The decision passed by the International Court of Justice in The Hague in February 2009, which finally determined the status of the Snake Island and the delimitation of the borders of Ukraine’s and Romania’s exclusive economic zones on the Black Sea’s continental shelf removed the major dispute from the agenda of relations between the two countries but it failed to reduce their mutual distrust. The sources of this distrust include the difficult history of Ukrainian-Romanian relations in the 20th century which is still adversely affecting political and economic co-operation between these two countries and preventing them from being free from resentments. Romania is the only EU member state and neighbour with which Ukraine has strained relations, which have been seriously deadlocked for years. There are a few political and economic reasons for this. Bucharest’s actions taken with regard to the Romanian and Moldovan national minorities in Ukraine are interpreted in Kyiv as a threat to Ukraine’s national security, and Romania’s political and economic activity in the Black Sea basin is perceived as contrary to Ukrainian interests in this region. In effect, although Romania supports Ukraine’s efforts to build closer relations with the Western structures in the international arena, it cannot be ruled out that Romania’s support will depend on the resolution of bilateral disputes in a way which is favourable to Romania.

The transposition of the Racial Equality Directive (2000/43/EC) has immensely enhanced legal protection against discrimination on the grounds of racial and ethnic origin throughout the EU. More than 10 years after its adoption, the main challenge identified in many Member States is the enforcement of anti-discrimination laws in practice, in particular with regard to access to justice. Ultimately it is up to the domestic courts to ensure effective implementation of anti-discrimination law. Polls regularly show that the discrepancy between the levels of discrimination experienced and discrimination reported by victims must be seriously addressed. Awareness is low not only among the public but also among the members of the legal professions, leading to under-reporting of discrimination cases. In addition, data that reflect the ethnic or racial composition of the population are scarce which makes it difficult to prove discrimination before the competent authorities. Moreover, certain procedural difficulties that affect access to justice and effective enforcement also stem from the short limitation periods foreseen in legislation, lengthy procedures, evidence, high costs and failures in the provision of legal aid, ineffective sanctions, as well as barriers in the form of language and issues relating to legal standing or legitimate interest. The law remains complex and remedies often inadequate.

Summary. The fourth edition of Roma Pride has brought Roma civic activism back in the spotlight. This Roma-rights mobilization, taking place every October in several European cities, has emphasized the centrality of an active civil society in pursuing a successful integration of the Roma in Europe. The ‘Award for Roma Integration’ and the ‘Civil Society Prize 2014’ conferred last October by the European Union (EU) to Roma and pro-Roma Civil Society Organizations (CSOs) have confirmed this approach. Nonetheless, a general discontent towards the EU Roma Integration Policies exists within the Roma Civil Society, who calls for stronger support to and the promotion of “Romaled change”. This Policy Brief investigates the reasons behind such discontent and identifies the ‘distance’ from Roma communities as the Achilles heel of EU policies. It argues for further efforts by the EU to empower Roma organisations operating at the grassroots through community capacity building, structured dialogue and simplification of the funding mechanisms.

This paper examines issues relating to the integration of immigrants, particularly Muslim immigrants, into European societies. It first contemplates whether a true European identity really exists. Building on the different conceptions of (European) identity, the paper claims that a sense of belonging is crucial in helping immigrants integrate into Europe. The paper also argues that identity is, actually, most relevant when it is under threat. The paper therefore looks at the nature of Muslim society in Europe and some of the reasons for disaffection in that population. While doing this, the paper compares the various models of integration in, for example, the United States, Canada and Israel with the attempt by a number of EU Member States to find satisfactory integration strategies. Also, the efforts of the European Commission to forge an acceptable integration framework through the principles elaborated following the Hague declaration in November 2004 are discussed. The paper concludes that integration is best approached by creating cohesive communities and loyalties at the local level.

Gennany has recently witnessed a vast increase in anti-foreign violence. Assembling data from a wide variety of recent research, the paper addresses two basic questions: to what extent is the outburst of xenophobic attacks a German peculiarity? and what are the explanations for the mcreasing violence? An analysis of criminal statistics of various European countries and of comparative opinion polls in the European Community shows that Germany has indeed witnessed a growth of anti-foreign sentiment, and a level of violence that is conspicuous from a com­ parative perspective. Four possible determinants of this peculiarity of recent German history are discussed: (1) the growing ethnic and cultural heterogeneity due to the vast increase in immigration from non-European countries; (2) the increasing costs of foreigners' claims on the German welfare state; (3) the economic context of immigration; and (4) the transformation of national identity in the context of German unification. It is shown that neither the rate of immigration nor the position of foreigners in the German welfare state yields satisfactory explanations for the recent upsurge in violence, which only occurred after unification. The key for an explanation lies in a particu­lar macro-constellation that is characterized by the concurrence of a massive wave of immigration with an economic crisis, and with the ethnicization of German national identity in the context of unification. Anti-foreign sentiments do not automatically follow increases in immigration, but grow in a specific political climate to which the political elites actively contribute.

The concept of citizenship is one of the most complicated in political and social sciences. Its long process of historical development makes dealing with it particularly complicated. Citizenship is by nature a multi-dimensional concept: there is a legal citizenship, referring first to the equal legal status of individuals, for instance the equality between men and women. Legal citizenship also refers to a political dimension, the right to start and/or join political parties, or political participation more broadly. Thirdly, it has a religious dimension relating to the right of all religious groups to equally and freely practice their religious customs and rituals. Finally, legal citizenship possesses a socio-economic dimension related to the non-marginalisation of different social categories, for instance women. All of these dimensions, far from being purely objects of legal texts and codifications, are emerging as an arena of political struggle within the Egyptian society. Citizenship as a concept has its roots in European history and, more specifically, the emergence of the nation state in Europe and the ensuing economic and social developments in these societies. These social developments and the rise of the nation state have worked in parallel, fostering the notion of an individual citizen bestowed with rights and obligations. This gradual interaction was very different from what happened in the context of the Arab world. The emerging of the nation state in Egypt was an outcome of modernisation efforts from the top-down; it coercively redesigned the social structure, by eliminating or weakening some social classes in favour of others. These efforts have had an impact on the state-society relation at least in two respects. First, on the overlapping relation between some social classes and the state, and second, on the ability of some social groups to self-organise, define and raise their demands. This study identifies how different political parties in Egypt envision the multi-dimensional concept of citizenship. We focus on the following elements: Nature of the state (identity, nature of the regime) Liberties and rights (election laws, political party laws, etc.) Right to gather and organise (syndicates, associations, etc.) Freedom of expression and speech (right to protest, sit in, strike, etc.) Public and individual liberties (freedom of belief, personal issues, etc.) Rights of marginalised groups (women, minorities, etc.)

A presente dissertação tem como objeto estudar o racismo entre jovens institucionalizados e pretendeu-se chegar ao mesmo objetivo através da bibliografia existente, especialmente virada para a juventude, dizendo o que pensa sobre o racismo, e visando outros países (como os EUA e o Brasil), tendo em especial atenção para o que se passa no resto da Europa e em Portugal, e quais as razões da existência do racismo. Na metodologia deste estudo, foi empregue o método qualitativo, através do qual se analisou seis entrevistas, para ver se há racismo entre jovens institucionalizados e se numa instituição há ou não racismo. Não há estudo conclusivo, só há leituras da realidade postas á prova.

This study compares monetary and multidimensional poverty measures for the Lao People’s Democratic Republic. Using household data of 2007/2008, we compare the empirical outcomes of the country’s current official monetary poverty measure with those of a multidimensional poverty measure. We analyze which population subgroups are identified as poor by both measures and thus belong to the category of the poorest of the poor; and we look at which subgroups are identified as poor by only one of the measures and belong either to the category of the income-poor (identified as poor only by the monetary measure) or to that of the overlooked poor (identified as poor only by the multidimensional poverty measure). Furthermore, we examined drivers of these differences using a multinomial regression model and found that monetary poverty does not capture the multiple deprivations of ethnic minorities, who are only identified as poor when using a multidimensional poverty measure. We conclude that complementing the monetary poverty measure with a multidimensional poverty index would enable more effective targeting of poverty reduction efforts.

Uno de los objetivos de este artículo es reconstruir la trayectoria intelectual de Juan Carlos Portantiero en torno a un conjunto limitado de sus intereses: el socialismo y la democracia, en su relación, no por separado, a la vez que ello se vincula con la articulación de una estrategia de explicación histórica y sociológica. La otra veta del artículo analiza las relaciones entre culturas políticas y ciencia social, en particular la cultura de izquierdas y el desarrollo de las ciencias sociales en América Latina. Ello se ha realizado sobre la base de una lectura de casi toda su producción intelectual, tratando de rastrear y mostrar algunas continuidades y cambios o desplazamientos en sus ideas y preocupaciones. Se muestra que Portantiero elabora una estrategia de explicación social sobre la base de Marx, Lenin, Gramsci, Mao hasta fines de los setenta, preocupado por la socialización del poder y, entonces, de la economía. Las dos últimas décadas se concentra en la construcción de las condiciones de consolidación de la democracia, pensada como un régimen que incluya reconocimiento de minorías y funcione para reducir los monopolios económicos y políticos.
