The focus of the essay is stable government, "As one of the chief, if not the predominant, force in giving Confederation its political shape, Ontario helped bring about a central government designed to promote, and dedicated to preserve, stability. In the governing of their own province, the people of Ontario have been faithful to that same goal of stability. Perhaps that steadfast attitude says more than anything else about the political culture of Ontario."

L’auteur fonde son argument sur l’importance déterminante des conséquences économiques de la numérisation sur l’évolution des droits d’auteur afférant à la musique. La musique numérisée correspondant à un bien public, les prix de sa négociation tendent vers 0, et seules les contraintes légales telles que les droits d’auteur ou les ententes sur les prix, qui sont généralement proscrites par les lois sur la concurrence, peuvent sauver l’entrant intrépide ou l’opérateur mis sur le sable. Alors que les propriétaires de droits d’auteur maximisent leurs profits en prônant l’extension de leur champ d’application et en poursuivant leur application par les tribunaux, leur valeur sociale est mesurée en termes d’efficacité pour la promotion de l’innovation. L’industrie de la musique a projeté le champ d’application des droits d’auteur si grossièrement loin au–delà des limites de la raison par rapport à la musique numérisée que leur position légale sera attaquée inlassablement sur tous les fronts, que ce soit par une banalisation des infractions, ou par la résistance devant les tribunaux ou par des campagnes visant une réforme législative.

In the present environment, industry should provide the products of high quality. Quality of products is judged by the period of time they can successfully perform their intended functions without failure. The cause of the failures can be ascertained through life testing experiments and the times to failure due to different cause are likely to follow different distributions. Knowledge of this distribution is essential to eliminate causes of failures and thereby to improve the quality and the reliability of products. The main accomplishment expected to the study is to develop statistical tools that could facilitate solution to lifetime data arising in such and similar contexts

Amorphous thin films of Fe/Sm, prepared by evaporation methods, have been magnetically characterized and the results were interpreted in terms of the random magnets theory. The samples behave as 2D and 3D random magnets depending on the total thickness of the film. From our data the existence of orientational order, which greatly influences the magnetic behavior of the films, is also clear.

In this paper we propose a generalization of the density functional theory. The theory leads to single-particle equations of motion with a quasilocal mean-field operator, which contains a quasiparticle position-dependent effective mass and a spin-orbit potential. The energy density functional is constructed using the extended Thomas-Fermi approximation and the ground-state properties of doubly magic nuclei are considered within the framework of this approach. Calculations were performed using the finite-range Gogny D1S forces and the results are compared with the exact Hartree-Fock calculations

Microcosm studies were performed to evaluate the survival of Escherichia coli, Salmonella paratyphi and Vibrio parahaemolyticus in water and sediment collected from the freshwater region of Vembanad Lake (9 35◦N 76 25◦E) along the south west coast of India. All three test microorganisms showed significantly (p < 0.01) higher survival in sediment compared to overlying water. The survival in different sediment types with different particle size and organic carbon content revealed that sediment with small particle size and high organic carbon content could enhance their extended survival (p < 0.05). The results indicate that sediments of the Lake could act as a reservoir of pathogenic bacteria and exhibit a potential health hazard from possible resuspension and subsequent ingestion during recreational activities. Therefore, the assessment of bacterial concentration in freshwater Lake sediments used for contact and non contact recreation has of considerable significance for the proper assessment of microbial pollution of the overlying water, and for the management and protection of related health risk at specific recreational sites. Besides, assessment of the bacterial concentration in sediments can be used as a relatively stable indicator of long term mean bacterial concentration in the water column above

Absolute Kr 4s-electron photoionization cross sections as a function of the exciting-photon energy were measured by photon-induced fluorescence spectroscopy (PIFS) at improved primary-energy resolution. The cross sections were determined from threshold to 33.5 eV and to 90 eV with primary-photon bandwidths of 25 meV and 50 meV, respectively. The measurements were compared with experimental data and selected theoretical calculations for the direct Kr 4s-electron photoionization cross sections.

DIADEM, created by THOMSON-CSF, is a methodology for specifying and developing user interfaces. It improves productivity of the interface development process as well as quality of the interface. The method provides support to user interface development in three aspects. (1) DIADEM defines roles of people involved and their tasks and organises the sequence of activities. (2) It provides graphical formalisms supporting information exchange between people. (3) It offers a basic set of rules for optimum human-machine interfaces. The use of DIADEM in three areas (process control, sales support, and multimedia presentation) was observed and evaluated by our laboratory in the European project DIAMANTA (ESPRIT P20507). The method provides an open procedure that leaves room for adaptation to a specific application and environment. This paper gives an overview of DIADEM and shows how to extend formalisms for developing multimedia interfaces.

Our essay aims at studying suitable statistical methods for the clustering of compositional data in situations where observations are constituted by trajectories of compositional data, that is, by sequences of composition measurements along a domain. Observed trajectories are known as “functional data” and several methods have been proposed for their analysis. In particular, methods for clustering functional data, known as Functional Cluster Analysis (FCA), have been applied by practitioners and scientists in many fields. To our knowledge, FCA techniques have not been extended to cope with the problem of clustering compositional data trajectories. In order to extend FCA techniques to the analysis of compositional data, FCA clustering techniques have to be adapted by using a suitable compositional algebra. The present work centres on the following question: given a sample of compositional data trajectories, how can we formulate a segmentation procedure giving homogeneous classes? To address this problem we follow the steps described below. First of all we adapt the well-known spline smoothing techniques in order to cope with the smoothing of compositional data trajectories. In fact, an observed curve can be thought of as the sum of a smooth part plus some noise due to measurement errors. Spline smoothing techniques are used to isolate the smooth part of the trajectory: clustering algorithms are then applied to these smooth curves. The second step consists in building suitable metrics for measuring the dissimilarity between trajectories: we propose a metric that accounts for difference in both shape and level, and a metric accounting for differences in shape only. A simulation study is performed in order to evaluate the proposed methodologies, using both hierarchical and partitional clustering algorithm. The quality of the obtained results is assessed by means of several indices
