C2R is a collection of C routines for saving complex data structures into a file that can be read in the R statistics environment with a single command.1 C2R provides both the means to transfer data structures significantly more complex than simple tables, and an archive mechanism to store data for future reference. We developed this software because we write and run computationally intensive numerical models in Fortran, C++, and AD Model Builder. We then analyse results with R. We desired to automate data transfer to speed diagnostics during working-group meetings. We thus developed the C2R interface to write an R data object (of type list) to a plain-text file. The master list can contain any number of matrices, values, dataframes, vectors or lists, all of which can be read into R with a single call to the dget function. This allows easy transfer of structured data from compiled models to R. Having the capacity to transfer model data, metadata, and results has sharply reduced the time spent on diagnostics, and at the same time, our diagnostic capabilities have improved tremendously. The simplicity of this interface and the capabilities of R have enabled us to automate graph and table creation for formal reports. Finally, the persistent storage in files makes it easier to treat model results in analyses or meta-analyses devised months—or even years—later. O Golpe Militar de 1964 configurou uma ruptura política geral para o país e uma mudança específica para o Poder Legislativo federal. O governo Castelo Branco, contudo, apresenta características próprias, que o diferem das configurações democráticas anteriores e dos governos posteriores de Costa e Silva e Médici. O artigo utiliza metodologia quantitativa e usa fontes primárias e secundárias. Ele analisa e descreve a agenda legislativa do governo Castelo Branco, categoriza as propostas legislativas do Poder Executivo de acordo com temas, resultados e tempo de apreciação pelo Legislativo. Também é analisado o impacto das novas regras legislativas impostas pelos militares e procede-se a uma comparação dos achados com o período democrático imediatamente anterior. Os resultados mostram que o Poder Executivo teve uma agenda reformista, principalmente nas áreas econômica e de administração pública, e que alcançou uma taxa de sucesso significativa para suas propostas. Ademais, contudo, viu-se que o Poder Legislativo conseguiu ainda atuar de forma relevante em diversas proposições, que foram rejeitadas ou alteradas de modo a ensejar vetos do Poder Executivo. Constatou-se também que as novas regras legislativas impostas pelos militares foram muito importantes para aumentar a taxa de sucesso da agenda do Executivo e influenciaram o tempo de apreciação das propostas pelo Legislativo.

Charles M. Breder and his wife Ethel spent part of the summer of 1942 at the Palmetto Key field station, known today as Cabbage Key, on the west coast of Florida south of Charlotte Harbor. The Palmetto Key field station began in 1938 and ended in 1942 because of World War II. His Palmetto Key diary ran for 95 pages of notes, tables, diagrams, drawings, lists, and business records and this report presents a variety of fascinating entries. Diaries from other years all bear Breder's style of discipline, curiosity, humor, and speculations on nature. The diary was transcribed as part of the Coastal Estuarine Data/Document Rescue and Archeology effort for South Florida. (PDF contaons 24 pages)

The main objective of this study was to build the capacity of the CFDO and provincial staff to conduct livelihoods studies using a more participatory approach. The livelihoods study team comprised one person from the CFDO, four people from the Kandal Provincial Fisheries Office and two from the Kandal Department of Women's Affairs. Before conducting the field study, the team members participated in a three-day training workshop on how to use various PRA tools and techniques. The study team then spent five days in the village finding out about people’s livelihoods and the resources available to them. [PDF contains 37 pages]

This is the report of a livelihoods study conducted in Koh Reusey Village, Prorlay Meas Commune, Kampong Leng District, Kampong Chhnang Province. The main objective of the study was to understand the villagers’ lives, their standards of living, the hardships they experience, external impacts on their lives, and current and future needs. The livelihoods team spent five days in the village from 27 June to 1 July 2002 and worked with 60 villagers. These included men, women, younger and older villagers. In 1998, the National Marine Fisheries Service (NMFS) began a series of marine angler expenditure surveys in the coastal regions of the United States (U.S.) to evaluate marine recreational fishing expenditures and the financial impacts of these expenditures in each region and the U.S. as a whole. In this report, we use the previously estimated expenditure estimates to assess the total financial impact of anglers’ saltwater expenditures. Estimates are provided for sales, income, employment, and tax impacts for each coastal state in the U.S. Aggregate estimates are also provided for the entire U.S., excluding Alaska, Hawaii, and Texas. Direct, indirect, and induced effects associated with resident and non-resident angler expenditures were estimated using a regional input-output modeling system called IMPLAN Pro. Nationwide, recreational saltwater fishing generated over $30.5 billion in sales in 2000, nearly $12.0 billion in income, and supported nearly 350,000 jobs. Approximately 89 cents of every dollar spent by saltwater anglers was estimated to remain within the U.S. economy. At the state level, many of the goods anglers purchased were imports, and, as such, as little as 44 cents of every dollar stayed in Rhode Island and as much as 80 cents of every dollar stayed in Georgia. In the Northeast, the highest impacts were generated in New Jersey, even though recreational fishing expenditures in Massachusetts and Maryland were considerably higher. In the Southeast, the highest impacts were generated in Florida, and on the Pacific Coast, the highest impacts were generated in California. Expenditures on boat maintenance/expenses generated more impacts than any other expenditure category in the U.S. Expenditures on rods and reels was the single most important expense category in terms of generating impacts in most of the Northeast states. Expenditures on boat expenses generated the highest in most Southeast states, and expenditures for boat accessories produced the highest impacts in most Pacific Coast states.(PDF file contains 184 pages.)

The ecology and reproductive biology of the leatherback turtle (Dennochelys coriacea) was studied on a high-energy nesting beach near Laguna Jalova, Costa Rica, between 28 March and 8 June 1985. The peak of nesting was between 15 April and 21 May. Leatherbacks here measured an average 146.6 cm straightline standard carapace length and laid an average 81.57 eggs. The eggs measured a mean 52.12 mm diameter and weighed an average of 85.01 g. Significant positive relationships were found between the carapace lengths of nesters and their clutch sizes and average diameter and weight of eggs. The total clutch weighed between 4.02 and 13.39 kg, and yolkless eggs accounted for an average 12.4% of this weight. The majority of nesters dug shallow (<24 cm) body pits and spent an average 81 minutes at the nest site. A significant number of c1utcbes were laid below the berm crest. In a hatchery 42.2% of the eggs hatched, while in natural nests 70.2% hatched. The average hatchling carapace length was 59.8 mm and weight was 44.6 g. The longevity of leatherback tracks and nests on the beach was affected by weather. One nester was recaptured about one year later off the coast of Mississippi, U.S.A. Egg poaching was intense on some sections of the Costa Rican coast. Four aerial surveys in four different months provided the basis for comparing density of nesting on seven sectors of the Caribbean coast of Costa Rica. The beach at Jalova is heavily used by green turtles (Chelonia mydJJs) after the leatherback nesting season. The role of the Parque Nacional Tortuguero in conserving the leatherback and green turtle is discussed.(PDF file contains 20 pages.)

Eleven ichthyoplankton surveys were conducted (1 in 1972 and 10 between 1977 and 1979) in the northeastern Pacific Ocean over the continental shelf off Kodiak Island, Alaska. In the 677 neuston and 632 bongo tows, eggs or larvae of more than 80 fish taxa were found. They were present in every season and throughout the survey area, although more taxa and more individuals were found in summer than in other seasons. Among the more abundant species were the gadid Theragra chalcogramma and several hexagrammids and pleuronectids. The hexagrammids and several coUids were abundant in the neustonic layer, where they spent close to a year as larvae and prejuvenlles. Although the seasonal and geographic distribution of most taxa was complex, two patterns emerged: Late summer-fall spawners produce demersal eggs and have neustonic larvae that remain pelagic for several months (hexagrammids and some cottlds), and spring-summer spawners have pelagic eggs and larvae that spend several weeks in the plankton but are not closely associated with the surface (Theragra chalcogramma, pleuronectlds). ENGLISH: Knowledge of the size and age at maturity, spawning seasons, and spawning areas of the tropical tunas supporting the fishery in the Eastern Pacific is an important part of the basic information required for understanding their life history, population structure, and fishery dynamics. Until a few years ago nothing was known of these matters. In 1947 the senior author and one of his colleagues (Schaefer and Marr 1948, Schaefer 1948) were able to demonstrate that both yellowfin tuna and skipjack spawn offshore from Central America at least during the late winter and spring months. During January to April many yellowfin tuna over about 70 cm. total length in commercial catches from that region were found to have gonads in advanced stages of maturity, and specimens caught during late June were found to be spent. Maturing skipjack were collected in late February, and spawned-out fish were observed in late March. Numerous very young juveniles of the yellowfin, down to 10 mm. in length, and two very young juvenile skipjack, were captured in this area between January and May. SPANISH: El conocimiento del tamaño y la edad que corresponden a la primera madurez sexual, así como de las estaciones y áreas de desove de los atunes tropicales que mantienen las pesquerías del Pacífico Oriental, constituyen parte importante de la información que es menester para comprender la historia natural, la estructura de la población y la dinámica de la pesquería. Hasta hace pocos años nada se sabía sobre el particular. En 1947 el autor principal y uno de sus colegas (Schaefer y Marr, 1948; Schaefer, 1948) pudieron demostrar que tanto el atún aleta amarilla como el barrilete desovan en el mar abierto, frente a América Central, por lo menos durante la última parte del invierno y en la primavera. De enero a abril encontraron que muchos de los atunes aleta amarilla de más de 70 cm. de longitud total, procedentes de las pescas comerciales de dicha región; tenían gónadas en avanzados estados de madurez, mientras que ejemplares pescados hacia fines de junio ya habían desovado. Se recolectaron barriletes en vías de maduración a fines de febrero, al paso que en los últimos días de marzo se encontraron especímenes que ya habían desovado. Numerosos ejemplares muy juveniles del atún aleta amarilla, tan pequeños como 10 mm., y dos barriletes también muy juveniles, fueron pescados en esta región entre enero y mayo. HIGHLIGHTS FOR FY 2009 1. Completed the second of a two-year Gulf sturgeon population study on the Choctawhatchee River, Florida. The juvenile, sub adult and adult Gulf sturgeon population was estimated at 3,400 fish. 2. Three young of year Gulf sturgeon were collected by Corps of Engineers biologists in the upper Brothers Rivers. 3. Two YCC enrollees spent eight weeks assisting PCFO biologists and Tyndall AFB with various projects. 4. The Gulf Sturgeon 5-Year Summary and Evaluation was completed. 5. Karen Herrington co-authored a peer-reviewed journal article for a striped bass symposium at the annual American Fisheries Society meeting, which will be published in the symposium proceedings. The article reviews the past 25 years of striped bass restoration in the ACF and is titled “Restoration of Gulf Striped Bass: Lessons and Management Implications”. 6. We documented recent purple bankclimber recruitment in the Ochlockonee River for the first time in several years. 7. We provided over 200 genetic samples to Warm Springs Fish Technology Center to compare mussel populations and genetic diversity, rank populations by status, and facilitate recovery actions. 8. We established permanent mussel monitoring locations in Sawhatchee Creek and the Flint River to examine trends in population size, survival, and recruitment. 9. We provided a prioritized list to the Federal Emergency Management Agency of 197 stream crossings that occur near freshwater mussel populations in order to facilitate habitat restoration following major flooding in Alabama, Florida, and Georgia in the spring of 2009.

A study was embarked upon with the twin objectives of reviewing the Green Revolution Strategy for accelerating fish production in the country and proposing an alternative strategy, a private sector approach. Some of the programmes listed in the Green Revolution are very necessary for developing a viable - fish farming industry and that money spent under such programmes is money well spent. Programmes that are also desirable but need to be considerably expanded were identified. Other programmes have been criticised on the grounds that the method chosen to achieve the desired objectives is fraught with dangers if sufficiently long run view of fisheries development is taken

Scientists from the Institute with the collaboration of Food and Agricultural Organisation (FAO), Rome designed and built a 10-m (LOA) shallow draft vessel. The prototype vessel was tried at Uta-Ewa, Ikot Abasi, Cross River State. The paper deals with the preliminary economic analysis of the performance of prototype vessel. An analysis of the annual return has shown that 43.66% of the annual gross income was paid to labour; 15.91% was spent on repairs and replacements; 7.76% on fuel and lubricants; 24.38% on maintenance costs and the return of investment, 6.2%. This low return of investment is attributable to high percentage of labour costs as well as low fishing intensity

This paper discusses the investment prospects in Tilapia fry and fingerling production in raceways created from the concrete drainage channel of a reservoir or pond of an existing fish farm in Nigeria. With an initial capital of 1,300 and an annual operating cost of 310 spent on procurement of fish feed and brood stock for a 10 m super(2) raceway per se, a net profit of 4,100 and 5,090 would be realized from Sarotherodon galilaeus in the first year and subsequent years of production respectively, assuming that the fingerling production rate has been maintained through the production period. It is concluded that the application of this approach of optimizing the use of available resources in the fish farm for the productive breeding of Tilapia fry and fingerlings will apart from alleviating the problem of scarcity of stocking materials in the country, increase the profit margin accruing to the fish farmer

Smart and mobile environments require seamless connections. However, due to the frequent process of ''discovery'' and disconnection of mobile devices while data interchange is happening, wireless connections are often interrupted. To minimize this drawback, a protocol that enables an easy and fast synchronization is crucial. Bearing this in mind, Bluetooth technology appears to be a suitable solution to carry on such connections due to the discovery and pairing capabilities it provides. Nonetheless, the time and energy spent when several devices are being discovered and used at the same time still needs to be managed properly. It is essential that this process of discovery takes as little time and energy as possible. In addition to this, it is believed that the performance of the communications is not constant when the transmission speeds and throughput increase, but this has not been proved formally. Therefore, the purpose of this project is twofold: Firstly, to design and build a framework-system capable of performing controlled Bluetooth device discovery, pairing and communications. Secondly, to analyze and test the scalability and performance of the \emph{classic} Bluetooth standard under different scenarios and with various sensors and devices using the framework developed. To achieve the first goal, a generic Bluetooth platform will be used to control the test conditions and to form a ubiquitous wireless system connected to an Android Smartphone. For the latter goal, various stress-tests will be carried on to measure the consumption rate of battery life as well as the quality of the communications between the devices involved.
