Three experiments were performed in an estuarine squid-trawl fishery in New South Wales, Australia, to test modifications to trawl nets. Lateral mesh openings were experimentally increased and physical bycatch reduction devices (BRDs) were placed in codends. These modifications aimed to reduce nontargeted catches of fish, while maintaining catches of the targeted broad squid (Photololigo etheridgei) and bottle squid (Loliolus noctiluca). Compared to conventional codends made with 41-mm diamond mesh, codends made with different posterior circumferences and larger 45-mm mesh had no significant effect on the catches of any species. The best performing configurations involved the installation of BRDs designed to separate organisms according to differences in behavior. In particular, versions of a composite square-mesh panel reduced the total weight of bycatch by up to 71% and there was no significant effect on the catches of squid. The results are discussed in terms of the probable differences in behavior between fish and squid in codends. After this study, a square-mesh panel BRD was voluntarily adopted throughout the fishery.

Estimating rare events from zero-heavy data (data with many zero values) is a common challenge in fisheries science and ecology. For example, loggerhead sea turtles (Caretta caretta) and leatherback sea turtles (Dermochelys coriacea) account for less than 1% of total catch in the U.S. Atlantic pelagic longline fishery. Nevertheless, the Southeast Fisheries Science Center (SEFSC) of the National Marine Fisheries Service (NMFS) is charged with assessing the effect of this fishery on these federally protected species. Annual estimates of loggerhead and leatherback bycatch in a fishery can affect fishery management and species conservation decisions. However, current estimates have wide confidence intervals, and their accuracy is unknown. We evaluate 3 estimation methods, each at 2 spatiotemporal scales, in simulations of 5 spatial scenarios representing incidental capture of sea turtles by the U.S. Atlantic pelagic longline fishery. The delta-log normal method of estimating bycatch for calendar quarter and fishing area strata was the least biased estimation method in the spatial scenarios believed to be most realistic. This result supports the current estimation procedure used by the SEFSC.

We documented depredation by bottlenose dolphins (Tursiops truncatus) in the Florida king mackerel (Scomberomorus cavalla) troll fishery. Between March and June 2003, we conducted 26 interviews of charter and commercial fishermen in Islamorada, Florida, and 23 along Florida’s east coast from Fort Pierce south to Lake Worth Inlet. All fishermen indicated they had observed bottlenose dolphins depredating bait or catch—king mackerel being the species most often taken by dolphins. During on-board observations of depredation between March and June 2003, we found that dolphins took 6% of king mackerel caught by charter fishermen and 20% of fish caught by commercial fishermen. We concluded that depredation by bottlenose dolphin occurs commonly in this fishery and has the potential to incur a significant economic cost to king mackerel fishermen. To address this concern, we conducted preliminary tests of a gear modification designed to reduce depredation in the king mackerel fishery between December 2003 and January 2004. The contribution of the no-take marine reserve at Apo Island, Philippines, to local fishery yield through “spillover” (net export of adult fish) was estimated. Spatial patterns of fishing effort, yield, and catch rates around Apo Island were documented daily in 2003−2004. Catch rates were higher near the reserve (by a factor of 1.1 to 2.0), but fishing effort was often lowest there. Higher catch rates near the reserve were more likely due to spillover than to low fishing intensity. Lower fishing effort near the reserve may have been due to 1) weather patterns, 2) traditional importance of other fishing grounds, 3) high variability in catch rates, 4) lower market value of target species, and 5) social pressures. The yield taken near the reserve was only 10% of the total yield, but the actual spillover contribution was probably much less than this. Longline fisheries have grown throughout the world’s oceans for more than 40 years. This type of fisheries has captured high-quality fish (mature individuals rather than unwanted juveniles), has had minimal destructive effects on bottom habitats, and has produced a low bycatch of nontargeted fish (Brothers et al., 1999). The population structure and abundance of the American lobster (Homarus americanus) stock in the Gulf of Maine are defined by data derived from a fishery-independent trawl survey program conducted by the National Marine Fisheries Service (NMFS). Few sampling stations in the survey area are located inshore, in particular along coastal Maine. According to statistics, however, more than two thirds of the lobster landings come from inshore waters within three miles off the coast of Maine. In order to include an inshore survey program, complementary to the NMFS survey, the Maine Department of Marine Resources (DMR) initialized an inshore survey program in 2000. The survey was modeled on the NMFS survey program, making these two survey programs comparable. Using data from both survey programs, we evaluated the population structure of the American lobster in the Gulf of Maine. Our findings indicate that lobsters in the Gulf of Maine tend to have a size-dependent inshore-off-shore distribution; smaller lobsters are more likely to stay inshore and larger lobsters are more likely to stay offshore. The DMR inshore and NMFS survey programs focused on different areas in the Gulf of Maine and likely targeted different segments of the stock. We suggest that data from both survey programs be used to assess the lobster stock and to describe the dynamics of the stock in the Gulf of Maine.

The California market squid (Loligo opalescens) has been harvested since the 1860s and it has become the largest fishery in California in terms of tonnage and dollars since 1993. The fishery began in Monterey Bay and then shifted to southern California, where effort has increased steadily since 1983. The California Department of Fish and Game (CDFG) collects information on landings of squid, including tonnage, location, and date of capture. We compared landings data gathered by CDFG with sea surface temperature (SST), upwelling index (UI), the southern oscillation index (SOI), and their respective anomalies. We found that the squid fishery in Monterey Bay expends twice the effort of that in southern California. Squid landings decreased substantially following large El Niño events in 1982−83 and 1997−98, but not following the smaller El Niño events of 1987 and 1992. Spectral analysis revealed autocorrelation at annual and 4.5-year intervals (similar to the time period between El Niño cycles). But this analysis did not reveal any fortnightly or monthly spawning peaks, thus squid spawning did not correlate with tides. A paralarvae density index (PDI) for February correlated well with catch per unit of effort (CPUE) for the following November recruitment of adults to the spawning grounds. This stock– recruitment analysis was significant for 2000−03 (CPUE=8.42+0.41PDI, adjusted coefficient of determination, r2=0.978, P=0.0074). Surveys of squid paralarvae explained 97.8% of the variance for catches of adult squid nine months later. The regression of CPUE on PDI could be used to manage the fishery. Catch limits for the fishery could be set on the basis of paralarvae abundance surveyed nine months earlier.

In the past, agricultural researchers tended to ignore the fisheries factor in global food and nutritional security. However, the role of fish is becoming critical as a result of changes in fisheries regimes, income distribution, demand and increasing international trade. Fish has become the fastest growing food commodity in international trade and this is raising concern for the supply of fish for poorer people. As a result, the impact of international trade regimes on fish supply and demand, and the consequences on the availability of fish for developing countries need to be studied. Policies aimed at increasing export earnings are in conflict with those aimed at increasing food security in third world countries. Fisheries policy research will need to focus on three primary areas which have an impact on the marginal and poorer communities of developing countries: increased international demand for low-value fish on the supply of poorer countries; improved aquaculture technologies and productivity on poorer and marginal farmers; and land and water allocation policy on productivity, food security and sustainability across farm, fishery and related sectors. The key to local food security is in the integration of agriculture, aquaculture and natural resources but an important focus on fisheries policy research will be to look at the linkages between societal, economic and natural systems in order to develop adequate and flexible solutions to achieve sustainable use of aquatic resources systems.

Consensus, compromise and cooperation. That was how more than 100 fishers reached agreement on how they would manage their own fishery in a small reservoir in northeastern Brazil. The long hard road that led to the agreement, the final congress in which fishers made minor history and the lessons that others may draw from the experience are described in this article. The fishers agreed on a nonfishing period of protected areas and a seasonal ban on certain nets in the face of a government department that told them the measures were non-building and essentially illegal.

This paper presents a review of recruitment and catch predictions based on an index of abundance of juveniles and pre-recruits (fishery independent index) in the Cuban lobster fisheries. This methodology can provide information based on fisheries data that can improve the management of the fishery.

Causes and impact of the Philippine small pelagic fishery sector problems are presented together with the proposed solutions from fisheries and external sectors. The results of the biological and economic analysis of the small pelagic fishery in the Philippines lead to two conclusions: First, small pelagic fish stocks are subjected to levels of fishing effort far beyond that necessary to generate Maximum Sustainable Yield (MSY) let alone Maximum Economic Yield (MEY). Second, and as a result, both sectors are sustaining economic losses (negative economic rents) implying inefficiencies in the use of labor and capital in the small pelagic fishery. Solutions to the problems of overexploitation will rest not only within the fishery sector, but, more importantly, in sectors outside its traditional realm. The underlying causes of fisheries resource over exploitation are also discussed.

As part of the ongoing studies concerned with the small-scale fisheries of the South of Portugal, experimental fishing was carried out with monofilament gillnets and small hook longlines within the same area. Sixty-two species were caught, of which 20 were common to both gears. Pronounced differences in terms of the relative importance of different species in the catches were observed. Size selection patterns also differed, with highly overlapped hook catch distributions and few species showing evidence for size selectivity. In contrast, strong selectivity was characteristic of species which tend to be wedged in gillnets. Whereas smaller stretched mesh sizes (particularly 40 and 50 mm) caught significant numbers of illegal sized fish, this was mininmal in the longlines. Some implications for management are discussed.
