótese - no âmbito de apelações criminais e incidentes recursais no Tribunal de Justiça de Santa Catarina - de que as origens profissionais dos desembargadores influenciam seus padrões decisórios. Isto é, testa-se a hipótese de que desembargadores/relatores oriundos da carreira da advocacia são mais "garantistas" ( e desembargadores oriundos da carreira do Ministério Público são menos "garantistas") relativamente aos seus pares oriundos da carreira da magistratura. Testam-se as hipóteses com base em um modelo estatístico que explica a probabilidade de uma decisão recursal favorável ao réu, em função da origem de carreira do relator do recurso, além de um conjunto de características do processo e do órgão julgador.

The recent emerging market experiences have posed a challenge to the conventional wisdom that unsustainable fiscal deficits are the key to understanding financial crises in these countries. The health of the domestic banking system has emerged as the main driving force behind the perverse dynamics of partial reforms. The current paper shares this view and uses a model of contractual inefliciencies in the banking sector to understand the dynamics of these reforms. We find that the threat of a large exchange rate devaluation depends on the stock of international reserves relative to the stock of domestic credit that must be extended by the Central Bank in response to a large capital outflow. Moreover, if a country has a weak banking sector but high net reserve ratios, the capital flow reversal might only increase the vulnerability to a currency crisis without necessarily causing it. The results are in accordance with much of the empiricalliterature on the determinants of financiaI crises in emerging markets. Some aspectsof the recent policy debate on the introduction of capital controls are also analysed.

We construct a model in which a first mover decides on its location before it knows the identity of the second mover; joint location results in a negative extemality. Contracts are inherently incomplete since the first mover's initial decision cannot be specified. We analyze several kinds of rights, including damages, injunctions, and rights to exclude (arising from covenants or land ownership). There are cases in which allocating any of these basic rights to the first mover-i.e., first-party rights-is dominated by second-party rights, and cases in which the reverse is true. A Coasian result (efficiency regardless of the rights allocation) only holds under a limited set of conditions. As corollaries of a theorem ranking the basic rights regimes, a number of results emerge contradicting conventional wisdom, including the relative inefficiency of concentrated land ownership and the relevance of the generator's identity. We conclude with a mechanism and a new rights regime that each yield the first best in all cases.
