ENGLISH: The Inter-American Tropical Tuna Commission has maintained a hydro-biological station in the Gulf of Panama located at 8°45'N, 79°23'W in connection with their ecological investigation of the anchoveta (Cetengraulis mysticetus), a tuna baitfish (see Peterson, 1961, for references) . The depth is approximately 42 meters at mean low water at this station. Routine hydrographic and biological observations have been made (Schaefer, Bishop and Howard, 1958; Schaefer and Bishop, 1958; Forsbergh, 1963), including the collection of quantitative phytoplankton samples from November 1954 through May 1957 (Smayda, 1959; unpublished). The seasonal and regional variations in phytoplankton growth in the Gulf of Panama have also been investigated (Smayda, 1963). The relationships existing between C1 4 assimilation as determined by 24 hour in situ experiments and diatom standing crop at 10 meters when expressed as cell numbers, cell volume, cell surface area and cell plasma volume have been assessed for 30 observations made between November 1954 and May 1957 at 8°45'N, 79°23'W. The average cell volume and cell surface area characteristics for 110 diatom species and varieties are presented. SPANISH: Las relaciones existentes entre la asimilación del C14 , determinadas después de 24 horas de experimentos in situ, y la cosecha estable de las diatomeas a 10 metros, expresando el número de células, volumen celular, área de la superficie celular y volumen del plasma celular, han sido determinadas por medio de 30 observaciones hechas entre noviembre de 1954 y mayo de 1957, a los 8°45'N, 79°23'W. The main objective of this paper is to introduce bamboo floating cage and net enclosure fish culture technology aimed at producing fish from almost all available inland bodies of water in Nigeria. The experimental approach embarked upon at Kainji Lake Research Institute is discussed. Results obtained from these experiments would help in identifying the inherent problems of this culture system and in determining the urgently needed information that will serve as management and production guidelines for adapting the technology to local conditions of varying ecological characteristics in Nigeria. Ultimately, the project is aimed at increasing the productivity of fishermen/fish farmers and hastening the development of rural communities

Marketing of smoked fish in the Kainji Lake Basin (Nigeria) has been found to be complex, traditional and inefficient. It is also said to be limited in scope due to poor handling and processing techniques, lack of storage facilities and inadequate marketing informations. The invention of Kainji gas kiln has been found suitable to overcoming poor handling and processing techniques. This paper discusses the feasibility of operating Kainji gas kiln commercially supported with adequate storage facilities and competent management hands. The financial indicators of net present value (NPV), 47,481.11, Internal rate of return (IRR) 24% and payback period of 2.3 years that are calculated confirmed that the commercial use of Kainji gas kiln is indeed profitably feasible

Niger River Basin Development Authority Minna (NRBDA) is one of the eleven river basins in Nigeria now undergoing transition towards partial commercialisation. In the light of this the need to be self-sustaining through exploration and exploitation of every possible areas along their operation to yield revenue cannot be over-emphasized. Therefore it is most pertinent to consider fisheries activities along their water bodies as one of the major sources of revenue by organising the local fishermen operating along the water into cooperative bodies and made to pay for fishing rights. Strategies to accomplish this objective is highlighted. The need to embark on aquaculture projects by construction of fish ponds at suitable sites along the reservoirs and developing the recreational potentials of their water bodies as sources of revenue is also stressed

HIGHLIGHTS FOR FY 2006 1. Captured and tagged 475 Gulf sturgeons in five Florida rivers and one bay. 2. Documented Gulf sturgeon marine movement and habitat use in the Gulf of Mexico. 3. Assisted the National Oceanic and Atmospheric Administration (NOAA) with the collection of Gulf sturgeon, implantation of acoustic tags, and monitoring of fish in a study to examine movement patterns and habitat use in Pensacola and Choctawhatchee bays post-Hurricane Ivan. 4. Provided technical assistance to Jon “Bo” Sawyer in completing a study – Summer Resting Areas of the Gulf Sturgeon in the Conecuh/Escambia River System, Alabama-Florida – for acquiring a Degree of Master of Science at Troy University, Alabama. 5. Coordinated tagging and data collection with NOAA observers aboard trawlers while collecting Gulf sturgeon during dredging operations in the coastal Gulf of Mexico. 6. Hosted the 7th Annual Gulf Sturgeon Workshop. 7. Implemented Gulf Striped Bass Restoration Plan by coordinating the 23rd Annual Morone Workshop, leading the technical committee, transporting broodfish, coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system, and evaluating post-stocking success. 8. Continued updating and managing the Freshwater Mussel Survey Database, a Geographic Information System (GIS) database, for over 800 unique sites in the Northeast Gulf (NEG) drainages in Alabama (AL), Georgia (GA), and Florida (FL). 9. Formed a recovery implementation team for listed mussels in the ACF river basin and oversaw grant cooperative agreements for 14 listed and candidate freshwater mussels in the NEG watersheds. 10. Initiated a project in the Apalachicola River to relocate mussels stranded as a result of drought conditions, and calculate river flows at which mussels would be exposed. 11. Initiated a project in Sawhatchee Creek, Georgia to determine the status of threatened and endangered (T&E) freshwater mussels and target restoration projects, population assessments, and potential population augmentation to lead toward recovery of the listed species. 12. Initiated a study to determine the age and growth of the endangered fat threeridge mussel (Amblema neislerii). 13. Provided technical assistance to the Panama City Ecological Services office for a biological opinion on the operations of Jim Woodruff Lock and Dam and its effects on the listed species and designated and proposed critical habitat in the Apalachicola River, Florida. 14. Assisted with a multi-State, inter-agency team to develop a management plan to restore the Alabama shad in the ACF river system. 15. Conducted fishery surveys on Tyndall AFB, Florida and Ft. Benning, Georgia and completed a report with recommendations for future recreational fishery needs. 16. Provided fishery technical assistance to four National Wildlife Refuges (NWR) (i.e., Okefenokee NWR, Banks Lake NWR, St. Vincent NWR, and St. Marks NWR). 17. Initiated an Aquatic Resources and Recreation Fishing Survey on Department of Defense facilities located in Region 4. 18. Identified 130 road-stream crossings on Eglin AFB for rehabilitation and elimination of sediment imputs. 19. Continued the Aquatics Monitoring Program at Eglin AFB to assess techniques that determine current status and sustainability of aquatic habitat and develop a measure to determine quality or degradation of habitat. 20. Assisted Eglin AFB Natural Resource managers in revising the installation’s Integrated Natural Resources Management Plan (INRMP) and its associated component plans. 21. Coordinated recovery efforts for the endangered Okaloosa darter including population/life history surveys, stream restoration, and outreach activities. 22. Initiated a comprehensive status review of the Okaloosa darter with analyses performed to assess available habitat, preferred habitats, range expansions/reductions/fragmentations, population size, and probability of extinction. 23. Assisted the Gulf Coastal Plain Ecosystem Partnership and the Florida Fish and Wildlife Conservation Commission (FWC) under a Memorandum of Agreement to develop conservation strategies, implement monitoring and assessment programs, and secure funds for aquatic management programs in six watersheds in northwest Florida and southeast Alabama. 24. Entered into a cooperative agreement with the U.S. Air Force to encourage the conservation and rehabilitation of natural resources at Hurlburt Field, Florida. 25. Multiple outreach projects were completed to detail aquatic resources’ conservation needs and opportunities; including National Fishing Week, Earth Day, several festivals, and school outreach.

ENGLISH: During 1961 the government of Ecuador, with the financial assistance of the Special Fund of the United Nations and the technical assistance of FAO experts, initiated an extensive program of fisheries research centered in a fisheries institute established in Guayaquil. In cooperation with this program, and in connection with Ecuador's adherence in 196l to the Convention for the Establishment of an Inter-American Tropical Tuna Commission, a two-and-a-half year investigation of the ecology of the Gulf of Guayaquil and adjacent waters was started by the Inter-American Tropical Tuna Commission. Fish products from the Chad Basin Lake play important role in meeting fish protein needs of Nigeria: they contribute not less than 25% of the total domestic fish supply and are significant in determining the availability of processed products and reduction of post-harvest losses. Processors, marketers and consumers are the major actors in appraising a marketing system. The results show that most sellers (4-7.5%) are within the age range of 30-39 years. Desires for more earnings led the markets to diversify their business activities to food stuff trading (37.5%), dried meat/livestock sales (37.5%), farming (12.5%), and transportation (12.5%). 65% of traders dispose off their products mostly in the mornings and evenings, 70% of the products are sold smoked while 50% of products are sold to individual consumers. Lake Chad fish products have a long distribution chain. There is also a high degree of buyers and sellers concentration in the primary fish markets and secondary (urban) markets. The products have a vertical regional movement with southern traders (82.5%) dominating the business, thus making the products popular all over Nigeria. Product differentiation with imperfect pricing policy is common occurrence. Lake Chad fish marketing system has distortions that impede its efficiency, recommendations are made on how to ensure a better efficiency of the system

Knowledge of the population structure of an exploited stock is necessary for the effective management of a fishery. For this reason the Inter-American Tropical Tuna Commission (IATTC) has sponsored numerous genetic, morphometric, and migration studies of yellowfin, Thunnus albacares, and skipjack, Katswonus pelamis, in a concerted effort to determine the structure of these stocks in the eastern Pacific Ocean. The findings are presented of a study conducted in the framework of the Nigerian-German Kainji Lake Fisheries Promotion Project to examine the role and structure of communication in fishing villages around Kainji Lake in Nigeria. The major aim was to be able to utilize the knowledge at a later stage in the project cycle to pass on fisheries extension messages to fishing communities. The study had the following terms of reference: 1) describe the structure and processes of communication of fishermen around Kainji Lake; 2) identify the formal and informal media of communication used by the fishermen to communicate information concerning their job; 3) describe the problems inhibiting usage of the different media identified; 4) ascertain the extent of use of mass media by fishermen around the lake; and, 5) identify acceptable ways by which fisheries information can be repackaged for the use of extension workers. The South Carolina Coastal Information Network (SCCIN) emerged as a result of a number of coastal outreach institutions working in partnership to enhance coordination of the coastal community outreach efforts in South Carolina. This organized effort, led by the S.C. Sea Grant Consortium and its Extension Program, includes partners from federal and state agencies, regional government agencies, and private organizations seeking to coordinate and/or jointly deliver outreach programs that target coastal community constituents. The Network was officially formed in 2006 with the original intention of fostering intra-and inter- agency communication, coordination, and cooperation. Network partners include the S.C. Sea Grant Consortium, S.C. Department of Health and Environmental Control – Office of Ocean and Coastal Resource Management and Bureau of Water, S.C. ENGLISH: The Convention between the United States of America and the Republic of Costa Rica for the establishment of an Inter-American Tropical Tuna Commission was signed May 31, 1949. Ratifications were exchanged on March 3, 1950, after arrival at understandings respecting the interpretation of certain provisions. The text of the Convention is appended to this report. Also appended are the enabling legislation passed by the United States Congress, giving effect to the Convention, and the Decree ratifying the Convention adopted by the Republic of Costa Rica. The most important provisions of the Convention may be summarized here, as the basis for the policy and actions of the Commission. SPANISH: La Convención entre los Estados Unidos de América y la República de Costa Rica para el establecimiento de la, Comisión Interamericana del Atún Tropical fué suscrita el 31 de Mayo de 1949. El cambio de ratificaciones, después de haber llegado a un entendimiento respecto de la interpretación de ciertas cláusulas, se efectuó el 3 de Marzo de 1950. El texto de la Convención se agrega a este informe. También se agrega la legislación correspondiente, emitida por el Congreso de los Estados Unidos para dar efectividad a la Convención, y el Decreto de Ratificación del Convenio promulgado por la República de Costa Rica. ENGLISH: The Inter-American Tropical Tuna Commission, established by a Convention between the United States and Costa Rica, has as its purpose the collection and interpretation of information which will facilitate maintaining, at levels of maximum sustained yield, the populations of tropical tunas in the Eastern Pacific and of the bait species used in their capture. To this end, the Commission is directed by the Convention to undertake investigations of the tunas and bait species, and to make recommendations for joint action by the member governments designed to attain the objectives of the Convention. The year 1952 is the second since the initiation of the investigations of the Commission. The Commission was organized in 1950. Its program of investigations ~as outlined and work commenced during 1951. The work during 1952 has been a continuation and logical development of the research commenced the previous year. SPANISH: La Comisión Interamericana del Atún Tropical, establecida por una Convención entra Costa Rica y los Estados Unidos de América, tiene como deberes recolectar e interpretar la información que facilite el mantenimiento, a niveles de una contínua producción máxima, de las poblaciones de las especies tropicales de atún en el Pacífico Oriental y de los peces de carnada que se emplean para su pesca. Con este propósito la Comisión se encarga, en conformidad con los términos de la antes expresada Convención de efectuar investigaciones sobre los atunes y mencionadas especies de carnada, y de hacer recomendaciones a los Gobiernos Miembros a fin de que pueden tomar una acción conjunta que les permita obtener los resultados que el citado Convenio persigue. El año 1952 es el segundo desde la iniciación de las investigaciones de la Comisión. Esta fué organizada en 1950. Durante 1951 se preparó el programa de estudios y se comenzaron los trabajos. ENGLISH: The Inter-American Tropical Tuna Commission was established in 1950 by a Convention between Costa Rica and the United States. The Convention provides for the subsequent adherence of other nations interested in the tuna fishery of the tropical Eastern Pacific Ocean. Panama adhered to the Convention in September 1953. The Commission has the duties of collecting and interpreting all necessary factual information respecting the tunas and tuna-bait fishes in order to facilitate maintaining the populations thereof at levels permitting maximum sustained yields, and of making recommendations to the member governments for joint action toward this objective. The Commission commenced its investigations in 1951. The year 1953 is the third year of scientific study. During the year investigations along several lines were continued and further developed. SPANISH: La Comisión Interamericano del Atún Tropical fué establecida en 1950 en virtud de una Convención entre Costa Rica y los Estados Unidos. La Convención abre la puerta para que otras naciones interesadas en las pesquerías de atún en aguas tropicales del Pacífico Oriental, puedan adherirse posteriormente. Panamá se adhirió al Tratado en Septiembre de 1953. La Comisión tiene como deberes recolectar e interpretar todos los informes necesarios respecto de las especies de atún y de los peces de carnada que sirven para pescarlas¡ a fin de facilitar el mantenimiento de las respectivas poblaciones a niveles que permitan un rendimiento máximo permanente; y hacer recomendaciones a los gobiernos miembros para que actúen conjuntamente en pro de los indicados objetivos.
