In this article I first divide Forensic Linguistics into three sub-disciplines: the language of written legal texts, the spoken language of legal proceedings, and the linguist as expert witness and then go on to give a small number of examples of the research undertaken in these three areas. For the language of written legal texts, I present work on the (in) comprehensibility of police cautions and of judges instructions to juries. For the spoken language of legal proceedings, I report work on the problems of interpreted interaction, of vulnerable witnesses and the need for more detailed research comparing the interactive rules in adversarial and investigative systems. Finally, to illustrate the role of the linguist as expert witness I report a trademark case, five different authorship attribution cases, three very different plagiarism cases and I end reporting briefly the contribution of linguists to language assessment techniques used in the linguistic classification of asylum seekers. © Langage et société no 132 - juin 2010.

One way to promote equality is to encourage people to generate counterstereotypic role models. In two experiments, we demonstrate that such interventions have much broader benefits than previously thoughtreducing a reliance on heuristic thinking and decreasing tendencies to dehumanize outgroups. In Experiment 1, participants who thought about a gender counterstereotype (e.g., a female mechanic) demonstrated a generalized decrease in dehumanization towards a range of unrelated target groups (including asylum seekers and the homeless). In Experiment 2 we replicated these findings using alternative targets and measures of dehumanization. Furthermore, we found the effect was mediated by a reduced reliance on heuristic thinking. The findings suggest educational initiatives that aim to challenge social stereotypes may not only have societal benefits (generalized tolerance), but also tangible benefits for individuals (enhanced cognitive flexibility).

The article first gives an overview of the formation and the evolution of the principle of non-refoulement under international law. The different meanings of the concept in the asylum and human rights contexts are then discussed and compared, with due regard to the convergences that arose in the course of legal developments. In doing so, this short piece also draws attention to certain controversial issues and blurred lines, which have surfaced through the practical application of the prohibition of refoulement. Identifying the contours of the concept and clarifying its content and its effects may help in appreciating the implications that stem, in the current extraordinary times of migratory movements, from the fundamental humanitarian legal principles of which the imperative of non-refoulement forms part.

In the current configuration of the Brazilian Psychiatric Reform, family plays a key role in mental health care: shared responsibility and active participation in the process of rehabilitation of people with severe mental disorders. It´s considered that the family member who cares can help users in their daily tasks and articulating trajectories, networks and ways to potentiate social connections. This research was motivaded by interest in the subject and by the lack of research and studies about this reality in rural areas. This study aimed to identify ways of mental health care by relatives of severe mental disorder patients living in rural zone located at sertão of Paraiba. Methodologically was made a work with qualitative research structured in two moments. In the first one, was held a Documentary Research in CAPS II in order to identify: a) users living in rural that had a history of at least one psychiatric hospitalization, b) users who no longer use the reference service (CAPS II) for at least one year. The second stage consisted by home visits and semi-structured interviews with eleven families in rural areas. Results pointed out a profile composed by 56 users: 56 women and 26 men aged between 50 and 64 years, unmarried, without study, farmers and housewives, living six miles from CAPS II and carriers with severe mental disorders. Strategies and resources used by the families for mental health care were: religion, work, medication and help from relatives, neighbors and community. Factors related to non-use of substitute services were lack of internment in CAPS II and lack of money and transportation. The hospital, the house arrest, the police aid and religion were strategies used by family members as support to psychiatric crises. The data pointed to non-solving of care offered by psychosocial support network and the importance of redirecting practices aligned to the asylum model in favor of psychosocial strategies that aimed at rehabilitation and community participation in mental health care

The reformist movements in the field of mental health have pointed battle flags, among which the prioritization of production of mental health care out of the asylum environment should be highlighted, aiming the reduction of psychiatric beds, greater control over the hospitalization, family co-participation and the rescue of the citizenship of the social players involved. With the progressive reduction of asylum beds, associated with a lot of structural problems in the health services, the occurrence of crises outside the hospital environment has been increasingly frequent, thus giving the family an important therapeutic role. In face of this scenario, there is an urgent need to understand the social construction of the care for psychiatric emergencies, identifying the meanings assigned by family members to their constituent aspects. This study seeks to answer the following research question: what are the social representations of family members about the care of psychiatric emergencies in the city of Mossoró, Rio Grande do Norte? Therefore, the aim is to analyze the social representations of family members about the care of psychiatric emergencies in the city of Mossoró, Rio Grande do Norte. This is an exploratory and descriptive study, with a mixed approach, making use of multimethods: for collection, the semi-structured interview and the Technique of Free Association of Words; for data analysis, the Thematic Analysis of Bardin and its steps was used, with the informational support of the softwares ALCESTE (Analyse Lexicale par Contexte d'un Ensemble de Segments de Texte) and Iramuteq (Interface de R pour les Analyses Multidimensionnelles de Textes et de Questionnaires); and the theoretical support of social representations. The study participants totaled 72, and they were selected from the following criteria: older than18 years, with degree of kinship with users suffering from some mental and behavioral disorder, and who have already witnessed a situation of crisis, rescued by the SAMU or other means and taken to the psychiatric hospital or general emergency room. Preliminary results point out: 1.Previous note of the research project with the aim to disseminate it in the scientific community and ensure the intellectual property of the work; 2.The contextual analysis of the care for emergencies in the study place. Reflection about the phenomenon provide a name to the care for the psychiatric emergencies, which is called immediate context; the technical and operational aspects that influence the care, as a specific/ general context; and mental health policies in Brazil are identified as metacontext; 3. The systematic review from randomized clinical trials in the databases PubMed, COCHRANE, LILACS, SciELO and SCIRUS, with the use of the descriptors: ‘Physical restraint’, ‘Psychiatric emergency services’, ‘Restraint’, ‘Physical and Emergency Services’, ‘Psychiatric’. Only one work met the search protocol criteria: a short-term essay that records limited results about the proportion of people who are in restraint and seclusion. It does not show statistically significant results in relation to indications, contraindications and risks of the use of physical restraint; 4. The social representations of the care for psychiatric emergencies. The study results point to the presence of five thematic categories: 1. feeling in the face of the crisis/care; 2. thoughts and perspectives about the crisis/care; 3. centrality of care in the medical- medication-hospitalization triad; 4. the thinking/acting in the face of the use of physical restraint and police force; 5. periodicity of crises. The central core of the representation is in the first category, whilst the peripheral elements are in the third and fifth categories. The contrast zone is in the second and fourth categories. The sadness is the most prominent element of the structure. The social representations about the care for psychiatric crises are at a time of transition between the hegemonic and reformist models, with the traditional aspects being predominant, but already showing peripheral and contrast elements that point to a possible change in the representational field.

Discourse is a giant field of research and gender related rights are still a disputed area of thinking. Thus, when Arab transnational satellite televisions produce dialogues, images, stories and narratives about the disputed “universal” gender rights in the Middle East, the big questions remain how and why. According to De Beauvoir (1949), one becomes woman and to Butler (1990) one is not born a gender at all but is “done” and “undone” to become one via discourse. Islamic feminism speaks of a cultural/religious specificity in defending women rights and even gender diversity based on new Quranic interpretations. The gender, “Al-Naw’u”, remains synonym to sex “Al Jins” as gender and queer theories never developed in Arabic in tandem with the European institutions or the theories of the19th century– especially those ideas emerging from studies of the mental asylum. This research tries to understand gender related “rights” and “wrongs” as manifest in the discursive institutions owned by media mogul Prince Al Waleed Ben Talal Al Saud. The trouble of such a study is lexical, ideological and institutional at the same time. Since we lack a critique of the discourses and narratives addressed in the pan-Arab satellite channels, in general it is difficult to understand their significance and influence in everyday life practices. What language is used to speak of gender rights or wrongs? Which ideology is favoured in this practice of legitimisation and/or policing? Using case studies, CDA of social and religious talk shows, narrative analysis of Arabic cinemas, this research adapted triangulation to show the complexity of conversing and narrating gender related content at the micro and macro levels within an institution of power. Using semi-structured interviews from fieldwork in Egypt (2009) and Lebanon (2011), archive research and online ethnography, the research exposes the power structure under which gender discourses evolve. It emerges that gender content is abundant on the Pan Arab satellite space, “manufactured” on talk shows and plotted tactfully in the cinematic “creative-act”. The result is a complex discourse of gender content that scratches the surface calling for interpretation. So how and why do gender rights and wrongs find place on Prince Al Waleed’s Media Empire?

This article discusses the challenges of irregular migration for the security of the EU. They are analyzed starting with the European Security Strategy 2003, and the Report on its Implementation, 2008, and notes many failures: The EU Members did not follow the directives adopted in Brussels, the mismanagement of migration and asylum policies, and numerous actions that can be characterized or described as improvised, scattered or irresponsible. The 2016 Global Strategy recognizes these failures and call attention to the European leaders to reconsider how the EU functions and operates, suggesting the need for greater unity and cooperation to achieve a more effective migration policy. However, the article points out that practically all of the sections of the new Strategy dealing with migration were already embodied in previous Strategies, and stress that in parallel with the publication of the 2016 Global Strategy, actions are already undertaken, such as the EU readmission agreements signed with several important third countries of origin.

Background
First generation migrants are reportedly at higher risk of mental ill-health compared to the settled population. This paper systematically reviews and synthesizes all reviews on the mental health of first generation migrants in order to appraise the risk factors for, and explain differences in, the mental health of this population.
Methods
Scientific databases were searched for systematic reviews (inception-November 2015) which provided quantitative data on the mental ill-health of first generation migrants and associated risk factors. Two reviewers screened titles, abstracts and full text papers for their suitability against pre-specified criteria, methodological quality was assessed.
Results
One thousand eight hundred twenty articles were identified, eight met inclusion criteria, which were all moderate or low quality. Depression was mostly higher in first generation migrants in general, and in refugees/asylum seekers when analysed separately. However, for both groups there was wide variation in prevalence rates, from 5 to 44 % compared with prevalence rates of 8–12 % in the general population. Post-Traumatic Stress Disorder prevalence was higher for both first generation migrants in general and for refugees/asylum seekers compared with the settled majority. Post-Traumatic Stress Disorder prevalence in first generation migrants in general and refugees/ asylum seekers ranged from 9 to 36 % compared with reported prevalence rates of 1–2 % in the general population. Few studies presented anxiety prevalence rates in first generation migrants and there was wide variation in those that did. Prevalence ranged from 4 to 40 % compared with reported prevalence of 5 % in the general population. Two reviews assessed the psychotic disorder risk, reporting this was two to three times more likely in adult first generation migrants. However, one review on the risk of schizophrenia in refugees reported similar prevalence rates (2 %) to estimates of prevalence among the settled majority (3 %). Risk factors for mental ill-health included low Gross National Product in the host country, downward social mobility, country of origin, and host country.
Conclusion
First generation migrants may be at increased risk of mental illness and public health policy must account for this and influencing factors. High quality research in the area is urgently needed as is the use of culturally specific validated measurement tools for assessing migrant mental health.

O objetivo principal é analisar a Intervenção social com crianças refugiadas em Portugal e as estratégias profissionais do Serviço Social como resposta às necessidades dessas crianças. Assim, pretendemos conhecer de que forma o assistente social, enquanto agente ativo na sociedade e capacitado de uma ação meditativa, produz respostas a esta problemática e conhecer também a realidade do nosso país relativamente à chegada de crianças refugiadas. A metodologia de investigação usada foi qualitativa tendo sido, realizado um questionário com oito perguntas fechadas e abertas, sendo divulgado on-line pelas redes sociais em grupos de serviço social. Foram recolhidas oito respostas, no entanto dois inquéritos não se enquadravam nos critérios de inclusão definidos pelo que foram excluídos. A partir dos dados obtidos foi possível perceber que existe uma estrutura preparada em Portugal para proceder ao acolhimento de crianças refugiadas sozinhas, que considera nos seus procedimentos o superior interesse da criança mas que padece ainda de algumas lacunas, nomeadamente ao nível da formação dos agentes de intervenção no terreno e do ensino da língua portuguesa. / The present study aimed to analyze the social intervention with refugee children in Portugal and the professional strategies of social workers in order to insure the needs of these children. Our main objective was to understand how the social worker, as an active agent in society and capable of a meditative action, produces answers to this problem and also know the reality of our country in respect to the arrival of refugee children. By the use of qualitative research methodology and the application of a questionnaire, composed with eight open and closed questions, published online in social networks of social service groups, we came up with eight responses. However two surveys did not fit the inclusion criteria defined and, therefore, were excluded. From the data obtained it was revealed that there is a structure prepared in Portugal to carry out the reception of refugee unattended children. It is a structure that considers the procedures regarding the best interests of the child, but it still suffers from some shortcomings, particularly in terms of training of intervention agents on the ground and in the tutorship of Portuguese language.

La invocación del ideal del mos maiorum, entendido como conjunto de virtudes o rasgos ejemplares de los romanos, ha sido estudiada repetidamente en los textos de Cicerón. Analiza el tópico en relación con la discusión en torno a la identidad romana en textos del siglo I a.C. y delimita tres empleos diferentes: uno al que define como típicamente aristocrático, referido a la ascendencia noble de un individuo en particular; un segundo uso que, en vez de individualizar, amalgama a todos los ancestros en un mismo conjunto y establece una continuidad entre pasado y presente; finalmente, una tercera modalidad que propone una ruptura total entre el mundo de los antepasados y el de los contemporáneos. En este trabajo indagaremos el funcionamiento de este tópico en De diuinatione y De natura deorum de Cicerón. Desde nuestro punto de vista, el ideal del mos maiorum no solamente involucra virtudes éticas y morales sino que también supone una especial actitud con respecto a los dioses y el culto que resulta central en la definición de la identidad romana.

O crescimento vertiginoso no número de solicitações de refúgio, que de 2010 a 2015 aumentou em mais de 8 vezes, assim como o boom no número de imigrações registradas a partir de 2000 no Ceará por parte de estudantes africanos têm reforçado à população local os efeitos tanto da globalização como da crise humanitária atual. Poder público, organizações do terceiro setor e entes empresariais passam a se envolver na agenda pertinente à imigração em um contexto socioeconômico e legislativo delicados; e intenções de trabalhos e iniciativas de assistência aos imigrantes e refugiados começam a permear a sociedade, mesmo não havendo dados estatísticos da diversidade dos imigrantes, processo de acolhimento formal definido ou avaliação das capacidades absolutas que a cidade de Fortaleza no Ceará possui para agregar a essa agenda. Dessa forma, iremos identificar o perfil dos imigrantes que são provenientes de países africanos de língua portuguesa e refugiados sob a ótica da diversidade de modo a traçar um mapa que traga percepções e insumos para as atividades de assistência desejadas. Adicionalmente, será analisado o processo de acolhimento sob a ótica da avaliação da estrutura (instituições, equipamentos, procedimentos e responsabilidades) com o objetivo de se entender o nível de maturidade do processo de acolhida dos imigrantes e refugiados, assim como suas oportunidades de melhoria. A temática, além de atual, se faz indispensável para a construção de um pensamento crítico acerca da própria capacidade de contribuição ao tema da imigração e da crise dos refugiados. A metodologia utilizada para a construção da parte teórica e para respaldo das hipóteses levantadas foi a consulta bibliográfica, enquanto a parte estatística foi fruto de intenso trabalho de investigação por insumos de ordem qualitativa e quantitativa com diferentes agentes intervenientes no processo de acolhimento no Estado, inclusive pela busca do aspecto subjetivo por parte de gestores públicos acerca do tema. Por fim, foi realizado diagnóstico de qualidade organizacional junto à Pastoral do Migrante em Fortaleza, tida como referência do terceiro setor na agenda dos imigrantes e refugiados, com objetivo de avaliar e contribuir com suas capacidades de gestão e com seu processo de acolhimento. Verificou-se com o trabalho que, diferente do tema dos refugiados, árduo tem sido o caminho percorrido para o desenvolvimento de assistência aos imigrantes como política pública. Contudo, pretende-se demonstrar que conhecer as necessidades deste último grupo, assim como sanar suas dificuldades, pode influenciar positivamente futuros trabalhos até mesmo para o próprio tema dos refugiados. Portanto, conhecer a real situação de ambos os grupos na região é indispensável para se elaborar planos do poder público, além de possibilitar a melhoria nos dispositivos de assistência como um todo e avançar os mecanismos da legislação pertinente.

I examine determinants of refugee return after conflicts. I argue that institutional constraints placed on the executive provide a credible commitment that signals to refugees that the conditions required for durable return will be created. This results in increased return flows for refugees. Further, when credible commitments are stronger in the country of origin than in the country of asylum, the level of return increases. Finally, I find that specific commitments made to refugees in the peace agreement do not lead to increased return because they are not credible without institutional constraints. Using data on returnees that has only recently been made available, along with network analysis and an original coding of the provisions in refugee agreements, statistical results are found to support this theory. An examination of cases in Djibouti, Sierra Leone, and Liberia provides additional support for this argument.

This research looks into forms of state crime taking place around the U.S.-Mexico border. On the Mexican side of the border violent corruption and criminal activities stemming from state actors complicity with drug trafficking organisations has produced widespread violence and human casualty while forcing many to cross the border legally or illegally in fear for their lives. Upon their arrival on the U.S. side of the border, these individuals are treated as criminal suspects. They are held in immigration detention facilities, interrogated and categorised as inadmissible ‘economic migrants’ or ‘drug offenders’ only to be denied asylum status and deported to dangerous and violent zones in Mexico. These individuals have been persecuted and victimised by the state during the 2007-2012 counter narcotic operations on one side of the border while criminalised and punished by a categorizing anti-immigration regime on the other side of the border. This thesis examines this border crisis as injurious actions against border residents have been executed by the states under legal and illegal formats in violation of criminal law and human rights conventions. The ethnographic research uses data to develop a nuanced understanding of individuals’ experiences of state victimisation on both sides of the border. In contributing to state crime scholarship it presents a multidimensional theoretical lens by using organised crime theoretical models and critical criminology concepts to explain the role of the state in producing multiple insecurities that exclude citizens and non-citizens through criminalisation processes.

This thesis presents an in-depth case study of a superdiverse neighbourhood in Glasgow where long-term white and ethnic minority communities reside alongside Roma migrants, asylum seekers and refugees, young professionals and other recent arrivals in traditional tenement housing. It focuses on the nature and extent of social contact and trust and on the role of context in shaping social relations. Employing the concepts of social milieu and intersectionality to identify social differences the research examines the relationships between five broad groupings of residents in the neighbourhood: Nostalgic Working Class, Scottish Asian, Liberal Homeowners, Kinship-sited Roma and Global Migrants. Ethnographic fieldwork was carried out in contexts within the neighbourhood, theorised as being potential sites for intergroup contact. Three types of interactions were examined: Group-based Interactions, Neighbour Interactions and Street Interactions. The data comprised documentary evidence, participant and direct observations, in-depth qualitative and walk-along interviews with residents and local organisations. Findings show that rather than individualising and isolating residents, superdiversity can stimulate community activism, yet there remains a preference for interaction within one’s own social milieu. The research has found that the concentration of poverty and material conditions has a more profound effect on social relations than historical diversity and the extent to which diversity is normalised within local discourses. Trust judgements in a superdiverse context may rely more on shared interests, moral outlook and assessments of the context rather than the extent of social contact. The quasi-private spaces of shared residential spaces and community activities can facilitate encounters with the potential to build trust, yet for this to occur cooperation through shared activities may not be sufficient. Interactions may need to move beyond co-presence and conviviality to increased understanding and empathy through dialogue. At an aggregate level, the extent to which superdiversity contributes to social contact and trust within the neighbourhood is strongly influenced by contextual factors and wider economic processes influencing housing tenure mix, private renting, property maintenance, residential churn and environmental conditions. Through examining different types of social contacts, the dynamics of trust as well as contextual influences, this thesis offers insights into the causal processes and factors that influence social relations at a local level.
