A educação na arte e pela arte confere a todos os seus intervenientes a estimulação da sua criatividade e da sua consciência cultural, proporcionando meios para se exprimirem e participarem ativamente no mundo que nos rodeia. A integração das tecnologias de informação e comunicação no processo de ensino-aprendizagem veio alargar o papel que a arte pode desempenhar neste processo, promovendo novas formas de aprender, de ensinar e de pensar. Assim, a utilização de ambientes virtuais em contexto educativo tem revelado um enorme potencial, sobretudo ao nível da comunicação e da interação entre alunos e obras de arte. Neste sentido, considerou-se importante desenvolver um estudo de caso em contexto de sala de aula da Educação Visual, promovendo uma aprendizagem baseada na articulação entre a observação, interpretação e análise da obra de arte e o museu virtual. Assim o principal objetivo deste estudo foi avaliar as potencialidades do Google Art Project, enquanto objeto de aprendizagem, na promoção da aprendizagem na área da literacia em artes. Para além disso, procurámos ainda avaliar se a utilização de ferramentas multimédia como o referido Google Art Project e o Quadro Interativo, constituem fatores de motivação na aprendizagem da disciplina de Educação Visual. Do ponto de vista metodológico desenvolvemos uma estratégia baseada na investigação-ação. Procurámos, por um lado, descobrir e compreender o significado de uma realidade vivida por um grupo de alunos e, por outro lado, refletir sobre a prática educativa com o intuito de a melhorar e transformar. Este estudo envolveu cinco turmas do sexto ano do ensino público. Para a recolha de dados utilizámos técnicas baseadas na conversação e na observação, no questionário e nas notas de campo. Os resultados deste estudo revelam que as ferramentas tecnológicas utilizadas podem efetivamente contribuir para a promoção da aprendizagem dos alunos na área da Educação Visual, mais concretamente ao nível do domínio da literacia artística, da representação e da interpretação visual.

Paper prepared by Marion Panizzon and Charlotte Sieber-Gasser for the International Conference on the Political Economy of Liberalising Trade in Services, Hebrew University of Jerusalem, 14-15 June 2010 Recent literature has shed light on the economic potential of cross-border networks. These networks, consisting of expatriates and their acquaintances from abroad and at home, provide the basis for the creation of cross-border value added chains and therewith the means for turning brain drain into brain circulation. Both aspects are potentially valuable for economic growth in the developing world. Unilateral co-development policies operating through co-funding of expatriate business ventures, but also bilateral agreements liberalising circular migration for a limited set of per-sons testify to the increasing awareness of governments about the potential, which expatriate networks hold for economic growth in developing countries. Whereas such punctual efforts are valuable, viewed from a long term perspective, these top-down, government mandated Diaspora stimulation programs, will not replace, this paper argues, the market-driven liberalisation of infrastructure and other services in developing countries. Nor will they carry, in the case of circular labour migration, the political momentum to liberalise labour market admission for those non-nationals, who will eventually emerge as the future transnational entrepreneurs. It will take a combination of mode 4 and infrastructure services openings-cum regulation for countries at both sides of the spectrum to provide the basis and precondition for transnational business and entrepreneurial networks to emerge and translate into cross-border, value added production chains. Two key issues are of particular relevance in this context: (i) the services sector, especially in infrastructure, tends to suffer from inefficiencies, particularly in developing countries, and (ii) labour migration, a highly complex issue, still faces disproportionately rigid barriers despite well-documented global welfare gains. Both are hindrances for emerging markets to fully take advantage of the potential of these cross-border networks. Adapting the legal framework for enhancing the regulatory and institutional frameworks for services trade, especially in infrastructure services sectors (ISS) and labour migration could provide the incentives necessary for brain circulation and strengthen cross-border value added chains by lowering transaction costs. This paper analyses the shortfalls of the global legal framework – the shallow status quo of GATS commitments in ISS and mode 4 particular – in relation to stimulating brain circulation and the creation of cross-border value added chains in emerging markets. It highlights the necessity of adapting the legal framework, both on the global and the regional level, to stimulate broader and wider market access in the four key ISS sectors (telecommunications, transport, professional and financial services) in developing countries, as domestic supply capacity, global competitiveness and economic diversification in ISS sectors are necessary for mobilising expatriate re-turns, both physical and virtual. The paper argues that industrialised, labour receiving countries need to offer mode 4 market access to wider categories of persons, especially to students, graduate trainees and young professionals from abroad. Further-more, free trade in semi-finished products and mode 4 market access are crucial for the creation of cross-border value added chains across the developing world. Finally, the paper discusses on the basis of a case study on Jordan why the key features of trade agreements, which promote circular migration and the creation of cross-border value added chains, consist of trade liberalisation in services and liberal migration policies.

Es importante que el contador público tenga conocimientos de las áreas contables que corresponden a su profesión, por lo que una buena formación académica es significativa. La tecnología va de la mano de este proceso ya que su incursión en todas las áreas profesionales en que se ha dado paso ha revolucionado notablemente, mejorando cada vez más la forma de vivir y desenvolverse en un mundo globalizado en donde la modernización va a la vanguardia satisfaciendo y mejorando las necesidades de las personas; por tales motivos tanto el actual como futuro profesional en contaduría pública juegan un rol muy importante en la adaptación de los procesos tecnológicos para poder mejorar sus competencias y conocimientos para darle así un valor agregado a su profesión obteniendo conocimientos de tecnologías de información. Una de las herramientas tecnológicas que ha tenido gran repercusión en la actualidad son las aplicaciones móviles; sin embargo no se han implementado lo suficiente en el ámbito de la formación profesional, según búsquedas en la Play Store existen muy pocas enfocadas al área de la normativa y leyes contables en El Salvador, por tales motivos se ha investigado la problemática sobre la ausencia de una aplicación móvil enfocada en la retroalimentación y autoevaluación de los aspectos técnicos de la NIIF para las PYMES, sobre la legislación tributaria, mercantil y laboral, el cual se tiene como objetivo que contribuya a que los profesionales fortaleciendo sus conocimientos y capacidad de análisis de forma general sobre dichas áreas, mediante una aplicación que este diseñada en un lenguaje más tropicalizado en el país . Para llevar a cabo el desarrollo de una aplicación con tales características, se recurrió a uso de bibliografía y videos tutoriales sobre temas relacionados al diseño de aplicaciones móviles así como su entorno de desarrollo para plataforma Android con la finalidad de brindar una herramienta que contribuya a realizar autoevaluaciones sobre la normativa contable y legal siendo esta útil para los actuales y futuros profesionales, para lo cual se procedió a realizar la investigación sobre tales necesidades, utilizando como instrumentos de investigación entrevistas a los docentes de la escuela de contaduría pública de la Universidad de El Salvador y encuestas a los estudiantes egresados y de décimo ciclo en dicha carrera; con las tabulaciones obtenidas se planteó un diagnostico demostrando la necesidad de tal herramienta y la aceptación de la población a la cual va dirigida principalmente. Teniendo en claro desarrollar una herramienta de apoyo para los estudiantes de contaduría pública; se inició con el proceso de tal aplicación móvil para ser utilizada en teléfonos con sistema operativo Android; presentándose en cuatro módulos donde el usuario elige que es lo que quiere estudiar, ya sea realizar autoevaluaciones de la NIIF para las PMES, Leyes de IVA, Renta, Código Comercio, Código de Trabajo entre otras opciones tales como el acceso a descargar en formatos PDF cada una de las diferentes leyes así como de la normativa contable, también seleccionar las consultas y preguntas frecuentes sobre dichos temas donde se encuentran información básica que todo contador debe conocer, haciendo así énfasis en la autoevaluación de conocimientos técnicos y legales. Finalizando la investigación y dar respuesta a la problemática planteada, se incluyen las conclusiones y recomendaciones del trabajo realizado para hacer uso de la aplicación denominada “CONTA 503” que está disponible para dispositivos con sistema operativo Android en la tienda virtual de Google, en la Play Store.

La implementación del voto electrónico en Colombia, mandato legal originado en la Ley 892 de 2004 en desarrollo del artículo 258 de la Constitución Política de Colombia, es el tema del presente trabajo, en el cual se hace un compendio histórico de la evolución del voto en Colombia, pasando a establecer los avances en el cumplimiento de la llamada por muchos “Ley de Voto Electrónico”, haciendo un recorrido por las actividades realizadas por la Organización Electoral, en especial, por la Registraduría Nacional del Estado Civil, entidad gubernamental cabeza del proceso, donde se han cumplido algunas tareas encaminadas inicialmente a la realización de la prueba piloto que permita tomar experiencias para la implementación de dicho mecanismo. Así mismo, se hace una descripción de las dificultades tanto en Colombia como en otros países del mundo que han implementado el voto electrónico o lo están considerando. Un aspecto fundamental en el análisis son los estudios que tanto defensores como contradictores de este mecanismo de votación hacen, encontrando que con la misma fuerza se defiende y se ataca y que no hay una posición única, quizá la coincidencia está en que es un proceso que requiere de un alto grado de confianza de los actores involucrados, puesto que es lo que logra legitimarlo. Finalizando con las conclusiones, que dan cuenta de la realidad respecto a la viabilidad de la implementación del voto electrónico en Colombia.

Cork oak tree (Quercus suber L.), in Portugal, is considered the national tree and have special demands and legal protection when dealing with silviculture management (pruning, debarking, thinning). Being a species of slow growth, cork oak transplanting procedures can be a valuable asset either from the economic or ecological rationales to relocate trees, re-populate areas affected by high tree mortality, increase tree density to control erosion on montado ecosystems or landscape design. This study focuses the impacts and physiological responses of ten juvenile rain fed cork oak trees (with diameter at breast height between 6 and 16cm), when subjected to transplant operations. The work was conducted in a cork oak woodland experimental plot at the campus of the University of Évora (SW Portugal), during the year of 2015. Tree’s transplants were performed with a truck-mounted hydraulic spade transplanter coupled with a proposed methodology to maximize tree survival rates, addressing techniques to limit canopy transpiration and to improve root systems prior to transplant. Tree ecophysiological indicators (sap flow, leaf water potentials and stomatal conductance) were monitored comprising the periods before and after transplant operations, and water stress avoidance practices were established to promote post-transplant tree status recovery, including irrigation to match average daily accumulated sap flow. Transplant operations were considered successful when the tree's water uptake inferred from sap flow exhibited a high correlation with solar radiation and returned to its undisturbed or pre-transplant water potential gradients in the following 2 to 3 weeks. The post-transplant tree nourishment follow up included permanent sap flow measurements and identified the time elapsed after transplantation from which the tree recovers its normal transpiration thresholds and response. Our results suggest that by following the proposed methodology the sampled cork oak trees exhibited a transplant success rate of 90%.

Recibido 07 febrero de 2011 • Aceptado 09 de marzo de 2011 • Corregido 23 de agosto de 2011   En este ensayo, a partir de una revisión bibliográfica con respecto a las áreas medulares de un modelo de educación virtual, se proponen algunas orientaciones dirigidas a aquellas personas interesadas en implementar una oferta académica virtual o bimodal, en la Universidad Nacional de Costa Rica. Se razona en función de siete áreas estratégicas sobre las cuales se debe sustentar un modelo de educación virtual: la filosófica; la académica; la profesoral; la estudiantil; la técnica; la legal/jurídica y, la financiera, geográfica y de dirección. Para cada área se presenta: a) un resumen de las tendencias de las mejores prácticas de educación virtual, b) recomendaciones de los expertos para realizar una gestión efectiva de carreras universitarias virtuales o bimodales, c) una breve reseña de las experiencias de la UNA en ese campo. Finalmente, se brindan, para cada área estratégica, algunas sugerencias que la UNA debiera considerar para continuar la ruta que asegure el éxito y la continuidad de sus carreras en modalidades virtuales y bimodales.

The purpose of the air traffic management system is to ensure the safe and efficient flow of air traffic. Therefore, while augmenting efficiency, throughput and capacity in airport operations, attention has rightly been placed on doing it in a safe manner. In the control tower, many advances in operational safety have come in the form of visualization tools for tower controllers. However, there is a paradox in developing such systems to increase controllers' situational awareness: by creating additional computer displays, the controller's vision is pulled away from the outside view and the time spent looking down at the monitors is increased. This reduces their situational awareness by forcing them to mentally and physically switch between the head-down equipment and the outside view. This research is based on the idea that augmented reality may be able to address this issue. The augmented reality concept has become increasingly popular over the past decade and is being proficiently used in many fields, such as entertainment, cultural heritage, aviation, military & defense. This know-how could be transferred to air traffic control with a relatively low effort and substantial benefits for controllers’ situation awareness. Research on this topic is consistent with SESAR objectives of increasing air traffic controllers’ situation awareness and enable up to 10 % of additional flights at congested airports while still increasing safety and efficiency. During the Ph.D., a research framework for prototyping augmented reality tools was set up. This framework consists of methodological tools for designing the augmented reality overlays, as well as of hardware and software equipment to test them. Several overlays have been designed and implemented in a simulated tower environment, which is a virtual reconstruction of Bologna airport control tower. The positive impact of such tools was preliminary assessed by means of the proposed methodology.

I set out the pros and cons of conferring legal personhood on artificial intelligence systems (AIs), mainly under civil law. I provide functionalist arguments to justify this policy choice and identify the content that such a legal status might have. Although personhood entails holding one or more legal positions, I will focus on the distribution of liabilities arising from unpredictably illegal and harmful conduct. Conferring personhood on AIs might efficiently allocate risks and social costs, ensuring protection for victims, incentives for production, and technological innovation. I also consider other legal positions, e.g., the capacity to act, the ability to hold property, make contracts, and sue (and be sued). However, I contend that even assuming that conferring personhood on AIs finds widespread consensus, its implementation requires solving a coordination problem, determined by three asymmetries: technological, intra-legal systems, and inter-legal systems. I address the coordination problem through conceptual analysis and metaphysical explanation. I first frame legal personhood as a node of inferential links between factual preconditions and legal effects. Yet, this inferentialist reading does not account for the ‘background reasons’, i.e., it does not explain why we group divergent situations under legal personality and how extra-legal information is integrated into it. One way to account for this background is to adopt a neo-institutional perspective and update its ontology of legal concepts with further layers: the meta-institutional and the intermediate. Under this reading, the semantic referent of legal concepts is institutional reality. So, I use notions of analytical metaphysics, such as grounding and anchoring, to explain the origins and constituent elements of legal personality as an institutional kind. Finally, I show that the integration of conceptual and metaphysical analysis can provide the toolkit for finding an equilibrium around the legal-policy choices that are involved in including (or not including) AIs among legal persons.

Amid the remarkable growth of innovative technologies, particularly immersive technologies like Extended Reality (XR) (comprising of Virtual Reality (VR), Augmented Reality (AR) & Mixed Reality (MR)), a transformation is unfolding in the way we collaborate and interact. The current research takes the initiative to explore XR’s potential for co-creation activities and proposes XR as a future co-creation platform. It strives to develop a XR-based co-creation system, actively engage stakeholders in the co-creation process, with the goal of enhancing their creative businesses. The research leverages XR tools to investigate how they can enhance digital co-creation methods and determine if the system facilitates efficient and effective value creation during XR-based co-creation sessions. In specific terms, the research probes into whether the XR-based co-creation method and environment enhances the quality and novelty of ideas, reduce communication challenges by providing better understanding of the product, problem or process and optimize the process in terms of reduction in time and costs. The research introduces a multi-user, multi-sensory collaborative and interactive XR platform that adapts to various use-case scenarios. This thesis also presents the user testing performed to collect both qualitative and quantitative data, which serves to substantiate the hypothesis. What sets this XR system apart is its incorporation of fully functional prototypes into a mixed reality environment, providing users with a unique dimension within an immersive digital landscape. The outcomes derived from the experimental studies demonstrate that XR-based co-creation surpasses conventional desktop co-creation methods and remarkably, the results are even comparable to a full mock-up test. In conclusion, the research underscores that the utilization of XR as a tool for co-creation generates substantial value. It serves as a method that enhances the process, an environment that fosters interaction and collaboration, and a platform that equips stakeholders with the means to engage effectively.

Augmented Reality (AR) is a novel promising technology, which is gaining success in the medical field. A number of applications in surgery have been described, but few studies have been focusing on pediatric craniofacial surgery. In this research project, the Authors have been implementing a system for intraoperative surgical navigation by means of HoloLens 2 by Microsoft, applied to pediatric craniofacial surgery. The Authors tested the device in a preclinical setting first, and then moved to patients. The Authors assessed the accuracy of the HoloLens 2 by performing 36 procedures in vitro on a printed 3D model of a patient. In clinical setting, 10 patients were prospectively enrolled in the study. The virtual surgical planning was designed for each patient and uploaded onto the software which allows for the AR interface and the standard neurosurgical navigator. For each patient, the surgeon has been drawing osteotomy lines both under the guidance of HoloLens2 and of the neurosurgical navigator. The Author then checked the accuracy with calibrated CAD CAM cutting guides with different grooves, in order to assess the accuracy of the osteotomies performed. We tested levels of accuracy of ±1.5 mm and ±1mm . In the preclinical setting, the HoloLens 2 performed with levels of accuracy of 1.5 mm, whereas in the real setting, surgeons were able to trace the osteotomy lines under the AR guidance for an amount of 45% (0.4 SD) of the entire line, with an accuracy level of ±1.5 mm. This percentage lowers to 34% (0.4 SD) when assessing accuracy level of ±1 mm. The results of the same tasks for the standard navigator are 36% and 16%, for ±1.5 mm and ± 1 mm accuracy level, respectively. The Authors reported encouraging results both in the preclinical and the clinical setting.

Augmented reality is an emerging field of interactive design in which virtual material is seamlessly blended with displays of real world environments. The tremendous potential of augmented reality has begun to be explored with the emergence of personal mobile devices capable of constructing engaging augmented reality experiences. This work is part of a project aiming at using augmented reality goggles to bring advance information to the user interacting with switch-gear during automation cabling. In particular we will be focusing on the recognition and definition of the figures of the component on the AR device. In this part we are using standard camera that allows us to get real images and helps us to localize the gearbox in space through ARUCO marker and we can exploit in order to re-project the actual shape of the component that are currently interested in manipulation by exploiting the data provided by the database. The experiments are carried out using the camera to get the images of the real world switch-gear and re-project those images with the component superimposed on it. Using transforms of the database we did localization to re-project the rendered image of component exactly on the real world component, which can be further integrated in AR goggles to see the component superimposed in real-time.
